Determination of the direction of qibla develops all the time, starting from the simple way by using the celestial bodies such as the sun with mathematical formulas, using instrumentation such as compasses, rubu'ul mujayyab, mizwala, istiwa'aini, until using the method of combining mathematical formulas and observation tools into digital methods. One method of determining the direction of qibla is Rashdul Qibla method which has two methods, namely Local Rashdul Qibla and Global Rashdul Qibla. This study utilizes the Local Rashdul Qibla method to become instrumentation called Qibla Diagram, this instrumentation is a combination of mathematical calculation in the Microsoft excel program and diagram of Local Rashdul Qibla. This research is a qualitative research based on exploration. Primary and secondary data collection was carried out by experiment and documentation, processed through three stages, namely codification, presentation and conclusions. Then analyze the data using descriptive analysis with the method of inductive thinking. The research resulted in two findings, there are the Microsoft Excel Qibla Diagram calculation program and the Qibla Diagram instrument. The use of the Qibla Diagram is the same as the use of Local Rashdul Qibla, which is local, but the local of the Qibla Diagram has a large enough extent to cover an area of the city and this instrument, digitally, can be used to determine the local Rashdul Qibla throughout the earth's coordinates

This study aims to analyze causes of the low uptake of the budget and formulate a strategy of maximizing the absorption of expenditure on Balai Penelitian dan Pengembangan Lingkungan Hidup dan Kehutanan Manokwari. Respondents involved are 20 people that consist of: treasury officials and holder output of activity. The data used were secondary data in the form of reports on budget realization (LRA) quarter I, II, III and IV of the fiscal year 2011 to 2015, and the primary data were in the form of interviews with the help of a questionnaire. While the analysis of the data used was descriptive analysis using data tabulation, and the analysis of the three stages strategy of the decision making used IFE and EFE matrix, SWOT matrix and QSPM matrix.The results showed that there are 19 factors causing low of budget absorption until the end of the third quarter, and there were 10 drafts of policy as a strategy for maximizing the absorption of the budget on Balai Penelitian dan Pengembangan Lingkungan Hidup dan Kehutanan Manokwari.ABSTRAKPenelitian ini bertujuan untuk menganalisis penyebab rendahnya penyerapan anggaran belanja dan merumuskan strategi maksimalisasi penyerapan anggaran belanja pada Balai Penelitian dan Pengembangan Lingkungan Hidup dan Kehutanan Manokwari. Responden yang terlibat adalah 20 orang yaitu pejabat perbendaharaan dan pemegang output kegiatan. Data yang digunakan adalah data sekunder berupa laporan realisasi anggaran (LRA) triwulan I, II, III dan IV tahun anggaran 2011 sampai 2015, dan data primer berupa wawancara dengan bantuan kuesioner. Sedangkan analisis data yang digunakan adalah analisis deskriptif menggunakan analisis tabulasi, dan analisis analisis strategi tiga tahap pengambilan keputusan menggunakan matriks IFE dan EFE, matriks SWOT dan matriks QSPM. Hasil penelitian menunjukkan bahwa terdapat 19 faktor penyebab rendahnya penyerapan anggaran belanja sampai akhir triwulan III, dan terdapat 10 rancangan kebijakan sebagai strategi maksimalisasi penyerapan anggaran belanja di Balai Penelitian dan Pengembangan Lingkungan Hidup dan Kehutanan Manokwari.

The purpose of this research is to find out how the contribution of Hotel Taxes in increasing the Regional Original Income of Medan City and what are the efforts in increasing the hotel tax. Sources of data used in this research are secondary data, namely in the form of targets and realization of hotel tax revenue and realization of local revenue Medan City from 2016 to 2018. The data analysis technique used in this study is to use descriptive analysis. Hotel Tax to Local Own Revenue is to compare the actual value of Hotel Tax with the realization of Local Own Revenue in Medan City. The results show that in 2016-2018, the contribution of Hotel Tax in the city of Medan increased every year. In contrast to the contribution, the value of the realization of Regional Original Income tends to fluctuate because, in 2016-2017, it increased, while in 2018, the realization value decreased.

This study aims to describe the agribusiness partnership process that takes place in Kampung Kucai, analyze the income of chives farming, and the perception of chives farmers on the partnership process in Garum District, Blitar Regency. This research uses a qualitative approach in the form of a case study. Informants in this study were partner chives farmers in Kampung Kucai. Determination of the sample of plasma partner farmers was carried out by purposive sampling method. Informants were selected based on secondary data from the core and information from farmers. So the sample used for Kucai Mitra farmers is 20 people. In addition, there are also 5 key informants. The methods of data collection carried out in this study are of several types, namely structured interviews, in-depth interviews, participatory observations, and documentation. The data analysis method used in this researchis descriptive analysis,  income analysis, and Likert analysis. The results showed that the type of partnership between the Financial Institution "Bank BRI" and the partner chives farmers was classified as a nucleus-plasma partnership pattern. In the mechanism of the partnership pattern of the Financial Institution "BRI Bank" with the Kucai Farmer Group, it is carried out based on a partnership agreement. The agreement letter contains the identities of the two partnering parties and the rules given by "Bank BRI" as well as the location or planting area. The total income from chives farming is Rp. 242,000, -. The income of chives farming can be taken by women farmers once a month at the monthly member meeting in the Women Farmers Group or can be saved in advance. If they are saved, usually the women farmers in the research location will take the income before the Eid al-Fitr. The perception of partner chives farmers on the planning of partnership implementation is 80% or very good, the perception of partner chives farmers on the partnership process is 78% or quite good, and the perception of the evaluation of the partnership is very good with 85% results. So that the results of the Likert analysis on the average perception of partner chives farmers on the partnership process with financial institutions "Bank BRI" have a very good category with a percentage of 80% where the total score is 483.

The purpose of this article was to study the effects of reversal of school rules and student participation in scout extracurricular activities on the learning discipline of high school accreditation A students in the city of Padang. This type of research was associative descriptive. The population in this study were 5340 respondents from Private an Accreditation Private Schools in Padang. The sampling technique was a two-stage cluster random sampling. The data used in this study are primary data and secondary data. The technique in collecting data was the form of a questionnaire. The instrument testing used a validity and reliability test. The data analysis techniques used descriptive analysis. Based on the results of this study it can be concluded that (1) there is an effect of student compliance with school rules with student learning discipline (2) there is no relation between student’s participation in scout on the learning discipline (3) Student participation in scout extracurricular influences compliance with school regulations.Keywords: obedience to school rules, scout extracurricular, learning discipline

KORPRI housing in Salatiga City is one form of providing low-cost housing to overcome the backlog problem for civil servants who do not yet have a home. Since it was built in 2014, until now not 100% development has been realized, especially in the provision of residential facilities. It is important for an environment to be able to provide services and provide adequate facilities to meet the needs for the survival of the occupants. This study aims to examine the physical environment of housing based on the provision of facilities in KORPRI housing, Praja Mulia, in the perspective of a neighborhood unit as a physical structuring concept of an ideal residential environment. The method used is quantitative by using descriptive analysis techniques. Primary data collection techniques are carried out by means of observation and interpretation of images, secondary data derived from documents and literature studies related to KORPRI housing development. The results showed that based on the concept of neighborhood units, as cheap housing, Praja Mulia Housing with a planned population of 1,380 inhabitants had non-ideal neighborhood unit facilities. The existing facilities are only open spaces in 3 locations (3% of the total housing area) and other public facilities that are still planned. Novelti of this research housing for civil servants do not use environmental unit theory but only pay attention to the house as objects (nouns) used for investment and commodity. This condition creates a burden and becomes a challenge for the city and the surrounding area in providing facilities and services for residents who are not served in their neighborhood units.

This study aims to see the role of Bank Syariah Mandiri Kcp Ulee Kareng in developing halal tourism in the city of Banda Aceh. This study uses a qualitative method using a descriptive analysis approach. This research uses primary data and secondary data, namely by conducting interviews and centering studies and documentation which is analyzed in several stages, namely editing data, classifying, reducing, presenting data, and finally verifying. The results showed that Bank Syariah Mandiri Kcp Ulee Kareng has a role in developing halal tourism, namely in the Culinary Business Sector, Travel Service Providers and Lodging Providers. The financing provided to business actors is the financing of Micro Businesses. With the financing provided by this institution to players in the halal tourism industry, it has an impact on improving the economic welfare of the people.

Indonesian Act No. 32 and 33 by 2014 about the formation of the regional autonomy is a challenge for local governments to utilize the potentials of the region. One of the local revenues for enhancing fiscal area is Regional Own Source Revenue (PAD), which are sourced from taxes and retributions. This research aims to analyze the financial management from the Government of Ternate. The secondary data collected from DPD, BPS, and offices related to the financial areas in 2010 – 2014 as well as data on the results of interviews with officials of the Regional Work Unit that has been appointed. By descriptive analysis, the result showed that economic growth has increased and indicated the increment of regional GDP. Based on the percentage of each sector against the Gross Domestic Regional Product in 2010 – 2014, trade, hotels and restaurants as well as other sectors were significantly contributing. The analysis found that the city of Ternate has not been financially able to carry out regional autonomy. However, the Government of Ternate is expected to improve regional financial capability by implementing intensification, the efforts to internally optimize local taxes and levies, and intensification, the efforts to expand and utilize new potentialities over regional tax and levies, to improve fiscal capability of the city of Ternate. To conclude, the effort in increase the District Own Source Revenue can be done by implementing intensification and intensification of regional tax and retribution.

Abstract The volume of solid waste in Semarang City reached 1,300 tons per day consisting of 65 percent organic and 35 percent inorganic waste. 77.64 percent of waste was transported and disposed at Jatibarang landfill, 17.65 percent was managed by waste Bank and by temporary landfills (TPS) and 4.71 percent waste remain unmanaged. Jatibarang landfill is predicted to be exceeded its carrying capacity in 2021. To deal with this problem, through a public private partnership scheme, a PLTSa (waste to energy) has been developed. PLTSa would manage 70 percent of waste and produce 20 MW electricity sold to the State Electricity Company (PLN). The government of Semarang City must pay a tipping fee of 780,555 IDR per ton to the PLTSa Management. This paper analyses the development of PLTSa by comparing with another similar project. The research method was descriptive analysis, relied on secondary data, webinars, and informal interviews with relevant persons. This study found that waste to energy project will create dependency on the city government financially and operationally. To create sustainable waste management, it is recommended to utilize appropriated technology enabling the city government to operate by themselves and enjoy the benefit of electricity resulted from the process.

This research starts from academic awareness when realizing Falak keyword in the Play Store. It shows fifteen Falak aplications by programmers without validated Falak competence.This is crucial, because Falak regulates not only astronomical or social relations, but also theological. One of these applications were developed by Falak youth, namely Muhammad Faishol Amin with his Islamicastro. This research discusses digitization of Falak by Islamicastro and youth Falak contributions. This research is qualitative type that based going exploring. Primary and secondary data collection is done by documentation and interviews. The research data is processed in three stages, codification, presentation, and conclusion drawing. Then data were analyzed with descriptive analysis and inductive thingking methods. The conclusion is Islamicastro helps Falak practitioners by his data accuracy in the field. From literatures, algorithm of Islamicastro uses the ephemeris method, the spherical astronomy, and the renewal of vincety method. Muhammad Faishol Amin are agents of change as UU No. 40 of 2009 whose part is anacted role, prescribed role, and role models.

The development of resilient and sustainable cities considers the construction of infrastructure projects that involve deep excavations. During excavations, surface displacements frequently occur that may be inadmissible for previously constructed elements of the urban environment, threatening the sustainability of already consolidated sectors. In this article, we present an approximation to the estimation of the geotechnical hazard  by deep excavations in soft lacustrine soils of Bogotá, DC, using parametric numerical simulations that sought to establish the probability of occurrence of base bottom heave, and the estimation of surface displacements for variable excavation geometries. A database was consolidated from 85 projects found in geotechnical zones having soft soils in the city. From this base, statistically representative values of shear strength and stiffness were determined, and a statistically representative geotechnical profile of the lacustrine clays was prepared for parametric analyzes. The hazard estimation was developed in three stages: construction of the geotechnical model, approach of hazard scenarios and determination of the hazard level. The following parameters were considered: excavation geometry (base and height), safety factor, failure probability and vertical ground displacements (settlements). Finally, a matrix is ​​presented to determine the hazard level by excavations in the soft soils of Bogotá, whose data provide a prior assessment that contributes to promoting resilience and sustainability of already developed areas.
