Since February 2015, the government has provided tourism as a leading sector in development. It is, however, that this premise needs to be reviewed. As one of the popular destinations in Indonesia, after Bali, Yogyakarta is still dealing with acute poverty problems with an 11,7% poverty rate and disparity index of 0,423 (Gini ratio) by March 2019. This situation showed that tourism has not contributed to its vital role in empowering the community. The primary problem is concerning the lack of participation based-community in developing and managing tourism. Regarding that problem, community-based tourism is present as an alternative tourism model because it is concerned with optimizing local potentiality and local community empowerment. Meanwhile, some aspects, including access, amenities, and attractions, are essential in tourism development. In line with issues, the acceleration of digital technology has encouraged nomad workers and experience-based tourism attraction—both elements then actualized in nomadic tourism. According to the case study method, this research has investigated the potentiality of the nomadic tourism model in the Special Region of Yogyakarta: Bukit Kosakora (Kosakara Hill) in Gunung Kidul, Taman Bambu Air (Water Bamboo Park) in Sermo Reservoir, Kulonprogo, and Bukit Lintang Sewu (Thousand Stars Hill) in the Mangunan, Bantul, Yogyakarta. The three places are potentially pioneers of nomadic tourism in Yogyakarta. The research results highlight that all of these places have amenities, attraction, and access as opportunities to be nomadic tourism. However, they have implemented the basic principles of community-based tourism, but the realization is not yet fully optimal because of the matter in the institutional context.

In many developing countries, Community-Based Tourism (CBT) is regarded as a sustainable tourism development tool as well as a catalyst for rural community development through the involvement of local people and the improvement of the standard of living. To extend the involvement of the local community in CBT, homestay tourism is a form of operation unit and its concept aims to facilitate individual household social-cultural and economic benefit from CBT directly. Although homestays are widely regarded as providing better livelihoods directly to the homestay operators, it is not clear to what extent homestay operations actually contribute to the sustainable livelihood of homestay operators when considering the wider livelihood implications. This research seeks to explore this gap by analysing homestay operators through the lens of Sustainable Livelihood theory (Scoones, 1998). This research adopts a post-positivist paradigm with qualitative methodology. Taking a case study approach, semi-structured interviews and observations were employed to collect primary data from community leaders, heads and deputy heads of the tourist guides, and homestay operators themselves. Results of the study found that although homestay tourism was initially established by the government. The study also found the main characteristics of the homestay operation are in a small size with a limitation of bedrooms, and a few family members involved in hosting tourists, which are husband, wife, and an adult child. All of these people are unpaid labour but receive benefits from the sharing of food and shelter. The study also uncovered that cash-based income, gender empowerment enhancement, and environmental enhancement were the positive impacts of homestay tourism on the livelihoods of the homestay operators, and these positive livelihood outcomes were in line with the original sustainable livelihood framework. In addition, cultural revitalisation was found as an emerged indicator of the sustainable livelihood outcomes, which was used to extend the revised framework. However, the study discovered that opportunity costs, culture shock, and conflict with villagers were negative implications affecting sustainable livelihood outcomes of the homestay operators. The revised Sustainable Livelihood Framework (SLF) suggests that if these negative implications are mitigated, the overall livelihood outcomes will be even greater. The results of this study are expected to provide a deeper understanding of how the impacts of homestay tourism on the sustainable livelihood of the homestay operators.

AbstractThis study aims to identify, analyze and describe the vulnerability of workplace accidents that are commonly experienced by groups of Bajo Tribal fishermen. In addition, the types of causes of work accidents and the strategies of Bajo fishermen divers overcome the vulnerability to workplace accidents. The method used in this research is descriptive qualitative (case study method). While, data collection is done through observation, in-depth interviews, and documentation. The results showed that the types of work accidents that are often experienced by Bajo diver fishermen are cramping of limbs (feet, hands, and stomach),to temporary paralysis and total paralysis. Some of the causes of Bajo diver work accidents are accidents when using fish bombs; forget (kalupang) using a modified compressor when diving; exhausted when diving (kamaleang); exposed to very cold lumps of water that resemble ice water; and attacked by sea ghosts (kasamperoang). The strategy of the Bajo divers in overcoming work accidents begins with "paruru" (rituals carried out in the house before going to sea), "racing nails" (the ritual of feeding boat guards and marine guards on boats), "niba pinah" ( the ritual of throwing betel nut into the sea to ask for protection from the guardians of the sea), observing the conditions of the sea, and understanding the symptoms of illness and its treatment personally, handling families, involving traditional healers and medical personnel.

This study aims to examine development communication in community participation in village development planning. Community participation is very important because it can guarantee the effectiveness of development programs. There are a number of obstacles to community participation in development planning. Some identified barriers are the absence of legal support (Rumensten, 2012), lack of public awareness, low quality of human resources, length of stay and hours employment type (Wijaksono, 2013), lack of socialization from the government (Sagita, 2016), poverty and limited access provided by the government (Ompusunggu, 2017), and interest of bureaucracy in planning (Mbeche, 2017). These studies, indeed, have not considered yet cultural factor leading to disinvolvement. This qualitative case study extends previous studies by revealing the culture of mamfatin ukunrai discouraging community participation in development planning in Naran Village (pseudonym), Raimanuk Subdistrict, Belu Regency. Mamfatin ukunrai is a custom considering development planning is government's duties and responsibilities. Villagers are merely the executor of development programs. This custom is a legacy of royal government system and dominates the mindset of villagers. The tradition of highly appreciating the government unwittingly creates an invisible distance between government and society. It has discouraged villagers’ participation.
