Bina Nusantara University as one of the information technology-based educational institutions in Indonesia have used the Internet in learning activities. To meet the needs of Internet access, Binus provides students with BiNus@ccess Premium service. BiNus@ccess Premium already have an application to help admin to user management with the help of a centralized accounting system (which is provided by the RADIUS server). However, applications that use is still limited in some ways so that there are still many manual processes. Therefore we need an application that serves to replace the existing application but still supports the existing system. The methodology used to admin consists of interviews, questionnaires to users, observation to analyze the problem, designing application solutions, and evaluation by distributing questionnaires to the admin. With the RSIM applications, manual administrative processes can be eliminated because the user can perform the registration process and the addition of its own loans through the application by themselves. RSIM Applications can also provide solutions for prepaid voucher sales system because it provides the ability to generate a voucher, print vouchers, and see the voucher reports, list payment, and the sale report. Suggestions for further development is to create applications for the sale of voucher system with e-commerce or SMSgateway..

The problem of global digital divide, namely disparity in Internet access and use among the various regions of the world, is a growing concern. Even though, according to some reports, the gap is getting narrower, this does not mean that the problem is disappearing, because the problem does not just consist in getting more people to become “wired,” so to speak. This chapter investigates the various relationships among the global digital divide, global justice, cultures and epistemology. Very briefly stated, not getting access to the Internet constitutes an injustice because the access is a social good that can lead to various other goods. Furthermore, as information technology is a second-order technology, one that operates on meaning bearing symbols, access to the technology is very much an issue of social epistemology, an attempt to find out the optimal way to distribute knowledge across the social and cultural domains.

The article is aimed at studying the main features of institutions of professional pre-higher education (colleges) as structural subdivisions of higher educational institutions and the peculiarities of their financial provision, as well as developing proposals for its optimization and accounting display, including in the direction of development of sources that are viewed as a structural subsystem of the financial mechanism. As a result of the study, the need to optimize the financing of education and its further development is proved. On the example of institutions of professional pre-higher education, the problem of reducing the number of applicants for education and educational institutions is identified, which negatively affects the level of supplying the Ukrainian labor market with specialists. The connection of the level of financing with the State policy on the development of education in Ukraine and the use of a new budget mechanism in this area, which stipulates the transfer of a number of pre-higher educational institutions to financial provision from local budgets, is determined. A significant impact on the functioning of pre-higher education on the part of the adopted Law of Ukraine «On Pre-Higher Education» is identified, which, among other things, defines the possibility of not only budgetary support, but also funding at the expense of other sources that are not prohibited by law, with the obligatory observance of the principles of targeted and effective use of funds, publicity and transparency in decision-making. The authors examine the problems that have occurred in the system of professional pre-higher education and it is concluded about absence of a comprehensive, scientifically based program of financial provision for the activities of educational institutions, which would create a financial basis for the strategic development of pre-higher education in Ukraine in the context of globalization and informatization of society. In its development, it is proposed to take into account all possible sources of financing, as well as to improve the accounting system in the direction of separate display of its revenues in the context of relevant sources and to form a working plan of accounts accordingly. The expediency of applying such a form of financing of social projects and target programs of educational institutions as fundraising, which represents a specially organized process of gathering monetary means for the implementation of projects of non-profit organizations, is substantiated. Financial provision of colleges based on fundraising can be carried out using instruments such as grants or payment for services on a contractual basis. Innovations in financing affect their accounting, and this issue is currently under-researched. Therefore, research on the issues of improving both the synthetic and the analytical accounting of financial provision from various sources, as well as the development of a system of documentary support of fundraising relations between counterparties, are perspective.

The Philippines is one of many developing countries that has begun using the Internet to establish closer communication with entities abroad. Some educational institutions have begun engaging in Internet-based distance education to provide accessible, anytime, anywhere education. These ventures have focused on the tertiary level and post-graduate level of education. The quality of the Internet education that they provide has shown them to be at par with western institutions. However, in the primary and secondary levels of education, the situation is one of a large disparity between the levels of education provided by public and private schools of the nation. Many public educational facilities are located in remote areas where they do not even have electricity, telephone facilities, let alone Internet access. Due to lack of funding, the government has been forced to focus first on providing these schools with the most basic of amenities. Aside from these efforts, the government has also begun to provide ICT facilities to chosen schools that meet the basic requirements for ICT to function. The chapter discusses each of these major points in detail.

The current internet access needs are very high, both to find the latest information, articles and seek entertainment. There are several places that provide internet access, one of which is a coffee shop. Many coffee shops implement Wi-fi facilities as a service to attract customers. Noralona Coffee and Roastery is a coffee shop located in the city of Cirebon that provides Wi-fi facilities for its customers. Wi-fi facilities available at the coffee shop have not restricted user access to the internet. One of them uses a hotspot and the calculation of hotspot access is done using a voucher system. Hotspot with this voucher system will be configured with MikroTik. On the proxy there is a hotspot service feature, then there are additional features, namely User Manager, which is a web interface for hotspot management. Vouchers are calculated based on time. and each voucher can be used by 1 user. This study aims to produce hotspot vouchers that can be topped up through the hotspot login website to make it easier for consumers to use Wi-fi, do top ups and reduce the use of ¬ Wi-fi that is too long for each visitor. The results of this study indicate that in a time-limited and user-vouched test, users cannot log in if the voucher is being used by 1 user, and if the voucher deadline has expired, the voucher can be Top Up again and consumers can only Top Up 1x voucher in a day. Keywords : Hotspot, Voucher, User Manager, Web Top Up, Top Up Voucher

<p><strong><em>Abstract.</em></strong> <em>Information technology is one of the tools in various fields, including in the field of Islamic da'wah. Islamic da'wah with information technology in the form of live streaming recitation to youtube (online da'wah) is viral now. This online da'wah was the wish of Takmir and the congregation of Masjid Jami' Manarul Huda. Setting up the internet network with Mikrotik and making channels on youtube at the Masjid Jami' Manarul Huda was community empowerment, namely the application of science and technology to the community at the Masjid Jami' Manarul Huda. This program was a form of community service from STMIK PPKIA Pradnya Paramita (STIMATA) Malang. This community service aims to apply the knowledge that was on campus to the wider community, especially the </em><em>Masjid </em><em>Jami 'Manarul Huda so that they can carry out wider preaching and serve the congregation. The installation of the Telkom Indihome network was carried out at the end of December 2018 and also proxy settings and the creation of a youtube channel, namely "manarul_huda official" completed in early January 2019. After the internet network and hotspot were built, congregations could use free internet access at the mosque and from routine religious studies could do live streaming or upload videos about da'wah activities at the mosque so that it can be accessed by fellow Muslims even though they don't come to the mosque. Hopefully, this program can provide benefits for the congregation and Takmir of Masjid Jami 'Manarul Huda Malang City.</em></p><p><strong><em> </em></strong></p><p><strong>Abstrak.</strong> Teknologi informasi merupakan salah satu alat bantu dalam berbagai bidang tidak terkecuali dalam bidang dakwah Islam. This study starts from the idea that the irresponsible handling of the mobile devices and the Internet in the academic spaces can have an adverse effect in the learning process of the university students. The research was carried out with a group of students of the Undergraduate Program in Information Technologies of the Faculty of Accounting and Administration, offered by the Autonomous University of Chihuahua. An experimental, mixed, applied and descriptive methodology was used. The results indicate that students show a marked dependence on these technological tools when they make an indiscriminate and non-responsible use of them during their academic hours, which even changes their attitude toward learning. It is observed that the use of the mobile device or the Internet access in the classroom, when no limits are established, becomes a distractor for the student in fulfilling the learning activities that the teacher guides in the classroom, which affects in a negative way in the academic performance of the student. In this context, however the negative aspect of the immoderate use of mobile devices and the Internet is appreciated, an area of opportunity is perceived to promote a culture of academic spaces and also establish institutional guidelines for this purpose.
