Under the conditions of mediatization as the most important factor shaping modernity along with globalization, individualization and commercialization, an individual receives the nomination of a ”media man” on and acquires new functions in the development of media civilization. The ”media man” acts as a new kind of not only “the product” and “the consumer”, but also “the producer” and “the translator” of works of screen culture, including screen documentaries. General scientific and special scientific methods of research are used for writing the article. The article presents the results of systematization, understanding and analysis of the theoretical and historical scientific literature on mediatization and documentary films, as well as empirical observations of the practice of the Russian documentary. Prospects of the development of the documentary technologies in the changing conditions, including – within a new type of screen documentary – interactive and collaborative documentary cinema – idoc are outlined. The aim of the study is to characterize the impact of the COVID-19 pandemic on the administration of the educational process on the examples of legal and linguistic-didactic aspects. The object of the study is systemic and functional changes in science and education under the influence of the COVID-19 pandemic. The subject of the study is public relations in the field of education and science in their legal and linguistic-didactic aspect under the influence of the COVID-19 pandemic. Research methods are general scientific and special scientific methods, in particular, system-structural, formal-legal, hermeneutic; methods of analysis, synthesis. As a result of the research, the peculiarities of administration of educational processes in the conditions of COVID-19 in the aspect of mechanisms of legal support of activity of bodies of education and science, linguodidactics were formulated; the characteristic of systemic changes in the sphere of education which have occurred under the influence of the distribution of a coronavirus is carried out; describe the main approaches contained in the current scientific literature to solve the above problems.

The relevance of this problem is considered in the fact that in modern conditions of the state's process of developing a sovereign and independent, democratic, social, and legal state, the people's awareness of its place and role is one of vital aspects. The Ukrainian people's awareness of their rights and obligations, in this case law-making ones, will contribute to a real opportunity for the people to take part in the management of state affairs. Despite the fact that the problem of the powers of the Ukrainian people is extremely relevant at this stage of the Ukrainian history, it is understudied by Ukrainian researchers. Therefore, considering the above, this study is investigates such types of law-making powers of the Ukrainian people as the rights to: people's initiative, and within its framework – people's legislative initiative and people's referendum initiative; people's veto; people's survey, including regarding regulations; people's examination of regulations and draft regulations. The purpose of the present study is to consider theoretical material concerning the state of possibility of using the above-mentioned types of law-making powers of the Ukrainian people, as well as foreign practices in their implementation. The methodological framework of this study included an integrated approach, which involves a combination of numerous philosophical, general scientific, and special scientific methods. Based on the obtained conclusions and generalisations, the study aims to develop original proposals and recommendations for improving national legislation on this matter

Currently, the Ombudsman is a traditional component of democratic legal systems. The creation of such a body, as noted in the Council of Europe Resolution «On the role of commissioners/ombudsmen in the protection of citizens’ rights», which would try to ensure justice, respect for the foundations of the rule of law and at the same time be able to establish a dialogue with citizens, is necessary in many States. The purpose and objectives of this article are to consider the issues of the emergence and development of the constitutional-legal institution as an Ombudsman in General, and the evolution of this institution, in which there were various models and types of ombudsmen. It is also necessary to describe the existing models of the Ombudsman applied in different States. The article examines the functional specialization of ombudsmen, which occurs through the introduction of ombudsmen in certain areas of public relations or to protect the rights and interests of the most legally vulnerable categories and groups of the population, and specifically the emergence of the institution of migration ombudsmen. The methodology of the article is based on a set of philosophical and worldview, General scientific principles and approaches and special scientific methods of cognition of constitutional and legal phenomena. When writing, a number of General scientific and special scientific methods were used, including: system and structural-functional methods, sociological method, formal-logical method, comparative-legal method. As a result of the research, we can conclude that the essential characteristics of the Ombudsman institution have changed from the institution of supervision of the administration and the court to the most important human rights mechanism that it represents at the present stage. Within the framework of the functioning of the institution of the Ombudsman, different models have been identified in different States and specialized ombudsmen have appeared, including those dealing with the protection of the legal rights and interests of migrant workers.

The article discusses the problems of concert educational work in distance conditions, as well as the possibilities that are associated with this format of activities of musical educational organizations in terms of attracting a new target audience. The purpose of the article is to present the results of an empirical study, conducted by the author during the quarantine period on the first wave of the COVID-19 pandemic. The research methodology is based on a systematic approach and includes a group of general scientific methods (analysis, synthesis, deduction, induction), as well as a group of special methods: content analysis of scientific literature on the research topic; sociological survey method (questionnaire survey); method of statistical data analysis. The data obtained during the empirical study was processed using the advanced analytics program Neural Designer. The materials of the research were the answers of respondents to three questionnaires containing questions about the quality of concert and educational activities in a distance format. Based on the results of the empirical study, the author of the article came to the following conclusions: the main problem of the concert and educational work of music institutions in a distance format is the low level of awareness of the potential target audience about educational projects, which is associated with the lack of information about musical educational projects in social networks, as well as with the absence of online broadcasts based on a subscription in the media environment. Based on the identified problems, the author of the article provides practical recommendations.

The article deals with the actual problem of the spread of information terrorism in the world space. Information terrorism is a new type of criminal activity. Terrorists use modern information resources, the Internet to spread the ideology of terrorism. The general scientific dialectical method and a complex of scientific methods of cognition (system-structural, formal-logical) represent the methodological basis of the research. The results reached by the authors are that in modern conditions the threat of information terrorism has become a reality. Comprehensive prevention of the threat of information terrorism must be carried out within the framework of reforming the country through the widespread automation and digitalization of all life support facilities, as well as the country's integration into international information exchange. In the conclusion, the authors formulated the main conclusions of the study, substantiated the need to develop measures to counter information terrorism.

The authors examine the emergence of the institution of restrictions on the right to property from a historical perspective and also justify the need to introduce a mechanism of restrictions on the right in the modern world. The disclosure of the topic was carried out from the standpoint of general scientific, the method of theoretical analysis, and special scientific methods (comparative jurisprudence, technical and legal analysis, concretization, interpretation). The methodological basis of the study was the method of the theory of knowledge. The necessity of developing a mechanism for limiting the absolute right of ownership was justified, the difference between the restriction and encumbrance of the right of ownership was proved, and the place of the easement in the system of restriction on the right was investigated.

The Ukrainian phraseology is constantly evolving; the obsolete and infrequent phraseologisms disappear, instead the new phraseologisms appear and the traditional ones are being updated, changed and evolved. At the same time, not only the component composition of phraseological richness of the Ukrainian language is being changed, but also the understanding of the concept “phraseologism”, which determines the relevance of our research and explains its objective – to ascertain which phraseologisms are used by the media in order to attract the reader’s attention and to find out the transformations that occur with traditional phraseologisms in the modern editions. Among the methods used to conduct the research, one can mention firstly the general scientific methods: descriptive method; analysis and synthesis; typologization. Along with general scientific methods, a modern methodology was used to study effectiveness of use of modified phrasemes in the modern media: a discourse analysis, which included the study of interrelations of the text or its unit with other elements and texts, dependence of the text on speech, social and political situation. The study also used a content analysis method aimed at collecting quantitative data about the phenomenon which allowed drawing the objective conclu-sions about the spread and use of phrasemes in the headlines complex. The article deals with phraseologisms as an actively used language trope in the modern print and online media. It has been found out that in the modern periodicals the phraseologisms become an effective tool for attracting the reader’s attention through emotionally-expressive component. The phraseme modification processes that contribute to the relevance of these language constuc-tions are analyzed. The phraseme modification techniques are investigated: complete or partial modification of semantics, adding author’s comment, spreading a phraseologism with the help of new components. It is determined that a large part of phraseme used in online media is formed as a result of transformation of traditional stable units through spreading their compo-nent composition, complete or partial modification of semantics.

The article examines the dynamics of media culture in relation to modern trends in media and digital consumption of cultural and educational content in Russia. The emphasis is placed on the demand for books and reading in the everyday culture of Russians (including audio and electronic versions of books on Internet resources). Everything that is outside the media space practically does not exist for many Internet users — there is only what is “read”, mastered in a media format today. The literary preferences of our contemporaries during the pandemic are considered in the article in relation to popular forms of leisure, taking into account the influence of digitalization processes. Attention is drawn to the fact that, on the one hand, there are processes of activating the use of open resources, on the other — the production of a new type of content of cultural and leisure activities and social interaction. This is evidenced by the indicators of consumption of digital educational resources and services, online podcasts, broadcasts in the context of a pandemic.

The aim: The article aims to focus attention on the pressing problems of corruption in the field of pharmaceutical activities at the stage of medicines sale. Possible ways to solve the problems are elucidated. Materials and methods: The research has been carried out using the results of analysis and generalization of different countries’ regulation acts governing pharmaceutical activity implementation, also of legal practice, including author’s private practice, interviewing investigators, interviews, and questionnaires of pharmaceutical companies and professionals. General scientific and special scientific methods (dialectical, logical-normative, system-structural, comparative-legal, etc.) were used. Results: As a result of the study, the main problems of corruption that exist in the pharmaceutical activity sphere at the stage of medicines sale have been outlined. One of the most widespread corrupt manifestation are a relationships between a doctor and a pharmacist and sale medicine which contain drugs without doctors prescription. Proposals are formulated regarding possible ways to solve the problems, including other countries experience such as introduce digital control tools when concluding contracts. Conclusions: Investigation problems of pharmaceutical corruption offences deals with the absence of forensic investigation methodic of such crimes. It is caused by high latency of this category of criminal offenses. Among the main problems of the existence of corruption in the field of pharmaceutical activities at the stage of medicines’ sale can be those: insufficiency and imperfection of the legislative regulation of medicines circulation; lack of professional relations regulation between medical institutions, doctors, and pharmaceutical entities; lack of an electronic database of prescribed prescriptions, etc.

In this research project the author analyzes a most relevant problem, that is, biosphere compatibility of urban space planning in major megalopolises; this problem comprises the launch of a comfortable transport system, convenient transport routes free from any traffic jams in urban streets and highways. The author con-siders different methods for organization of convenient transport routes in Moscow. The author believes that a comfortable transport network is a main factor for sustainable development of the urban economy that may help the city to restore its main functions. The author has employed the retrospective analysis of the materials produced by the media, namely, news items published in Moscow and Moscow Metropolitan area in respect of the transport organization patterns. The author has also employed the method of historical comparisons, as well as the general scientific methods of deduction, induction, and deduction by analogy. The author collect-ed the source material by launching a questionnaire-based survey among the residents of the capital. The survey served to help the author to find out the main trends in the organization of the urban space and to identify the transport preferences of urban residents. Moscow transport development trends include broad-ened bus lanes, rent-a-bicycle stations, construction of hubs both on the outskirts of Moscow and in its cen-tre, and liquidation of traffic “bottlenecks”. Innovations include replacement of trolley bus and bus routes by electric bus routes. The retrospective analysis of e-transport networks in Europe and North America is of-fered to identify the current needs of European megalopolises. The survey findings can be invested into the organization of the Moscow transport network.
