Today, educational competitiveness is getting tougher. Viewing this condition, Pesantren strives to explore students' potential in entrepreneurship because the educational world must capably play an active role in preparing educated and ready-to-work human resources. This study sought to find a depiction of entrepreneurship education in Pesantren Darussalam of Kepahiang by applying a descriptive qualitative approach. This study revealed that first, students were fully directed and guided through courses based on their talents and interests, and they were taught to get working experiences directly. Second, the supporting factors encompassed full supports and appreciation from Pesantren Darussalam, available facilities for entrepreneurship, and full societal supports. Subsequently, the inhibiting factors included inadequate external organizations that could broadly cover students to participate in entrepreneurial activities in a more prolonged way, and some students still had less enthusiasm to benefit from Kiai and teachers' support.Saat ini persaingan dalam dunia pendidikan semakin ketat. Mencermati kondisi tersebut, pihak Pondok Pesantren berusaha menggali potensi para santri di bidang kewirausahaan, karena dunia pendidikan harus mampu berperan aktif menyiapkan sumber daya manusia terdidik dan siap kerja. Menyikapi hal tersebut, dengan menggunakan metode deskriptif kualitatif, penelitian ini berusaha menemukan gambaran tentang pendidikan kewirausahaan di Pesantren Darussalam yang terletak di Kabupaten Kepahiang, Provinsi Bengkulu, Indonesia. Penelitian ini mengungkapkan bahwa: Pertama, para santri diarahkan dan dibimbing dengan penuh tanggung jawab melalui penyediaan tempat kursus sesuai dengan bakat dan minatnya serta mereka diajarkan untuk terlibat dalam praktik kerja secara langsung. Kedua, factor pendukungnya yaitu: dukungan dan apresiasi penuh dari Pembina Pondok Pesantren Darussalam; tersedianya beberapa fasilitas-fasilitas pendukung yang berhubungan dengan kewirausahaan; dan dukungan penuh dari masyarakat sekitar. Faktor penghambatnya yaitu: keberadaan organisasi dari pihak luar yang mewadahi santri dalam melaksanakan kegiatan kewirausahaan belum mencukupi dan sebagian santri masih belum memiliki antusias tinggi untuk memanfaatkan dukungan yang sudah diberikan oleh Kiai dan para ustadz and ustadzah.

This study aims to determine Public Services through the E-filling System at the Cilegon Primary Tax Service Office and to determine the supporting and inhibiting factors. The research used is a descriptive qualitative approach. The data sources used are primary and secondary data. To deepen the data analysis interviews, observation, and documentation were carried out. The theoretical basis used is public service. The results showed that the public service through the e-filling system was running well-reviewed with the theory of public service. But there are several supporting and inhibiting factors found. Supporting factors 1) employee upgrading, 2) socialization. The inhibiting factors are 1) lack of human resources, 2) e-filling applications are down or error

Implementation of Policy for Supervision and Control of Sales of Alcoholic Beverages in Muara Enim Regency, South Sumatra Province. This study aims to determine and analyze the implementation, inhibiting factors and appropriate strategies in the policy of monitoring and controlling the sale of alcoholic beverages. The research method used in this study is descriptive with a qualitative approach. Data obtained through observation, interview, documentation and triangulation techniques. The results of the study indicate that the implementation of the policy of monitoring and controlling the sale of alcoholic beverages in Muara Enim Regency has not gone well. This is seen based on several performance indicators, among others: not yet well implemented Regional Regulation No. 4 of 2005, the lack of quality human resources and limited budgets, and related interagency communications that have not been implemented properly. Ecological studies related to socio-economic and community roles in imaginary line of the Sultan's Palace need to be undertaken to design a proper management and conservation model. The purpose of this study is to examine the perception and participation of the community in the effort of preserving the trees around the imaginary line of the Sultan's Palace, as well as its supporting and inhibiting factors. The research conducted from April 2017 to November 2017. Data collection was done by observation and interview. Data processing is done by interpretation analysis using related reference. The results show that people's perception of trees around the imaginary line of their existence is very important, needs to be maintained, and preserved in order to function properly. Forms of community participation include maintaining the sustainability of the trees by replanting the fallen, nurturing, and not doing destructive activities. Product of trees around the imaginary line like fruit and wood are not entirely usable. Supporting factors are local wisdom, active role, and cooperation with stakeholders & local government. Factors inhibiting the economic function of trees around the imaginary line is less, knowledge of human resources is still low, and the responsibility of the region is less clear due to the absence of good preservation procedures. The conclusion of this research is the perception and participation of the community to support the effort of preserving the trees around the imaginary line of Kraton Yogyakarta.

The Head of Madrasah has a role in various matters related to improving the quality of both human resources and infrastructure in each madrasah he leads, teachers as human resources elements in madrasahs need strategic steps taken by the head of madrasah to improve their professionalism, this research aims to explore how the role of madarasah head in improving teacher competence in MTs Istiqamah Talu Talamau Subdistrict. Research is designed with an explorative qualitative approach, namely a study that aims to find the role performed by the head of madrasah through the search of various sources, the source of this research is madrasah supervisors, teachers in MTs Istiqamah and madarasah heads as a form of confirmation, to obtain data from the specified sources, in this research used observation techniques, interviews, documentation studies and focus group discussions, data analysis used is descriptive qualitative. The result of the research is that the head of madrasah plays a role in increasing the professionalism of teachers in the form of informative, coordinate, consultative and informative.

This research aims at investigating factors affecting enterepeneurship interest in a young entrepreneur program known as KURASA (Kelompok Mahasiswa Wirausaha/Student Enterprise of UNISBA Blitar). This research adopted descriptive qualitative approach. Data were collected through interview, participant observation, and documentation. Then, the student enterprise was selected, and access to informants was built. This research was carried out by collecting data, recording information, comprehending contents, and restoring data. The result shows that young men’s interest in entreprenurship involved in student enterprise was affected by three factors: personality, entrepreneurship education, and environment factors.

The optimal use of libraries is through user education, because through this program users get a series of knowledge about information sources. One way to find out the success of a program is to do an assessment. This study aims to evaluate the implementation of user education that has been implemented in the Library of the Faculty of Engineering UGM. CIPP Model (Context, Input, Process & Product) used for evalution with a qualitative approach. Research subjects were members of the UGM Faculty of Engineering who had attended user education programs and library management team. Data collection is done with documentation, interviews, and observations. The results showed (1) the Context evaluation was good, there was a match between the program with the vision and mission of the institution, (2) Evaluation of inputs was good, supporting facilities and facilities were adequate, (3) Process evaluation was sufficient, the implementation schedule needed to be improved, ( 4) Evaluation of the product is good, there is a certificate as a sign of following the activity by achieving the competency that has been set. The factors that support the implementation of the program are competency of human resources, communication, adequate facilities and infrastructure, and good cooperation with stakeholders. The factors that hinder the program are the schedule of activities that are not yet routine, those responsible for the program cannot be delegated to other people, there is no analysis of student needs, and there is no written policy on this program. The recommendation of this research is that it is necessary to improve several inhibiting factors so that the implementation of user education activities can run smoothly in accordance with the stated goals.

This study aims to determine the tourism promotion strategy at the Mamasa Regency Tourism Office. This research use desciptive qualitative approach. Data collection techniques obtained from observation, interviews and documentation. The results of his research show that the seven main strategies carried out by the Mamasa Regency Tourism Office have been implemented but all of them have not run optimally so the desired results have not been achieved according to the target. This is due to inhibiting factors, namely insufficient facilities and infrastructure; human resources are still lacking; lack of regulations and a strong legal basis to regulate Mamasa tourism; and forms of overlapping management between government, foundations or families and the private sector.

ABSTRACT Sexual violence experienced by children can have an impact on the physical, psychological and social conditions of children that affect the growth and development of children in the future. On that basis, handling child victims of sexual violence requires the role of various parties, including social workers. Child social workers aim to provide assistance, rehabilitation, and protection of children's rights. The purpose of this study seeks to describe the roles and obstacles in dealing with child victims of sexual violence in Bengkulu City. This study uses a descriptive qualitative approach, with 5 informants using interview, observation and documentation studies. The results showed that the role of social workers in dealing with child victims of sexual violence could be in the form of facilitator, broker, initiator, protector, and advocate. There are five inhibiting factors in carrying out the role: (a) Barriers in funding (b) lack of facilities and infrastructure related to protection, (c) social welfare service centers that are not yet available (d) lack of professional human resources in dealing with children's problems, (e) Limited networks make it difficult for social workers to refer victims of child sexual abuse to clinical psychologists. This study aims to analyze the ability and readiness of the issuance of municipal bonds in the government of West Sumatra Province as an alternative to development financing. This analysis includes the financial capability of the province of West Sumatra and the readiness in managing municipal bonds both in terms of human resources and preparation of regulations in the regions that have been carried out by the government of West Sumatra province. This study uses a descriptive qualitative approach interviewing 7 informants from several parties involved and having the authority in policy in the management of municipal bonds later in the government of West Sumatra province. The results showed that the government of West Sumatra province has the financial capability in issuing municipal bonds which is supported by the absence of regional provincial obligations in debt or other obligations. However, the results of the study found that the government of West Sumatra province does not yet have the readiness of human resources and the preparation of regulations in the implementation of municipal bonds. The purpose of this study was to find out how community participation in planning and utilization of village fund allocations in Tanjung Jorong Village, Tualan Hulu District, East Kotawaringin Regency. The method used in this study is a descriptive qualitative approach, which is the source of data in this study, namely the Chief of Bangkuang Village, Village Staff and several people in Tanjung Jorong Village, Tualan Hulu Sub-District, East Kotawaringin Regency. Data collection techniques carried out by observation, interviews, and documentation. The results of this study indicate that the level of participation of the Tanjung Jorong Village community can be seen in the stages of planning, utilization, and supervision classified as low. As expressed by Pusic (2006) that planning without taking into account community participation will make planning only on paper. And supporting and inhibiting factors are a) Cooperative and communicative support from the district government and village government in regulating ADD in Tanjung Jorong Village area so that accountability reporting can be reported with a predetermined time b) Village government attitudes that are transparent, accountable in utilizing ADD and c) Limitations on ADD funds that are still minimalist.
