This study aims to determine the tourism promotion strategy at the Mamasa Regency Tourism Office. This research use desciptive qualitative approach. Data collection techniques obtained from observation, interviews and documentation. The results of his research show that the seven main strategies carried out by the Mamasa Regency Tourism Office have been implemented but all of them have not run optimally so the desired results have not been achieved according to the target. This is due to inhibiting factors, namely insufficient facilities and infrastructure; human resources are still lacking; lack of regulations and a strong legal basis to regulate Mamasa tourism; and forms of overlapping management between government, foundations or families and the private sector.

The current planning and budgeting paradigm has changed from money follows function into money follows program but this paradigm is considered to not provide clear and concrete benefits. Likewise, the implementation of the money follows program was still problematic, such as program restructuring and problematic activities. Based on these problems, the purpose of this study is to determine the implementation of restructuring programs and activities of local governments and the factors that support and hinder the implementation of restructuring programs and activities in local governments since the enactment of the money follows program. The method used in this study is a descriptive method with a qualitative approach. The results show that programs and activities planned by using the money follow program approach have been implemented in several locus study areas (West Sumatra Province, West Java Province, and Yogyakarta Province). However, the implementation still varies. There are still doubts for the regions in the implementation, especially because it is related to the legal basis. Likewise, there are several inhibiting factors such as human resources, policy substance, implementer behavior, and network interactions. For this reason, the study concludes that it is necessary to make adjustments to the central government policies related to regional development planning guidelines and budget allocation.

This study uses a qualitative approach in order to obtain an in-depth description of the Election Supervision Evaluation of the Governor of East Kalimantan by the East Kalimantan Bawaslu. Data obtained and obtained through interviews, observation and documentation, which are then analyzed interactively through the stages of data collection, data condensation, data presentation and drawing conclusions. The results showed that the evaluation of the supervision of the Provincial Bawaslu in the East Kalimantan Governor election in 2018, which was carried out from the stage of updating the voter list, campaign monitoring, the implementation of the Pilgub, as well as the follow-up of findings and reports were in accordance with the duties and functions of East Kalimantan's Bawaslu. As for the inhibiting factors there are still people who do not report suspected violations, limited human resources and the authority of Bawaslu is still hampered by rules and regulations.Keywords: Monitoring, Evaluation, Election

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

This study aims to determine Public Services through the E-filling System at the Cilegon Primary Tax Service Office and to determine the supporting and inhibiting factors. The research used is a descriptive qualitative approach. The data sources used are primary and secondary data. To deepen the data analysis interviews, observation, and documentation were carried out. The theoretical basis used is public service. The results showed that the public service through the e-filling system was running well-reviewed with the theory of public service. But there are several supporting and inhibiting factors found. Supporting factors 1) employee upgrading, 2) socialization. The inhibiting factors are 1) lack of human resources, 2) e-filling applications are down or error

This article investigates Indonesia’s cultural diplomacy in Saudi Arabia through the tourism promotion programs from 2015 to 2018. Cultural diplomacy is aimed to raise awareness about the wealth of Indonesian culture relating to tourism that can be utilized in obtaining the desired outcomes. This article employs the concept of ‘sof power’ and qualitative approach with the technique of data collection by analysing the official documents from the Indonesian Ministry of Tourism, as well as the technique of secondary data collection that analyzes several literatures including books, reports, journals, and related articles. This article argues that Indonesia’s efforts in conducting cultural diplomacy practices in Saudi Arabia through the tourism promotion programs from 2015 to 2018 is involving the cultural elements to the programs that were Islamic-nuanced and recognized as the world’s intangible cultural heritage by the UNESCO.

<p><em><span lang="IN">The purpose of this study is to know the management of productive zakat for the economic empowerment of society in LAZISNU Kudus. This study uses a qualitative approach and is described descriptively. Data collection techniques used interviews, observation, and documentation. While data analysis using data reduction, data display and verification. From the results of the study concluded that the management of productive zakat funds conducted by LAZISNU Kudus using the stages in management science. The steps in the empowerment of productive zakat by LAZISNU Kudus include data collection, supervision and supervision. There are two obstacles facing LAZISNU, internal and external factors. Among the internal factors are limited funds provided, lack of coordination, lack of adequate human resources and administrative management that is still traditional. While external factors include is still a lot of muzakki who pay zakat outside amil institutions and mustahik less know management business.</span></em></p>

This study aims to determine the strategy of local government in promotion based on E-Tourism in Bantaeng Regency and also to find out what factors influence the local government in the formulation of E-Tourism-based promotion strategy in Bantaeng Regency. This type of research is descriptive qualitative with the type of phenomenological research. Data is collected from interviews, then analyzed based on indicators of Human Resources, Facilities and Infrastructure, and Funding. Data collection techniques carried out by observation (observation), interviews (interviews), and documentation. The results of this study indicate that the Bantaeng Regency government's strategy in implementing E-Tourism is maximized by creating a Team filled with human resources who have a special capacity or ability in IT mastery. Specifically, for the concept of E-Tourism, limiting physical funding, but for technical expertise, technical financing such as photographers and graphic design experts is required. Supporting factors for E-Tourism based promotion in Bantaeng Regency are the apparatus commitment to promoting Bantaeng tourism and collaboration with various parties.

This article presents the results of the evaluation of the implementation of Face to Face Tutorial in the District of West Seram, Maluku province on the implementation and the factors inhibiting the implementation of Face to Face Tutorial. Field data collection was done by using interviews and questionnaires. Data were analyzed descriptively that gives meaning to any data collected and presented in the form of percentages and graphs. The results obtained showed that the Face to Face Tutorial implementation consisting of initial activities, core activities and activities performing well late in accordance with the conditions set by the Open University. Meanwhile. inhibiting factors in the implementation of the tutorial, is the distance, transportation, human resources (tutors), and the limited means of communication. Artikel ini menyajikan hasil evaluasi pelaksanaan Tutorial Tatap Muka (TTM) di Kabupaten Seram Bagian Barat, Provinsi Maluku mengenai pelaksanaan dan faktor-faktor penghambat pelaksanaan TTM. Pengumpulan data di lapangan dilakukan dengan menggunakan teknik wawancara dan kuesioner. Data dianalisis secara deskriptif yaitu memberikan makna pada setiap data yang dikumpulkan, serta disajikan dalam bentuk persentase dan grafik. Hasil yang diperoleh menunjukkan bahwa pelaksanaan kegiatan TTM yang terdiri atas kegiatan awal, kegiatan inti dan kegiatan akhir terlaksana dengan baik sesuai dengan ketentuan yang ditetapkan oleh UT. Sedangkan faktor-faktor penghambat dalam pelaksanaan tutorial, adalah jarak, transportasi, sumber daya manusia (tutor), dan keterbatasan sarana komunikasi.

The purpose of this research is to know the success of benchmarking of madrasah head in transforming madrasah, to know benchmarking of head of madrasah, to know transformation that happened at madrasah, and to know benchmarking of madrasah head to transform madrasah. The research methodology used is descriptive qualitative approach. Data collection techniques using observation, interviews and documentation. Analysis of the data using the model of Miles and Huberman and data validity technique uses triangulation data. The results show that the success of madrasah head benchmarking in transforming with active commitment in managing madrasah, understanding the advantages and weaknesses of madrasah, innovating in madrasah, and applying benchmarking results in madrasah. Benchmarking process is self-evaluation of madrasah program, comparison with referral madrasah, reflection of madrasah performance and backbiting towards benchmarking of madrasah. The madrasah transformation covers the aspects of input, process transformation in madrasah, transformation of madrasah output and transformation of madrasah culture. The conclusion of this research can be seen that through benchmarking the head of madrasah can make the head of madrasah do madrasah transformation. The implication of this research is that benchmarking done by head of madrasah is not necessarily self-done. This requires the responsibility and commitment of all madrasahs in it, managerial skills, adequate human resources, and empowerment of all personnel in the madrasah.

Implementation of Policy for Supervision and Control of Sales of Alcoholic Beverages in Muara Enim Regency, South Sumatra Province. This study aims to determine and analyze the implementation, inhibiting factors and appropriate strategies in the policy of monitoring and controlling the sale of alcoholic beverages. The research method used in this study is descriptive with a qualitative approach. Data obtained through observation, interview, documentation and triangulation techniques. The results of the study indicate that the implementation of the policy of monitoring and controlling the sale of alcoholic beverages in Muara Enim Regency has not gone well. This is seen based on several performance indicators, among others: not yet well implemented Regional Regulation No. 4 of 2005, the lack of quality human resources and limited budgets, and related interagency communications that have not been implemented properly.
