During the 1990s, Thailand’s border areas became more open as a result of improved political relations in the region, especially in regards to the promotion of border trade and transnational trade among Indochinese countries under the“From a Battlefield to a Marketplace” policy. In terms of education development, the nature of border schools in general has been gradually evolving over the past 60 years, and Thai border schools have improved considerably over this period. The first initiative undertaken in regards to border schools in Thailand was the official establishment of the “Border Patrol Police (BPP) School” in 1956. Inmore recent years, education development policy in border areas has repeatedlybeen modified, particularly since Thailand’s agreement to further integrate withother Southeast Asian countries as a part of the ASEAN Community 2015. In 2010, Thailand’s commitment to developing its border schools increased whenit began development of the “Buffer School” program as part of a strategic plan to improve educational institutions under the ASEAN “Spirit of ASEAN” policy. This policy aimed to promote education development and cooperation within the ASEAN through a range of initiatives, including ones pertaining to border areas. This paper thus aims to 1) review the substance of the Buffer School program as it pertains to emerging Thai border school policy in the ASEAN Community era, as well as the structure of its enforcement, then, 2) analyze the background and rationale of policymaking that has occurred from agenda-setting and policy formulation up until policy enactment corresponding to ASEAN frameworks derived from the ASEAN charter and Work Plan on Education.

Changes in conceptual foundations of the private education development in Ukraine over the last 20 years are examined. Private education development stages are identified (stages of establishment, extensive development, intensive development). Basic principles for working out strategies of private educational institutions are substantiated. Private educational institutions Should prepare themselves to work under conditions where they are to sell services, available fat the government educational institutions for free. The price-oriented competition is irrelevant as a core operational strategy. The main emphasize should be put on ensuring the high quality of education, conducive to the graduates employment. Better chances for success would gain those universities which instead of competing for the established educational products offer innovative educational services. Offering educational products which foreign students can be interested in, is a rather promising option. Thus it is necessary to develop English-language educational programs, validated by European universities and enabling to get double degree certificates. Modern mass production is based on marketing laws and principles and therefore it is advisable to consider marketing principles as guidelines in education reorganizing and as a conceptual basis for education development. Introduction of educational certificates would also help to improve equality of education in Ukraine.

AbstractSince the opening of the Sino-Burmese border trade in 1988, the movement of goods and people from both sides has increased rapidly. In 2011, China became Burma's largest trading partner and over half the total volume of goods was accrued in cross-border trade via Yunnan. However, national figures on import-export volumes are derived solely from legal flows, while contraband is largely overlooked. To date, academic studies on contraband have remained insufficient, partly due to the difficulty accessing Burmese border areas, and partly due to the mere challenges in obtaining information about smuggling from those who engage in such activity. This paper, based on multiple fieldwork sites over several years, examines a particular contraband – the smuggling of Chinese motorcycles to Burma on the ‘new’ Burma Road. This shadow economy thrived between 2000 and 2014. While highlighting its economic rationality beyond state control, I attempt to make diachronic and synchronic comparisons by engaging with dialogues within the historical trading mechanism of the mule convoys in the region and also with theories of shadow economies generated from contemporary case studies in other parts of the world. I argue that the formation of this shadow economy is not haphazard but adheres to the ethos of the mule caravan trade, predicated on local knowledge and social networks.
