The Indonesian e-Government index for 2020 is internationally ranked 88, up 19 points from the previous ranking of 107 in 2018. This increase results from e-Government implementing agencies and an increase in public participation and contributions from research institutions. It always contributes to e-Government issues theoretically and practically. The results of studies related to the implementation of e-Government are also needed to answer the current problems and become a reference of e-Government development following Indonesian conditions. This study explores the studies that have been carried out during the last five years using the perspective of Indonesia's e-Government Ranking (PeGI), namely the dimensions of policy, institutional, application, infrastructure, and planning. The study used a literature review method with data sources obtained on the Garuda Ristek portal BRIN-Indonesian Publication Index. The number of articles collected was 45 articles which were then grouped based on the PeGI dimension, research methods, and types of e-Government relations. The results show that the perspective of the dimensions of the Indonesian e-Government Ranking can be a reference to see a picture of the conditions of e-Government implementation and the influencing factors. Furthermore, studies related to e-government issues can provide input information and recommendations for solutions to e-Government administrators. Therefore, it is necessary to increase the number of studies on e-Government in Indonesia supported by the government and related institutions to improve the quality of Indonesian e-Government.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

Private Universities that were established by society through nonprofit institution have autonomy in managing their finances. Autonomy gives rise to the diversity of Private Universities’ financial statement. The government provides a tax exemption facility for the remnant of nonprofit institutions engaged in education with certain conditions, regulated by PMK 80/PMK.03/2009. This research was conducted to analyze the effect of the quality of the financial statements of Private Universities  on the execution of the tax exemption facility. Research was conducted by literature study method. The result of the research shows that the quality of the Private Universities’ financial statements  affect the execution of PMK 80/PMK.03/2009. Therefore, financial statements standardization and remnant recording regulation for Private Universities is needed, in order to optimizing the execution of the tax exemption facility given to educational institutions and to make sure the facility is given appropriately. The data collection technique used is literature study. This research use qualitative methods  in analyzing data and facts about private universities’ management and the taxation policies of non-profit organizations.

In the first quarter of 2021, Indonesia will purchase vaccines by importing COVID-19 vaccines from COVID-19 vaccine companies. Islamic Economic Law regulates the process of purchasing vaccines by importing Covid-19 vaccines, how transactions are completed, and aspects of the safety and halalness of Covid-19 vaccines. The purpose of this study was to determine the import contract of Indonesia's Covid-19 vaccine with halal guarantees and health aspects in accordance with sharia economic law. This research uses literature study method. The data analysis method used in this research is deductive analysis. The data collection method in this research is documentation. Sources of data used are primary and secondary data sources. The main data sources used in this study are COVID-19 vaccines, vaccine books, import and export of Islamic law and economics, Islamic law, trade law, and documents related to precedents contained in Islamic law. Sources of supporting data used in this research come from scientific studies, articles, and books that support the research topic. From the perspective of Islamic economic law, the purchase of the Covid-19 vaccine in Indonesia is included in the Salam sale and purchase contract. MUI has announced that the Covid-19 vaccine product is halal and multifaceted. In accordance with Presidential Regulation No. 99 regarding vaccine procurement and vaccination implementation in 2020, the current sales contract is in effect. For the Covid-19 pandemic, if there is a mandatory threat, the contract can be extended. Or cancel. The government guarantees the safety, type and quality of halal products as well as the effectiveness of the Covid-19 vaccine (namely the POM and MUI). The type of covid-19 vaccine with guaranteed halal products and an emergency use license is the type of vaccine from PT. Abstrak. Marriage statistics in Indonesia annually reach an average of 2 million couples. That is a fantastic number and very influential on the possibility of social changes in society. The quality of a marriage is largely determined by the two prospective marriage partners in welcoming household life. The rise of divorce cases can be caused by poor household quality, such as the lack of knowledge, understanding and skills. On this basis, this regulation was made by the government to improve the understanding and skills of prospective brides and adolescents of marriage age in order to minimize divorce.The purpose of this study was: to find out the regulations of the Director General of Islamic Community Guidance Number: DJ: II / 542 of 2013 Regarding Guidelines for Organizing a Premarital Course, to find out the implementation of a premarital course in KUA of Kecamatan Lembang, and to find out the implementation of the Regulation of the Director General of Islamic Community Guidance Number: DJ : II / 542 of 2013 concerning Guidelines for the Implementation of Premarital Courses in KUA Kecamatan Lembang. The research methods used interviews and literature study.The results of this study was: the implementation of the regulation of the Director General of Islamic Community Guidance Number: DJ: II / 542 of 2013 Regarding Guidelines for the Implementation of Premarital Courses by BP4 KUA Kecamatan Lembang was not optimal due to there were so many requirements from various parties, both from the regulation itself, various participant conditions, costs inadequate, lack of human resources, and lack of socialization to the community. Thus. Premarital course became less effective to make sakinah family.Keywords : premarital course, sakinah family, DIRJEN BIMAS Islam Regulation Abstrak. Data statistik perkawinan di Indonesia pertahun rata-rata mencapai 2 juta pasang. Suatu angka yang sangat fantastik dan sangat berpengaruh terhadap kemungkinan adanya perubahan-perubahan sosial masyarakat. Kualitas sebuah perkawinaan sangat ditentukan kedua calon pasangan nikah dalam menyongsong kehidupan rumah tangga. Maraknya kasus perceraian dapat disebabkan kualitas rumah tangga yang buruk yaitu kurangnya pengetahuan, pemahaman dan keterampilan. Atas dasar itulah peraturan ini dibuat oleh pemerintah untuk meningkatkan pemahaman dan keterampilan para calon pengantin dan remaja usia nikah agar meminimalisir peceraian. Tujuan penelitian ini yaitu: untuk mengetahui peraturan Dirjen Bimas Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah, untuk mengetahui pelaksanaan kursus pra nikah di KUA Kecamatan Lembang, dan untuk mengetahui implementasi Peraturan Direktur Jenderal Bimbingan Masyarakat Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah di KUA Kecamatan Lembang. Adapun metode penelitian yang digunakan adalah wawancara dan studi pustaka.Hasil dari penelitian ini yaitu: pengimplementasian peraturan Dirjen Bimas Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah oleh BP4 KUA Kecamatan Lembang belum optimal dikarenakan banyak hambatan dari berbagai pihak baik dari peraturan itu sendiri, kondisi peserta yang beragam, biaya yang kurang memadai, kurangnya SDM, dan kurangnya sosialisasi kepada masyarakat. Dengan demikian pembinaan keluarga sakinah dalam hal ini kursus pra nikah menjadi kurang efektif.Kata kunci : Kursus Pra Nikah, Keluarga Sakinah, Peraturan Dirjen Bimas Islam

Teachers play an important role in a learning process. Thus they are the main factor in determining a quality of human resource in which through the qualified human resource, Indonesia has a competitive capability. he government implements a program of teachers certification and expect to be able to improve their performance thus their main role in the sequence of learning can be achieved. The problem statement of this research is how teachers’ performance after certification is. This research aims to give information on how teachers’ performance after certification is towards an improvement of their performance quality. It applies qualitative approach while its data are both secondary and primary data. The data are obtained through literature study, observation, interview and focus group discussion. The research is conducted at all levels of formal education in District of Gorontalo in three months during the research period. Research finding shows that teachers’ performance after certification is good compared to the performance before certification. Regarding improvement of teachers’ performance quality, the government is expected to provide the teachers with information and technology mastery through continuous training or workshop activity.

The 30 September 2009 Padang Pariaman (or West Sumatera Earthquake) (M = 7.6 USGS) has caused severe damages of buildings and infrastructures and fatalities. Many of the buildings failed may be due to the low quality of the structures or due to that most buildings were designed Indonesian code SNI 1726-2002, and many of them failed because of the occurrence of liquefaction causing foundation failures. However, a future earthquake could have been even more severe and causes a tsunami, a reality which we shall consider, especially because Padang City is located facing directly to the ocean. Based on the occurrence and experience in Banda Aceh, Padang City has similar risk and yet very limited barrier and lack of evacuation system. For evaluation of this issue, a team of Universitas Katolik Parahyangan conducted a preliminary study on the condition of Padang City and discuss some alternatives to be considered by the government or authority. Methods of research are based on a literature study and collected data for analysis. Options are discussed and conclusions are derived. This paper discusses the important lessons from Banda Aceh failures related to the tsunami, and method to reduce the disaster risk for Padang City by Tsunami Seawall. The purpose of this study is to discuss the risk of the tsunami at Padang City, the preparedness and local condition, and alternative actions to be carried out. There has been pro and cons for Seawall, but the study concluded that due to the fact that tsunami would reach the city within 15-30 minutes after the earthquake and condition of low lying elevation of the Padang City, the use of Seawall for city safety is worth to be considered.

This article analyses Transformation Governance (t-Gov) models and strategies, seeking to contribute to the clarification of this concept. Using a literature review on the topic, the text discusses what is understood by Digital Transformation of the government in the context of the conceptual enlargement of the e-government for digital governance. The results show t-Gov as an adaptive model consisting of strategies that seek to create institutional conditions to enable a Digital Transformation process focused on users. The article concludes that citizen involvement and co-creation are the main elements of such strategies, and the aim of the t-Gov is to create contextualized mechanisms of digital governance to enable such elements

<p>Hypertension takes the first place as a health problem for the elderly. Hypertension in the elderly comes as a part of aging where blood vessels become stiff and fragile. The purpose of this research was to identify factors that can not be modified and factors that can be modified that affect the incidence of hypertension in the elderly. Literature review used articles from Indonesia OneSearch, Google Shoolar and PubMed databases was then selected using PRISMA Flow Diagrams to produce eight articles according to the inclusion and exclusion criteria. Critical appraisal was done to see the feasibility and quality of the article. Data analysis in this literature review used a simplified approach method. The results of the literature study found that factors that can not be modified that affect the incidence of hypertension in elderly including; family history, race and age. While the factors that can be modified that affect the incidence of hypertension in elderly among others; obesity, physical activity, stress and nutrition. Health workers with family and the elderly can make effort to prevent hypertension against factors that can be changed by routinely checking blood pressure, controlling body weight, exercising regularly, regulating diet, good stress management and optimizing the function of Posbindu (service post of Community Health Centre for the elderly) preventing and managing hypertension in the elderly in the community. Future studies can examine the correlation of each risk factor that influences the incidence of hypertension in the elderly.</p><p><strong>BAHASA INDONESIA ABSTRAK: </strong>Hipertensi menempati urutan pertama sebagai masalah kesehatan yang diderita lansia. Hipertensi pada lansia muncul sebagai bagian dari penuaan dimana pembuluh darah menjadi kaku dan rapuh. Tujuan Penelitian untuk mengidentifikasi faktor-faktor yang tidak dapat dimodifikasi dan faktor-faktor yang dapat dimodifikasi yang memengaruhi kejadian hipertensi pada lansia. Kajian literatur menggunakan artikel yang berasal dari <em>database</em> Indonesia <em>OneSearch</em>, <em>Google Shoolar</em> dan <em>PubMed</em> kemudian diseleksi dengan menggunakan<em> Flow </em><em>Diagram </em>PRISMA<em> </em>sehingga menghasilkan delapan artikel sesuai dengan kriteria inklusi dan eksklusi. Dilakukan <em>critical appraisal</em> untuk menganalisis artikel. Analisa data dalam penelitian ini menggunakan <em>simplified approach method</em>. Hasil penelitian didapatkan bahwa faktor-faktor yang tidak dapat dimodifikasi yang memengaruhi kejadian hipertensi pada lansia yaitu; riwayat keluarga, ras dan usia. Faktor-faktor yang dapat dimodifikasi yang memengaruhi kejadian hipertensi pada lansia yaitu; obesitas, aktivitas fisik, stres dan nutrisi.  Petugas kesehatan bersama keluarga dan lansia dapat melakukan upaya pencegahan Hipertensi terhadap faktor-faktor yang dapat diubah dengan rutin melakukan pemeriksaan tekanan darah, mengontrol berat badan, berolahraga teratur, mengatur diet, manajemen stress yang baik serta optimalisasi fungsi Posbindu dalam pencegahan dan penanganan Hipertensi pada lansia dikomunitas. Penelitian selanjutnya dapat meneliti hubungan tiap faktor risiko yang memengaruhi dengan kejadian hipertensi pada lansia.</p>

Purpose of the study: To find out the struggle to build students' Science literacy experienced by the Philippines in the PISA 2018 results. Methodology: the methodology used uses Case Study design. The method used by collecting facts from various data, learning curricula, culture and some Science discourse related to science literacy and PISA score. Various facts are analyzed by grouping and classifying and drawing conclusions from the discussion. decision-makers Findings: integration efforts from teachers, schools, and curriculum continue to be improved by the government to improve the quality of education, although the results of the Science literacy of students in PISA 2018 have not been sufficient. Applications of this study: This study will provide an open picture to provide innovation, a literature study for the basis of thinking the importance of overall integrase in increasing Science literacy of students, not just teachers Novelty/Originality of this study: Cultural influences on students' science literacy.

E-Government performance in the application of quality management information communication technology is very necessary. A website-based system is also used to improve the quality of services and community participation in development. The context that becomes the material that needs to be examined is public service, the quality of websites managed by the government and user satisfaction so that there is a two-way interaction between the government and the community. The purpose of this study consisted of three stages which were first to determine the role of E-government by utilizing technology to support the development of a reliable information system in South Tangerang Regency. The second is to find out the extent to which the system is used in South Tangerang E-government through Usability Evaluation using SUMI (Software Usability Measurement Inventory). The method used in this study is a method adopted from the Knowledge Management System Life Cycle. The stages of the method are Evaluate Existing Infrastructure, Form The KM Team, Knowledge Capture, Implement the KM system. The results of this study are in the form of usability values on the E-Government website of South Tangerang and usability testing which becomes a benchmark for the success of a system with score scores for 85 effectiveness categories, 81.5
