This research aims to describe the accuracy in the distribution of social assistance during Covid-19 to the people of Gampong Sapik and Air Berudang. It uses a case study with a qualitative approach. Data collection was carried out by observation, interview, and analysis using thematic techniques. The distribution of social assistance has received a positive response from the community because it can help the economy of residents in the midst of the Covid-19 pandemic, even though there are several polemics that have occurred due to incorrect data used and several other obstacles. Based on the Decree of the Minister of Social Affairs of the Republic of Indonesia Number 54 / HUK / 2020 regarding the Implementation of Basic Food Social Assistance and Social Cash Assistance in Handling the Impact of Corona Virus Disease 2019 (Covid-19), the Government realizes social assistance to people affected by Covid-19 which involves the Central Government, regional governments and heads of villages in distributing it to the community.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. Peraturan pelaksanaannya yaitu PeraturanPemerintah Nomor 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, sertaKeputusan Presiden tentang Kedaruratan Kesehatan sampai dengan saat ini pemerintah telahmengeluarkan kebijakan PPKM yang dimana dilakukan secara berkala. Untukmenganggulangi dampak Covid-19 dari segi ekonomi dan sosial pemerintah mengambilbeberapa kebijakan-kebijakan, yang diantaranya adalah: Peraturan Menteri KeuanganRepublik Indonesia Nomor 23/Pmk.03/2020 tentang Insentif Pajak Untuk WajibPajakTerdampak Wabah Virus Corona; Peraturan Otoritas Jasa Keuangan Republik Indonesia Kata Kunci : Kebijakan, Penanganan, Covid-19 The current development of the Covid-19 pandemic is very worrying where there is anincrease in special corona cases in Indonesia. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. The results of this study are in the context of handling Covid-19, starting with thegovernment issuing a policy on Large-Scale Social Restrictions which refers to Law Number6 of 2018 concerning Health Quarantine. The implementing regulations are GovernmentRegulation Number 21 of 2020 concerning Large-Scale Social Restrictions, as well as thePresidential Decree on Health Emergencies. Until now, the government has issued a PPKMpolicy which is carried out regularly. This article was written with the aim of discussing the situation of the people who live on the borders of the Unitary State of the Republic of Indonesia, which are classified as far from the reach of the government regarding justice and justice. The lack of concern for the conditions of life in the border region is a rebellion which has an effect on the sense or spirit of people's nationalism towards their own homeland. The method used in this article is a case study type qualitative approach. This article explains the definition of justice obtained from accountable sources and in this article discusses the conditions and situations of the people who live in the border area as a measure for the realization of equitable justice and justice. This article can later be used as a reference in realizing the welfare and justice of communities in border areas.

This article discusses the efforts of the Indonesian Government in handling the outbreak of Corona Virus Disease-19 (COVID-19). The handling strategies assessed by understanding the efforts, steps, and policies formulated and implemented by the government while the analysis used a deliberative policy analysis approach was used. This approach analyzes the narratives and arguments of the authorities to understand the decision making and policy implementation. The research used a qualitative approach by utilizing descriptive analysis methods. Then the data collection technique used literature studies. The findings found that, first, negative narratives and the slow response of the government. Before COVID-19 approached Indonesia, narratives delivered by the elite government showed that there was no sense of crisis so that it slow-down decision making. Second, weak coordination, especially between the central government and regional governments. This asynchronous coordination created uncertain handling for the control of Coronavirus. Third, citizen ignorance or disobey government instruction. The impact is, the handling effort has stalled because it is not supported by the wider community. The combination of these three factors complicates the government's efforts to control the outbreak of COVID-19 in Indonesia. Keywords: Indonesia, COVID-19, Coronavirus, Handling, Policy Abstrak Artikel ini mendiskusikan mengenai upaya Pemerintah Indonesia dalam menangani kasus penyebaran virus korona (Corona Virus Disease-19 (COVID-19). Dengan memahami upaya, langkah, dan kebijakan yang diformulasi dan diimplementasikan oleh pemerintah maka dapat dinilai strategi penanganan tersebut. Untuk menganalisis kasus ini, pendekatan deliberative policy analysis digunakan. Pendekatan ini menganalisis narasi dan argumentasi pihak berwenang untuk memahami pembuatan keputusan dan pelaksanaan kebijakan. Penulisan artikel ini menggunakan pendekatan kualitatif dengan memanfaatkan metode deskriptif analisis. Sementara itu, teknik pengumpulan data yang digunakan adalah studi kepustakaan yang memanfaatkan buku, artikel jurnal, surat kabar, berita online, serta website lembaga-lembaga otoritatif. Temuan penting dari tulisan ini adalah, pertama, narasi negatif dan lambannya respons pemerintah atas penyebaran COVID-19. Narasi-narasi yang disampaikan oleh elite politik sebelum COVID-19 masuk ke Indonesia menunjukkan nihilnya perasaan adanya krisis (sense of crisis) yang mengancam sehingga memperlambat pengambilan keputusan. Kedua, lemahnya koordinasi antar-stakeholder, khususnya antara pemerintah pusat dan pemerintah daerah. Ketidaksinkronan koordinasi ini mengakibatkan pengendalian virus korona menjadi terkatung-katung. Ketiga, ketidakacuhan atau ketidakpatuhan warga atas himbauan pemerintah. Impaknya, upaya penanganan menjadi tersendat karena tidak didukung oleh masyarakat luas. Kombinasi dari ketiga faktor inilah yang memperumit upaya pemerintah untuk mengendalikan penyebaran COVID-19 di Indonesia. Kata Kunci: Indonesia, COVID-19, Virus Korona, Penanganan, Kebijakan

The aim of the article is to show that in rural areas, with particular emphasis on former state-owned farms, which were created as a result of changes in the forms of land ownership, mainly in Central and Eastern European countries, the economic situation of households is still worse than in the areas where there were no State Agricultural Enterprises (PGR). Research in Poland served as a case study. Selected methods of descriptive statistics and multivariate comparative analysis were used in the analyses. The results presented in the study at different levels of aggregation (voivodeships, poviats, and communes) allowed the identification of the regularities in the situation of rural areas. Among the beneficiaries of social assistance, most of the people live in rural areas and have a high unemployment rate; the problem of unemployment especially concerns those areas where the rural population with lower education levels predominates. Moreover, in former state-owned farms, the total disposable income per person is lower than in other areas, and the funds from the government program “Rodzina 500+” constitute a significant contribution to household budgets.

The study concentrates on the educational expenditure in India with a prior attention to the schemes and programmes introduced by the central government. Free and compulsory education for children between 6 to 14 years is a mile stone in the education sector. The government has introduced several programmes for the inclusiveness of all sections in to the mainstream. The enrolment of marginalised section was mainly by the impact of the step taken by the central government. The study tried to give an analytical view of the extensiveness with respect to the money spent by the government to create a successive story in the field of education. Various programmes were introduced by the central government to ensure education for all. Different schemes are implemented with a unique objective to give a perfect platform for educating the people; especially it is shown in the field of higher education. Many of the students are a part of the central schemes to fulfil their dream career through scholarships and education loans provided by the government. A large number of marginalised community were attracted by the Scholarships and educational loans provided by the government. As an impact of this, a drastic change was happened in the field of education. KEY WORDS: Education, Expenditure, Central Government, Social Sector Development.

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. With the increasing number of Covid-19 cases in Indonesia, including in Riau Province, it is necessary to implement Large-Scale Social Restrictions (PSBB). PSBB is one way to reduce the impact of Covid-19. PSBB has currently been implemented in 10 regions in Indonesia as part of efforts to prevent the corona virus. The Central Government through the Ministry of Health has approved Pekanbaru to implement the PSBB. The main reason for implementing PSBB in dealing with the Covid-19 corona virus is because physical distancing, which has been carried out so far, is ineffective in the community. On that basis, the government strengthened the policy of physical restrictions for the community by implementing PSBB in the regions. It is necessary to do the socialization of PSBB and this Perwako, so that the public knows the Rules about PSBB. The service activity aims to provide guidance to the people of Pekanbaru City regarding Corona and PSBB, because Pekanbaru City is one of the cities that is a transit point. The implementation of activities to increase public knowledge about PSBB and Perwako was successful. This can be seen from changes in the behavior of people who were previously reluctant to wear masks, then have started wearing masks when they go out, as can be seen from the behavior of people who have avoided people's hassles and tried to keep their distance. The community also complies with large-scale social restrictions set by the government, this can be seen from the minimum community activity at night outside the home.

This study analyses and examines in detail the impact of public sector innovation to improve public satisfaction level, it is about changing the traditional government into a more integrated and efficient one. Innovation is actually the engine of economic growth. Innovation in the public sector is an under-researched area. It deals with governance, political and human issues which are very difficult to solve. Since much of the topic and studies on innovation are focusing on the private sector, it is the aim of this study to analyse the process of innovation, mainly in Information and Communication Technology (ICT) in the public sector. This study will eventually be able to give e-government model/ guidelines that encapsulates the reality of innovation by the government. Innovation in government is not only about bringing a new breakthrough product to the people, but also to bring in changes to the culture in the organisation, the way a decision is made, and perhaps more importantly, how it can use technology to strengthen its role as the provider of social and economic welfare to the people. This study has also compared the findings of the e-government case study to the literature of innovation mainly in the area of process innovation. There is SWOT analysis with weight rating to judge the e-governance challenges, which Pakistan is facing as a developing nation. The study concludes that the public sector needs to overcome its traditional characteristics of poor agenda setting, unclear objectives, lack of transparency, and bureaucratic layers of decision-making processes. The history of twentieth-century American physical oceanography concentrates on naval patronage, but its significance for British oceanography is largely unknown. This case study analyzes a varied patronage structure, including naval, industrial, academic, and local and central governmental support, for one site of British physical oceanography, the Liverpool Observatory and Tidal Institute and, in particular, its work on storm surges between 1919 and 1959. Storm surges, caused by wind and changes in barometric pressure, can produce dramatic changes in sea levels. The local shipping industry initially funded the Institute’s research on surge forecasting to improve the accuracy of tidal predictions. After a flood in 1928, however, the focus shifted to flood forecasting. Local government then backed their work, during the Second World War support came from the Royal Navy, and since a flood in 1953, from central government. This case study reveals the range of negotiations carried out between patrons and researchers, and demonstrates how researchers managed competing demands from academic interests and those of industry, the navy, and the government. Studying institutions that did not see a dramatic increase in state patronage during the early Cold War enables us to see the impact of patronage more clearly, highlighting how research interests and methods differed (or not) between institutions with different patronage structures.
