THE ATTRACTION OF ADDITIONAL SOURCES OF FINANCING TO DEVELOP THE OBJECTS OF A CONCESSION AGREEMENT BASED ON THE USE OF DIGITAL FINANCIAL INSTRUMENTS

Being an actual and promising direction of economic development in Russia, directly related to the country’s infrastructure facilities, concession activity attracts increasing interest from investors. Concession activity is an activity on the state assets management and their operation. The attraction of additional sources of financing for the development of concession objects is the more prospective and less risky area for investors as the share of the issue of concession bonds increases each year within the entire structure of bonds emitted in Russia. The paper deals with the applied aspects of using digital technologies in the concession activity. The author considered the approach to the creation of a digital eco-environment aimed at the interaction of the state, a concession holder, and investors. Digital financial assets and financial technologies are the core of the digital eco-environment. According to the author, the creation of a digital eco-environment in a company-concession holder can become an additional possibility of traditional attraction of investments to its development due to its flexibility and new technologies. The author justifies the possibility of the development and introduction of digital technologies in the concession holder’s activity to increase the investors’ interest in the financing of this sphere. The use of a blockchain platform and a smart-contract system will allow automating the process of concluding and fulfilling contractual obligations to finance a concession project. The author concludes that this direction will give the possibility to the companies performing concession activity to increase the investors’ interest in the development of important social and infrastructure facilities of the country, and new digital technologies will allow managing, controlling, and reducing costs when carrying out digital transactions.

In recent years, digital games have emerged as a new tool in human trafficking awareness-raising. These games reflect a trend towards ‘virtual humanitarianism’, utilising digital technologies to convey narratives of suffering with the aim of raising awareness about humanitarian issues. The creation of these games raises questions about whether new technologies will depict humanitarian problems in new ways, or simply perpetuate problematic stereotypes. This article examines three online games released in the last five years for the purpose of raising awareness about human trafficking. In analysing these games, we argue that the persistent tropes of ideal victims lacking in agency continue to dominate the narrative, with a focus on individualised problems rather than structural causes of human trafficking. However, the differing approaches taken by the games demonstrate the potential for complexity and nuance in storytelling through digital games.

The authors pointed out the basic challenges related to the use of artificial intelligence (AI) in the area of security and defence of the Republic of Poland. Challenges to Polish security and defence related to modern technologies, including the use of AI systems, arise from the fact that Poland remains outside the leading group of highly technologically advanced countries. It is necessary to implement organisational measures to strengthen and expand the technological potential of the state, above all the development of national solutions in the sector of new technologies and cyber security, and the creation of a comprehensive document that defines the strategic objectives in the area of AI use and the ways of their implementation.

Topicality. The market of fruit and berry products plays an important role in ensuring the food security of the state and its regions, has prospects for integration into the world market by introducing new technologies of growing products, choosing optimal irrigation systems, taking into account the peculiarities of organization of processing and storage of products, improving its quality in order to reach foreign markets. Aim and tasks. The purpose of the article is to study the current trends in the market development of fruit and berry products of Ukraine, determine the boundaries of the market, its main subjects, competitive advantages and logistical problems of development. Research results. The main parameters of the market of fruit and berry products of Ukraine are analyzed in the article, the main tendencies and logistical problems of development are revealed. In the course of the research the tendency of growth of production in individual sectors of the market, yield and demand for fruit and berry products was established. The author identifies the main logistical problems that hinder the reproductive development of the SNF market, which include: lack of storage facilities in the region, underdevelopment of storage units and sales of products of individual farms, low role of the state, lack of wholesale markets for agricultural products and others. Solving these problems will contribute to the logistical development and expanded reproduction of resources in the sectors of this market. Conclusion. The study substantiates the author's definition of the category "Logistics development of the SNF market", analyzes the main tendencies and logistical problems of development, proposes the basic measures of logistic development of the market, in particular: the creation of cooperatives of sales or processing, the construction of fruit stores in the region, the creation of wholesale markets, the establishment of wholesale markets, connection of individual manufacturers with wholesalers and provide them with a range of marketing services.

<p> Recent studies have shown that coffee production costs have been rising above inflation and that the activity has become less attractive to producers. One of the ways to try reducing costs is through the mechanization of activities. The objective of this study was to evaluate the production cost and economic viability of arabica coffee in the state of Espírito Santo, comparing manual and semi-mechanized harvest to different yield levels. For the feasibility analysis, the techniques of Net Present Value and Internal Rate of Return were used and the sensitivity analysis was used for risk assessment.  The results show advantages of semi-mechanized harvest. At the level of 50 bags per hectare, the activity was profitable considering the interest rate of 8%. In manual harvesting, the IRR is 8.3% and, in the semi-mechanized harvest, the IRR is 16%.  Producers must invest in higher yield levels with new technologies and mechanization to have greater return in the activity. </p>

Digital technologies have a number of advantages that contribute to the development of the economy and make it more transparent. Some of the main features of modern digital technologies are speeding up business processes, reducing costs, eliminating the possibility of fraud, ensuring the transparency of the system and the ability to check and analyze the system. Regardless of whether a commercial or government organization uses the technology, in any case, there is a wide range of possibilities of its application. One of these technologies is blockchain. A blockchain is a distributed database in which storage devices are not connected to a shared server. This database stores an ever-growing list of ordered records called blocks. Each block contains a timestamp and a link to the previous block. The article defines a smart contract, describes the main areas of its application and provides processes similar to smart contracts, but working outside the blockchain. We also consider some of the risks that arise when working with smart contracts.

Russia is rapidly increasing the use of digital technologies in all spheres of public life. The speed, with which new technologies appear and are implemented, leads to the fact that people cannot quickly adapt to them. In this regard, in some cases, there may be social tensions, reluctance to use modern advances in digital technologies and other social problems. There is also a overestimation of the importance and impact of the introduced technologies on improving the socio-economic and political life of the country.In this regard, it is of interest to assess the attitude of citizens to the developing digital technologies, and, primarily, to digital services that are introduced in the system of providing state and municipal services and in the sphere of interaction between the state and society. This study is an attempt to make this kind of assessment. The background of the study was the adopting and approving in 2018 the national project “Digital economy of the Russian Federation” and the Federal programs implemented within the framework of this project, as well as the state programs and projects preceding the national project that accompany the formation of the infrastructure of the digital state.The authors conducted a survey of 541 respondents from 49 regions of the Russian Federation to determine and assess the attitude of citizens to the digitalization of public services. During the survey, respondents were asked questions about the use of Federal and regional portals of public services, about awareness of the availability and possibility of using public technologies and services, about the convenience of services and the ability to use them. As a result of the survey, conclusions are drawn about the advantages and disadvantages of using the electronic service of public services, as well as an assessment of the attitude of citizens to the digitalization of public services.

The paper is focused on the area of introducing new technologies and the consequent impact on a more efficient functioning of a company, with an emphasis on reducing labour costs. A case study has been created for a company that replaced its employees with technology to reduce the dependence of its performance on the staff. Our aim was to quantify the impact of this managerial decision on the company,as well as to quantify the negative impact on the state budget. With this decision, the company will not only reduce its dependence on its staff, but also its labour costs by 88.14% while the performance will remain the same. It can be assumed that this will also have a significant impact on the sustainability of public finances,as the state will suffer a loss of income in the case of personal income tax as well as social/health insurance; the mandatory expenditure may also increase, such as in the case of paying social benefits to the unemployed. In view of the sustainability of public finances, the paper proposes recommendations that could address this negative impact.

The concepts of e-democracy and e-government in Kazakhstan have been introduced as innovative technologies for the interaction of state power with civil society institutions. Digital technologies are considered in the light of implementing the principles of cooperation, conscientious fulfillment of the state, and population obligations. Promoting such issues increases public services, helps to create new conditions for ensuring transparency and honesty of the state system, strengthens trust between the parties, promotes further societal democratization, and raises the main aspects of national security. Discussing/sharing experiences, we appeal to scholars in political sciences and state officials, to contribute to the background for justification/implementation of new technologies and ways of cooperation between state authorities and the population. The chapter outlines effective ways of state development to be a competitive subject of international relations able adequately to meet the contemporary challenges, keeping up with the times and puts the interests of the population first.

The article provides a theoretical justification for tax control in terms of modifying the tax relations of taxpayers with tax authorities. The analysis of the factors influencing the choice of the model of behavior of taxpayers and tax authorities in accordance with the current tax legislation in a market environment. This theoretical substantiation of the nature of the hierarchy of state structures in the context of the obligation to submit to general administrative relations. The main purpose of tax control in modifying the relationship between tax authorities and taxpayers is strict compliance with applicable tax laws. The effectiveness of tax control largely affects the receipt of revenues in the budgets of all levels, as tax control is a guarantee of satisfaction of both public property interests and an important factor in financial security and economic and social stability of the state. Digital technologies in market conditions create additional tax risks on the part of both the state and taxpayers. Given this, there is a need to develop and implement in the domestic tax system fundamentally new methods of tax control, would meet the modifications of the relationship of taxpayers with the tax authorities. As a result, there is a need for a more in-depth study of tax control in the context of modifying the relationship between tax authorities and taxpayers. The results of the reform of the domestic tax system show that new digital technologies, an unprecedented flow of information have led to fundamental changes in the management of economic processes in general and the tax system in particular. With this in mind, the problem of developing tax control as one of the key mechanisms for adequate response to the manifestations of new technologies is solved. Tax control must be at the same technological level as the controlled business.

Purpose: the purpose of the study is to analyze the state of technological development and technological structures of the region, identify the features of knowledge management and develop a model for using new knowledge using digital technologies.Methods: the research is based on the use of the methodology of the system approach, the use of methods of economic and statistical analysis, scientific abstraction, analogies and scientific generalizations. During the development of the proposed topic, classical and modern works of domestic and foreign scientists, statistical and empirical material collected in the course of field research were used. In the part concerning the technological development of the region, aspects of the theory of technological structure are used in the interpretation of domestic and foreign researchers. The experience of determining the integral indicator of the state of technological structure in the region's subjects was used.Results: the study showed that in the economy of the studied district there is a high lack of demand and immunity of scientific results from the real sector, as well as significant demand constraints, which in turn are associated with the fact that the conditions for competition are insufficiently developed here. The district subjects have not developed strategies for switching to a new format of development using innovation and digital technologies.Conclusions and Relevance: it is necessary to change the existing practices and policies, each region needs to develop its own mechanism and approach to the digital economy and technology transfer, depending on its characteristics. The proposed model of knowledge management based on the use of digital technologies and artificial intelligence can become one of the tools for realizing the potential that the district has. Using new technologies and technological developments, it will be able to fit into the new technological order and ensure economic growth.
