The article offers a cultural study of one of key aspects of the decommunization process in contemporary Ukraine, formally started by the in- troduction of so-called ‘four decommunization laws’ adopted on April 4, 2015, as manifested in the country’s cultural space through major narra- tives that describe, interpret and mythologize this process from various cultural and ideological positions and viewpoints. The methodological background for the study is provided by well-known cultural studies’ approach that, according to Paul Du Gay, Stuart Hall and others, presumes a systemic analysis of five key aspects of a given cultural phenomenon, namely, its production (creation), its consumption (reception), its regulation (by the state and other actors), its representations in culture (including narratives about it), and identities shaped or transformed by it. In this article, the penultimate part of a cultural study of Ukrainian decommunization is presented in detail. An overview of dozens of articles, columns, interviews and other texts about the decommunization in Ukrainian and foreign media demonstrates that there seem to be four main groups of decom- munization narratives, tentatively named: the ‘purification of Ukraine’ narrative, the regional (or decentralized) narrative, the ‘Bandera-ization’ narrative, and the liberal narrative, each with its characteristic modes of emplotment (from epic romance to satire), with its civilization perspective, its set of sym- bols and values, its ‘heroes’ and ‘villains’. Unsurprisingly, those portrayed as heroes in affirmative narratives (that of ‘purification’, for instance) tend to become villains in negative narratives, the head of Ukrainian Institute of National Remembrance Volodymyr Viatrovych being the most prominent one.

ABSTRACT Following the 1945 Constitution, the state is obliged to preserve the arts and culture of Indonesia. Kabinet Kerja commemorating 88 Years of Sumpah Pemuda with Nusantara Berdendang show at Istana Merdeka on October 28, 2016. This study discussesa multiculturalism discourse presented in the performance based on the Cultural Studies paradigm with the support of Stuart Hall's representation theory and power theory of Foucault. The research usesa qualitative method with descriptive and interpretative analysis.The multiculturalism discourse is produced by the Kabinet Kerja through performing arts that appear in Nusantara Berdendang. Performing arts are used by the state as a tool to show diversity, as well as a unifying symbol. The state ceremony becomes a discursive area of multiculturalism to implement the unity and unity of Indonesia. Multiculturalism discourse is used to facilitate the success of the Nawacita program. Penelitian ini membaca diskursus multikulturalisme yang dihadirkan dalam pergelaran tersebut dengan paradigma Kajian Budaya dengan dukungan teori representasi Stuart Hall (2003)  dan teori kuasa/pengetahuan. Penelitian menggunakan teknik analisis deskriptif kualitatif dan interpretatif.Diskursus multikulturalisme diproduksi oleh Kabinet Kerja melalui seni pertunjukan yang tampil di Nusantara Berdendang.Seni pertunjukan digunakan oleh negara sebagai alat untuk menunjukkan keberagaman, sekaligus sebagai simbol pemersatu.Seremoni negara menjadi area diskursif multikulturalisme untuk merawat kesatuan dan persatuan Indonesia. Diskursus multikulturalisme dilakukan oleh Kabinet untuk memperlancar suksesnya program Nawacita. Implikasinya, citra Indonesia merupakan negara bineka, (2) citra Indonesia yang toleran dan damai, serta (3) kepatuhan pada penguasa pemerintahan. Kata kunci: multikulturalisme, Kabinet Kerja, kesenian, keberagaman etnik

Estudar a representação do Movimento dos Povos Indígenas no portal G1 Roraima, possuindo como panorama os Estudos Culturais e as perspectivas pós-coloniais do jornalismo local ao abordar os nativos do Estado, é nosso objetivo central. Para tanto, procuramos observar as deficiências do ciberjornalismo e do discurso jornalístico para representar adequadamente a imagem desse movimento, considerando a etnicidade como indicador identitário. O estudo propõe uma aproximação da conceituação de representação de Stuart Hall (2003) e com a Análise de Discurso (AD) de Fairclough (2001) e Márcia Benetti (2006) ao considerar o jornalista como indivíduo intersubjetivo. Com base nessas reflexões, realizamos uma observação do conteúdo publicado para apontar a presença de arquétipos acertados por uma sociedade com perspectivas coloniais.   PALAVRAS-CHAVE: Comunicação; Movimento Indígena; Ciberjornalismo; Análise de Discurso; Etnicidade.     ABSTRACT Studying the representation of the Movement of Indigenous Peoples in G1 Roraima, having as a panorama the Cultural Studies and the postcolonial perspectives of local journalism when approaching the native communities of the State, is our main objective. El estudio propone una aproximación de la conceptuación de la representación de Stuart Hall (2003) y con el Análisis del Discurso (AD) de Fairclough (2001) y Márcia Benetti (2006) al considerar el periodista como individuo intersubjetivo. The article deals with the fundamental, inherent in most of the countries of the world transformation of state power, its formation, functioning and division between the main branches as a result of the decentralization of such power, its subsidiarity. Attention is drawn to the specifics of state power, its func- tional features in the conditions of sovereignty of the states, their interconnec- tion. It is emphasized that the nature of the state power is connected with the nature of the political system of the state, with the form of government and many other aspects of a fundamental nature.It is analyzed that in the middle of national states the questions of legitima- cy, sovereignty of transparency of state power, its formation are acutely raised. Concerning the practical functioning of state power, a deeper study now needs a problem of separation of powers and the distribution of power. The use of this principle, which ensures the real subsidiarity of the authorities, the formation of more effective, responsible democratic relations between state power and civil society, is the first priority of the transformation of state power in the conditions of modern transformations of countries and societies. It is substantiated that the research of these problems will open up much wider opportunities for the provi- sion of state power not as a center authority, but also as a leading political structure but as a power of the people and the community. In the context of global democratization processes, such processes are crucial for a more humanistic and civilized arrangement of human life. It is noted that local self-government, as a specific form of public power, is also characterized by an expressive feature of a special subject of power (territorial community) as a set of large numbers of people; joint communal property; tax system, etc.

The entry of a wide range of biotechnological products into the pharmaceutical market calls for rein-forcement of the quality, efficacy and safety standards at the state level. The following general monographs have been elaborated for the first time to be included into the State Pharmacopoeia of the Russian Federation, XIV edition: "Viral safety" and "Reduction of the risk of transmitting animal spongiform encephalopathy via medicinal products". These general monographs were elaborated taking into account the requirements of foreign pharmacopoeias and the WHO recommendations. The present paper summarises the key aspects of the monographs.

статья посвящена социально-философскому рассмотрению такого историко-культурного явления как псевдоморфоза. Под данным термином понимается господство развитого в культурном плане общества над более молодым соседом, находящимся на более низкой ступени общественного развития. Опираясь на исследования немецкого философа О. Шпенглера и многочисленные исторические примеры, автор выделяет такие агенты эффективного создания псевдоморфозы как государственный язык, импортная модель образования и социальная сегрегация. the work is devoted to the socio-philosophical consideration of such a historical and cultural phenomenon as pseudomorphosis. This term refers to the dominance of a culturally developed society over a younger and more primitive neighbor. Based on the research of the German philosopher O. Spengler and numerous historical examples, the author identifies such agents for the effective creation of pseudomorphs as the state language, the import model of education and social segregation.

Updated information of the dispersion dynamics of Chagas disease (CD) and a systemic analysis of these data will aid the early identification of areas that are vulnerable to transmission and enable efficient intervention. This work synthesized spatiotemporal information regarding triatomine fauna and analyzed this information in combination with the results from serological tests to elucidate the epidemiological panorama of CD in the state of Sergipe, Brazil. This is a retrospective analytical study that utilized information from the database of the National Chagas Disease Control Program. Between 2010 and 2016, 838 triatomines of eight species, namely, Panstrongylus geniculatus, which was first recorded in the state of Sergipe, Panstrongylus lutzi, P. megistus, Triatoma brasiliensis, T. pseudomaculata, T. tibiamaculata, T. melanocephala, and Rhodnius neglectus, were collected. Optical microscopy revealed that 13.2% of triatomines examined were infected by Trypanosoma cruzi-like flagellates. The distribution of triatomines exhibits an expanding south-central to northern dispersion, with a preference for semiarid and agreste areas and occasional observations in humid coastal areas due to anthropogenic actions reflected in the environment. Of the human cases analyzed from 2012 to 2016, 8.3% (191/2316) presented positive serology for Trypanosoma cruzi, and this proportion showed a gradual increase in the southern center of the state and new notifications in coastal regions. There is a need for intensification and continuity of the measures adopted by the Chagas Disease Control Program in Sergipe, identifying new priority areas for intervention and preferential ecotopes of the vectors, considering the occurrence of positive triatomines intradomicilliary and a source of new triatomines in the peridomiciles.

Esbozamos en este trabajo algunas consideraciones respecto de las relaciones entre la globalización y el tema artesanal, así como analizamos de que manera se expresa en el universo de las artesanías la dicotomía globallocal. La etapa actual de globalización se ha traducido en nuestro país en procesos de ajuste estructural; éstos suponen la reducción de los ámbitos de incumbencia pública, la retracción del estado, políticas de privatizaciones y aperturas de fronteras. La pauperización del país afecta más fuertemente a los sectores productivos más débiles. La modalidad productiva de los artesanos y sus condiciones de inserción en el mercado los hace sumamente vulnerables a los cambios estructurales que se producen en la actualidad. La producción artesanal, frecuentemente considerada como una expresión privilegiada de ‘lo local’ constituye un interesante fenómeno económico-cultural desde donde pensar las cuestiones planteadas. Abstract This article offers some considerations regarding the relationships between the phenomena of globalization and craftsmanship, analyzing the way the latter universe expresses the global-local dichotomy. The current stage of globalization has been translated in Argentina in processes of structural adjustment, which implied the reduction of the environments of public incumbency, the retraction of the state, privatization policies, and so on. This pauperization of the country affects the productive sectors. The productive modality of the artisans and the specific conditions they participate in the market turn them extremely vulnerable to the structural changes that take place at the present time. The production of craftsmen, frequently considered a privileged expression of the “local””, constitutes an interesting economic-cultural phenomenon from where to think the outlined questions.

La policía comunitaria es una institución de los pueblos indígenas de Guerrero conocida por su capacidad para enfrentar a la delincuencia y generar alternativas de paz social., através de un sistema de justicia y seguridad autónomo. En los últimos años, sin embargo, el sistema comunitario enfrenta el acoso de actores diversos vinculados al incremento de la violencia y la inseguridad que se vive en el país y especialmente en el estado de Guerrero; dicha situación está impactando a la institucionalidad comunitaria, obligando a su redefinición. En este trabajo destaco aspectos centrales de dicha conflictividad así como las respuestas que han dado los comunitarios para hacer frente a las tareas de justicia y seguridad en el marco de nuevos contextos marcados por el despojo neoliberal y la impunidad de actores estatales y no estatales. En este proceso se actualiza la relación de la policía comunitaria con el Estado revelando el peso de la ambigüedad legal y los juegos del poder así como los usos contra-hegemónicos del derecho para disputar la justicia. ---SEGURANÇA E JUSTIÇA SOB ACOSSO EM TEMPOS DE VIOLÊNCIA NEOLIBERAL: respostas do policiamento comunitário de GuerreroO policiamento comunitário é uma instituição dos Povos Indígenas do Guerrero conhecidos por sua capacidade de lidar com o crime e gerar paz social de forma alternativa, usando um sistema próprio de justiça e segurança. Neste artigo, destaco os principais aspectos do conflito e as respostas que têm a comunidade para lidar com as tarefas da justiça e da segurança no contexto dos novos contextos marcados por pilhagem neoliberal e a impunidade de atores estatais e não estatais. Neste processo, a relação de policiamento comunitário com o estado é atualizada, revelando o peso da ambiguidade e dos jogos de poder legais, além de usos contra-hegemônicos do direito de disputar a justiça.Palavras-chave: violência neoliberal; Guerrero; comunidades indígenas---SECURITY AND JUSTICE UNDER HARASSMENT IN TIMES OF NEOLIBERAL VIOLENCE: responses of the Community Police of GuerreroThe community police is an institution of the Indigenous Peoples of Guerrero known for its ability to deal with crime and generate alternatives for social peace, using a system of justice and self security. In recent years, however, the EU system faces harassment from various people responsible for the increase of violence and insecurity within the country and especially in the state in Guerrero; this situation is impacting instituitions in the community, forcing their redefinition. In this paper I highlight key aspects of the conflict and the community's responses to deal with the tasks of justice and security in new contexts marked by neoliberal plunder and impunity of the state (as well as non state figures). In this process, the relationship of the community police with the state is updated revealing the weight of legal ambiguity and power plays, as well as counter-hegemonic use of the right to dispute justice.key words: neoliberal vilence; Guerrero; indigenous people.
