Corona Virus Disease 2019 (Covid-19) is a pandemic that is being felt by almost all countries, including Indonesia. Apart from having an impact on the safety of people's lives, it also has an impact on the political and economic aspects. There have been many efforts and policies taken by the central and regional governments to date, but it is still felt that they have not given the public hope when this pandemic will end soon. This has the potential to harm public trust (Trust Public) in the performance of the government to handle the covid-19 outbreak. The purpose of this paper is to describe the alternatives that the government should try to do to increase public trust.

Almost all studies of the nation’s extreme inequality of income and wealth have overlooked a critical, overarching cause of the creation of The New Gilded Age. The permanent political class has driven and sustained economic and political inequality not only with the government policies it has crafted over the past four decades. It has created inequality by becoming a self-dealing, self-serving nepotistic oligarchy that is enabling the One Percent and the .01 Percent to create an American aristocracy of wealth. American Oligarchy describes a multifaceted culture of self-dealing and corruption reaching into every sector of American society. The political class’s direct creation of economic inequality by channeling the flow of income and wealth to elites, has been described extensively; less exposed has been how its self-aggrandizement indirectly—but hidden in plain sight—creates a culture of corruption that infects the entire society.

The aim of the paper is to provide an overview of the existing studies concerning the phenomenon of public trust in government. Low trust in government has been frequently defined as a key problem influencing the policy process in many countries. The economic crises reinforced the importance of trust and triggered public debates on the necessary reforms of the public sector. The paper examines the key theories and research conducted by social scientists with a particular emphasis on the role of trust in risk societies. The review of the existing literature concentrates on the drivers of trust, showing the importance of two interlinked logics: the logic of consequences (the performance approach) and the logic of appropriateness (the process approach). The first one explains trust as a result of outputs and outcomes of government policies and services. The logic of appropriateness claims that trust is built on values and identity and depends on the adoption by governments the rules of integrity, openness, responsiveness and transparency. Trust in government is also deeply rooted in a broader system of rules, norms andvalues known as the trust culture. The last part of the paper is an attempt to trace an impact of an economic crisis on public trust. Studies of public opinion do not fully confirm the opinions on low trust and a decline in trust in government and trust in public administration in times of crisis. Some studies reveal considerable fluctuations of public trust in selected countries. In other countries, the public evaluation of government and public administration is high and there are only slight modifications in citizens’ perception of the government.

The covid-19 pandemic has made changes in society, including Government policy. The policy changes led to mixing responses from the public, namely netizens. Netizen shares their opinion in social media, including Twitter. Their opinion can represent the public’s trust in the Government. Sentiment analysis analyses others’ opinions and categorises them into positive opinions, negative opinions, or neutral opinions. Sentiment analysis can analyze large numbers of opinions so that public opinion can be analyzed quickly. This paper explains how to analyze public trust using sentiment analysis and to use Naïve Bayes classification method to analyze sentiment. The data research was taken from Twitter in the first quarter of the Covid-19 pandemic, with around 3000 tweets. The tweets were related to Covid-19 and the Government from several countries such as the United States, Australia, Ireland, Switzerland, Italy, Philippines, Sri Lanka, Canada, Netherlands, United Kingdom, Germany, and Lebanon. This study aims to determine the level of public trust in the Government in the first quarter of the Covid-19 pandemic. The research result is expected to be used as a reference for the public policy stakeholders to determine future policies.

The article considers the place and role of public trust in the functioning of public sector institutions. Trust in government is a multi-conceptual category, which is based on a combination of economic, social, and political interactions between government authorities at different levels and citizens. The authors of the article propose to conduct an epistemological study of trust in government at three main (micro-, meso-, macro-) and intermediate levels. At the micro-level, it is proposed to determine trust based on the results of economic agents' cooperation with public authorities through the provision of public services. At the meso level, trust in the government is defined by the competence of central government agencies that formulate and implement public policy in the relevant field, to solve economic and social problems of society, as well as their ability to generate positive expectations for citizens future well-being. At the macro level, trust in the government is derived from the economic efficiency of the "whole government." The authors propose to consider the intermediate level as trust in local governments, which is determined by both the quality of public services and the efficiency of public administration. It was shown that trust in the institutions of the public sector of the economy could not be formed separately from the personal characteristics of its Chairman or head. In the historical context of the development of Ukraine's statehood, systematic events related to corruption in the management of the public institution that receives wide media coverage have led to systemic distrust of economic actors towards public sector institutions and the state as a whole. The authors found that certain levels of trust in government interact, and therefore, the erosion of trust at one level can affect trust at others, which, accordingly, leads to a deterioration in the results of public policy in general. Strengthening trust at one level due to the synergetic effect will help strengthen trust in government in general. The article also shows that trust in government institutions and the government in general reduces the risk of opportunistic behavior and, consequently, can push society to give preference to long-term results of public policy over short-term benefits.

Background: The government has set various policies in order to control the spread of Corona Virus Disease 2019 (Covid-19). However, these efforts have not run optimally so that people who violate health protocols are still found which have an impact on increasing cases of Covid-19. The purpose of this study is to describe the public's perception of the implementation of government policies regarding the prevention of Covid-19 in Tikala District, Manado City.. Methode: This study was an observational study with a cross sectional study design. This research was conducted in Tikala District, Manado City in August 2020. The subjects in this study were 100 family heads who met the inclusion criteria. The research variable is the public's perception of the implementation of government policies in an effort to prevent Covid-19. The research data were analyzed by univariate. Presentation of data is made in table and narrative form. Result: The results of this study indicate that as many as 10% of the public think that the government has implemented policies in an effort to prevent Covid 19. The policies with the lowest value are efforts to disseminate information to the public about Covid-19. In addition, government supervision of the use of masks, measuring body temperature and ownership of health documents from health institutions from the public is still around 11%. This indicates that the government's efforts are still not maximal in implementing policies on preventing Covid-19. Conclusion: The conclusion of this study is that the government has not implemented a policy to prevent Covid-19 properly, especially in socialization and supervision efforts. Therefore, massive socialization and supervision efforts must be made and carried out jointly by the government and all stakeholders in the region in order to reduce the rate of increase in Covid 19.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

<p>Dalam Undang-Undang Nomor 16 Tahun 2011 tentang Bantuan Hukum dikatakan bahwa pemberi bantuan hukum adalah lembaga bantuan hukum atau organisasi kemasyarakatan yang memberi layanan bantuan hukum. Jasa hukum yang diberikan kepada penerima bantuan hukum adalah cuma-cuma, dalam ar Ɵ mereka Ɵ dak mendapat upah dari pihak yang dibantunya, namun pemerintah akan memberikan dana bantuan untuk se Ɵ ap kasus yang ditangani yang besarnya disesuaikan dengan jenis kasusnya. Dana bantuan tersebut memang Ɵ dak akan diberikan kepada semua organisasi bantuan hukum, tetapi hanya kepada organisasi bantuan hukum yang sudah memenuhi syarat sesuai dengan Undang-Undang Bantuan Hukum. Karena dana tersebut berasal dari Anggaran Pendapatan dan Belanja Negara, maka tentu saja akuntabilitas organisasi bantuan hukum yang menerima dana tersebut harus dapat dipertanggung jawaban kepada masyarakat. Tulisan ini adalah berupa kajian norma Ɵ f, dengan demikian data yang digunakan adalah data sekunder berupa bahan primer yakni peraturan perundang undangan, utamanya Undang-Undang Nomor 16 Tahun 2011 dan undang- undang lain yang terkait serta bahan sekunder berupa bahan kepustakaan dan data dari internet. Dalam peneli Ɵ an ini disimpulkan bahwa Undang- Undang Bantuan Hukum sudah dapat mengan Ɵ sipasi perlunya akuntabilitas organisasi bantuan hukum tapi masih perlu di Ɵ ngkatkan dengan cara membuat aturan-aturan yang mendukung terciptanya akuntabilitas tersebut terutama peraturan mengenai standar bantuan hukum.</p><p>In Law No. 16 Year 2011 regarding Legal Aid, stated that legal aid provider is a legal aid organiza Ɵ on or community organiza Ɵ ons that provide legal aid services. Legal services provided by the legal aid organiza Ɵ on is free in the sense that they do not get paid from those who helped. However, the government will provide fi nancial assistance for each case handled that amount is in accordance with the type of case. The grant is not given to all legal aid organiza Ɵ ons but only to a legal aid organiza Ɵ on that has been quali fi ed in accordance with the Legal Aid Act. Because these funds come from the state budget of course accountability of legal aid organiza Ɵ ons receiving funds must be able to be an answer to the public. This paper is a norma Ɵ ve review, thus the data used are secondary data from the primary material i.e laws and regula Ɵ ons, especially Law No. 16 of 2011 and other laws related and secondary materials in the form of the literature and data from the internet.This study concluded that the Legal Aid Act was able to an Ɵ cipate the need for accountability of legal aid organiza Ɵ ons but it is need to be improved by making rules that favor the crea Ɵ on of accountability mainly standard rules regarding legal aid.</p>

AbstractCOVID-19 is a serious problem that faced by almost all countries in the world. Since announced as a pandemic by WHO on March, the number of positive COVID-19 cases in Indonesia has reached 287,008 patients until the end of September 2020. COVID-19 cases dispersion depends on the local government policies and the awareness of the public to obey. About 60 percent of positive cases and 65 percent of death cases were in Java. Therefore, the aim of this study is to analyze the growth of the COVID-19 case in Java from March to September 2020 in relation to the local government policies. The results showed that six provinces in Java had the same pattern. The large-scale social restriction (PSBB), which was implemented since April 10 2020, seen to be able to contain the dispersion of cases because from April to June the positive cases did not increase significantly. A very high increase occurred in August and September, this was probably due to the easing of the PSBB become new-normal where various public places and facilities have been reopened. Meanwhile, death cases, the number is very high in mid-April and June and late July to September 2020. For cured cases, there was a significant increase in late August to September 2020. The importance of information about the growth of the COVID-19 cases can help government to formulate strategies and policies to prevent the dispersion of COVID-19.Keyword: COVID-19, Pandemic, Java, cases growth AbstrakCOVID-19 merupakan suatu masalah serius yang sedang dihadapi oleh hampir seluruh negara. Sejak diumumkan sebagai pandemi oleh WHO pada Maret lalu, jumlah kasus positif COVID-19 di Indonesia mencapai 287.008 pasien hingga akhir September. Penyebaran kasus COVID-19 sangat bergantung pada kebijakan yang ditetapkan oleh pemerintah serta kesadaran masyarakat untuk mematuhinya. Sebesar 60 persen kasus positif dan 65 persen kasus meninggal berada di Pulau Jawa. Oleh karena itu, tujuan penelitian ini adalah menganalisis perkembangan kasus COVID-19 di Pulau Jawa sejak Bulan Maret-September 2020 dikaitkan dengan kebijakan pemerintah setempat. Hasil penelitian menunjukkan bahwa keenam provinsi memiliki pola yang sama. Pembatasan Sosial Berskala Besar (PSBB) yang dilakukan sejak 10 April 2020 terlihat dapat menahan penyebaran kasus karena pada bulan April-Juni 2020 kasus positif tidak mengalami kenaikan yang signifikan. Kenaikan yang sangat tinggi terjadi pada bulan Agustus dan September 2020, hal ini mungkin disebabkan oleh dilonggarkannya kebijakan PSBB menjadi PSBB Transisi dimana berbagai tempat dan fasilitas umum telah dibuka kembali. Sementara untuk kasus meninggal, angka tertinggi terjadi pada pertengahan April dan Juni serta akhir Juli hingga September 2020. Untuk kasus sembuh, terjadi peningkatan yang signifikan pada akhir Agustus hingga September 2020. Pentingnya informasi tentang perkembangan kasus COVID-19 ini dapat membantu pemerintah daerah untuk membuat strategi dan kebijakan untuk mencegah penyebaran rantai virus COVID-19.Kata Kunci: COVID-19, Pandemi, Jawa, perkembangan kasus

The general objective of the study was to analyze the level of public trust (citizen trust) of e-government based health insurance services, namely the e-mobile National Health Insurance (JKN) BPJS in Makassar City.The design of this research is a quantitative descriptive type. The population in this study were people who used the National Health Insurance (JKN) e-mobile application with 167 respondents. Data collection was carried out using a questionnaire instrument. Data analysis uses multiple linear regression.The results showed that first there was a high level of public trust in JKN e-mobile applications. This means that the application gives satisfaction to the community and is considered beneficial for them. Secondly, the level of public trust is high in the government, where the public considers the government to be serious in providing health insurance services.Tujuan umum penelitian adalah untuk menganalisis tingkat kepercayaan publik (citizen trust) terhadap pelayanan jaminan kesehatan berbasis e-government yaitu e-mobile Jaminan Kesehatan Nasional (JKN) BPJS Kesehatan di Kota Makassar. Desain penelitian ini adalah kuantitatif tipe deskriptif. Populasi dalam penelitian ini adalah masyarakat yang menggunakan aplikasi e-mobile Jaminan Kesehatan Nasional (JKN) dengan jumlah responden sebanyak 383 orang. Pengumpulan data dilakukan dengan menggunakan instrument kuesioner. Analisis data menggunakan regresi linear berganda. Hasil penelitian menunjukkan bahwa, pertama terdapat tingkat kepercayaan tinggi masyarakat terhadap aplikasi e-mobile JKN. Hal ini berarti aplikasi memberi kepuasan kepada masyarakat dan dianggap bermanfaat bagi mereka. Kedua tingkat kepercayaan publik tinggi terhadap pemerintah tinggi, dimana masyarakat menilai pemerintah serius dalam memberikan pelayanan jaminan kesehatan.

This research investigates the factors that potentially affect public attitudes and their adoption of renewable energy technologies for electrical energy production in Afghanistan. The study is carried out with a survey from Kabul and its neighboring provinces including Logar, Maidan Wardak, Nangarhar, Ghazni, Parwan & Kapisa provinces. We used a random sampling process to collect data using a web-based questionnaire. The survey was well designed to highlight conveniently the public understanding, willingness, and attitudes toward adopting renewable energy technologies (RETs). The outcome of the survey is then evaluated to discover the most potential factor affecting public acceptance of RETs. The results declared that the educational level, expertise in RETs, and income of respondents are positively related, while the age of respondents is negatively related to the public willingness on the use and investment in RETs. The majority of respondents have used one type of RETs, however, 23 % of respondents have not used any type of RETs. Study shows that the RETs use and access to grid electricity are reversely related, where the access is lower, the RETs use is higher and vice versa. Most of the respondents were not well informed and most disagreed with the government policies on RETs, therefore, public awareness programs on RETs and government policies are recommended. The majority of respondents were willing to invest in RETs, therefore, the government should commit itself and support private sectors to invest in RETs and take part in its development.
