Abstract: Indonesia’s Islamic higher education has a strategic position in developing the future of Indonesian civilization. The institution which was established in the era of independence has been as a part of Indonesia education system following the policies and regulations made by the government. Pendidikan tinggi Islam mengalami dinamika dan pengembangan antara lain dari STAIN/IAIN (Sekolah Tinggi Agama Islam Negeri/Institut Agama Islam Negeri) menjadi UIN (Universitas Islam Negeri).  The Islamic High Education has been experiencing dynamical changes and developments which started from Sekolah Tinggi Agama Islam Negeri/ Institute Agama Islam Negeri (STAIN/IAIN) which are then changed into Universitas Agama Islam Negeri (UIN). In addition, private Islamic high school and private Islamic university have also developed. And their existence continues to develop up to this era of globalization. The globalization era is indicated by the massive development of sciences and technology creating a borderless world where people can communicate each other easily in a distance places.  . This globalization era is also marked by an open economy with its system of capitalism that has brought human being to easily fulfill their sexual libido. Now days, Islamic high education also exists amid international trades, including bilateral trade among Asian countries that should be responded in order to produce qualified graduates. Although the role of Islamic High Education has not given an optimal contribution to the nation, this research attempts to describe its existence and history since its birth in independence. With all of its potentials it has, Islamic High Education provides human resources in all aspects of life. It is not impossible for Islamic high education, as a part of nation, to bring Indonesia to reach its civilization peak. Like the civilization that had happened several decades ago, that is, in the era of the Umayyad and the Abbasid, was a good example of Islamic golden era that should be achieved back.  الملخص: كان التعليم العالي الإسلامي الإندونيسي مصدرا مهمّا في تكوين الحضارة الإندونيسية في المستقبل. وأصبح هذا التعليم العالي الإسلامي – القائم  منذ بداية عهد استقلال إندونيسيا – كقسم من أقسام النظام التربوي الإندونيسي عبر الأنظمة والقوانين التي قررتها الحكومة، ثم تطوّر من اسم STAIN/IAIN  إلى أن يكون باسم الجامعة الإسلامية الحكومية UIN. وبجانب ذلك وتطوّر كذلك STAIS  و  UIS.  وكان التعليم العالي الإسلامي تطوّر في عصر العولمة هذا. واتّسم عصر العولمة بتطوّر العلوم والتكنولوجيا وأدت العولمة إلى انفتاح الحياة البشرية للاتصال بأناس آخرين في الأماكن الأخرى البعيدة. وتتّسم العولمة كذلك بالإقتصاد المتفتّح التابع للنظام الرأسمالي الذي يؤدّى إلى أن يكون الناس أحرارا في الأداء الجنسي. وكان التعليم العالي الإسلامي في وسط التجارة العالمية وفيها العلاقات الاقتصادية بين الدول في آسيا التي لابد من الاهتمام بها ليُخرّج التعليم العالي الإسلامي الخرّيجين المتفوّقين. حاولت هذه الدراسة عرض التعليم العالي بتاريخه الطويل ومنذ نشأته في بداية عهد الاستقلال الإندونيسي، إلا أن دوره في الشعب الإندونيسي لم يكن فعّالا. وبما لدى التعليم العالي الإسلامي من الامكانات والطاقات أعدّ هو الموارد البشرية في جميع نواحي الحياة، ولا يستحيل أن يكون هو قسما من هذا الشعب ليحمله إلى حضارته كالحضارة التي وصل إليها المسلمون في عهد خلافة بني أمية وبني عبّاسية.  Abstrak: Pendidikan Tinggi Islam Indonesia merupakan wahana yang penting dalam pembentukan peradaban Indonesia masa depan. Lembaga yang didirikan sejak awal kemerdekaan ini telah menjadi bagian dari sistem pendidikan nasional melalui peraturan dan perundangan yang dibuat oleh pemerintah. Pendidikan tinggi Islam mengalami dinamika dan pengembangan antara lain dari STAIN/IAIN (Sekolah Tinggi Agama Islam Negeri/Institut Agama Islam Negeri) menjadi UIN (Universitas Islam Negeri). Juga berkembang Sekolah Tinggi Islam Swasta (STAIS) dan Universitas Islam Negeri (UIS). Eksistensinya terus berkembang di era globalisasi sekarang. Era Global, ditandai oleh berkembangnya IPTEK yang membuat kehidupan manusia terbuka bergaul dengan manusia lain di tempat yang jauh. Era globalisasi juga ditandai ekonomi yang terbuka yang menganut sistem kapitalisme yang juga membawa manusia menghumbar libido seknya. Pendidikan tinggi Islam kini juga di tengah perdagangan internasional termasuk perdagangan antar Negara Asia yang harus direspon oleh pendidikan tinggi Islam agar memproduk lulusan yang berkualitas.Penelitian ini bertujuan menggambarkan  pendidikan tinggi Islam dengan sejarahnya yang cukup yang panjang yang lahir sejak era kemerdekaan, hanya saja perannya belum optimal di tengah bangsa ini, dengan berbagai potensi yang dimilikinya pendidikan tinggi menyiapkan sumber daya manusia di semua bidang kehidupan, tidak mustahil pula akan menjadi bagian dari bangsa ini membawa Indonesai menuju ke peradabannya. Seperti peradaban keemasan Islam yang pernah lahir beberapa abad yang lalu di era Bani Umayyah dan Abbasiyah.

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

Islam provided a very wide space for the development of the economy. One of the basic principles in Islamic economics is the bermuamalah sistem . Namely that all the legal changes, unless there is an argument that forbids it, become the main driver of economic innovation that accelerates the growth of Islamic economics. However, many problems occur in the economic sistem in Indonesia, including the sistem of socialization, marketing, human resources that are less competent, Products produced from Islamic economics, Sharia Banks Turns Not Yet Sharia and the lack of attention of the Indonesian government in responding to the concept of Islamic Economics in Indonesia. This paper aims to find several solutions in socio-economic problems. It focuses on the concept of Islamic economics. The purpose of this study is to determine what obstacles are faced in the implementation of the Islamic economic sistem in Indonesia, how problems that arise and can be overcome so that they can be significantly solved. The method used in this research is library research with descriptive-analytic approach. With the results of the study show  that the solutions in dealing with Islamic economic problems in Indonesia include Correlation of Educational Institutions in the Development of Sharia Banking, Attention from the Government, Show the Real Role of Sharia Economy, Implementation of Dinar and Dirham Currency, Office Network, Implementation of Firm and Sistematic Regulation, Improving the Quality of Human Resources that are Less Competent and Professional, Training / Education / Socialization to Employees and the Community, Innovative Marketing, Product Innovation, Reorientation to the Real Sector and Improving Services and Professionalism.

Siosar is one of the tourist areas located in Karo Regency, North Sumatra. The tourism development of Siosar tourism area involves the roles of stakeholders, namely government, private sector and community. The role of stakeholders is needed to carry out development including tourism development so that it can be carried out optimally. Stakeholders are individuals or groups involved in tourism development. The purpose of this research is to analyze the roles of stakeholders in developing the tourism area of Siosar. The research method used is a literature review study. The results showed that the role of stakeholders in the development of the Siosar tourism area was not significant. Siosar is a tourist area that has natural potential, agro-tourism, and others that must be developed properly. Each stakeholder plays its role, but has not given optimal results, there are still imbalances in roles and the obstacles faced indicate that stakeholders have not fully played their roles, both the roles of the government, the private sector and the community. The role of stakeholders is not yet optimal because there is no cooperation and communication that is well established. The local government should have collaborated with the private sector and the community to make efforts in developing tourism, so that tourism development in the Siosar tourism area can be more optimal and significant.

Tobacco is one of the important commodities, the role of tobacco and the tobacco product industry in the socio-economic life of the community has a significant role in the form of excise, employment, and sources of income for farmers, laborers, or traders, even regional income. Tobacco in Madura is cultivated from generation to generation by the Madurese, compared to other plant commodities, this tobacco provides hope of considerable profits. Therefore, tobacco is always used as a superior commodity, especially in Pamekasan and Sumenep Regencies. While the poles opposing the tobacco trading system are still largely monopolized by certain parties, so farmers are not given enough space in determining quality and price. This research is intended to find a way out for farmers who are still dependent on tobacco products. This research study uses descriptive qualitative research methods. Data collection techniques carried out by observation, interviews, literature study and documentation. The results of this study are the trading system that occurs in the absolute market mechanism is still a monopoly between farmers and traders and so on, even the government that is detected also takes part in the profits, so farmers are fed up to produce tobacco again. So there must be a substitute plant that is a suitable plant to replace tobacco plants are banana trees and chilies.

The difference between the production and productivity of smallholders with private estates describe that the extension is still not carry out the role of extension in accordance with Act No 16 of 2006 or that known as SP3K. This will certainly have an impact on performance and memandirikan educator in empowering farmers. Performance can be seen how the extension educator preparation, implementation and evaluation and reporting on the role of counseling was run. The limited number of extension workers to meet one on one village extension will result in the workload becomes larger extension. This study aims to analyze: (1) The performance of agricultural extension; (2) The level of farmer empowerment, and (3) Independence of farmers in the cultivation of rubber and oil palm. Research methods using ex post facto, (analyze and assess the factual events that occurred on the field), with a sample of 240 farmers (120 smallholders and 120 rubber farmers from four districts in Riau province. Analysis using the Scale Likert’s Summated Rating (SLR). The results of the study illustrate that the extension has been conducting outreach with good especially in preparatory education. Activities undertaken have made quite helpless farmers, but farmers still unable to act independently plantations in doing farming oil palm and rubber. Based on our research, it is suggested extension workers to improve their performance in the extension program, for farmers to improve the quality of human resources and productive economic business for rubber and oil palm commodities, and the government should make efforts to improve the farmers’ marketing institutions to reduce the dependence of farmers on toke.

The purpose of this study was to describe the process of Implementation Local Regulation number 6 of 2009 on the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency, describe the role of actors and its inhibiting and supporting factors. This research used qualitative descriptive methods. The result study showed that Policy Implementation of Local Regulation number 6 of 2009 the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency wasn’t run yet. Thus, it resulted a chance for certain stakeholders to more concerned of profitable personal and group interests than society interests. Some of the actors that are involved in this policy implementation among other investors, communities, and governments have each role and synergize with each other. However, in reality this policy implementation was not independent of the supporting factors such ideal and good human resources and legal sanctions for violators of the rules. In addition inhibiting factors included the lack of communication that exists between the government and the landowners as well as supervision only as formality.

As an institution of supervision Inspectorate have a responsibility to review  the drafting of RKA SKPD. In carrying out the functions of supervision, often found the existence of the expectation gap i.e. a difference of wishes or expectations of stakeholders towards the APIP work with the reality of the work shown by the APIP. Expectations of stakeholders sometimes exceeds what the roles and responsibilities of APIP. This research aims to analyze the expectation gap between APIP and stakeholders (auditee) regarding the role and independence of the APIP in supervision of the preparation of the regional budget in the Government of North Sulawesi province. This study used a qualitative approach by taking the location of research in 5 (five) SKPD on the Government of North Sulawesi province with criteria of informant is APIP in North Sulawesi Province of Inspectorate with experience more than 5 (five) years and auditee has the task drafting of RKA. The results of this study showed that at the role of APIP, there is no an  expectation gap but for the issue of perception the limitation of responsibility of APIP, need to be evaluated especially in things still lacking with regards to his responsibilities include improving the quality of human resources such as the understanding of the regulation and its changes and also their skill. Whereas toward independence, on the issue of the perception of the independence of APIP there is no expectation gap but about the influence of the organizational structure of the role and influence of the role of APIP as a consultant found the existence of the expectation gap.   Keywords :  Expectation  Gap, The  Role  Of  APIP, Independence  Of  APIP, Supervision of  The Formation Of The Regional Budget

This writing aims to find out the legal aspects, especially regarding criminal policies in minimizing the occurrence of criminal acts in financial technology in Indonesia in the perspective of improving people's welfare and to find out the role of law enforcement in preventing financial technology criminal acts in Indonesia in the perspective of improving people's welfare. This paper uses normative legal research methods because the focus of the study departs from norms, regulations, legal theories and therefore has the task of systematizing positive law, using the approach: statute approach, conceptual approach, and analytical approach. The technique of tracing legal materials uses document study techniques and analysis of studies using qualitative analysis. Based on the results of the study that the need for reconstruction and/or reformulation of regulations which are the basis of the implementation of financial technology in Indonesia because they are considered not to regulate completely and in these conditions, the role of law enforcement in preventing and overcoming criminal acts has a strategic position because it is part of a task in carrying out the protection and protection of the community in realizing public welfare. Based on this the authors argue that in addition to internal reform in reconstruction and/or reformulation, external improvement is also needed through ratification from various countries and governments should be related to the implementation of financial technology in one door under the government so that supervision will be better and the government to innovate financial technology as an alternative in realizing public welfare.

As a background of this research, the oral tradition is an ancestral heritage that influences various aspects of a society's life as an identity of local wisdom. Apart from containing moral messages, oral traditions are often linked to the original character. Also, oral traditions cannot be separated from their role in the tourism industry. Many tourist objects are offered because they have fascinating oral traditions to attract tourists. The role of oral traditions in the tourism industry should be mapped to develop various sectors. This study aims to identify the role of oral traditions in developing ecotourism in Indonesia and Japan. The method used in this research is literature study and interviews. The result shows that in Indonesia and Japan, oral traditions still immensely attract tourists to come to the tourist spot. Many tourists who come to ecotourism spots want to enjoy vacation or to recover from any disease. This condition makes the government and the local civil conserve their ecotourism spot. In conclusion, this study indicates four roles of oral traditions in the development of ecotourism, namely as a means of attracting tourists' interest, as a means of developing tourist areas, as a means of developing tourism products, and as a means of developing human resources.
