Respon negara-negara terhadap pandemi global sangatlah beragam. Kebijakan yang diambil pemerintah dan dukungan dari masyarakat sangat menentukan keberhasilan penanganan pandemi tersebut. Ada beberapa negara yang cukup lama berjuang melawannya sehingga memiliki implikasi ekonomi yang serius. Tetapi, ada juga negara yang secara efisien mengatasinya sehingga mampu menghambat melonjaknya jumlah penderita Covid-19 dan  melindungi ekonomi negaranya. Selain Selandia Baru, Taiwan dan China,  Malaysia termasuk salah satu negara yang memiliki kapasitas cukup baik dalam penanganan pandemi Covid-19 dalam bentuk kemampuan menekan penyebaran virus, dan menormalkan kembali perekonomiannya. Artikel ini menjelaskan bagaimana kapasitas negara mampu menjadi modal besar dalam penanganan pandemi di Malaysia. Kapasitas negara yang memadai akan mampu menimbulkan kepercayaan publik sehingga kepercayaan itu dapat menjadi katalisator bagi berhasilnya pelaksanaan kebijakan. Selain kapasitas negara, aspek kepemimpinan di level nasional dan level lokal berperan penting dalam mendukung keberhasilan kebijakan pemerintah. Kepemimpinan yang efektif dapat mendorong suasana kondusif bagi ketaatan masyarakat untuk mentaati kebijakan pemerintah. Ibarat musuh bersama (common enemy), dukungan elemen masyarakat sangat diperlukan bagi keberhasilan melawan penyebaran virus.Kata-kata kunci: Malaysia, kapasitas negara, kepercayaan publikCountries' responses to global pandemic have been mixed. The policies taken by the government and the support of the community will significantly determine the success of handling the pandemic. Several countries have struggled against it for a long time to have profound economic implications, but some countries have efficiently dealt with it to prevent the increasing number of Covid-19 sufferers and protect the country's economy. Apart from New Zealand, Taiwan and China, Malaysia is one of the countries that have adequate capacity to handle the Covid-19 pandemic in the form of the ability to suppress the spread of the virus and normalize its economy again. This paper explains how the country's capacity can become a significant capital in handling pandemic in Malaysia. Adequate state capacity will generate public trust so that this trust can be a catalyst for the successful implementation of policies. Apart from the state's capacity, the leadership aspect at the national and local levels plays a vital role in supporting the success of government policies. Effective leadership can encourage a conducive atmosphere for community obedience to comply with government policies. Like a common enemy, the support of social elements is necessary for the success against the spread of the virus.Keywords: Malaysia, state capacity, public trust

The initiatives of Citizen’s Charter are an effort in solving citizen’s problems that they encounter regularly over a long time while dealing with the government or any other organizations. It is a document of an official statement that ensures the accountability of the organization and their commitment towards the citizen in providing the quality of service. The charter aimed to revolutionize public service by empowering the people who were so long regarded as a silent spectator and a mere receiver on the government policies and programmes. In a democratic country, citizens have become more vocals towards the government responsibilities and they expect the administration not only to respond to their demands but also to foresee their needs in the future. In India, the Department of Administrative Reforms and Public Grievances in Government (DARPG) is in charge of organizing, directing, formulating, and operationalizing Citizen's Charters at the Central Government as well as States Government. However, the fulfillment of Citizen’s Charter in India faced many difficulties due to its government bureaucratic structure and resistant to change in its working system.

It was decided by the government of Pakistan to close all educational institutions on 13th March, 2020 and all citizens were strictly advised to remain at their homes to prevent the spread of COVID-19 in the country. Due to the global pandemic, it was hypothesized that it would have a negative impact on K-12 students in their annual examinations of 2020 in science, mathematics, and technology subjects. There was constant hike in the COVID-19 cases and due to lack of technological resources in Pakistan, the country has been facing very difficult time since pandemic, especially in the area of STEM education. The data was collected from three teachers at a government secondary school in Malakand District Khyber Pakhtunkhwa province in Pakistan. These teachers were specialized in mathematics, natural sciences and technology respectively. The researcher gathered insight of teachers on the possible effects of COVID-19 on the performance of students in their respective subjects by using a semi-structured interview technique. The study unveiled that if the COVID-19 epidemic persisted for a long time, it is possible that the proportion of the secondary school students in the annual examinations would be decreased due to the disturbed academic calendar of schools. Community development is an effort to improve the standard of living and quality of life of the community. The Wawasan Village Movement Program is a program that focuses on the development of rural human development towards a village that is more advanced, attractive and profitable. Even though in its implementation, community development is running smoothly and successfully. However, post-success needs to be maintained and sustainable. This article focuses on problems and challenges in the context of rural community development through the Wawasan Village Movement program. This article takes a case study in the Village of Shadow Keningau, Sabah Malaysia. Data collection was carried out through in-depth interviews, focus group discussions and observations. As well as documentation of published and unpublished materials. The article found several important facilitators who became problems and challenges after the successful implementation of the Village Movement Movement program in Keningau Shadow Village. This includes; (i) no further action from the government after the success; (ii) difficulty maintaining existing committees; (iii) idle and using assets for a long time; (iv loosening of social ties. In short, after the success of the government, it is necessary to give encouragement and encouragement to the Desa Bayangan community by making this village a model village. In addition, taking community members as facilitators in fostering other Wawasan Village Movement villages that are being fostered.

The covid-19 pandemic has made changes in society, including Government policy. The policy changes led to mixing responses from the public, namely netizens. Netizen shares their opinion in social media, including Twitter. Their opinion can represent the public’s trust in the Government. Sentiment analysis analyses others’ opinions and categorises them into positive opinions, negative opinions, or neutral opinions. Sentiment analysis can analyze large numbers of opinions so that public opinion can be analyzed quickly. This paper explains how to analyze public trust using sentiment analysis and to use Naïve Bayes classification method to analyze sentiment. The data research was taken from Twitter in the first quarter of the Covid-19 pandemic, with around 3000 tweets. The tweets were related to Covid-19 and the Government from several countries such as the United States, Australia, Ireland, Switzerland, Italy, Philippines, Sri Lanka, Canada, Netherlands, United Kingdom, Germany, and Lebanon. This study aims to determine the level of public trust in the Government in the first quarter of the Covid-19 pandemic. The research result is expected to be used as a reference for the public policy stakeholders to determine future policies.

Brownfield redevelopment has been playing a leading role in urban development in the state of Ohio for some time now. Being one of the most industrialized states in the US, Ohio has been struggling for a long time with numerous consequences of businesses that were shutting down, moving out of Ohio, or restructuring. The State officials have been addressing and taking care of these issues very carefully, and with a lot of concern and attention. Furthermore, the officials have been cooperating on all levels of government, which created a very positive and encouraging environment for successful redevelopment projects. The State has been focusing on comparative advantages of regions, and assisting where the demand is. The State has also been encouraging regional development by providing programs especially designed for ones in need, or valuing projects that propose a regional component/strategy. With establishing public-private partnerships between applicants and the government as the fund provider, a very important way of cooperation is established, and maintained, throughout the funding process. With the evident burden that brown fields impose on all participants in the process of redevelopment, it is sometimes difficult to see the overall benefit of such actions. The crucial role of government?s support has proved to be the key to successful implementation of brown field projects. Enabling continuous flow of funds, establishing intergovernmental relations, along with enabling public-private partnerships, and tightly linking the participants in the process of redevelopment resulted in successfully completed projects, which brought new life and brighter perspective to communities that haven?t been able to struggle through this complex process on their own.

Abstract After introducing the Green Revolution in Indonesia and the Sustainable Farming System in Thailand, environmental issues in the agricultural sector became an interesting topic. This article discusses the efforts of the Governments of Indonesia and Thailand in implementing Agri-environmental policies (AEPs). The implementation of AEPs has become a discourse that in the last few decades has played an increasingly vital role for the government to encourage the Environmental Performance Index (EPI) and the Sustainable Nitrogen Management Index (SNMI). Indonesia and Thailand are two developing countries in the Asia Pacific that have great attention in implementing AEPs. Therefore, this research has two main objectives: 1) Analyzing the determinants of successful implementation of AEPs in the two countries, and 2) Analyzing the role of AEPs in each country for improving the EPI and SNMI. The method used in this research is comparative descriptive with a qualitative approach. Meanwhile, the data collection technique was carried out by studying documentation from various sources related to AEPs. The results show that Indonesia’s AEPs, the Green Revolution, improve the SNMI indicators. Meanwhile, the determinant of the success of the AEPs, namely the Sustainable Farming System in Thailand, is in optimizing the EPI.

The recent global pandemic of SARS-CoV-2 (COVID-19) disease has prompted many researchers to formulate lock-down and quarantine scenarios while the main concern of the researchers is to model the spread and the possible duration of the COVID-19 infections and also research on how long this is going to last. It seems that most of the researchers have recognized lock-down as one of the major impact factors in their models. As a result of this in the absence of lock-down the models formulated would not contribute much significant results. Hence, in this work we decide to formulate a mathematical model which would be able to predict the spread and also the possible duration of the pandemic, by considering both partial lock-down and the corresponding unlocking situations. Employing SIR-network models and taking the various districts of highly populated areas of West Bengal, India as the nodes or vertices we attempt to model the spread and duration of the pandemic during both partial lock-down and unlock phases but separately. We consider the populations where the locally present people and the people who have undergone migration of some shorts are well mixed together. In the network that we have provided the pointed edges refer to the migrating workers that is those that move away from their regular habitats in want of work. We use this research to study not only the trends that are associated with COVID-19 outbreaks, but also to study the impacts of the Government policies and the improvisation of medical facilities on this outbreak in West Bengal. At the end, we attempt to throw light upon the crisis that the economy of the state may have to go through separately on partial lock-down and unlocking scenarios.

Background:: India is facing with pandemic of ‘Coronavirus disease -2019’ (COVID-19). In the absence of proper medicine and vaccine for the treatment of COVID-19, the Government of India has imposed the country lockdown from 25 March 2020 to avoid chain /community transmission of coronavirus in human. Consequently, the educational institutes were also closed during the lockdown period and traditional class room teaching switched to online teaching in India to compensate the educational losses. Aims:: This article aims to measure the impact of online teaching on education as well as the health of the students. Methodology:: The online survey was conducted among the students to measure the impact of online teaching in their education and health. There are 792 valid responses obtained from the survey. Result:: According to survey, the online teaching was equally important in all segment of education during the period of pandemic but about 30 % students are not satisfied with the delivery of content through online teaching. The students below 14 years were getting addicted with mobiles and laptop and consequently they suffers with mental sickness and eyes problem due to screen effect. Conclusion:: Online teaching has played a vital role during the pandemic but its consequences can not be ignored. The online classes can not be accessed by each student due to unavailability of smart phones, laptop and mobiles network to especially poor families and remote areas. This creates the discrimination among the students of poor and rich or urban and rural. The students below 14 years are not aware about screen effect and get addicted with mobile causes mental and eyes problems. Thus, online teaching can not take the position of traditional class room teaching for long time and we will need to back the traditional teaching after pandemic or possible situation and environment.

Corona Virus Disease 2019 (Covid-19) is a pandemic that is being felt by almost all countries, including Indonesia. Apart from having an impact on the safety of people's lives, it also has an impact on the political and economic aspects. There have been many efforts and policies taken by the central and regional governments to date, but it is still felt that they have not given the public hope when this pandemic will end soon. This has the potential to harm public trust (Trust Public) in the performance of the government to handle the covid-19 outbreak. The purpose of this paper is to describe the alternatives that the government should try to do to increase public trust.

The article surveys the literature that emphasizes the importance of comparative and absolute advantages for intra- and inter-industry trade. Two conclusions follow form the survey. First, unlike the traditional view, intra-industry trade is determined rather by technology than by increasing returns. Second, absolute advantages that have been ignored in international trade models for a long time play a vital role through their linkages with product quality and export diversification. We also discuss a new strand of literature that models international trade with the assumption of non-homothetic preferences.
