Aim: The article is devoted to the issue of optimizing the export carriage of synthetic rubber produced in Russian, using the service of express container trains. Methods: The analysis of volumes distribution of synthetic rubber production between the main Russian producers was made and an alternative option was proposed for the delivery of the products of the largest plant for the production of this raw material to foreign countries. To assess the economic efficiency of the carriage variant by express container trains, a comparison was made with the most commonly used method of rubber transportation by transport costs. Results: Based on the results of the calculations, it was found that when transporting rubber in containers as part of express container trains, significant savings in transportation costs arise. Practical significance of the work: The relevance of the proposed variant is due to the growth of cars production and the development of container transportations in the world. As a result, the transport component is reduced in the final cost of production, which allows suppliers to be more competitive in the market for the production of this raw material.

The place of brand in the system of world economic geopolitics is determined. The causal chain of influence of branding on the formation of the world geoeconomy is traced. The brand is defined as a factor in shaping the system of world economic geopolitics. The scheme of connections between the elements of the system of world economic geopolitics is offered. The time coordinates of the brand functioning in the context of the evolution of the «world order» are determined. The objective strengthening of the influence of branding in the conditions of geophilosophy is substantiated. It is established that the brand provides effective promotion of countries in the world geospace and determines their role in the implementation of world geopolitics and «world order». The object of research is the branding as a factor in shaping the system of world economic geopolitics. The subject of the study is the brand as a tool for managing the economic development of the country. The purpose of this work is to substantiate the place of the brand as a tool for managing the economic development of the country in the system of world economic geopolitics. To achieve this goal were used: system-parametric approach – to the scientific knowledge of brand and geopolitics, which allowed to reveal certain links between these concepts; systematic analysis of the evolution of the «world order», the system of economic geopolitics and branding, which contributed to the definition of the brand as a factor in the formation of the system of economic geopolitics; managerial approach – to the process of brand management, the formation of a «world order», controlling the fair process of distribution of the country's wealth among different segments of the population. The practical significance of the obtained results lies in the possibility of their use to manage the development of branding in Ukraine, which will have positive consequences for changing the role of the country in the world economic geopolitics: from a raw material appendage to an active economic and political actor. Conclusions. The brand, being the bearer of the spiritual component, in the context of the economic factor of formation of both domestic and foreign policy of the country, transmits to the external environment the content of the spiritual sphere of society. Depending on the political course, national interests, economic potential and geographical opportunities, the role of the country in the geopolitical space is formed: subordinate, influential, strategic, leading.

In today's world, one of the indicators of the level of development of democracy is the level of organization and exercise of public control over public authorities. It should be noted that in Ukraine there is no special law, which establishes the law and determines the mechanism of exercising civil control over the activities of representative authorities, which significantly complicates the procedure for its implementation. Scholars consider the legal basis of public control in the context of legislative and regulatory acts, pointing out their imperfection and expediency of making changes. At the same time, there is no definition of public control in legal documents, and accordingly, the methodology of public control is not defined and therefore there are no methods of its implementation. In scientific and applied publications on the organization of public control of representative authorities in the context of decentralization, it is considered as a component of public participation. The aim of the article: to generalize and systematize foreign scientific and applied research on effective procedures for public control of representative authorities in comparison with the domestic practice. The object of research: implementation of the procedure for public control of representative authorities in foreign countries and in Ukraine. The research methodology: review of foreign and Ukrainian literary sources on the implementation of the procedure for public control of representative authorities in the world and in Ukrainian practice. The obtained results: an analysis of the procedures for public control of representative bodies of power in the countries of the world demonstrates the diversity of approaches to its implementation; forms of public control are enshrined in legal norms and are reflected in the legislation in the form of governmental documents, programs, strategies, standards, or are effectively used without governmental support through e-platforms, panels, etc. As for the Ukrainian scientists, there is no established opinion about the procedures for public control: some identify them with forms of control, others - with the conditions of its effectiveness, some authors place components (stages) of the control process (observation, evaluation, analysis, forecasting) as its methods. The practical significance: adoption of a special law will enable to define general principles of the procedure for public control of representative authorities, and a clear definition will make it possible to determine the nature and set of forms and methods for its implementation.

Предметом исследования статьи являются европейские правила налога на цифровые услуги (англ. digital services tax, DST). Различные зарубежные страны уже продвинулись в направлении налогообложения доходов от цифровых услуг с учетом использования новых принципов налогообложения. В статье раскрывается суть таких правил налогообложения на примере правил Франции и Великобритании. На сегодняшний день вопрос о введении специальных правил налогообложения прибыли цифровых компаний в Российской Федерации стоит достаточно остро. В связи с тем, что разработка таких правил будет осуществляться с учетом мирового опыта, существует вероятность, что в основу новых правил будет положена концепция DST, получившего наиболее широкое распространение в мире. Информационную базу исследования составили нормативно-правовые акты о DST Великобритании и Франции, официальные документы Организации экономического сотрудничества и развития (ОЭСР), отчет о расследовании США в отношении правил применения DST во Франции, электронные ресурсы. Научная новизна исследования заключается в выявлении разновидности европейских цифровых налогов, различий в правилах и тенденций при их введении. Практическая значимость исследования заключается в возможности использования зарубежног The subject of this research is the European rules of Digital services tax. Various foreign countries have already advanced in taxation of income obtained from digital services with the use of the new taxation principles. The nature of such taxing rules is revealed in this article based on the rules of France and the United Kingdom. At the present time the need to implement specific rules of taxation of digital companies stands out prominently in the Russian Federation. Since the development of the Russian tax rules aimed at the profits arising from digital services shall be undertaken based on the world experience, there is a significant likelihood that they will be based on the widely spread DST concept. The reference base of the study consists of the regulations on DST in the United Kingdom and France, official OECD documents, the report of the US investigation regarding the DST application rules in France, and various electronic resources. The scientific novelty of the study lays in identifying the variety of DST, features of the rules and trends in their introduction. The practical significance of the study accounts in the possibility of using foreign experience in developing Russian domestic rules.

The authors' task was to analyze the development of quality management systems at the current stage in Russia, as well as at the previous stage in the USSR. As a result, we came to the conclusion that the factors stimulating the implementation of ISO 9000 standards are the need to promote products on the world market, as well as the possibility of receiving orders from the state. In the future, strict adherence to these standards will allow enterprises to significantly reduce the likelihood of lawsuits from consumers, which is important in the context of the development of the legislative framework and increased control over the business. The practical significance of the article is the possibility of familiarizing management and personnel with quality services, whose task is to prepare for certification for compliance with ISO 9000 standards in how this process took place in other companies. The originality of this work is to summarize the experience of implementation of ISO 9000 standards at enterprises and to analyze the factors contributing to or hindering this process.

After the first oil-price shock of 1973, a search for new energy policies was started all over the world. Changing one fundamental concept - that relating to the general development of energy supply and consumption - was, however, out of the question. The pre-1973 trend of development was maintained. The energy elasticities did not change. The old forecasts were still held to be valid and were considered now, as earlier, to be the objectives which a successful energy policy had to achieve. This was considered a prerequisite for high growth rates of GNP and improvements in living conditions, and energy consumption was regarded as an indicator of the level of economic development. Therefore, the focus was shifted to an enlargement of the supply of indigenous energy resources as a substitute for imported energy, so that dependence on foreign countries could be minimized.

Abstract Island studies play an important role in the development of anthropology. It is of academic value and practical significance to understand the island world as the field where multiple modernization forces and globalization interwine. This paper explores the intricate and diverse connections between continental and marine culture from a perspective of “viewing the world through the island”. In terms of overall diversity and exoteric mobility, this paper reviews the various aspects of island studies, examines the internal and external transformation of islands within land-sea interaction, and analyzes the dynamic historical process of the island world’s involvement in the global network, which blends and integrates various cultural elements of the external world. In the context of globalization, the island world is undergoing dramatic changes and in coping with them generating its new features.

The fascinating world of lichens draws the attention of the researchers because of the numerous properties of lichens used traditionally and, in modern times, as a raw material for medicines and in the perfumery industry, for food and spices, for fodder, as dyes, and for other various purposes all over the world. However, lichens being widespread symbiotic entities between fungi and photosynthetic partners may acquire toxic features due to either the fungi, algae, or cyano-procaryotes producing toxins. By this way, several common lichens acquire toxic features. In this survey, recent data about the ecology, phytogenetics, and biology of some lichens with respect to the associated toxin-producing cyanoprokaryotes in different habitats around the world are discussed. Special attention is paid to the common toxins, called microcystin and nodularin, produced mainly by the Nostoc species. The effective application of a series of modern research methods to approach the issue of lichen toxicity as contributed by the cyanophotobiont partner is emphasized.

AbstractFor a long time, since China’s opening to the outside world in the late 1970s, admiration for foreign socioeconomic prosperity and quality of life characterized much of the Chinese society, which contributed to dissatisfaction with the country’s development and government and a large-scale exodus of students and emigrants to foreign countries. More recently, however, overestimating China’s standing and popularity in the world has become a more conspicuous feature of Chinese public opinion and the social backdrop of the country’s overreach in global affairs in the last few years. This essay discusses the effects of these misperceptions about the world, their potential sources, and the outcomes of correcting misperceptions. It concludes that while the world should get China right and not misinterpret China’s intentions and actions, China should also get the world right and have a more balanced understanding of its relationship with the world.

This article summarizes the arguments within the scientific discussion on the issue of using mining machines and their life cycle. The main goal of the article is to investigate the impact of a combination of mobile and stationary mining machines and their optimal distribution in the mining process to increase the efficiency of mining and processing of raw materials. The following methods of research were focused on the use of technical indicators for the valuation efficiency of the mining process: a simulation method was used for the distribution of mining machines, comparison analysis was used for the real and past state of mining machines, and a decision tree was used as managerial instrument for optimal alternatives of mining machines. The research empirically confirms and theoretically proves that optimal distribution of mining machines and machine parks is very important for mining companies. The benefit of this research for the mining company was the new location of the machines and the combination of stationary production lines and mobile equipment. The optimal layout of the machines reduced the number of conveyor belts and improved the transfer of limestone processing to mobile devices, saving time, which was reflected in transport costs. The results can be useful for other mining companies seeking to create an optimal machine park.
