The article describes the developing and testing procedure of the authors' psychodiagnostic methodology aimed at studying the mechanisms of establishing the professional self-awareness of a police officer. In accordance with the goal and objectives of the research, the experiment involved 579 police officers, with 172 people being students and cadets of educational organizations of the Russian Ministry of Internal Affairs and 407 people were acting law enforcement officers of transport police administrations of the Russian Ministry of Internal Affairs (Northwestern and Ural Federal Districts). The age range of the subjects was 18-52. The ‘Limit – Experience’ inventory we developed has 5 scales reflecting essential aspects of the problem in question. The reliability coefficient for ‘life awareness’ scale is 0.82; for ‘self-realization’ scale it is 0.73, for ‘value of time’ scale it is 0.72, and for scales ‘self-determination’ and ‘general’ the coefficient is 0.69 and 0.8 respectively. The validity of this methodology has been tested by comparing its results with those of other methods for measuring similar parameters. The questionnaire can be used in operation of the psychological service of Russian internal affairs bodies, and also for further applied research in this area.

The article deals with the problem of forming a tolerant consciousness. The purpose of the study is to assess the degree of expression of students ' own tolerance during the period of training in educational organizations of the Ministry of Internal Affairs of Russia. The research methods used were theoretical and comparative analysis, generalization, interpretation and reinterpretation of scientific data, existing practice; empirical methods: conversation, survey, method of expert assessments. The study sample consisted of cadets and students of higher educational organizations of the Ministry of Internal Affairs of Russia (94 respondents aged 18 to 22 years, 63 men and 31 women). The problems of forming a tolerant consciousness, the structure of tolerance, the importance of tolerance in the professional activities of police officers, as well as in the process of their training and professional development are considered. The results of the study of the degree of self-tolerance among cadets of educational organizations of the Ministry of Internal Affairs of Russia are presented. It is shown that despite a fairly high level of tolerance, the main problem point for cadets is the formation and development of their active life position. An adequate level of tolerance of cadets is an indicator not only of the social maturity of the individual, but also indicates the formation of their professional self-awareness. The obtained results and conclusions are relevant for the organization of psychological work in the internal affairs bodies.

The introduction actualizes the urgent need to reform the system of departmental education of the Ministry of internal Affairs of Russia, implemented both in structural and organizational tasks and in content. The purpose of this article is to substantiate professional training in educational organizations of the Ministry of internal Affairs of Russia from the position of axiological, practice – oriented and competence-based pedagogical approaches. In the main part of the article, the restructuring of educational organizations of the Ministry of internal Affairs of Russia is presented as the need to optimize them, which directly affects the increase in the level of efficiency of professional training of police officers. It is noted that the use of educational systems based on competence-based, axiological, practice-oriented approaches in the educational process of departmental educational organizations contributes to solving the problem of unprofessionalism, and as a consequence, the problem of the quality of professional training of police officers. A specific example of a pedagogical system for the formation of professional values for cadets of educational organizations of the Ministry of internal Affairs of Russia is given. And the article discusses also an example of a practice-oriented approach in training of specialists for the juvenile divisions of the Moscow University of the MIA of Russia named after V. J. Kikot within the complex (multi-step) practice. The results of the analytical study showed the significant importance of modern pedagogical approaches in the professional training of law enforcement officers in educational organizations of the Ministry of internal Affairs of Russia. The article concludes a general conclusion based on the results of the analytical examination.

We consider main aspects of intuition as a psychological phenomenon and its peculiarities in legal defending activity. The difficulty of the topic is noted according to intuition irrational nature. We study the historical aspect of intuitive human mind development from the earliest to the modern time and find differences in the information part of the world understanding. The reasons for formation of intuitive thinking of Internal Affairs Agencies workers in untypical situations are explained. The research has the scheme of conditions for intuition provocation, among which there are the problem situation, “hint” availability, fundamental understanding of the issue. In Russia the psychological service of Ministry of Internal Affairs investigates intuitive abilities of Internal Affairs Agencies workers. There are methods types of intuition study: experimental methods and action tests; surveys; instrumental methods showing priming; implicit learning; “illocal” intuition; psychophysiological methods. The essence of experimental methods, action-tests and instrumental methods are shown. The conclusions of necessity of to practically include developments obtained in the process of intuition thinking investigation of Internal Affairs Agencies are made. The peculiarities of intuition study within the framework of psychological researches. We consider the role of intuition in professional activity of Internal Affairs Agencies workers. We tried to create methodological tools of intuition study of police workers.

This article studies the importance of professional communication training for employees of internal affairs in the educational organization of the Ministry of internal affairs agencies of Russia. The research justified the necessity of developing communicative qualities, acquiring professional knowledge and communication skills of a law enforcement officer by the fact that law enforcement officers are the specialists of the «man-man» professional system. Professional communication of employees of internal affairs has its own characteristics, which are primarily related to interaction with different categories of citizens, including those citizens who violate the law and public order. It is important for the employee to be able to interact with citizens at a high professional level, and for this it is necessary to possess mental and pedagogical technologies. Training of an internal affairs officer in psychological and pedagogical technologies takes place in educational organization of the Ministry of internal affairs of Russia. However, in nowadays, due to the coronavirus educational organizations teach online and these circumstances have led to a negative tendency associated with the formation of personal qualities in employees that do not contribute to effective professional communication. This negative orientation is confirmed by the research conducted by the authors focused on the study of communicative qualities of employees of internal affairs agencies. The research involved employees studying in an educational organization of the Ministry of internal affairs of Russia. The research found an increasing negative tendency of development of such negative qualities as low self-esteem, uncertainty, social and communicative passivity of employees of internal affairs agencies. In conclusion the authors provided their views and perspectives on how to address those emerging issues.

Introduction: according to the official statistics, the number of acts involving information technology is increasing every year in Russia. In particular, currently, the types of crimes in the field of information technology are changing qualitatively and continue to evolve continuously, becoming highly organized and more sophisticated. Through the use of information technologies in Russia, such crimes as hacking, illegal data acquisition (information espionage), theft of other people’s property from payment (settlement) cards and accounts of citizens, trafficking of drugs, arms, human beings are committed; the extremist literature is distributed, new members of terrorist groups are recruited; pornography, including children, is spread, illegal gambling and online games are conducted; fraud through the use of cellular and IP-telephony services, theft of personal data in large amount and selling them, and other crimes are committed using information technologies. The current type of computer fraud – phishing – is gaining momentum. Its essence is that cybercriminals seek to get hold of the data of ordinary people through computer technology, and using this data, get hold of their funds, including financial ones. It seems that such actions can neither contribute to the development of Russian society, nor to the development of civilized relations in society, nor to the development of information networks themselves. After all, any technology can be used for both constructive and non-constructive technologies. And when these goals are destructive, the law enforcement agencies, in our opinion, should have an effective level of training to deal with such violations. We believe that it is not enough to calculate, detect, and establish. We still need to be able to bring the culprit to criminal responsibility. In this regard, the most important thing is to ensure that anonymity not only creates the illusion of impunity, but also that the law enforcement agencies have a sufficient legal, organizational and, first of all, personnel basis to expose the criminal. In order to successfully thwart crimes in the field of information technology, the availability of implementation of the adopted standards and the key to the implementation of the state policy in the field of information security is the training and education of appropriate personnel who would provide “breakthrough” results in this area. The purpose of the research is to study the issues of improving the training of the law enforcement officers in countering crimes committed through the use of information technologies. Methods: the research uses a comparative analysis and generalization of the examples of the educational methods used in the educational organizations of the Ministry of Internal Affairs in the field of information security. The authors study, in particular, the general theoretical and practical orientation of the educational process in this area, synthesizing the results obtained, whose purpose is to improve the training of highly qualified specialists for the Internal Affairs bodies capable of countering crimes in the field of information technologies. Results: the authors formulate the main directions for improving the training of the law enforcement officers to counter crimes committed using information technologies, in particular, on the example of the educational organizations used in the educational process of the Ministry of Internal Affairs of Russia. Thus, one of the measures proposed by the authors in this direction is the opening of a new specialty – cyber-investigator or cyber-criminalist. The entry of developed countries into the sixth technological order and the further active digitalization of the world economy predict a huge scale and replication of crimes using information technologies. This circumstance actualizes the need to popularize the profession of a cyber-investigator – a specialist with an interdisciplinary education, i.e. experience in the investigative agencies will have to be combined with the skills of a criminalist and a specialist in the field of information protection.

The modernization of the penal system of the Russian Federation places high demands on the training of highly qualified personnel in order to optimize the penal system and its quality functioning. The exceptional complexity of employees’ activities dictates high requirements for the development of their moral and will qualities. We suggested that one of the ways to solve this problem will be to develop and implement a psychological model for the development of moral and will qualities of employees at the stage of their university training. The model is aimed at formation of professional self-awareness of employees through formation and development of spiritual and moral values, awareness of own personal and professionally important qualities, as well as motivation to improve them. The key concepts that assist to reflect the essence of the process of professional self-realization of police officers have been determined. The professional self-realization of the personality, which is determined by the value and sensory, intellectual and motivational features of the personality, has been studied. Modeling the experience of professional self-realization is the support of the personality for self-development of intellectual and volitional actions. This process is most productive in adolescence – at the time of completion of the development of readiness to choose a particular profession, defining oneself in a possible professional role. The main point of the studied process is the search for a professional image of “oneself”. It has been noted that the key stages of professional self-realization’s formation are: choice of educational institution, place of work (professional self-determination), subsequent choice of the type and direction of activity, formation within the chosen profession, professional growth, which reflects the effectiveness of professional self-realization. Thus, successful self-realization within the profession is based on a reasonable choice of place of study and future profession, continuous professional self-growth and self-development within labor activity, as well as satisfaction with the way of professional life and career. It has been studied that the development of the value sphere of the personality of law enforcement officers contributes to the optimization of their behavior and self-realization in such spheres of life as profession, family life, relationships, hobbies. The motivational component is one of the basic in the system of moral regulation of activities and behavior of professionals and includes a positive attitude to the chosen type of professional activity, the desire for self-realization and achievement, moral and professional attitudes and interests. Motivation acts as a link between the true goals, ideals, beliefs of the cadet and the actions, deeds, decisions he makes. The author has proved the expediency of forming value regulators of behavior and motivational sphere of future law enforcement officers in higher educational institutions with specific learning conditions, which may increase the efficiency of professional activity and self-realization of police officers in modern conditions.

The level of normative provision of personal safety of the employees of the National Police of Ukraine has been clarified. The normative base of the Ministry of Internal Affairs of Ukraine and the National Police of Ukraine in regard to ensuring the personal safety of a police officer has been analyzed. It has been established that the normative level stipulates a norm on ensuring the personal safety of police officers in the performance of their official duties, but the legislator does not provide an explanation of the essence of the concept of personal safety. The lack of the definition of this concept in regulatory acts gives rise to a number of discussions among scholars in various fields of research. The most successful definitions of the concepts of security and personal safety of law enforcement officers have been consistently studied. In accordance with the Law of Ukraine “On the National Police” and in order to ensure the personal safety of police officers and to prevent the death, injury and trauma of them and others during the handling of weapons, the Minister of Internal Affairs of Ukraine approved the Instruction on security measures when handling weapons, which is only a part of the official activities of police agencies (institutions, organizations) and does not reveal the essence of the content of personal safety. It has been offered to regulate the high level of performance of police duties by police officers, i.e. to supplement the Law of Ukraine “On the National Police” or the relevant bylaws with the definition of “personal safety of police officers”, which can help to address theoretical and practical issues on developing concrete measures to increase the personal safety of police officers and to stop discussions on understanding this concept.

The article is devoted to the formation of universal competences of students in educational institutions of the system of the Ministry of Internal Affairs of Russia using the case-method of teaching. The authors have identified the main synonymous contradictions in the definition of the concept of “universal competence”. The main problems that lie in the choice of means and methods of development and the formation of universal competencies of students are highlighted. The subject of the study was determined the process of formation of universal competencies of students. The basic concepts of the competence approach are considered. It shows what universal competences should be formed in the framework of GEF3 ++ by a specialist in the specialty law enforcement. Disclosed the concept of educational technology, as well as the essence of the case-method of teaching. It schematically shows what the technological stages of the case-method of teaching consist of. An example of one of the mini-projects, which is aimed at the formation of universal competencies of students. Table 1 showed the stages of formation of universal competencies among students, and Table 2 showed the formation of universal competencies of students in a class on the basics of special ATS equipment. As a result of the study, it can be concluded that, in general, the case method allows to improve the educational process, involve students in the process of live communication, instill autonomy for searching, analyzing, extracting and evaluating information, which contributes to the process of developing universal competences of future police officers. In this paper, the following methods were applied: comparative analysis, case-method of teaching.
