ABSTRACT Sexual violence experienced by children can have an impact on the physical, psychological and social conditions of children that affect the growth and development of children in the future. On that basis, handling child victims of sexual violence requires the role of various parties, including social workers. Child social workers aim to provide assistance, rehabilitation, and protection of children's rights. The purpose of this study seeks to describe the roles and obstacles in dealing with child victims of sexual violence in Bengkulu City. This study uses a descriptive qualitative approach, with 5 informants using interview, observation and documentation studies. The results showed that the role of social workers in dealing with child victims of sexual violence could be in the form of facilitator, broker, initiator, protector, and advocate. There are five inhibiting factors in carrying out the role: (a) Barriers in funding (b) lack of facilities and infrastructure related to protection, (c) social welfare service centers that are not yet available (d) lack of professional human resources in dealing with children's problems, (e) Limited networks make it difficult for social workers to refer victims of child sexual abuse to clinical psychologists. This study aims to determine the implementation of social services for PMKS who are affected by PSBB at the Tengsin Sports Hall, Central Jakarta, and the role of social workers in social services for PMKS after the imposition of large-scale social restrictions (PSBB) at the Karet Tengsin Sports Hall, DKI Jakarta. This research uses a qualitative approach with descriptive methods. The subjects of this study were social workers who served at the Tengsin Rubber Sports Center, Central Jakarta. Data collection was carried out using observation, interview, and documentation techniques. The results showed that the implementation of services for PMKS was carried out through four stages, namely outreach, health checks, assessment and provision of advanced social services according to PMKS needs. The roles of social workers in social services for PMKS affected by the PSBB include, among others, as advocates, counselors, mediators, educators, case managers, facilitators and experts, namely experts in helping determine services according to client needs. Supporting factors for social workers in carrying out their roles are a sense of responsibility as humanitarian workers, both support from the Ministry of Social institutions and the DKI Jakarta Provincial Social Service. The inhibiting factors in carrying out the role of social workers are the concern of contracting co-19, the unpreparedness of service institutions in accepting clients.

Marriage registration for Muslims is carried out by Marriage Registration Officer (PPN). Minister Religion Regulation (PMA) Number 11 2007 concerning Marriage Registration Article 2 Paragraph (1) mentions Head of KUA as PPN. Meanwhile, Ministe State Apparatus Empowerment Regulation Number: Per/62/M. PAN/6/2005 concerning Functional Position Penghulu Article 1 Paragraph (1) states that Penghulu also PPN. Serious problems related to authority Penghulu caused by mention Penghulu and Head of KUA as PPN, this makes authority Penghulu as functional give Prealable authority which authority to carry out decisions taken without asking for prior approval from agency or individual, which this can have an impact on validity marriage book by penghulu or head of KUA. This research uses empirical juridical research and uses a qualitative approach. Results analysis, that in practice registering marriages at KUA of Sukun Subdistrict, Malang City, conclusions: First, functions and authorities role Penghulu as PPN to carry out munakahat legal fatwas, mu’amalah guidance, as advisory supervision and marriage consultation or reconciliation. role Head of KUA as PPN supervise implementation duties Penghulu and Assistant PPN, reporting marriage registration to Regency/City Ministry of Religion, as guardian adlol or guardian judge and signing examination, agreements and events marriage certificates, divorce, and reconciliation. Second,implementation, namely: mandate Head of KUA to Penghulu responsibility and accountability Head of KUA, Head of KUA can give mandate to Penghulu carry out tasks in some of his working areas, and role of Penghulu as form representative Head of KUA when unable to attend meeting. wedding ceremony. The background of this research is the fact that the management of improving teacher‟s professionalism is still not effective. The role of teacher as planner, implementer, and developer of curriculum is also not optimal. Management of teachers is needed because teachers have a significant role in the success of learning process. This research was aimed at knowing Guardian Angel‟s concept of teacher management suggested by Munif Chatib and how it develops according to him. The implementation of Guardian Angel model of teacher management was presented through a testimony and direct interviews with Guardian Angel‟s trainees. This research used qualitative approach by studying Munif Chatib‟s books and direct interviews. Data were analyzed with content analysis, which included: (1) literary study of Munif Chatib‟s books, (2) description of Guardian Angel model of teacher management by Munif Chatib. This research found that (1) the concept of Guardian Angel teacher management uses humanistic approach, especially in regard to schedules of consultation, teaching strategies, and assessment through four kinds of teacher reports, including reports of morals, creativity, lesson plan, and student‟s learning results; (2) the basis used is the cornerstone of the scientific human resources and philosophical foundation that teachers carry out the work of teaching, which includes planning, teaching, evaluating, and learning. The first three points are teacher‟s obligations, while the last is their right. Penelitian ini dilatarbelakangi adanya keprihatinan manajemenpeningkatan profesionalitas guru yang belum berjalan efektif. Peranan guru sebagai perencana, pelaksana dan pengembang kurikulum yang belum optimal. Manajemen guru diperlukan mengingat bahwa peran guru amat signifikan bagi setiap keberhasilan proses pembelajaran.Penelitian ini mengungkap tentang manajemen guru Guardian Angel menurut Munif Chatib. Penelitian ini bertujuan untuk mengetahui konsep manajemen guru model Guardian Angel menurut Munif Chatib, dan berkembangannya Guardian Angel dalam pemikiran Munif Chatib. Implementasi manajemen guru model Guardian Angel dihadirkan melalui testimoni dan wawancara langsung dengan peserta pelatihan Guardian Angel. Penelitian ini menggunakan pendekatan kualitatif, dengan melakukan kajian terhadap buku - buku karya Munif Chatib dan wawancara langsung. Teknik anaisis data content analysis. Analisis meliputi: (1) kajian pustaka buku-buku karya Munif Chatib, (2) mendeskripsikan manajemen guru model Guardian Angel dalam pemikiran Munif Chatib.Hasil penelitian menunjukkan bahwa: (1) konsep model manajemen guru Guardian Angel menggunakan pola pendekatan manajemen humanis, terutama dalam jadwal konsultasi, strategi mengajar dan penilaian melalui empat rapor guru, yaitu rapor akhlak, rapor kreativitas, rapor lesson plan dan rapor hasil belajar siswa (2) landasan yang digunakan adalah landasan keilmuan sumber daya manusia dan landasan filosofi bahwa profesi guru mengemban pekerjaan manajemen, yaitu perencanaan , mengajar dan mengevaluasi dan belajar. Tiga hal pertama difahami sebagai kewajiban, sedangkan belajar dimaknai sebagai hak bagi seorang guru (3) Guardian Angel sebagai manajemen quality control yang meliputi: lesson plan, konsultasi, observasi dan umpan balik.

This study aims to determine Public Services through the E-filling System at the Cilegon Primary Tax Service Office and to determine the supporting and inhibiting factors. The research used is a descriptive qualitative approach. The data sources used are primary and secondary data. To deepen the data analysis interviews, observation, and documentation were carried out. The theoretical basis used is public service. The results showed that the public service through the e-filling system was running well-reviewed with the theory of public service. But there are several supporting and inhibiting factors found. Supporting factors 1) employee upgrading, 2) socialization. The inhibiting factors are 1) lack of human resources, 2) e-filling applications are down or error

The feminization of labor markets through the role of education is among the means that enhance the participation of women to development and ensure further involvement of human resources in the growth and development processes. While this is a process that is highly pursued in most developed economies, it is not clearly seen to be pervasive in most developing countries. The Arab economies are among those countries where lower participation of women is observed but where education can be an important leverage for further feminization of labor markets. These issues are discussed in the present chapter to underline the role of education in Arab economies.

Implementation of Policy for Supervision and Control of Sales of Alcoholic Beverages in Muara Enim Regency, South Sumatra Province. This study aims to determine and analyze the implementation, inhibiting factors and appropriate strategies in the policy of monitoring and controlling the sale of alcoholic beverages. The research method used in this study is descriptive with a qualitative approach. Data obtained through observation, interview, documentation and triangulation techniques. The results of the study indicate that the implementation of the policy of monitoring and controlling the sale of alcoholic beverages in Muara Enim Regency has not gone well. This is seen based on several performance indicators, among others: not yet well implemented Regional Regulation No. 4 of 2005, the lack of quality human resources and limited budgets, and related interagency communications that have not been implemented properly. This community service is carried out by lecturers at the university, in order to participate actively in improving the quality of human resources through counseling and workshops. Counseling and workshops carried out are related to efforts to increase motivation, innovation and creativity in MSMEs, especially handicrafts made from beads. The results of MSMEs in the form of handicrafts from beads are still very much needed to be continuously improved. Besides that the market for bead creativity products is still very widely opened. The results of these beadsare  in the form of prayer beads and various women's jewelry such as bracelets and necklaces. The handicrafts are chosen because the method of making them is quite easy and the ingredients needed are easy to obtain. The method used in this service is participatory approach, and the respondents consist of the community as business actors. Respondents also participated directly in the focus group discussion, interviews, training, workshops, consuls, and executions. Through the implementation of this service it is hoped that it will be able to encourage the growth and development of MSMEs to improve community welfare and improve the quality of the active role of lecturers as a form of concern for improving the quality of human resources in the community.

This study aimed to find out a depiction of the role of Da'i in Semelako 1 Village, Lebong Regency, Bengkulu, in fostering the community. This study applied a qualitative approach. Data collection techniques were observation and interviews. After the data were collected, the data were further analyzed using Miles’s et al approach. This study revealed the following conclusion: First, Da'i activities in delivering da'wah to the people of Semelako 1 Village, Lebong Tengah Sub-district, Lebong Regency, were not going well because the Da’i did not have a plan; the preaching pattern was still monotonous; the materials used were not yet well-organized and very much set according to the wishes of the mad'u / audiences; and the methods used were less varied. Second, the supporting factors of Da'i in efforts to develop religion were the supports from the village’s government and religious leaders in the form of appeals to participate in Islamic study activities, and the provision of facilities and infrastructure such as mosques and prayer rooms. The inhibiting factors extended to the level of the economy classified as underprivileged, and the busy routines of people who worked as farmers every day so that they prioritized fulfilling family needs rather than attending Islamic study activities.

Children are vulnerable to becoming victims of violence in both developing and developed countries. Various regulations were made to end violence against children. Semarang City Government seeks to protect children from violence through Regional Regulation Number 05 of 2016 and forming a child protection organization through Semarang Mayor Regulation Number 05 of 2018. Implementation of social reintegration for child victims of violence in Semarang City involves many stakeholders. This study aims to analyze the role of stakeholders and determine the inhibiting factors for the role of stakeholders. The method used is descriptive qualitative. The results of the research show that The Women Empowerment and Child Protection Regional Office play a role as a policy creator, implementor, coordinator, facilitator, and accelerator. PPT SERUNI, PPT Kecamatan, and Pos JPPA play a role as implementers, coordinators, facilitators, and accelerators. Regional Offices, Rumah Duta Revolusi Mental, hospitals, academic, and Bhabinkamtibmas play a role as facilitators and accelerators of child protection and social reintegration. The inhibiting factors for social reintegration in cases of violence against children include the community culture that discriminates against victims, limited reintegration budgets, trauma in victims that causes victims to be reluctant to return to school or return to social institutions, and regulations governing social reintegration are still weak. The recommendation conveyed is that the Office of Women's Empowerment and Child Protection conducts outreach on child protection services and educates schools and social institutions about preventing violence, the importance of recovery and reintegration for victims of violence. Increase the budget for child protection and collaborate with other stakeholders to finance the social reintegration of child victims of violence. Conduct regular counseling with the psychologist PPT SERUNI or RDRM. As well as passing new regulations that explain in detail social reintegration according to the needs of victims.

This study aims to determine the role of stakeholders in the regulation and guidance of street vendors in Tlogosari Kulon Village, Pedurungan District, Semarang City and to identify inhibiting factors in the implementation and management of street vendors. This research method uses descriptive qualitative, by collecting observational data, interviews, library research and documentation, interview techniques conducted to several informants including the Semarang City Trade Office, Semarang City Police Satpol, Tlogosari Kulon Urban Village, Street Vendors (PKL) in the Kelurahan Tlogosari Kulon and the Tlogosari Kulon Community. The results showed that the role of the Semarang City Trade Office as a policy creator, coordinating with other agencies and PKL Tlogosari Kulon, as well as building PKL Shelter Suryokusumo Market. The role of the community as an implementator is to provide active input in the regulation or preparation of public policies in the regulation and guidance of street vendors, both directly and indirectly. While the inhibiting factors are lack of effective communication, lack of human resources and a fragmented bureaucratic structure.
