Article 8 Paragraph (1) Sub-Paragraph i of Law Number 8 Year 1999 regarding Consumer Protection (UUPK) stipulates the existence of prohibited acts for business actors, namely "not installing labels or making explanations of goods containing items of goods, size, weight / or net, composition, rules of use, date of manufacture, side effects, name and address of business actor and other information for use in accordance with applicable laws and regulations. "Article 23 Paragraph (1) Decision of the Head of Food and Drug Supervisory Agency No. HK. 00.05.4.1745 In 2003 about Cosmetics detailing the information that must be included on the label of a cosmetic product that is the name of the product, the name and address of the manufacturer or importer / distributor, the size of the contents or net weight, Composition with the name of the material in accordance with the Indonesian cosmetic codex or other applicable nomenclature , distribution license number, batch / production code number, usage and usage manner except for products with clear use, months and years hun expiration for products with stability less than 30 months, other marks related to security and / or quality. In fact, there are still many outstanding cosmetic products that do not include the complete information on the product label, so the product is not feasible to be circulated and consumed by the public. This is of course contrary to the provisions of UUPK and violates the rights of consumers as stated in Article 4 UUPK. Violations committed by business actors that do not include information in accordance with the provisions of legislation on the label cosmetics. In addition to the beauty business practitioners, allowed to not include information on the product label, but must meet the requirements of the clinic there must be a specialist beauty specialist responsible for patients and pharmacists responsible for compounding beauty products. The responsibility of Indonesian Food and Drug Supervisory Agency (BBPOM) in Banda Aceh to carry out supervisory functions has not been effective. This is due to both external and internal barriers, namely the BBPOM office which is only 1 (one) in the provincial capital with coverage of the entire territory of Aceh, the lack of human resources, the behavior of consumers who do not care about their rights, the behavior of business actors who do not adherence to the rules, the influence of advertising, and the difficulty of supervision of online stores.

Kata Kunci: Gempa Aceh 11 April 2012, Tingkat Pelayanan Jalan, Jalur Evakuasi, dan Titik Evakuasi Vertikal The earthquake on 11 April 2012 in the city of Banda Aceh and the surrounding communities still showed lack of preparation on disaster preparedness. Dissemination of information and education related to the science of disaster have not been up to be one of the causes. The lack of preparation for disasters can be seen from the congestion that occurs at that time. Congestion occurs on some streets as residents evacuate the city of Banda Aceh earthquake 11 April 2012. Evacuation routes and evacuation points are inadequate. To analyze these events, surveys and field observations become feasible method to evaluate emergency situation that has occured. Earthquake victims and stakeholders is the object of the survey. This study aims to create an alternative evacuation routes and evacuation points in sub-district Baiturrahman, Banda Aceh city. Kutaradja and meuraxa sub-district a part of the sudy, because of its population through the district baiturrahman when an earthquake to evacuate. The population movement data on the earthquake of 11 April 2012 were obtained from the survey. The data is used for a reference in the field of observation and to analyze the Level of Service. Based on the observational data and level of service can be determined the capacity of a road as evacuation road. Routes with unstable LoS, added alternate pathway to reduce congestion. Vertical evacuation points become next variable to reduce congestion. Roads and vertical evacuation point is then to be an Baiturrahman Sub-District alternatifve evacuation route map. 2004 Indian ocean earthquake and tsunami changed Aceh society significantly in particular political, social and culture system. Just before the tsunami hit Aceh, Islamic law was vigorously implemented by the Govermentof Aceh. After the tsunami, the dynamic of Islamic law in Aceh changed. The aim of this research is to envisage Banda Aceh city residents’ response of Islamic law rule and implementation after 2004 Indian ocean earth quake and tsunami. Data were collected qualitatively by applying observation and interiew method. Participants of this research were sellected purposively. The results showed that the new leadership post-tsunami Aceh gives the impression of anelitist that caused various negative reactions and responses from the public. Most people think that the new administration is less concerned and lessserious in implementing Islamic law holistically. A pragmatic attitude towards the rules of Islamic law emerged in some communities, especially the younger generation. Therefore, for some open-minded and crtical people, the implemen tation of Islamic law is seen deteriorating as Islamic law is often only becomes an attribute and a tool of legitimacy to the ruling elite. Therefore, it is necessary to revitalize Islamic law at both the elite and the people level, for example by doing a cultural movement. This movement aims to rebuild the spirit enforce Sharia Law  which are cultural, not a political and elitist.Key words : Islam Sharia, elite and society responsePeristiwa tsunami merupakan momentum besar bagi perubahan masyarakat Aceh.
