The article reviews the experience of people arranging studies involving information and communication technologies into the University of the Third Age studies organization. Life expectancy is longer and the birth rate is lower in proportion to older age people; due to these facts, the ageing is even more noticeable. This situation requires certain measures, which would be effective in the future. Non-formal education institutions, including University of the Third Age, react to the changes and offer trainings which help older people to maintain working-capacity, physical, social and psychological health. In order to provide greater benefits, it is important to pay attention not only to the students of the Third Age but to the needs and changes of society on the whole. It is obvious that in the twenty-first century life is hardly imaginable without information-communication technologies (ICT), which are not only rapidly growing and modifying but are also integrating and changing each and every one aspects of people`s lives, regardless of their age. Therefore, it is extremely important that elder persons have at least minimal of computer literacy and ICT skills in order to conform to modern society standards.

For this study, methods of analysis of scientific and theoretical material and pedagogical literature on this issue are used. Informatization of postmodern society is a promising path to economic, social and educational development. The informatization of education is aimed at the formation and development of the intellectual potential of the nation, the improvement of the forms and content of the educational process, the introduction of computer teaching and testing methods, allows solving problems at the highest level, taking into account world requirements. One of the important directions in the development of informatization of education in the context of a pandemic is new computer technologies. Interactivity, intensification of the learning process, feedback - are the real advantages of these technologies, which necessitated their application in various fields of human activity, primarily in those related to education and professional training. Now, in a pandemic, the number of studies has noticeably increased, the subject of which was the use of information and communication technologies in the educational process. The article deals with the problem of psychological and didactic aspects of the introduction of information communication technologies in the process of teaching students of higher educational institutions. An analysis of the problems and prospects of using information communication technologies in higher educational institutions was carried out, as a guarantee of building an intensive process of assimilating knowledge, skills, and abilities of students of higher educational institutions.

This chapter examines the rise of cyberpower and its implications for strategy. The rapid spread of information-communication technologies around the world created a globally connected domain called cyberspace. Nearly every function of modern society is enabled by cyberspace. This is both an advantage and a serious vulnerability. The pervasiveness of cyberspace, along with the growing importance of cyberpower, is influencing international politics and the use of military force in the twenty-first century in a variety of ways. The chapter begins with a discussion of relevant terms and definitions before discussing cyberspace, cyberpower, and the infosphere. It then considers how cyberspace has become a place of constant conflict, focusing in particular on the problem of cyber security as well as the challenges and unknowns of cyber-attack. It concludes by reflecting on the potential of cyberpower to spark a revolution in military affairs.

Abstract Rapoport's conceptualization of the last, religious wave of four global waves remains highly influential. But it, and other typologies, have placed too little emphasis on the influence of information and communication technologies (ICTs) on the evolution of global jihadist activities. This article makes two new contributions by developing both a new ICT-based typology for understanding jihadist evolutions, and by focusing on successful attacks. Our central argument is that ICTs’ impact on global jihadism has facilitated dramatic transformations of its strategy, organization and tactics since the 1990s, and that these can be understood as four overlapping iterations. ‘Jihadism 1.0’ describes the hierarchical, top-down directed and overseas financed and trained terrorist organizations that conducted iconic attacks at the turn of the millennium. Jihadism has since evolved into ‘Jihadism 2.0’ and then ‘Jihadism 3.0’. Jihadism 2.0 recognizes that a number of smaller, coordinated attacks can have a global impact. Jihadism 3.0 is inspired terrorism that has no links to the central terror organization, utilizing individuals and crude tactics. Finally, jihadism is evolving toward ‘Jihadism 4.0’, or cyberterrorism. We argue this typology provides a useful basis for scholars and practitioners to conceptualize the ICT dynamics influencing global jihadism, and these may be applicable to other global terrorists. The conclusion analyses how counter-terrorism services can respond to these evolutions and charts areas for future research.

Smart Cities represent a vital pillar of the modern society and they are influenced by constant development of information and communication technologies. Nowadays we can speak about transition to the third generation Smart Cities featuring complex digital transformation. The presented article introduces The Smart City concepts in Russia and its implementation in St.Petersburg. It highlights the level of the Smart city in Russia, realized and planned projects through selected indexes. The article identifies the problem areas and formulates recommendations leading to the Smart Cities level improvement.

Abstract The use of information and communication technologies (ICT) in teaching and learning foreign languages has risen sharply among the educational community. Teachers access and implement innovations without always realizing their full implications for them and their students. However, this is not necessarily a negative thing, because if no one used innovations, little progresses would be made and there would be nothing to evaluate. The article presents certain features of ICT that can be used to good advantage in a rich learning environment, and the use of video as an ICT tool in the foreign language class. The paper also discusses the role of the teacher in implementing technologies and we argue that it is the teacher, not the technology who determines the quality of the learning and teaching. There are people who are afraid that the teacher’s role would be compromised if we integrate information communication technologies in education; however we militate for a ‘techno-humanistic’ system, in which teachers, learners and technology would form a lasting meaningful alliance.

It's necessary to make an accent that at the present stage of economic growth, the essential changes take place in the consciousness of the customer – customer became another one, his “market consciousness” increased. They have the higher level of goods and services quality expectations, strive for more convenient arrangement and working hours, better service, lower prices. Such situations were caused by the modern society development tends, changes in the way and style of people's life. Also, the part of innovators, who endeavor to get goods, in which new ideas and technologies were embodied. It is also stipulated by the modern development temps and by implementation of information-communication technologies, and by the psychological factors.Consumption of such goods becomes a symbol along with the buying of prestige goods; it demonstrates the high social status, shows progressiveness and contemporaneity of the customer. As the world experience shows the velocity of reaction on market changes is characteristic for small and midsize business, which are rather flexible to changes and opportunities of variable market conditions.

Information-Communication Technologies (ICTs) are currently used in various fields and there are many amazing inventions that are already present and make communication and life easier for us on a daily basis. The use of ICTs is less represented in the social work institutions. Therefore, this paper presents the implementation of ICTs through the chatbot application for the needs of social work created on the Tidio platform and within the webpage of the Public Institution “Center for Social Work Tešanj”. The application facilitates the work of social workers in collecting information from the users and eases the aid received by the users of social care in terms of faster responses to inquiries during emergencies, such as the COVID-19 pandemic, but also after. For the purpose of this research, an end-user survey was created and conducted with the aim of collecting user opinions on the acceptance and motivation for the use of chatbots in social work institutions. The results showed good acceptance and usage motivation of social work chatbot.

The purpose of the study is to identify the needs, attitude and experience of third-age people in the field of using information and communication technologies in the modern stage of informatization. The modern system of additional education for older people in the field of computer literacy is now very outdated and in need of modernization. The transformation of the needs of this category of people for new knowledge and skills is caused by the rapid pace of development of digitalization, the growth of the range of electronic services and the expansion of opportunities associated with the use of information and communication technologies. The involvement of older people in these processes and the need to adapt to a new way of life actualizes the need to study what a modern digital literacy course should be from the point of view of people of the third age, namely, it is necessary to determine their needs for computer training, the experience and resources that they have.Materials and methods. The study was conducted from 2016 to 2019 on the basis of the Municipal government institution of the city of Novosibirsk “Coordination Center “Active City” among 214 people, studying under the program “Academy of Computer Literacy”, dedicated to the basics of working with computers and the Internet, organized with the support of the social programs’ development fund named after L.I. Sidorenko.The research carried out a theoretical analysis of psychological, pedagogical and scientific literature on the research topic, questioning and polling of respondents, analysis and generalization of the data obtained. The main objectives were: a) to reveal the information and communication technology resources available to respondents at home; b) to discover the motivating factors that determine the need for training in the field of computer literacy; c) to identify the requirement for the content of the computer literacy course in modern conditions in accordance with the requirements of the respondents; d) to analyze how these requirements are manifested in different age groups: 55-60 years old, 61-70 years old, 71-80 years old and over 80 years old.Results. The results of the study show the need to develop a course, not computer, but digital literacy of a new format, with the nature of flexibility, contributing to the satisfaction of any need to eliminate the problems of information activity at any level: low, intermediate or advanced. In addition, the rapidly changing information technology necessitates the provision of training that will enable the elderly person in the future to deal with any new and unknown technology. It is very important to adapt modern retirees to the new digital reality, teach them to interact with it and understand the principles of the device.Conclusion. These studies are the basis and prove the need to revise existing computer literacy courses and develop new content and teaching methods that take into account the modern needs of third age people.

Article discloses relevance of continuous education, and in particular training of people of old age. The subject of a gerontoobrazovaniye was studied by many domestic and foreign researchers, the scientific recommendations, reports on training of elderly people have been developed. In many countries of the world training centers have been open for this category of the population. In the Russian Federation distribution was gained by the Universities of the third age at which courses enjoy the greatest popularity, connected with training in bases of work with the personal computer. The same purpose — adaptation of the elderly person in digital modern society pursues also the Government of the Russian Federation, developing the appropriate state programs. The universities of the third age are open in many cities. Often they open on the basis of departments of social protection of the population. For assistance higher education institutions are attracted. The fragment of the training program of “A basis of the computer literacy” developed by teachers of the Shadrinsk state pedagogical university is given in article. The purpose, problems of a course, the requirement to the level of assimilation and the planned results reveals. Examples of educational and thematic planning and a substantial component are given.
