ABSTRAKSebagian besar kawasan pesisir di Indonesia merupakan kawasan alami yang memiliki potensi wisata dan belum dikembangkan secara optimal, salah satunya ialah kawasan pesisir Desa Sawarna yang berada di Kecamatan Bayah. Kegiatan wisata di daerah ini telah lama berlangsung, dan Desa Sawarna memiliki kawasan pantai yang luas dan indah dengan batu-batu karang yang menjadi salah satu daya tarik wisata. Tempat ini juga menjadi tempat wisata selancar oleh turis-turis mancanegara namun dalam pengelolaan masih sebatas oleh masyarakat lokal dan aparat desa. Tujuan dari penelitian ini yaitu menilai kesesuaian wisata pantai dan wisata selancar di Desa Sawarna, menilai daya dukung kawasan Desa Sawarna untuk menunjang kegiatan pengembangan wisata pantai dan selancar, kemudian menghasilkan arahan lokasi wisata pantai dan wisata selancar di Desa Sawarna. Metode yang digunakan adalah analisis kesesuaian wisata pantai dan wisata selancar guna menentukan kawasan wisata, analisis daya dukung kawasan guna mengestimasi daya tampung wisatawan dalam suatu kawasan. Berdasarkan analisis kesesuaian potensi sumberdaya alam yang dapat digunakan menjadi kawasan wisata pantai adalah Pantai Legon Pari, Pantai Karang Bereum, Pantai Tanjung Layar, Pantai Ciantir, Pantai Goa Langir dan Pantai Pulo Manuk. Sedangkan kawasan yang berpotensi dikembangkan sebagai lokasi wisata selancar antara lain Pantai Legon Pari, Pantai Ciantir dan Pantai Pulo Manuk. Pantai ciantir memiliki estimasi daya dukung ekologis yang paling tinggi yaitu sebanyak 567 orang/hari. ABSTRACTMost coastal areas in Indonesia are natural areas that have tourism potential and not yet developed, one of which is the village Sawarna Coast region in Sub Bayah. Tourist activities in this area has long been underway, and the Village Sawarna have extensive coastal areas and beautiful with rocks that became one of the tourist attraction. The place is also a place of surfing by foreign tourists, but the management is still limited by the local community and village officials. The purpose of this study is assessing the suitability of coastal tourism and surfing in the village Sawarna, assessing the carrying capacity Sawarna Village area to support the development of coastal tourism and surfing, then generating leads beaches and tourist sites in the village Sawarna surfing. The method used is the analysis of the suitability of coastal tourism and surfing to determine the tourist area, the analysis of the carrying capacity of the region to estimate the capacity of tourists in an area. Based on the analysis of the suitability of potential natural resources can be used as coastal resorts are Legon Pari Beach, Karang Bereum Beach, Tanjung Layar Beach, Ciantir Beach, Goa Langir Beach and Pulo Manuk Beach. While the region has the potential to be developed as a tourist destination among others Coast surfing are Legon Pari Beach, Ciantir Beach, m Pulo Manuk Beach. Ciantir Beach has estimated the ecological carrying capacity of the highest of 567 people / day.

Tourist village of Kerta is one of village in Gianyar Regency that the tourist village which has tourism potential that range from cultural, natural, artificial and can be developed as a tourist destination or attraction for tourists. The purposes of this study is to know the identification of the potential of tourist village of Kerta. The location of this research in the tourist village of Kerta, which has the location integrated with agriculture and tourism. The research in the tourist village of Kerta was conducted to discover the potential of the village (cultural, natural, and artificial potential of the tourist village). This research uses techniques of observation, interview, and documentation. The data analysist technique used is descriptive qualitative analysist. The purposive sampling technique using informants and use key informant. The results of this reserch shows that there are a variety of potential tourist villages grouped into three parts, among others, the natural potential (indigenous forests, bamboo forests, paddy fields, citrus plantations and, organic plantations), cultural potential (site sarcophagus, Bali Aga traditions, and Alas Angker Temple), and artificial potential (Puncak Sari campground, tracking and cycling trails, and Munduk Asri). Also accordingly with the potential that is owned by the village and developed on an ongoing basis to achieve positive benefits for the life of the local community. Ambon Island is famous for its natural resources, especially in the Central Maluku Regency such as Hunimua Beach in Liang Village and Natsepa Beach in Suli Village which is famous for its white sand along the coast. Unlike the two beaches, there is a beach in the western part of Ambon Island, precisely in the village of Lilibooi, namely Batu Kapal Beach or Batu Lobang. This beach has the potential to be developed as a tourist attraction. But besides its huge potential, this place still has several obstacles or challenges as a tourist destination. This research was conducted with the aim of identifying opportunities and challenges for developing the tourist attraction of Batu Kapal Beach. This study adopts a descriptive qualitative research method by observing tourism potential and supporting elements of tourism products at Batu Kapal Beach. In addition, the researchers also conducted interviews with the management of Batu Kapal Beach, the local community and the Lilibooi Village Chief regarding their views on the existence of Batu Kapal Beach attractions. Distribution of questionnaires to tourists was also carried out by involving 100 respondents who were randomly selected. The data collected is then processed and analyzed using the SWOT method. The results of this study are that based on calculations from the EFAS and IFAS Matrix, Batu Kapal Beach is in the quadrant point of 0.18 and 0.65 to be precisely in the quadrant I position, which is an aggressive strategy. Where the Batu Kapal Beach can utilize strengths and opportunities to progress, grow and develop in a better direction. Such as cooperating with the government and involving local communities to assist in the process of managing and developing Batu Kapal Beach.

AbstractSangihe Islands Regency which is a maritime district has several Tourism Strategic Areas which have the main function of tourism or have the potential for tourism development and have an important influence in one or more aspects such as economic, social and cultural growth, empowerment of natural resources, environmental carrying capacity, defense and security. Bentung Village in South Tabukan is one of the villages in the Sangihe Islands Regency which has potential in coastal tourism. Mairokang Beach Game (MBG) is a traditional boat race that is one of the potential of coastal tourism in Bentung Village. This research focuses on tourism potential embedded in the attractions of Mairokang Beach Game (MBG). The study was conducted in conjunction with the time of the MBG implementation, on 20 – 26 October 2016. General public of Sangihe has conducted the MBG competition as a regular local cultural activity and has become an attraction for coastal tourism in the Sangihe Islands Regency but comprehensive planning needs to be made that is not only focused on tourists but also to stakeholders, local government and the general public. Therefore, government support in the development of coastal tourism in MBG is very necessary. Atraksi wisata Mairokang Beach Game (MBG) merupakan lomba perahu tradisonal yang menjadi salah satu potensi pariwisata pesisir di Desa Bentung. Penelitian ini terfokus pada potensi pariwisata yang tersemat pada atraksi – atraksi yang ada di Mairokang Beach Game (MBG). Penelitian dilakukan bersamaan dengan waktu pelaksanaan MBG yaitu pada tanggal 20 – 26 Oktober 2016. Masyarakat Sangihe telah melakukan lomba MBG sebagai kegiatan - kegiatan budaya lokal yang teratur dan menjadi daya tarik pariwisata pesisir di Kabupaten Kepulauan Sangihe namun perlu dibuat perencanaan menyeluruh yang tidak hanya terfokus pada turis tetapi juga pada stakeholder, pemerintah daerah dan masyarakat umum. Oleh karena itu, dukungan pemerintah dalam pengembangan pariwisata pesisir lomba MBG sangat diperlukan. Abstrak Desa adalah suatu lembaga Negara yang merupakan kesatuan masyarakat yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Salah satu wujud kewenangan desa untuk mengatur kepentingan masyarakatn melalui pembentukkan produk hukum desa dalam bentuk peraturan desa (Perdes). Salah satu tujuan dari pembentukkan produk hukum desa untuk menertibkan penyelenggaraan pemerintahan desa serta mengatur pelaksanaan pembangunan dan pelayanan umum. Peraturan desa yang ada di Desa Buluh Cina hanya mencakup pada perdes tentang Anggaran Belanja Desa dan Bumdes. Melihat dari potensi wisata yang dimiliki Desa Buluh Cina terdapat Danau, Hutan lindung serta keramba ikan. Jika tidak ada aturan yang mengikat maka lambat laun  akan memicu konflik di masyarakat terkait pengelolaan potensi wisata. Oleh karena itu, pemahaman yang benar terhadap fungsi, kedudukan, dan tata cara pembuatan produk hukum desa menjadi hal penting yang harus diketahui oleh aparat pemerintah desa, agar produk hukum yang dibuat benar-benar dapat berfungsi sebagaimana mestinya dan tidak bertentangan dengan peraturan perundangan yang berlaku. Kata Kunci: Desa, Pendampingan, Peraturan   Abstract The village is a state institution which is a community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on local origins and customs that are recognized and respected in the system of Government of the Unitary State of the Republic of Indonesia. One form of village authority to regulate community interests through the formation of village legal products in the form of village regulations (Perdes). One of the goals of the formation of village legal products is to bring order in the administration of village government and to regulate the implementation of development and public services. The village regulations in Desa Buluh Cina only cover village regulations on Village Expenditures and Bumdes. Seeing from the tourism potential that is owned by the Village of China there are lakes, protected forests and fish cages. If there are no binding rules, it will gradually trigger conflicts in the community related to the management of tourism potential. Therefore, a correct understanding of the functions, position and procedures for making village legal products is an important thing that must be known by village government officials, so that legal products that are made can function properly and are not in conflict with applicable laws and regulations.   Keywords: Village, Assistance, Regulation

This study aims to determine the dependence of society on natural resources in Ringinsari village, Boyolali district. To obtain a representative sample there, the qualitative method was carried out by conducting interviews with locals related to the topic of writing. Primary data collection is obtained by means of observation, namely question and answer sessions with the local community. Secondary data is obtained from agencies related to the issue. The data were analyzed by dividing into an analysis of the village environment, an analysis of the lifestyle of the locals, and an analysis of the population's dependence on nature or natural resources. The results showed that the Ringinsari village, Boyolali district is the largest village in one sub-district and has the largest population, namely 66 Family Cards (KK). Most of the locals work as factory workers, farmers and some have set up their own businesses, such as opening basic food stalls. Society is still very dependent on nature because some locals own livestock and manage plantations.

Sayan Village is one of the villages in Ubud that has a lot of potential to be used as a tourism village. The first three great potentials are natural tourism, potential opportunities for water tubing tourism, and also the potential of Puri Sayan as a heritage tourism object in Sayan Village, which is being planned by the village government and local communities. In addition to the three great potentials, Sayan Village also has the potential for water tourism with beji spring sources which are a source of water that is purified by the local community and is usually used for melukat. In this case, the researcher focused more on discussing the development of biology natural tourism which is currently used as the center of tourism village activities in Sayan Village. This study uses collection techniques in the form of observation, interviews, and documentation. The data analysis technique used is descriptive qualitative analysis and SWOT analysis. The technique of determining informants used purposive sampling technique. The results of this study contain the existing conditions of Desa Sayan based on tourism product components, namely attractions, amenities, accessibility, and ancilliary. And the strategy for developing SWOT-based Sayan Tourism Village. So that the strategies obtained produce the best ways to realize one of the missions of Desa Sayan as a sustainable tourism village. Implementation of tourism destination development policy in Gresik Dsitrict in 2017. This study aims to determine the implementation of development policy of tourist destinations in Gresik regency. The reason this research is conducted is the potential of tourism destinations that support to be used as a place of tourism. The purpose of this study was conducted to find out how the implementation of tourism destination development in Gresik regency as well as to know what factors that drive and hinder the implementation of tourism destinations development in Gresik regency. This research uses descriptive research method using qualitative approach. Data collection using observation techniques, interviews, documentation and literature study. The results of this study indicate the existence of existing tourist destinations in Gresik regency management has not been perfected by Dinas Pariwisata dan Kebudayaanbecause of the status of land that still belongs to the village. The driving factor for the development of tourist destinations is tourism potential in Gresik regency proper to be developed into tourism area. Regemuk Village has the potential to be developed into a new tourist destination village. The village which is located along the coastline of Deli Serdang Regency is geographically the closest village to Medan City and the location is adjacent to Kuala Namu Airport. One of the advantages of this village is the presence of a stretch of mangrove forest which is still quite good along the 7 km coastline. The development of the village into one of the beach tourism destinations has been a long-term discourse, but until now it has not been implemented. To realize this, it is necessary to explore the development of supporting facilities in order to initiate the development of the village into a tourist destination mangrove tourism area. Seeing this reality, the USU PPM Implementation Team through the Professor Serves Program Scheme helped community problems by developing mangrove forest areas and providing supporting facilities, namely beach tourism park umbrellas. The existence of this facility is expected to help increase the carrying capacity of this newly formed tourist site. This program will encourage the spirit of the realization of mangrove tourism areas and be able to produce other downstream tourism products.

This study aims to determine the development of the Napangga Lake tourist attraction in Kepenghuluan Tanjung Medan, Rokan Hilir Regency, which greatly contributes to village-owned enterprises in empowering the community’s economy. Lake Napangga is a new destination located in the Rokan Hilir area and has very promising tourism potential, so it must be managed professionally and have an economic impact on the local community. Therefore, village-owned enterprises must be able to become a spirit in developing this lake tourism object in order to empower the economy of the village community. This research uses a qualitative approach with a case study method, where data collection is done by observation and interviews. After the data and information are obtained, it will be analyzed in depth with data triangulation validity test. The results of this study found that the development of the Lake Napangga tourist attraction has not run optimally by the Bumdes in empowering the community’s economy. This is due to the inconsistency in the number of tourists visiting Lake Napangga, because this tour is still seasonal. Strategies are needed to make economic empowerment for the community in order to increase income and improve the quality of life of the surrounding community.

The purpose of this research was to know the tourism potential of Temuku Aya Subak Tour seen from 3A that were an attraction, access, and facility. In addition, to know the participation of local communities, as well as the impact of Temuku Aya Subak Tour development to the local community. Temuku Aya Subak Tour is located in Tajen Village and developed by local people who see the potential of tourism in this village.Data collection techniques used were in-depth interviews, observation, and documentation. The analysis technique used was descriptive qualitative analysis and also Triangulation data. The results showed Temuku Aya Subak Tour had the potential of natural rice fields and plantations. Temuku Aya Subak Tour also offered tourism activities as well as the preservation of local culture and traditions. In addition, local communities also participated as investors and as employees in the development of Temuku Aya Subak Tour. The tour economic impact could provide employment. From the socio-cultural impact, it could keep the local customs and traditions of the village, and from environmental impact, the local community could be more aware of the cleanliness of the village environment.
