Strategic management plays an important role in village governance to improve the quality of public services. The Village Government receives substantial funding but has not been followed by adequate strategic management governance. Changes in policy, environmental change and the ability to deliver better quality public services have become the demand for village governments to adapt their institutions for developments and changes. This research focuses on the influence of power and commitment on the application of Strategic Management in Village Government (Study on Village Government in Sidoarjo District). This study aims to explain whether power and commitment have a significant effect on strategic management in Village Government. The research was conducted by using questionnaires to test the research variables from Respondents. The results explain the influence of the two variables and the results are analyzed using WarpPLS. The results of this study indicate that the two variables positively affect the implementation of strategic management in village government. Expert and reverend based power and continuance commitment have a positive effect on the implementation of strategic management in village government. The results of this study will play a significant role in helping Village Governments analyze the factors that influence strategic management governance

The government policy of disbursing Village Funds and Village Fund Allocation is a breakthrough that is able to provide new enthusiasm for the implementation of rural development, where village funds obtain a clear source, direction of implementation, supervision and reporting system, it is expected to be able to spur improvement in village governance and grow impact on improving the welfare of the village or village community. The research was carried out in the village in the scope of Batang Cenaku District, Indragiri Hulu Regency, Riau Province. The research objective is to get an idea of the extent of the impact of the implementation of village funds on village governance, the quality of public services, and the welfare of village communities. This study uses primary and secondary data with a quantitative descriptive approach, from questionnaires that have been successfully distributed and collected then conducted a descriptive analysis, to test hypotheses using SPSS program tools. The results of the analysis that have been done show that the implementation of village funds has a positive impact on governance, implementation of village funds and allocation of village funds have a positive impact on the quality of public services, and implementation of village funds and allocation of village funds have a positive impact on the welfare of the community in the village, however if viewed more closely, the impact of implementing village funds and allocation of village funds on village governance is higher than the impact of implementing village funds on the quality of public services, and the impact of implementing village funds and allocation of village funds in improving the welfare of village communities.

Rule of Law village Badran Sari and Nuts Rejo in the system of hierarchy legislation of village regulations is no longer mentioned explicitly as a type of legislation. That is, the position of village rule is considered only as a further description of the higher legislation, but there is no local government to give village empowerment. The process of establishing a village regulation covering the implementation of the village regulation Program Badran Sari and Nuts Rejo in central Lampung District, Badran Sari Village is already in accordance with the Village Regulation reference Number 6 year 2014 about the village and the role of village head and the village consultative agency while Natan Rejo village has not applied the village regulation and regulations in accordance with Law No. 6 of 2014 but it is appropriate as the absolute rule of the village head without any discussion and consultation with the community in advance. Constraints faced in the establishment of regulations village Badran Sari and Nuts Rejo in central Lampung regency. In the village of Badran Sari that they are experiencing obstacles that relate to the reason of the retribution in the village government, while the village of Nuts Rejo Kecamtan Elephant City is the quality of the performance of villages and BPD is less maximal, lack of socialization of village government to the community, and the performance capabilities of village governance.

Construction of village’s public service model is imperative since village has more authorities as has been mandated by Law Number 6 of 2014 concerning the village. The authorities allow village government to prepare RPJMDes, APBDes, and village planning independently. Therefore, village has wider opportunities to improve its services in accordance with its nature and characteristics. In rural public service perspective, it is necessary to develop a public service model. This study concludes several things: (1) Classification, types and numbers of village services are different; (2) The village’s services are mostly in the form of recommendations at first level which then should be completed at higher levels at sub district and disctrictagencies; (3) To improve the quality of village’s services, they are classified into three groups, namely: (a) recommendation letter; (b) citizenship services; and (c) rural community empowerment. Furthermore, the recommended model is a dispersed model because village service is a part of public service system at subdistrict and disctrict levels. However, only a small part of the public services are fully completed at village government, such as administrative service.Keywords: Capacity building, public services, the village governmentPembangunan model pelayanan publik desa mendesak sejalan dengan meningkatnya kewenangan Pemerintahan Desa sebagaimana diamanatkan Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Dengan demikian, terbuka peluang untuk memperbaiki pelayanan publik sesuai dengan sifat dan karakteristik desa. Oleh karena itu, dalam perspektif pelayanan publik desa, perlu disusun model pelayanan publik desa sesuai dengan kewenangannya. Studi tentang pengembangan model pelayanan publik desa ini telah menghasilkan kesimpulan : (1) Klasifikasi, jenis dan jumlahnya masih berbeda-beda; (2) Secara umum pelayanan publik desa masih berupa pengantar atau rekomendasi dan penyelesaian pelayanannya berada di Kantor Kecamatan atau bahkan di Dinas Teknis Pemerintah Kabupaten/Kota; (3) Untuk meningkatkan kualitas pelayanan publik desa, maka perlu dikelompokkan menjadi tiga, yaitu: (a) surat pengantar; (b) layanan kependudukan; dan (c) pemberdayaan masyarakat. Adapun model pelayanan publik desa yang direkomendasikan adalah model terpencar, mengingat pelayanan publik desa merupakan bagian yang tak terpisahkan dari sistem pelayanan publik Kecamatan dan Pemerintah Kabupaten/Kota. Hanya sebagian kecil saja pelayanan publik desa yang betul-betul dapat diselesaikan di desa, yaitu surat pengantar.Kata Kunci: Penguatan kapasitas, pelayanan publik, pemerintahan desa

The Village Governance is a government organization which has function for serving the public’s needs. A good service quality is the expectation of the public as the consumers, by providing and improving the services to the community and also providing an equal and fair services. Giving the service is a major duty of apparatus, both village apparatus and agencies. This research aims to describe the quality of government services in the Nagarawangi village, Rancakalong District, and inhibiting factors of service quality of village governance. Various services provided by the village governance are common public services and administrative services. Researcher focused more on administrative services, it is taken because researcher felt there were issues of administrative services that need more attention. One of them is there were a lack of clarity of the information service procedure and the service simplementation in the Rancakalong District, Nagarawangi village. The focus of this research is the quality of village governance services and supporting factors of service quality in the District Rancakalong Nagarawangi village. The type of this research is descriptive research with a qualitative approach. Informants in the research were Village Apparatus, BPD and the societies of Nagarawangi Village, Rancakalong District as the recipients of services. Data collection techniques which is used by the researcher were observation, interviews and documentation. Data analysis was performed with data reduction, data presentation and then drawing the conclusions. Results of this research, based on the findings based on an analysis of fivedimensional field of service quality indicators, showed that the public services is going according to the job description. The five dimensions are Tangible, realibility, responsivenes, assurance and empathy. It was evident from the data obtained from the analysis of the five dimensions of service quality, overall already run well. But there are still some things that have not been optimal. Komunikasi aparatur desa terhadap peningkatan pelayanan publik di desa merupakan faktor penentu pencapaian kualitas pelayanan dasar di desa. Tujuan penelitian ini adalah untuk menganalisis syarat komunikasi terhadap pelayanan publik di desa se-Kecamatan Tellulimpoe dan implementasi fungsi komunikasi terhadap pelayanan publik di desa se-Kecamatan Tellulimpoe. Untuk mewujudkan kinerja pemerintah desa yang maksimal dalam meningkatkan pelayanan public, maka penting mendapat dukungan dari sumber daya aparatur yang memiliki kemampuan baik secara kualitas maupun kuantitas, serta adanya ketersediaan sarana dan prasarana dan fasilitas pelayanan yang memadai. Selain itu, kondisi kantor yang belum representatif, menyebabkan kualitas pelayanan belum optimal. Faktor komunikasi juga sangat mempengaruhi efektifitas pelayanan publik oleh aparatur desa dalam menjalankan tugasnya sehingga menyebabkan tidak berjalannya layanan publik secara optimal. Hasil penelitian menunjukan bahwa pelayanan publik dalam pengelolaan administrasi di Desa se-Kecamatan Tellulimpoea belum optimal. Pelayann publik yang tidak optimal di desa se-Kecamatan Tellulimpoea disebabkan oleh tidak diterapkannya SOP (Layanan Operasional Standar) yang telah ditetapkan. The communication of village officiers to improve public services in a village is a determining factor in achieving the quality of basic services in the village. The aim of this study was to analyze the requirements of communication for public services in villages in Tellulimpoe District and the implementation of the communication function for public services in villages throughout Tellulimpoe District. To achieve the maximum performance of the village government in improving public services, it is important to get support from apparatus that have the ability both in quality and quantity, as well as the availability of facilities and infrastructures as wel as adequate service facilities. In addition, the office conditions are not yet representative, causing the service quality yet not optimal. The communication factor also greatly affects the effectiveness of public services by village officials in carrying out their duties, causing public services not to run optimally. The results showed that public services in administrative management in the villages of Tellulimpoea District were not optimal. Public service that is not optimal in the villages of Tellulimpoea District is caused by not implementing the SOP (Standard Operational Service) that has been set.

Reform and regional autonomy is actually a new hope for the goverment and village communities to build their villages according to the needs and aspirations of the community. The implementation of development in the village is intended to improve the standard of living and welfare of the village community itself through the establishment of policies, program activities that are in accordance with the essence of the problem and priority needs of the village community. The Village Consultative Division (BPD in Indonesian) is an institution of the realization pf democracy from the village community or an institution that represents the voice of the community and is a working partner of the village Government in administering The Goverment in the village head along with his device was overseen by the Village Consultative Division (BPD in Indonesian). The method of the approach used in this study is the Juridical Sociological approach, it uses the Juridical Sociological. The selection results obtained include : 1) Inbiting factors influenced by human resource factors both from the village Government itself as the highest office holder in the village, as well as from PD members who are tasked with assisting in the implementation of the legislative functions of approval and discussion of illage regulations. 2) Solutions and efforts, the village Goernment is expected to conduct training in human resource development such as improving the quality of education and developing capabilities in shapping regulations.

Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.

The results of this research can be concluaded that: 1. Lack of community participation to participate in village fund management planning, this is due to the lack of motivation of the community to participate in the deliberations. Then there was a delay in submitting a draft village regulation that had been agreed to be evaluated. 2. In the implementation, administration, reporting and accountability of village fund management in accordance with PERMENDAGRI Number 113 of 2014, it shows that the principles of participation in management, orderly and disciplined principles, principles of transparency and accountability principles have been carried out properly.The suggestion from this research is that the village government should develop a participatory concept and foster a sense of community motivation by providing education seminars on managing village funds and leading to the implementation of village governance. Then the village government should pay more attention to the applicable regulations in managing village finances in order to realize Good Governance.

The existence of the village government lately has not been able to function properly. One factor is that the capacity of the village apparatus is inadequate and the skills possessed are still very limited. Minimal education and training to improve the ability of village officials is the root of the problem. This study uses descriptive qualitative methods and the approach used in this study is a qualitative approach. The purpose of writing this article is to find out the things, efforts and constraints of developing the capacity of the current village apparatus. The problem of limited budget is an obstacle in improving the quality of village officials. The lack of a budget has had an effect on programs and activities in the context of developing the capacity of village apparatus that cannot be realized. The steps that can be used are, capacity building through training for orderly village administration, manuscripts and management of official letters, village government accountability reports, Compilation of Village Expenditure Budget, Village Fund Allocation Management and Village Wealth Management and Management of Village Owned Enterprises. The need for cooperation and attention between the Central Government and the Regional Government to conduct training on an ongoing basis, especially in the village of Cibodas
