The effectiveness of national projects in solving socially significant problems is largely determined by the approval of the population of Russia. Consequently, public policy measures to overcome the demographic crisis should be subject to public evaluation. A sociological survey in Altai Krai was conducted to find out how women subjectively assess the effectiveness of federal and regional measures aimed at stimulating the birth rate and supporting families with children. The survey involved women of reproductive age. The results showed that further childbearing depends not only on economic factors but also on a number of other socio-demographic and psychological conditions: age, health status, personal motivation for birth and the opinion of the spouse in this matter. The possibility of receiving state support is an incentive to give birth to a child for a small percentage of women. The state measures of financial support are gradually reaching their limit of effectiveness with regard to the impact they have on women’s reproductive behavior. This can lead to negative consequences of financial support for families at the birth of a child. Such measures resonate among low-income groups but do not have a stimulating effect on more affluent families. According to respondents, measures that can overcome the birth rate crisis in Altai Krai include: improving the standard of living and economic independence of families; developing forms of employment that allow combining work and family; state financial support for the birth and upbringing of children; state support for families in need of better housing conditions; development of social infrastructure; promoting family values, supporting and strengthening the prestige of the family; preventative measures aimed at reproductive health; increasing the availability of modern reproductive technologies and improving the pedagogical culture of parents and supporting responsible parenting.

The paper provides some results of a study of changes that have occurred in the labor markets of Russian regions during the "first" and "second" waves of the COVID-19 pandemic. In particular, it is shown that in 2020 — 2021 there were transformations in the structure of employment of the population of the Russian regions, for example, the number of vacancies in the industries that were most severely affected by the introduction of restrictive measures in the economy decreased, the unemployment rate increased significantly. The negative consequences of the pandemic in one way or another manifested themselves in all Russian regions. However, in a number of regions, which even before the pandemic showed an unstable dynamics of socio-economic development, the impact of the COVID-19 pandemic had a more significant negative impact. This indicates that during a pandemic, divergence processes have intensified in the national economy. At the same time, during the pandemic, some new forms of employment were developed, associated with the need to switch to a remote mode of work. We believe that these new forms of employment will remain relevant both in Russian and international practice even after the end of the pandemic. The paper also analyzes the main measures of state support for the population, small and medium-sized businesses, and migrants. It is shown that, in general, the measures of state support during the pandemic were timely and made it possible to avoid the collapse of the national economy. It is concluded that support measures should be more regionally differentiated in order to take into account the specifics of the economy of the regions of the Russian Federation.

The effects of changes in employment status on health within couples have attracted increasing attention. This paper contributes to this emerging research by investigating whether the impact of a partner’s employment status on individual self-rated health varies systematically across countries with varying decommodification levels. We use longitudinal data from the European Union Statistics on Income and Living Conditions (EU-SILC) and hybrid models. We find that a change in an individual’s employment status may affect the health not just of the person who experiences this transition, but that of his or her partner. The likelihood that such a spillover will occur varies across countries with different decommodification levels. The negative effects of a partner’s employment status on self-rated health are observed when the generosity of welfare state support is limited. The moderating effects of financial support from the state are not very strong, though. They are not robust across all our models and do not extend to all the dimensions of the generosity of welfare state support.

Introduction. The modern rural society suffers a demographic crisis due to a drop in the birth rate and a decrease in the total fertility rate. Young women of reproductive age play an important role in increasing the number of births in rural areas. The objective of the paper is to study the reproductive intentions and preferences of young rural women in the Republic of Tatarstan as well as to identify the reasons for birth postponement and the degree of influence of the state support measures. Materials and Methods. The results of a sociological survey conducted in the Republic of Tatarstan in 2018 were used as the materials for the study. Statistics were used for the calculation; the systematic and comparative methods of analysis were employed. Results. The study has revealed the sustainable subjective preferences of young rural women in the Republic of Tatarstan to have two or more children. It has also confirmed the heterogeneity of the reproductive attitudes in the rural community and identified the rural women’s reasons for birth postponement. Assessment of certain reserves of increasing the birth rate has been made. State support measures affecting fertility rates have been evaluated. Discussion and Conclusion. The increase in the birth rate in the Republic of Tatarstan largely depends on the quantitative and qualitative indicators such as the number of rural women of reproductive age as well as on the measures taken by the state to stimulate the birth rate and thereby increase the reproductive attitudes. The research materials will be useful for the heads of municipal districts, heads of governmental structures, scholars and helpful when devising federal and regional demographic and family development strategies as well as when implementing the Demography national project.

This article examines the problem of relationship between demography and economy and presents statistical data that characterize the demographic processes in Russia since 1997. The population is considered as the labor, the number and structure of which largely determines the economic development of the country. Authors explore the reasons for the low birth rate of the population and the outflow of people from sparsely populated areas and show the dynamics of international migration. It is shown that financial support is needed not only for families with children, but also for those young people who are planning the birth of their first child. It is specified that only state investments, correct and consistent policy can change the current demographic situation.

The increasing decline in the population of Russia during the pandemic period has caused a new wave of measures to support the population, especially families with children. The article decomposes the existing family policy in Russia, highlighting the prevailing economic mechanisms for stimulating the birth rate and supporting marriage; an analysis of a set of family policy measures was carried out for their adequacy to the consequences of the COVID-19 pandemic, and recommendations were made to improve the mechanisms of family policy in Russia in order to increase their effectiveness. It is shown that state measures to support marriage and fertility both at the federal and regional levels are characterized by fragmentation and proceed from the narrative of a traditional large family, which is de facto also low-income. In general, family policy focuses on the federal level of support, while the regional level is virtually absent. The complex of economic mechanisms of family policy is characterized, and their emphasis on quantitative support of the birth rate is shown; the proposed measures are not strictly focused on marriage. Most of the designated conditions of the federal center are focused on children and motherhood, without affecting the specific circumstances of the family as a union of a man and a woman. A grouping of measures by regional authorities to prevent the negative consequences of COVID-19 and proposals for the participation of regions in the implementation of the economic mechanisms of family policy in Russia are presented.
