AbstractThis research analyzes the submission of the public facility and social facility by a developer in the city of Depok. This research also analyzes the implication of the submission inconsistencies in the implementation of public facilities and social facilities. This research is normative legal research method covering investigation of legal principles and law norms related to the submission of public and social housing facilities by the developer. The research results show that the developer has submitted the public housing facilities, but has not properly submitted the social facilities namely sport center and the mosque which have ever been promised or informed to the house owners. The deviation of submission give impact on the following project. The community does not trust the DeveloperIntisariPenelitian ini menganalisis penyediaan fasiltas umum dan fasilitas sosial yang dibangun oleh sebuah perusahaan pengembang di kota Depok. Penelitian ini juga menganalisis dampak perubahan penyediaan fasilitas umum dan fasilitas sosial perumahan terhadap keberlangsungan usaha pengembang. Penelitianini adalah metode penelitian hukum normatif yang mencakup asas-asas hukum dan kaidah hukum yang relevan dengan penyediaan fasilitas umum dan fasilitas sosial perumahan oleh suatu pengembang. Hasil penelitian menunjukkan bahwa Pengembang telah memenuhi kewajiban menyediakan fasilitas umum, namun tidak melaksanakan penyerahan fasilitas sosial berupa pusat olahraga dan masjid sebagaimana telah pernah dijanjikan dan dipublikasikan kepada para pemilik rumah. Penyimpangan tersebut berakibat terhambatnya kelangsungan usaha pengembang, Masyarakat kurang percaya kepada Pengembang.

This research is motivated by the low participation of parents in the development of children's prosocial activities in the arena of public facilities, which results in poor prosocial abilities of children. This can be seen from the behavior of early childhood who like to monopolize the game, not patiently waiting for their turn, likes to hit friends, and does not like friends, do not want to share and so forth. The purpose of this study was to describe the factual conditions of child prosocial development due to public play by the family so far. P.The approach used is qualitative with the type of case. The setting of this study was carried out in Singgalang Padang complex, while the research subjects were parents who brought their young children to play in public play facilities. Researchers were key instruments, and data collection techniques used participatory observation, in-depth interviews. Data analysis techniques using qualitative analysis. The results showed that parents had not participated in the social development of children in the public play arena. There are several reasons for parents why they do not carry out the prosocial development of their children, among them they argue that: (1) it is not yet time, the social development of children is done, because they are still too small. (2). Even if directed they don't understand, (3) there are parents who think that they don't know that social development needs to be done since the child is still small (4) There are parents who don't want to know about the situation and they are more focused on children themselves. Suggestions in this study need to provide information to parents or caregivers about children's social development early on in the public play arena.

Abstract: Trans Jogja Shelter and Trans Jogja bus is a public facility to be provided by theProvincial Government Area of Yogyakarta to improve the public service especially in the sector of transportation land in the urban DIY to the various circles of society easy in choosing the purpose of the trip. The needs of the public in using the Trans Jogja bus as the means of transportation the city is very high. Based on observations, the Trans Jogja shelter and Trans Jogja bus always fi eld by a passenger with a wide variety of the size of the body and items brought. If at the time crowded, with the size of the shelter a little to make the user the shelter can’t move it much and it may lead to thinkit isn’t safe for the user the shelter and the bus, including passengers special needs like the difabel, elderly and pregnant women). This research aims to assess the problems found in the Public Facilities and the Trans Jogja shelter. This is done by evaluating, identifying and analyzing the existing condition in the space of public facilities. Then the repair is done by taking into account the accessibility and size of the user anthropometry. Repair is expected to be able to represent the design of a bus stop that can accomodate all circles and all interests and provide comfort to the user space. The method used in this research is observation, to scan directly at the Trans Jogja Shelter and bus Trans Jogja to see the way things are now with the use of media photos, map and diagram. Experiencing directly the atmosphere of the space to be a passanger on a bus in the area. Kebutuhan masyarakat dalam memanfaatkan bus Trans Jogja sebagai sarana transportasi kota sangat tinggi. Berdasarkan pengamatan, Halte Trans Jogja dan bus trans Jogja selalu dipenuhi oleh penumpang dengan berbagai macam ukuran tubuh dan barang yang dibawa. Apabila pada saat ramai, dengan ukuran ruang halte yang kecil membuat pengguna halte tidak dapat bergerak secara leluasa dan dapat mengakibatkan rasa tidak aman bagi pengguna halte dan bus, termasuk penumpang yang berkebutuhan khusus seperti kaum difabel (penyandang cacat, lanjut usia, dan perempuan hamil). Penelitian ini bertujuan untuk mengkaji permasalahan yang ditemukan pada Fasilitas Umum Halte dan bus Trans Jogja. Hal tersebut dilakukan dengan mengevaluasi, mengidentifikasi dan menganalisis kondisi eksisting pada ruang fasilitas umum tersebut. Lalu dilakukan perbaikan yaitu dengan memperhatikan aksesibilitas dan ukuran anthropometri pengguna. Perbaikan ini diharapkan dapat menghadirkan desain halte yang dapat mengakomodasi semua kalangan dan kepentingan dan memberikan kenyamanan kepada pengguna ruang. Metode yang digunakan dalam Penelitian ini adalah observasi, melakukan pengamatan langsung di halte Trans Jogja dan bus Trans Jogja untuk melihat keadaan sekarang dengan menggunakan media foto, peta dan sketsa. Mengalami langsung suasana ruang dengan menjadi penumpang pada bus tersebut. Melakukan wawancara dengan pengguna ruang dan metode analisis isi yang bersifat deskriptif.Kata kunci: tata ruang halte, penumpang berkebutuhan khusus, aksesibilitas, anthropometri, evaluasi

Tieto kuntoutuksen kentän kokonaisuudesta ja erilaisten kuntoutuspalveluiden käytöstä samoilla ihmisillä on varsin hajanaista ja puutteellista. Tutkimuksen tavoitteena on selvittää kuntoutukseen osallistumisen yleisyyttä ja päällekkäisyyttä eri osajärjestelmissä Oulun asukkailla vuonna 2018 laajalla rekisteriaineistolla (N = 192 844). Tutkimuksessa tarkastellaan julkisen sosiaali- ja terveyspalvelujärjestelmän kuntoutusta, Kelan kuntoutusta, työeläkekuntoutusta, työterveyshuollon fysioterapiaa ja Kelan korvaamaa yksityistä fysioterapiaa. Vuonna 2018 oululaisista 18 prosenttia sai vähintään yhden tutkitun osajärjestelmän kuntoutusta (N = 34 061). Yleisintä oli julkisen sosiaali- ja terveyspalvelujärjestelmän kuntoutus, harvinaisinta työeläkekuntoutus. Naiset osallistuivat kuntoutukseen miehiä yleisemmin. Kuntoutukseen osallistuminen oli miehillä yleisintä 65 vuotta täyttäneillä, naisilla 45–64-vuotiailla. Harvinaisinta se oli 16–24-vuotiailla miehillä ja alle 16-vuotiailla naisilla. Suurin osa (90 %) kuntoutukseen osallistuneista oli osallistunut vain yhden osajärjestelmän kuntoutukseen. Useamman osajärjestelmän kuntoutukseen osallistuminen oli naisilla miehiä yleisempää. Ikäryhmistä se oli yleisintä 45–64-vuotiailla ja harvinaisinta alle 16-vuotiailla. Vähintään kahden osajärjestelmän kuntoutukseen osallistuneet olivat keskimäärin vanhempia kuin vain yhden osajärjestelmän kuntoutukseen osallistuneet ja myös naisten osuus oli heillä suurempi. Rekisteritietoja kuntoutuksesta on hankala koota kattavasti, sillä järjestelmä on hyvin hajanainen ja toimijoita ja rekisterinpitäjiä on lukuisia. Myös kuntoutuksen määrittely aineistoista osoittautui vaikeaksi. Yhtenäiset tietojärjestelmät kuntoutuksesta palvelisivat paitsi tutkijoita, myös kuntoutujia. Abstract Prevalence and overlap of participation in rehabilitation in different subsystems – a register-based study among residents of the city of Oulu, Finland, in 2018 Knowledge of the whole spectrum of rehabilitation and of the use of different rehabilitation services by the same individuals is quite fragmented and incomplete. The aim of this study is to examine the prevalence and overlap of participation in rehabilitation in different subsystems among residents of the city of Oulu, Finland, in 2018 using extensive register-based data (N=192,844). The study examines rehabilitation organized by the public social and health care system, by the Social Insurance Institution of Finland, by the earnings-related pension system, as well as physiotherapy in occupational health care and private physiotherapy reimbursed by the Social Insurance Institution of Finland. In 2018, 18 per cent of the residents of Oulu received rehabilitation of at least one of the examined subsystems (N=34,061). Receiving rehabilitation of public social and health care was the most common; the rarest was rehabilitation within the earnings-related pension system. Women participated in rehabilitation more often than men. Using rehabilitation services was most common in men aged 65 and over, and in women aged 45–64. It was least common in men aged 16–24 years and in women under 16 years of age. The majority (90%) of those who participated in rehabilitation had participated in rehabilitation of only one subsystem. Participation in rehabilitation of several subsystems was more common in women than in men. It was most common in those aged 45–64 years and least common in those under 16 years of age. Those who received rehabilitation of at least two subsystems were, on average, older than those who received rehabilitation of only one subsystem, and more often women. It is difficult to compile comprehensive register data on rehabilitation, as the system is very fragmented and there are many organizers and registrars. Defining rehabilitation from the data also proved difficult. Unified information systems on rehabilitation would serve not only researchers but also rehabilitees. The rise of video surveillance in the United Kingdom, in the form of the public installation of closed circuit television (CCTV), has been seen by several scholars as a contributing factor to the increasing exclusion of unwanted categories of people from city centers, a development often referred to as the 'commercialization' or 'purification' of the city. Drawing from field observations over three years in control rooms in Oslo, Norway, this article discusses whether CCTV systems in Oslo contribute to a similar process of exclusion. To do so, I compare the open street video surveillance system with two other CCTV systems - a shopping mall and a major transport center. The introduction of open street CCTV in Oslo in 1999 did not create social exclusion, but recent developments show the possibility remains. Although drug addicts and young people were the primary targets of surveillance in all three sites studied, ejections varied considerably from site to site. The shopping mall system had a higher ejection rate than the open street system, and was therefore the system with the clearest exclusionary effects. Reasons for the different ejection rates are discussed, in particular the social structure of the site under surveillance and the organizational relationships of CCTV operators to the policing agents connected to the surveillance system.

The paper analyses the concept of space in contemporary art on the example of Suprematist Composition No. 1, Black on Grey by Kristina Leko from 2008. Referring to Malevich’s suprematism, in December 2008 Leko initiated a project of art intervention in Ban Jelačić Square in Zagreb, where she intended to cover in black all commercials, advertisements, signs and names of various companies. This poetic intervention, as the artist calls it, was intended to prompt people to relativise material goods in the pre-Christmas period. However, despite the authorisation obtained from the city authorities, the companies concerned refused to remove their respective advertisements, be it for only for 24 hours, so this project has never been realised. The project, however, does exist in the virtual space, which is also public, and continues to act in the form of documentation. The non-feasibility of the intervention, or rather its invisibility on Jelačić Square, makes visible or directly indicates the ordering of the powers and the constellation of values in the social sphere, thus raising new questions. Indeed, in this way it actually enters the public space, sensitising and expanding it at the same time.

The advent of Global System for Mobile Communication (GSM) in Nigeria has brought immense advantages to the social and economic activities in the country. Despite the various advantages, the installation of telecommunication masts and base stations in residential areas has led to anxieties, fears and debates about the possible adverse effects on human health as well as security of properties. Instead of addressing the fears, the telecommunication companies continue to install telecommunication masts and base stations in the residential areas unabated. The article assesses the impact of these installations on health and properties of the residents in order to consider the reality of the fears and examines Nigerian laws to find out whether there are regulations that control how telecommunication masts are to be installed in residential areas to prevent health and property threat to the inhabitants. The article employs both doctrinal and non-doctrinal approaches of the qualitative legal research method by analysing legal and relevant texts and by conducting site surveys as well as unstructured interviews with residents who live near telecom masts.

Article 31 paragraph (1) and paragraph (2) of the Indonesian Bankruptcy Law stipulate that all seizures that have been determined on the debtor's assets are null and void since the bankruptcy verdict is pronounced and since then the only validity is general seizure. However, in its practice various seizures are still stipulated on bankrupt assets ranging from civil, criminal and tax seizures. This paper discusses the forms of seizure in the bankruptcy process, the position of general seizure of other seizures in bankruptcy and the impact of the position of general seizure on debt payments to creditors. The research method used is normative legal research using secondary data collected through library studies and document studies. The various data were then analyzed descriptively and qualitatively. This writing found that there are rules in other laws such as Article 39 paragraph (2) KUHAP and Article 6 paragraph (1) Law No. 19 of 2000 that have ruled out the position of general seizure. The experts in each field of science also have different views regarding the position of general seizure. This condition has resulted in the emergence of friction between law enforcement, inconsistency of judges’ decisions, length of bankruptcy proceedings, injustice, unclear data on bankruptcy assets and reduced bankruptcy assets. Therefore, the understanding of law enforcement regarding legal principles, especially the principle of lex specialis derogate legi generalis, needs to be improved. The use of prejudgment seizure in the bankruptcy process must be socialized to maximize control over bankrupt assets. To avoid prolonged process of bankruptcy, the bankruptcy law should limit the time period for the settlement of assets to the curator.AbstrakPasal 31 ayat (1) dan ayat (2) UU Kepailitan mengatur bahwa segala sita yang telah ditetapkan atas harta kekayaan debitor menjadi hapus semenjak putusan pailit diucapkan dan semenjak itu satu-satunya yang berlaku adalah sita umum. Akan tetapi pada praktiknya berbagai sita tetap ditetapkan atas harta pailit mulai dari sita perdata, pidana dan pajak.  Tulisan ini membahas tentang bentuk-bentuk sita dalam proses kepailitan, kedudukan sita umum terhadap sita lainnya dalam kepailitan dan dampak dari kedudukan sita umum terhadap pembayaran utang kepada para kreditor. Adapun metode penelitian yang digunakan adalah penelitian hukum normatif dengan menggunakan data sekunder yang dikumpulkan melalui kegiatan studi perpustakaan maupun studi dokumen. Berbagai data tersebut kemudian dianalisis secara deskriptif-kualitatif. Penulisan ini menemukan bahwa adanya aturan dalam UU lain seperti Pasal 39 ayat (2) KUHAP dan Pasal 6 ayat (1) UU No. 19 Tahun 2000 telah mengesampingkan kedudukan sita umum. Ahli masing-masing bidang ilmu juga memiliki pandangan yang berbeda terkait kedudukan sita umum.  Kondisi ini berdampak pada munculnya pergesekan antara penegak hukum, inkonsistensi putusan hakim, lamanya proses kepailitan, terjadi ketidakadilan, ketidakjelasan data harta pailit, berkurang bahkan hilangnya harta pailit. Oleh sebab itu, pemahaman penegak hukum tentang asas hukum terutama asas lex specialis derogate legi generalis perlu ditingkatkan. Penggunaan lembaga sita jaminan dalam proses kepailitan harus disosialisasikan untuk memaksimalkan penguasaan terhadap harta pailit. Supaya proses kepailitan tidak berlarut-larut, UU kepailitan harusnya membatasi jangka waktu penyelesaian aset kepada kurator.

An auction is an activity of selling of goods in public by means of a verbal-bid to get the higher price or to get lower prices and the price quote can be done in a closed and written. This is done by the way of collecting the prospective buyers of the auction led by officials of the auction. In this case, the intended auction was the sale of goods that are held publicly. The auction, according to the regulations of security right, is when the debtor made a breach, the holder of the security rights have the right to sell the security rights’ objects over its own power through a public auction as well as taking payment of account receivable from the sale proceeds. An auction is an alternative to the sale of an undertaken asset by way of inviting prospective buyers at a particular time and place in which the last highest bidder in writing or orally is determined as the winner. The author used socio-legal research as his research method. To meet the forth standards set by the law, the auction should be widely announced to the public, either through printed file, electronic or visual. A legal certainty as a basis which concerned with propriety and justice is very closely related to the principle of auction sales in another. O  presente artigo articula dois fenômenos aparentemente  distintos, o Urbicídio e o Juvenicídio, enquanto expressões da crise estrutural do capital., que se agrava no Brasil e nos demais países dependentes no atual quadro. A cidade é palco de um modelo neoliberal que segrega a classe trabalhadora dos direitos acessados nos grandes centros urbanos, sendo as periferias desprovidas de equipamentos públicos. As juventudes, mesmo que legalmente reconhecidas comosujeito de direitos, são vítimas da  ausência  de políticas sociais, principalmente nas periferias, territórios violados pelo Estado Penal. As políticas públicas até então constituídas promovem ações limitadas focadas no recrutamento de jovens no mercado de trabalho desassociadas de políticas públicas de proteção social básica, cada vez mais precarizadas. No entanto, as juventudes, plenas de potencialidades, podem protagonizar movimentos de resistência a este projeto societário, que exclui, encarcera e mata.Palavras-Chave: Juventudes, Território, Juvenicídio, Urbicídio THE TWO SIDES OF THE SAME COIN: Urbicide and Youthicide in Brasilian Reality.Abstract: The present article discuss two apparently distinct phenomena, Urbicide and Youthicide, as expressions of the structural crisis of capital, which is aggravated in Brazil and in the other dependent countries in the present conjuncture. The city is the stage of a neoliberal model that segregates the  working class, without right to the city  and  the social services.The youth, even if legally recognized as subject of rights, are victims of the absence of social policies, mainly in the peripheries, territories violated by the Criminal State. The public policies e promote limited actions focused on the recruitment of young people in the labor market disassociated with public policies of basic social protection, increasingly precarized. However, youths, full of potentialities, can carry out resistance movements to this project which excludes, imprisons and kills.Keywords: Youth,Territory,Youthcide, Urbicide
