This study aims to analyze the leading sectors in the economy in Batanghari Regency. This study uses secondary data for the period 2011-2017, sourced from the Central Statistics Agency of Jambi Province and Batanghari Regency. The analysis tools used are Location Quotient (LQ) analysis and Shift Share analysis. The results of the study found that the leading sectors in Batanghari Regency are the manufacturing industry sector, the government administration sector, defense, compulsory social security, and the education service sector. Identification of leading sectors or subsectors is one of the main tasks of the regional government and is an important part of regional development planning before formulating, drafting and establishing a better development policy strategy. The main objective of this research is to analyze and identify subsectors in the manufacturing industry sector that have comparativeness and competitiveness in Jambi Province. Main data of this study are secondary data of districts and cities in Jambi Province during the period 2011–2015 which were sourced from the Central Bureau of Statistics,  and Indonesian Ministry of National Development Planning (Bappenas). Data were analyzed using descriptive and quantitative analysis methods, namely Location Quotient analysis and Shift Share analysis. Results of the study show that the manufacturing industry subsector of Jambi Province which can be classified as comparative and competitive subsector are timber/wood products industry, paper/goods industry, rubber/rubber goods industry, and furniture industry

Rawa Pening Lake is one of the priority lakes facing severe eutrophication and sedimentation problems. Agriculture is one of the problems in Rawa Pening Lake, even though community welfare is the government's policies. For this reason, the development of the economic sector in Rawa Pening catchment area must have advantages, yet information on this is still neglected and limited. The study aims to analyze the leading economic sectors in the Rawa Pening catchment area. The study used the Klassen Typology method to determine the pattern and structure of the economy and the Location Quotient method in determining the economic sector that has a comparative advantage in each sub-district and analysis of sectoral contributions. The data used is secondary data and field observations. The results showed that Bawen Subdistrict was a developed but depressed area, relying on the manufacturing industry sector. Rapidly developing districs (Tuntang, Jambu, Sumowono, and Ambarawa) rely on all economic sectors. The lagging districts (Getasan and Banyubiru) relly on the primary sector. Leading sectors of each district differ depending on resources and comparative advantage. Leading economic sector contribute relatively significantly to economic development in the lake Rawa Pening catchment. The development of the economic sector will be better directed to leading economic sector so that it can attract sector that are not base, especially in the limited resources and allocation of development budgets. In addition, Location Quotient analysis can be used for analysis of areas with natural boundaries such as catchments or watersheds.

Abstract: Analysis of Potential Sectors in Klungkung Regency. Klungkung Regency as one of the regions in Bali Province has a considerable opportunity in developing the potential of the region it has in order to support the economic development of Klungkung Regency. This study aims to analyze the potential sectors in Klungkung Regency in terms of Gross Regional Domestic Product. The data used secondary data. This study used GRDP data from the period 20122016. The analysis technique used are Location Quotients (LQ) analysis, Growth Ratio Model (MRP) and Overlay. The results show that the potential sectors in Klungkung Regency during the 2012-2016 period are 4 sectors, namely (1) manufacturing industry sector ; (2) information and communication; (3) health services and social activities; and (4) other services. The results of the analysis which show that for these four sectors have a positive growth rate and make a large contribution in the GRDP of Klungkung Regency. The government should make several policies to improve  the performance of these sectors by providing stimuli in the form of capital. With the existence of  capital, in this case such as credit loans and subsidies so that later  sectors  that have not this  potential can develop into a potential sector.

AbstractThis study aims to determine the social security system adopted by Indonesia, see Indonesia as a function of the welfare state as mandated by the 1945 Constitution has not done well, and to know the view of progressive legal theory legislation related to social security in providing solutions to the problems of social security the workforce. This research is devoted to the study of normative legal systematics, which is intended to determine the implementation of a theory of the legal conditions that exist in society. Results of this study produces a secondary data. The data obtained from the document collection process or library materials. Of the collection process, the data were analyzed qualitatively, systematically arranged, and presented descriptively. The results showed that Indonesia is still not able to fully administer social security for the people, where social security is still a “black and white” but the State has not been able in practice to assume responsibility for the implementation of social security as a whole. About social security, the Government is still not able to provide significant changes to the equalization gain social security for the workers, but changes in social security regulations on labor is performed repeatedly. Necessary party whom dared to take a policy or decisions that benefit the workers to realize the welfare of the workers. Parties reffered to the law is used as a progressive peeler, is a party that has an important role that enterpreneurs and the Industrial Relations Court Judge.Keywords: Social Security, Labour, Progressive LawIntisariPenelitian ini bertujuan untuk mengetahui sistem jaminan sosial yang dianut Indonesia, melihat fungsi Indonesia sebagai negara kesejahteraan sesuai amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 belum terlaksana dengan baik, serta untuk mengetahui teori hukum progresif memandang peraturan perundang-undangan terkait jaminan sosial tenaga kerja dalam memberikan solusi atas permasalahan jaminan sosial tenaga kerja tersebut.Penelitian ini bersifat normatif yang dikhususkan pada penelitian sistematika hukum, yang dimaksudkan untuk mengetahui implementasi pelaksanaan suatu teori terhadap kondisi hukum yang ada di masyarakat. Hasil penelitian ini menghasilkan suatu data sekunder. Data tersebut diperoleh dari proses pengumpulan dokumen atau bahan pustaka. Dari proses pengumpulan tersebut, data yang diperoleh dianalisis secara kualitatif disusun secara sistematis dan disajikan secara deskriptif.Hasil penelitian menunjukkan bahwa Indonesia masih belum mampu secara seutuhnya menyelenggarakan jaminan sosial bagi rakyat, dimana jaminan sosial tersebut masih sebatas “hitam diatas putih” namun, negara belum mampu dalam pelaksanaannya untuk mengemban tanggung jawab pelaksanaan jaminan sosial tersebut secara utuh. Tentang jaminan sosial tenaga kerja, pemerintah masih belum mampu memberikan perubahan yang signifikan terhadap pemerataan perolehan jaminan sosial tenaga kerja bagi para pekerja tersebut, padahal perubahan peraturan tentang jaminan sosial tenaga kerja tersebut berulang kali dilakukan. Diperlukan pihak yang berani untuk mengambil suatu kebijakan atau keputusan yang bermanfaat bagi pekerja demi terwujudnya kesejahteraan bagi pekerja. Pihak sebagaimana dimaksud jika hukum progresif yang digunakan sebagai alat pengupas, adalah pihak yang memiliki peran penting yaitu pengusaha dan Hakim Pengadilan Hubungan Industrial.Kata Kunci: Jaminan Sosial, Tenaga Kerja, Hukum Progresif.

The main objective of this research is to identify what education is in line with the advantages of regional potential, namely through specific typologies, approaches to the pattern of economic growth relations and the human development index and location quotient. This type of research method is development research, namely research aimed at developing research findings or previous theories, both for the purposes of pure science and applied sciences and so on. The data used in this study is secondary data in the form of data in the form of annual reports on Aceh economic statistics in 2012-2016 in the form of GRDP data, economic growth, per capita income, human development index obtained from the Central Statistics Agency. The results of the study show that the identification of education is appropriate to the potential in disadvantaged areas, namely Aceh Singkil District such as electricity and gas procurement, financial and information services, government administration, land and compulsory social security, as well as health services and social activities; South Aceh Regency such as construction, information and communication, as well as government administration, land and compulsory social security; North Aceh Regency such as agriculture, forestry and fisheries; mining and excavation; and processing industry; Southwest Aceh District such as construction; health services and social activities; and other services; Aceh Tamiang Regency such as fisheries, forestry and fisheries; mining and excavation; and other services; Nagan Raya Regency such as agriculture, forestry and fisheries; and mining and quarrying; and Aceh Jaya Regency such as construction, transportation and warehousing, as well as government administration, defense and compulsory social security.   Keywords: standard typology, economic growth, human development index, and location quotient

One of the people’s needs in terms of effort to manifest the purpose of the state which is to establish national well-being is by providing social security. Social security is a form of social protection to meet citizens' basic needs. Associated with the implementation of national social security, the government obligates its citizens to participate in the program. However, the fact was there are still many citizens which are reluctantly participating in the program. It is leading to funding collection to be not optimal and affecting the implementation of social security. The research is adopting normative approach, which is stressed on the secondary data. The research specification is an analytic description with qualitative analysis. The national social security is a compulsory program for all of the Indonesian citizens particularly for the independent level, however, not all have joined it particularly self-referred participants. Several aspects causing this problematic program, such as the lack of people's awareness. The lack of people discipline toward the payment, ineffective sanctions and lack of service, are proved with the abundant number of payment arrears by independent participants. The reconstruction of optimization of National Social Security Program is managed with the improvement of legal substance, legal structure and legal culture.

The purpose of this research is to analyze the excellent sector in Dharmasraya District and analyze the development strategy of the top sector in Dharmasaraya district. The study used secondary data using 17 research sectors in Dharmasraya District, during the year 2014-2018. Data analysis techniques are used to analyse superior sectors and analyze strategies to develop superior sectors using the Location Quotient (LQ) and Shift share analytical techniques. As for data processing using Microsoft Excel. Based on LQ and Shift Share calculations to classify commodities, the superior sector in Dharmasraya District is agriculture, forestry and fisheries, construction, information and communication, real estate, government administration, and social security, physical and social activities.Keywords : leading sector, LQ, shift share

The purpose of this research is to find out the besic sector that has fast growth in region Kabupaten Agam. This research is descriptive quantitative research with the method is location quotient analysi, shift share analysi. This research is using sekunder data from PDRB Kabupaten Agam and PDRB Sumatera Barat Province with the permanen price in year 2010 from 2012-2016. Based on the location quotient analysis. The risult showed that there were four sector basic. Sector agrikultural, forestry, fishery, industrial processing, large trade, retail, car and bike repaired, education service. Based on the Shift Share analysis, sectors that have a fast growth rate are forestry and fisheries agriculture, mining and quarrying, construction, large trade, retail, car and bike repaired, transportation and warehousing, information and communication, government administration, mandatory defense and social security , education services, health services and social activities. Keyword: Base Sector, Location Quotient (LQ) analysis, Shift Share analysis

Historically, State Administrative Court (PTUN) has existed since 1986, with the enactment of Law Number 5 of 1986 concerning State Administrative Court which currently has been amended by Law Number 9 of 2004 concerning Amendment to Law Number 5 of 1986 concerning State Administrative Court and amended again by Law Number 51 of 2009 concerning the Second Amendment to Law Number 5 of 1986 concerning State Administrative Court. The role of the Administrative Court according to the explanation of the law, the PTUN functions as a control or supervisory agency thus legal actions from government officials do not deviate, in addition to protecting the rights of citizens from the actions of officials who abuse their authority or act arbitrarily. Currently, the object of dispute and can be sued at the State Administrative Court is only a State Administration decision reduced by the exceptions stipulated in Article 2 and Article 49 of the PTUN Law. The provisions of Article 3 of the Administrative Court Law No. 5 of 1986 on negative fictitious could potentially no longer be enforced since the enactment of Article 53 of the AP Law which stipulates positive fictitious. Since the promulgation of Law Number 30 of 2014 concerning Government Administration (hereinafter referred to as AP Law) on 17 October 2014, there has been a change in the legal criteria from the government written stipulation (beschikkingen) which was initially restrictive and can be sued to the PTUN, yet it has recently become extensive (which was originally mere beschkking, currently it almost covers all variations of besluiten). With the enactment of the AP Law, there will be an expansion of absolute competence and objects of state administration disputes, as stipulated in Article 87 of the AP Law which includes: first, Government Administration Decrees, as stipulated in Article 1 point 7 of the AP Law; second, Government Administration Actions Based on Article 1 point 8 of the AP Law. Furthermore, with the enactment of the Supreme Court Regulation Number 2 of 2019 concerning Guidelines for Government Action Dispute Resolution and the Authority to Adjudicate Unlawful Conducts by Government Agencies and/or Officials (onrechtmatige overheidsdaad / OOD), the judicial power shall transfer from the General Court to the State Administrative Court. This crucial matter continues to be the groundwork and reason for conducting the current research entitled the expansion of the state administration dispute object after the enactment of Law Number 30 of 2014 concerning Government Administration and the supreme court regulation (Perma) Number 2 of 2019 concerning Guidelines for Government Action Dispute Resolution and Authority to Adjudicate Unlawful Conducts by the Government Agencies and/or Officials (onrechtmatige overheidsdaad / OOD). Conducted through normative juridical research method, this research-based paper examined the interviews through judges at PTUN Jakarta and Bandung and the main data source within this qualitative analysis serves as the secondary data or literature data.

The number of people continues to grow means economic needs are also increasing, so it needs additional revenue every year. This can be achieved by increasing the aggregate output (goods and services) or Gross Regional Domestic Product every year. This study aims to determine the comparison of the leading economic sectors of Banda Aceh City as an information and consideration in the planning of economic development. Using secondary data in the form of Gross Regional Domestic Product of Banda Aceh City Period 2012-2016. The analytical tools used are Location Quotient (LQ) analysis, Shift Share Analysis. Location Quotient analysis results show that the calculation of Shift-Share Gross Regional Domestic Product  of Banda Aceh without Oil and Gas Regency during the period of 2012-2016 shows that the value of Proportional Shift (P) there is a positive value of Mining and Quarrying and Agriculture, Forestry and Fisheries, while for the sector - sectors with negative Proportional Shift (P) values have one sector, namely Processing Industry. The sectors are categorized as the basic sector in the economy of Banda Aceh City which has LQ> 1 value ranging from the largest is the service sector of the company and the water supply sector, waste management, waste and recycling. The sectors are categorized as non-base sector because it has LQ <1 value ie agriculture, forestry and fishery.
