Abstrak: Penelitian ini bertujuan untuk mengidentifikasikan nilai-nilai strategis, menganalisis lingkungan strategis yang mempengaruhi, dan merumuskan strategi yang dapat berfungsi secara efektif dan efisien dalam peningkatan kompetensi guru. Fokus penelitian ini mengenai strategi peningkatan kompetensi guru, sehingga menggunakan analisis SWOT sebagai instrumen utama dalam mengukur lingkungan untuk memperoleh strategi yang diperlukan dalam proses penyusunan perencanaan peningkatan kompetensi guru. Informan yang digunakan dalam pengumpulan data yaitu kepala sekolah, guru, siswa, pihak Dinas Pendidikan, yayasan, orang tua siswa, dan stakeholder terkait. Penentuan informan tersebut menggunakan teknik snowballing. Proses analisis yang dilakukan dengan identifikasi lingkungan internal dan eksternal untuk menilai kelemahan, kekuatan, peluang, dan ancaman dalam peningkatan kompetensi guru. Kemudian menganalisis strategi berdasarkan data-data yang ditemukan, baik mengenai kelemahan, kekuatan, peluang, maupun ancaman yang dimiliki ke dalam analisis SWOT, sehingga menghasilkan strategi SO, WO, ST, dan WT. Langkah selanjutnya yaitu mengidentifikasi isu-isu strategis berdasarkan hasil dari analisis SWOT dengan menggukanan tes litmus untuk menentukan alternatif-alternatif strategi, sehingga diperoleh penetapan strategi peningkatan kompetensi guru sebagai usaha intensifikasi pelaksanaan program pengembangan kompetensi guru. Abstract: This study aims to identify strategic values, analyze the influencing strategic environment, and formulate strategies that can effectively and efficiently increase teacher competence. This research focuses on strategies for improving teacher competence. It uses SWOT analysis to measure the environment to obtain the system needed in planning teacher competency improvement. The informants used in data collection were school principals, teachers, students, the Education Department, foundations, parents of students, and related stakeholders. Determination of the informants using snowballing techniques. The analysis process is carried out by identifying the internal and external environment to assess weaknesses, strengths, opportunities, and threats in increasing teacher competence. Then analyze the strategy based on the data found, both regarding the flaws, strengths, opportunities, and threats that are owned into the SWOT analysis, to produce SO, WO, ST, and WT strategies. The next step is to identify strategic issues based on the SWOT analysis results by using a litmus test to determine strategic alternatives to obtain a method for improving teacher competence to intensify the implementation of teacher competency development programs.

One that influences human resource indicators is education. The teacher is a profession as a job of academic specialization in a relatively long time in college. Understanding related to teacher competence is very important to have by a prospective teacher because it can affect the quality of performance as a professional teacher. The teacher's competence is known as pedagogic, professional, social and personality competencies. The issue in this study is how the competency of the teacher of the Department of Geography Education FKIP Unsyiah as a prospective teacher of geography? The purpose of this study was to determine the competence of teachers in the Department of Geography Education FKIP Unsyiah as prospective geography teachers. Quantitative description approach is used in this study to find answers to the issue. The population in this study were students of the Department of Geography Education FKIP Unsyiah class of 2015 and 2016 who had been declared to have passed the Micro Teaching and Magang Kependidikan 3 course totaling 50 people. Because the population is small and can be reached, the determination of the sample using total sampling techniques so that the sample in this study is the whole population. Data collection is done by distributing test questions to respondents. The data was analyzed using the descriptive statistics percentage formula. The results of the study indicate that the level of teacher competence of Geography Education Department students as prospective teachers is in the moderate category, namely as many as 22 respondents (44%). A total of 12 respondents (24%) were in the high category, 15 respondents (30%) were in the low category and 1 respondent (2%) were in the very low category.

The percentage of solid waste services Denpasar City in 2013 reached 51,8 percent, the limited number and capacity TPS in Denpasar not meet the needs of waste management services in denpasar. The study was to examine the relevant strategies appropriate to the criteria and requirements related to the determination of the location of TPS and the land need. The position of the study is Part Of The City (BWK) Central in Denpasar. Analysis of technical aspects will evaluation garbage production in order to know the ideal needs of TPS, the evaluation of TPS placement based on the function of the area and the land needed. Environmental aspect will analyze the environmental risk due to the presence of a TPS. Analysis of public opinion and the behavior of people will use a questionnaire in the collection of data to be analyzed with qualitative methods as a consideration in determining the location and design of a TPS. Institutional aspect will be evaluated about the understanding DKP (Office of Cleaning and Gardening Services) employees of the City of Denpasar in the management of garbage, especially in the TPS. As for determining the direction and strategy of the management of garbage SWOT analysis was used.Based on the analysis, the need for the addition of TPS to improve the capacity of TPS, the shape of TPS had comply standard of SNI and environmental safety factor. Additions and changes in the shape of TPS also effect land requirement, the total area of land that must be reserved for TPS is 0,40 hectares. Determining the location of TPS is based on the need of the type of TPS over the spatial pattern. Analysis of public opinion on the determination of the location of TPS, it is obtained that the distance of a TPS with the source must be relatively close and the land use is a vacant land. It is also suggested optimizing the role of the DKP of Denpasar by increasing socialization and community development programs in waste management.

The use of Village Funds is not appropriate and there are still problems so that it has not reduced the poverty rate, this is because the guidance is not maximized by the Belu Regency PMD Office. This study aims to analyze performance of the Community and Village Empowerment Service in realizing community empowerment through the use of Village Funds. The theory used is the performance of Sinambela Lijan (2012), with indicators of productivity, responsiveness, responsibility and accountability. The approach to data analysis is the SWOT analysis with the Litmus test. This study used qualitative research method with descriptive approach, data collection techniques: interviews (17 informants) and documentation. The findings of the study indicate that human resource capacity is still low, infrastructure is still limited, lack of cross-sectoral coordination, lack of community understanding and weak institutional capacity in the village. Conclusion: The performance of the Community and Village Empowerment Service is quite good, but there are still some problems so that the authors convey several strategic issues, namely increasing the capacity of employees as trainers and facilitators so that community empowerment is more effective and maximizes the potential in the village so that it can be used to support community empowerment activities, with the aim of realizing Village independence. EFFORTS TO INCREASE THE TEACHER'S GROUP TEACHER COMPETENCY THROUGH THE TEACHER WORK GROUPS IN CENTRAL BAKUNG CIMAHI Syah Khalif [email protected] Siliwangi AbstractThis study aims to determine the implementation process and the results of teacher competency development in the group of teachers of the kindergarten cluster Bakung Cimahi Tengah. The formulation of the problem in this research is whether the teacher working group can improve the competence of kindergarten teacher group in Central Cimahi? And how the implementation process, the results of coaching, advantages, and disadvantages after the guidance of pedagogic competence of teachers in the cluster group of teachers Cilahi Tengah. The approach used in this research is qualitative approach with descriptive research method. The population in this research is in Cimahi Tengah lily group consisting of 29 teachers from 7 kindergarten schools. Based on the results of research that during the process of implementation of the working group of teachers still do not understand its role as a subject of learning. While the result of guidance pedagogic competence of teachers successfully implemented, the teacher showed an active, enthusiastic, and happy attitude during the learning took place. It can be concluded that improving the competence of teachers through teacher workgroups can experience a significant increase as when supervisors provide direction and guidance look more active and confident, and improve the competence of teachers through teacher work groups more effectively and better, teachers are more understanding and can doing activities well. Key Words: Teacher Competence, Early Childhood Education, Teacher Working Groups

This research is based on an effort to implement a community-based tourism approach, generally has the main objective to arrange strategy of community-based tourism development at tourism Sousu Rustic. Specifically, this research has a purpose to identify local characteristics that consist of internal and external elements of Sousu in developing tourism based on community. The research was conducted in March-October 2018 at Tourism Sousu Rustic Matahora Village, South of Wangi-Wangi District, Wakatobi Regency, Southeast Sulawesi. Data in this research consists of primer and secondary data collected by observation, interview, and focus group discussion techniques. The data analyzed qualitatively descriptively by using a matrix SWOT analysis tool and litmus test to identify the most strategy issue at Sousu Tourism development. The result of the research showed that the most strategic issues in Sousu tourism development consist of: community knowledge and skills improvement, funding to community tourism business support, minimize relocation community settlement issues and beach abrasion, and improve tourism exciting and does tourism promotion. To implement the strategies, it needs multi-collaboration between communities as the main actor, local government as a regulator, private sector as donor institution, and NGO as community facilitator.

The research focuses on the problem of acceptability of applicants with the minimal level of the Unified State Exam (the USE) to teacher training programs, and coinage of language teachers with under-developed language competency, the latter being fated to turn insufficient for preparing school students for the USE. In the article the author answers the following two research questions: what level of language competency should be demonstrated by a teacher who works in a Russian regular secondary school; what the initial level of language mastery of applicants of teacher training programmes, measured with the USE and demonstrated with its results, would be adequate for them to be academically and linguistically agile for passing the exam which is known as the Certificate in Advanced English (CAE). The methods of the research included the content analysis of official documents regulating the requirements towards teacher competency and examination procedures and assessment; longitudinal observations on language competency development (330 students were observed throughout six years); comparative analysis of examination results. The outcomes of this research may be of high value to teacher training institutions in terms of the determination of categories of programme applicants who have stronger or weaker chances to graduate as competent (job market relevant) teachers.

ABSTRACT The purpose of this study is to discuss and analyze the Effect of Competence, Motivation and Teacher Performance and School Facilities on Student Success in Studying Knowledge Through the Learning Process at the Ar-Ridho Development Foundation, Depok City           Methods and Types of data in this study, are quantitative data obtained through the results of a survey of students. This study uses primary data that is data obtained directly from respondents who filled out and developed the questionnaire through the Learning Process at the Ar-Ridho Development Foundation, Depok City. With a student population of approximately 1,508 students. The sample of this study was 125 students and alumni. Test the validity and reliability using SPSS 24.0. The statistical method used to test the hypothesis in this study uses the multivariate Structural Equation Modeling (SEM) technique with the software used is AMOS 18.           The results of the research and testing of hypotheses that have a significant effect are as follows: 1. Teacher competence has no significant effect on the learning process. 2. Motivation does not significantly influence the learning process. 3. Teacher performance has a significant effect on the learning process. 4. Facilities have a significant effect on the learning process. 5. Competence does not significantly influence student success. 6. Motivation does not significantly influence student success. 7. Teacher performance does not significantly influence student success. 8. Facilities have a significant positive effect on student success. 9. The learning process has a significant effect on student success. The purpose of the presented research is to analyze, systematize and formulate an enterprise strategy based on the analysis and synthesis of opportunities and threats of the external environment in combination with its strengths and weaknesses. Unconventional structuring of SWOT-factors, as well as their local synthesis for determination of the driving and inhibiting forces of the enterprise, has been offered. Ways to identify trends and patterns of external and internal environment based on a generalized model of SWOT-factors have been identified. Decisive in formulating a strategy (self-organized in nature) is a harmonization model of the goals system. General theoretical methods (analogy, abstraction, analysis and synthesis, idealization, imaginary modeling) and practical methods of research (observation, comparison, matching, analysis of statistical and other indicators) were used to solve the problems of the research. Methods such as empirical, statistical, graphical, etc. were used to process and summarize information.Thus, the approach study to the enterprise strategy formation based on the analysis and synthesis of the environment opportunities and threats in combination with its strengths and weaknesses allows to state that the development of a common structured list of major areas of enterprise activity is carried out taking into account the synthesis of all SWOT-analysis of the brand product, competitors and market segments, which allows the company to achieve a certain specific purpose of its activities.

The research aims to explore how capacity development of local government institution in Seluma district as the coordinator of Autonomous Region Recently known as DOB. This research background is lack capacity of government institution in Seluma district is improved poverty range amount 21,22%, the IPM lack, social environment isn’t conducive, government management index lowly. This case indicates incapacity of DOB management organizer while this capacity building program is a strategy that can be implemented by local government in order DOB can be realize. Improving organization performance should be implemented institution capacity building continuity either on institution internal capacity or institution external capacity. The research method through qualitative approach then the technique of data collection applies primary and secondary data. The data is taken from documentary, observation, deep interview and FGD. The determination of sample/informant with sampling purposive. The data analysis process by conducting the data reduction, display data, decision making and verification data. Research results showed unoptimal effort, strengthening the capacity development of DOB Organization has not been done in a good, well-planned and structured. The solution, it takes the commitment of the leadership of both the highest level of Regent followed by level below it.

This research is motivated by government policies regarding distance learning so that teachers play an important role in preparing effective learning for students. Researchers seek to improve teacher competence in compiling lesson plans by conducting in-house training activities. This research was conducted at SDN 014 Teratak Buluh with 9 teachers as research subjects. The instrument used was the teacher competency observation sheet in preparing lesson plans. The results showed that in cycle I the competence of teachers had an average of 67.22 in the sufficient category, then increased in the second cycle to 78.33 which reached the good category. Based on the results of the study, it can be concluded that the competence of SDN 014 Teratak Buluh teachers in planning the implementation of learning during the Covid-19 pandemic can increase through in-house training.
