The concept of rational land use has existed in management science for a long time, but even now there is no single approach to the interpretation of this concept. Based on the general scientific idea of rationality, it seems logical to assume that the rationality of land use can be considered as a principle in the management of land and property relations. This principle acquires particular importance in the 21st century, which is characterized by the transition to the digital economy as a new content of information, communication and management processes. There are significant changes that have already changed the traditional forms of interaction, contributed to the emergence of new management mechanisms, forms of interaction between participants in land and property relations. Digitization, designed to simplify a number of operations, thus relies on the principle of rationality. The definition of rational land use, which is described in scientific papers, needs some additions. For the real sector of the economy, an important practical task is the development of approaches to digitalization of land use management processes. The subject of this study is the approaches to the organization of management processes of land use in the context of the introduction of digital technologies in Russia. The aim is to analyze the existing approaches to the implementation of the principle of land use in the context of digitalization. Analysis of primary data, scientific and theoretical approaches, idealization and formalization, allow us to consider and evaluate the existing approaches to the concept of rational land use, its detailing and concretization in the problems of today. The theoretical significance of the study lies in the formation of a more complete understanding of the rational use of land. The practical significance is due to the generalization of the scientific and theoretical foundations for the organization of land and property relations based on the principle of rational land use within the framework of the digitalization of the economy

Purpose Marx’s monetary theory is an important part of Marxist economics and an irreplaceable milestone in the intellectual history of the monetary theory. The purpose of this paper is to summarize the main content of Marx’s monetary theory from three aspects: the source and nature of money, the function of money and the historical significance of money. Design/methodology/approach Moreover, this paper also gives an extended understanding of Marx’s monetary theory from four perspectives: the endogenous credit mechanism of money, the functions of money and demands for money, the financial function of money and the economic and social functions of money. Findings Lastly, the present paper discusses the practical significance of Marx’s monetary theory from three perspectives, namely, the inspection of “Bitcoin” from the nature and function of money, the definition of demands and the division of supplies at the monetary level, and the prevention of systemic financial risks and the focus of financial supervision. Originality/value Marx’s monetary theory is an important part of Marxist economics and an irreplaceable milestone in the intellectual history of the monetary theory. However, for a long time, the contribution of Marx has rarely been mentioned in the intellectual history of monetary theory. Even the book, Political Economy (On Capitalism), has been only summarily concerned with the source and function of money in Marx’s monetary theory, rather than revealing Marx’s outstanding contribution in the monetary theory and the financial connotation of Marx’s monetary theory, and expounding its practical significance.

The purpose of the article is to analyze the existing methodological approaches to assessing the activities of corporate cluster structures of various types and to select criteria for assessing the activities of interregional research centers of the NAAS, as cluster formations. Research methods. General scientific methods of empirical knowledge were applied: monographic and comparison, with the help of which an understanding of various methods of assessing clustering processes and the degree of implementation of integration initiatives was achieved, individual levels of cluster development were discovered and compared, changes in theoretical approaches to assessing their activities were revealed, trends in the development of scientific thoughts about this; also used cognitive comparison and description operations; according to the method of analysis, the optimal methods for assessing the effectiveness of cluster scientific unions have been identified; the synthesis method provided an opportunity to integrate approaches and propose a methodology for determining the level of efficiency of a scientific and innovative association; using a systematic approach, the influence of internal and external factors on the performance of cluster entities and their individual participants in a competitive environment was studied; abstraction made it possible to move away from a number of stereotypes regarding the definition of acceptable criteria for assessing the results of cluster activities and to highlight their essential characteristics, which is the basis of the model for the indicative assessment of the integration of scientific and innovative associations. Research results. A number of different theoretical approaches to determining the effectiveness of the activity of cluster structures are disclosed. It has been established that, in particular, their activities are assessed depending on the object of research or on the potential benefits of integration, while taking into account macro- and microeconomic indicators that characterize the impact of the cluster on society. The analysis and synthesis of currently known individual methods provided an opportunity to propose criteria for assessing the effectiveness of the functioning of “interregional research centers of the NAAS, maximally reflect the degree of implementation of those aspects of integration that ensure the economic efficiency of interaction of all subjects of cluster education and at the same time open up prospects for further research to determine the fair score and weighting factors for each of the proposed indicators. Scientific novelty. A system of complex indicative indicators is proposed for assessing the activities of a scientific and innovative cluster, which reflect the essential characteristics of the implementation of integration initiatives in the agricultural sector. Practical significance. The developed proposals for determining the effectiveness of the functioning of the scientific and innovative cluster can be used to assess the results of the activities of the interregional scientific centers of the NAAS. Goal. The purpose of the paper is to provide scientific substantiation of theoretical and practical recommendations for the development of gastronomic tourism, using the potential of the restaurant industry. Methodology: research is made up analysis and systematization and synthesis. The basic objects of gastronomic tourism are determined, the potential of restaurant business as a tourist destination is researched. Results: The concept of "restaurant tour", perspectives of development of domestic gastronomic tourism and restaurant business as an object of tourist trip in Lviv is substantiated. The scientific-theoretical approaches to the definition of the essence and objects of gastronomic tourism are revealed; - the potential and opportunities of the sphere of restaurant business in the development of modern tourist infrastructure, including through the development of gastronomic tourism; - measures of development of the domestic restaurant business as a perspective direction of gastronomic tourism and an independent object of tourist trips are offered. Scientific novelty: systematized, generalized and substantiated firms / tour operators who have developed restaurant routes in Lviv for the development of gastronomic tourism. Practical significance: Gastronomic tourism has significant prospects for development, and the organization of gastronomic tours, restaurant gastronomy tours contributes to the revival of national culinary traditions. Business entities in the sphere of restaurant business should become an important part of the development of gastronomic tourism, playing an important role in shaping the quality of life, providing public health and shaping the tourist image of the regions.

The modern pandemic, which has spread to all countries of the world and led to the global economic crisis, has made significant adjustments to the business environment and the organization of business processes of the enterprise. Some of them went offline. As a result, the functions and nature of the marketing departments of the enterprise have changed. All this requires a rethinking of the processes of transformation of marketing structures of enterprises that took place under the influence of the digital revolution. The aim of the research is to generalize the existing theoretical approaches and current trends in the transformation of organizational structures of enterprise marketing in a digital economy. The subject of the research is the conceptual provisions and methodological approaches to building organizational structures of marketing and their adaptation under the influence of the external environment. Methods of the research: system and complex analysis, analytical approach, theoretical generalization and comparison, observation. The statement of basic materials. The article formulates the main trends in changing the business environment of the enterprise and its internal environment, which took place under the influence of the digital revolution and substantiates the need for rapid adaptation and transformation of organizational structures of marketing to respond quickly to the challenges of time. It is proved that in modern conditions of digital economy formation, marketing structures of enterprises, which have passed stages of evolution from non-integrated to integrated structures, more and more often pass to transformation into coordinated structures, transferring sales function (outsourcing of their products) to outsourcing online stores and specialized platforms. The practical significance of the research lies in the possibility of applying the provided recommendations to improve the organizational structures of enterprise marketing in a digital economy. Conclusions and perspectives of further research. The formation of the digital environment creates the preconditions for the transition from integrated marketing structures in the enterprise to coordinated, which include independent Internet intermediaries specializing in the provision of information services.

The most important factor of the global economy development is its digitalization. The degree of introduction of technologies determines the overall level of national economy competitiveness. In this context, the research studies modern approaches to the definition of the digital economy and analyzes the digital economy development of the Eurasian Economic Union (the EAEU) countries. Therefore, the article, first, characterizes the features and challenges of the digital economy as a new socio-economic system. Second, it investigates the development of digital economy in the EAEU countries by analyzing the statistical data and indices and identifies the potential of the EAEU countries in this field. Specifically, a rating assessment is made based on the E-Government Development Index, the E-participation Index, the ICT Development Index, the Network Readiness Index, and the Global Cybersecurity Index. The research has showed that there are currently conditions for the development of the digital economy of the EAEU countries and the strengthening of cooperation between them in this field. The advantages of Russia are not total, and Belarus, Kazakhstan and Armenia have the best result in a number of indicators among the EAEU countries. In 2017 the “Main Directions for Implementing the Digital Agenda of the Eurasian Economic Union Until 2025” were approved by the Supreme Eurasian Economic Council. This document includes the following directions: digital transformation of economic sectors and cross-sectoral transformation, digital transformation of the goods markets, services, capital and labor, digital transformation of management processes by integration processes, the development of digital infrastructure and ensuring the security of digital processes. In addition, a number of projects aimed at creating a single digital space are being implemented. This article extends the knowledge about the digital economy development of the EAEU countries, their potential in this area in terms of the implementation of the joint digital agenda.

Purpose. The aim of the article is defining theoretical approaches and conceptual bases to the concept of inclusiveness in the economy in order to form new methodological approaches to the study of economic processes at the meso and micro levels. Methodology of research. The methods generally accepted in economics were used in the course of the research, in particular: monographic, system and structural (to determine the meaning of the concept of economic inclusion in the context of cyclical economic development). Findings. The analysis and systematization of theoretical approaches to the definition of the category “inclusion” in the economy are carried out. It is established that the process of inclusion in the economy is a tool to increase people`s participation in the creation, distribution, and consumption of economic goods. The necessity of distinguishing between the concepts of “inclusive growth” and “inclusive development” on the basis of the theory of economic cycles is substantiated. It is determined that economic inclusion is a tool for achieving the priorities of sustainable economic development. It is proved that the use of inclusion as an operational tool of the sustainable development paradigm is aimed at ensuring long-term and sustainable results of economic development at the micro and meso levels. Originality. The necessity of deepening the scientific discourse of economic inclusion, which requires localization and application of the principles of descending governance, is substantiated. For the first time, it is proposed to make a clear distinction between the processes of inclusive growth and inclusive development, which, in contrast to existing approaches, expands the theoretical and methodological basis for the study of economic inclusion at different levels of the economy. Practical value. The practical significance of the obtained results lies in the possibility of integrating inclusive approaches to development strategies and forming practical tools for inclusive development and supporting inclusive growth of micro and meso economic entities by government agencies and representatives of business structures. This article is devoted to the peculiarities of the functioning of industrial enterprises in the conditions of the development of the digital economy and the determination of the main directions in the management activities of enterprises. The relevance of the study conducted in this article is due to the fact that in the context of globalization of segmentation of markets, toughening of competition, the requirements to the survival of enterprises increase. In the coming years, leadership will belong to enterprises with the predominant development of digital technologies. The purpose of the study is to identify factors that affect economic growth, both at the enterprise level and at the level of the national economy. The subject is the study of the processes of development and transformation of industrial enterprises in the digital economy. In this regard, this study identifies trends in the development of industries in the level of digitalization, a forecast and prospects for the digitalization of industrial enterprises; a multifactorial model of the economic growth of the economic sectors due to digitalization as well as ways to increase the operational performance of enterprises in these conditions. The empirical base of the study was the materials of the Boston Consulting Group (The Boston Consulting Group), the World Bank of Development. The practical significance of the results of the research is that the correct interpretation of drivers of development, the definition of the main directions of industrial enterprises in the conditions of the development of the digital economy will allow choosing the right instruments of influence on increasing the efficiency of enterprises and the economy as a whole. This study is the starting point of a large-scale work on the definition of new vectors in the strategic management of industrial enterprises in the conditions of the development of the digital economy.

At the age of fast development of science and progress the topic of innovation arising and being introduced in science and practical life is extremely acute in society. In spite of the fact that the term ‘innovation’ has been used for a long time already showing the novelty of the phenomenon (for instance, discovery, invention), today, according to the author, a lot of experts and scientists have no common opinion about the essence of the innovation notion. By analyzing the existing definitions of the term ‘innovation’ the author shows that even today’s academics studying the same quotations, views, definitions and arguments in the field of innovation essence and importance, finding positive and negative characteristics of each approach to the innovation definition usually come to different assessments. The author proposes to introduce the unique definition of this notion, as it could make the idea of innovation more concrete and at the same time specify their goals and classification, improve their assessment and importance in today’s progressive, competitive social and economic development of society and country as a whole.

The subject of the study is the mechanism for determining the fiscal fee forthe main transportation of hydrocarbon goods as a resource concept. The purposeof this article is to justify the nature and prospects of using, instead of currentrent, hydrocarbon fiscal-main income as a fiscal payment, which is brought intothe state budget by operators of the main hydrocarbon-transport system as business entities for their transportation of hydrocarbons and products of their processing through main pipelines appropriate to the economic requirements. Theresearch methodology is determined by a combination of methods: a) cognition:legal analysis (study of the regulatory framework for the use of rent); b) justification: abstract logical analysis (definition of the concepts of hydrocarbon fiscalmain income); c) generalization (substantiation of conclusions and proposals).Results of work. In the process of analyzing the regulatory legal acts that regulate the use of current annuity as payment to the budget for the main transportation of hydrocarbons, it was established that it is not a tax in the interpretationof PKU, since the essence does not meet the official definition of tax, does notmeet the accepted definition of the concept of rent. The accepted nature andmechanism of paying rent for the transportation of hydrogen resources and associated revenues of the state and users of the main hydrogen transport systemand the unpromising nature of its use as a fiscal payment are analyzed. Conclusions.It is proposed that the state pay for the territorial pumping of hydrocarbon resources according to our triple principle as hydrocarbon fiscal-main income, whichcorresponds to its essence, and accordingly change the mechanism for calculatingand depositing funds to treasury accounts. Since the funds come to the revenueside of the state budget, that is, inherently belong to state revenue. The creationof such a mechanism needs certain studies, justifications and government decisions. The same applies to land use, since the quality indicators of soils, wherethe laid pipelines are territorially different. In addition, there is a process ofchanging land for its intended purpose, for the property. The fee for movinghydrocarbon resources should be calculated depending on the type of transport,including pipelines, for a set of indicators: quantity and quality of goods, time,main tariffs and distance of its movement. The amount may be adjusted usingfactors officially established by the CMU. Since the pipelines are located in territorial lands, part of this fee should be transferred to the territorial local budgets.Theoretically, the economic use of trunk pipelines should be considered as a typeof economic environmental management. Therefore, this type of government revenue should be determined by a set of indicators, as well as taking into account the economic interests of business entities authorized by the CMU. Thus, theimplementation of our proposed fiscal payment is relevant, has scientific noveltyand promising practical significance, therefore, for state recognition it is proposedto include it in the Tax Code of Ukraine.
