Guidance and Counseling Guidelines on Primary and Secondary Education issued by the Ministry of Education and Culture of the Republic of Indonesia in 2016 is one of the main modules of the implementation of guidance and counseling in Indonesia which is full of various studies. This paper aims to find out what indicators of the implementation of counseling guidance and the implementation of counseling guidance is in line with those indicators. The research conducted is normative or literatures studies research.  The results of the analysis showed 4 (four) indicators in guidance and counseling services: first, through characteristics; second, through the interrelationship of developmental tasks and standards of self-reliance competencies, which focus on the suitability of levels and developmental tasks; third, through both test and non-test techniques; and fourth, through the utilization of assessment data as an evaluation material for students. In its implementation, guidance and counseling services focus on developments that are in line with the characteristics and duties of learners.

Guidance and Counseling Workshop on Strengthening Character Education in Guidance and Counseling Services for Junior Secondary Guidance and Counseling Teachers in Tabalong Regency was carried out to prepare guidance and counseling teachers who were capable of implementing guidance and counseling services in strengthening character education based on operational guidance and counseling in schools, by the Guidance and Counseling Guidelines for Primary and Secondary Education issued by the Ministry of Education and Culture. The workshop was held one day, namely on August 26, 2019, with 37 participants. Technically, the implementation of the workshop takes place in 5 stages of activities, namely registration; lectures; sharing experiences; and questions and answers practicum. Resource persons for the workshop activities were lecturers in the guidance and counseling study program. Based on the implementation of this service, it can be concluded that guidance and counseling teachers have an essential role in strengthening character education by using guidance and counseling services based on the Operational Guidance and Counseling Implementation Guidelines. Therefore, it is suggested to be followed up into technical guidance activities in implementing guidance and counseling services with a more specific activity agenda; and become a preliminary study in making guidance and counseling service modules for strengthening character education based on Operational Guidance for Guidance and Counseling Implementation.

Guidance and counseling is an effort to provide assistance from the counselor or teacher to the counselee or students in helping students to achieve their maximum developmental tasks. In implementing counseling counseling services, counseling teachers have the main task of providing services to students, but the activities of the guidance and counseling teachers are not only that but also the activities of BK teachers in administering activities that have been carried out by BK teachers, which are no less important than service activities. Therefore it is necessary to hold training on the use of the SIAP BK application to help BK teachers make it easier to organize the administration of guidance and counseling services. So that guidance and counseling teachers can stay focused on providing guidance and counseling services without leaving the main task of the counseling teacher providing guidance and counseling services to students. This training activity is given to BK teachers in the Ministry of Religion of Lamongan Regency in stages. After conducting training on the use of the SIAP BK application, it was concluded that BK teachers could be more productive and active in providing guidance and counseling services.

The paper considers teaching contents in comparative systems of primary and secondary education, which are important for the development of security culture of young people and based on the expanded security agenda and new educational needs in that context. Methodologically, the paper is based on a review of the existing literature and the analysis of certain strategic documents in the field of education and security. Special focus was placed on the practice in the Republic of Serbia and previous activities in this field. The initial aim was to gain insight into certain foreign experiences and experiences of the Republic of Serbia, regarding the representation of security contents in primary and secondary education, and - on the basis of this - to try to consider the development of security culture in the educational context. It was found that among the analyzed countries Poland, Slovenia and Russia have a special subject dedicated to security topics within their education systems and it is noticeable that there is such an effort in other countries, but for now, security contents are mostly implemented in the existing subjects. Regarding the Republic of Serbia, it is concluded, that the potential introduction of a special subject dedicated to security topics in secondary schools and the enrichment of existing subjects with the security content in primary schools, may result in the improvement of general security of the youth.

Literasi statistika merupakan salah satu kompetensi yang harus dimiliki setiap orang guna menghadapi era Revolusi Industri 4.0. Di jenjang pendidikan dasar dan menengah, materi atau kajian mengenai statistika diberikan sebagai bagian dari mata pelajaran matematika. Penelitian ini bertujuan untuk mengetahui sejauh mana muatan literasi statistika didukung oleh mata pelajaran Matematika dari tingkat Sekolah Dasar (SD), Sekolah Menengah Pertama (SMP), hingga Sekolah Menengah Atas (SMA) secara konkret melalui buku teks pelajaran yang digunakan. Proses pengumpulan data dilakukan dengan analisis isi terhadap dokumen Kompetensi Dasar mata pelajaran matematika sesuai Kurikulum 2013 Revisi 2016 serta buku-buku pelajaran matematika yang mengacu pada Kurikulum 2013 Revisi 2016 khususnya yang diterbitkan oleh Kementerian Pendidikan dan Kebudayaan Republik Indonesia. Berdasarkan penelitian ini, diketahui bahwa sebagian besar kompetensi literasi statistika telah termuat dalam buku teks matematika Kurikulum 2013 pada jenjang SD, SMP, dan SMA. Beberapa perubahan masih dapat dilakukan guna meningkatkan keluasan dan kedalaman literasi statistika. Analysis of statistical literacy content in Curriculum 2013 mathematics textbookAbstractStatistical literacy was one of the competencies that must be mastered by everyone to face the 4.0 Industrial Revolution era. At the level of primary and secondary education, statistics was studied as a part of the mathematics subject. In this research. We examine the extent to which statistical Literacy contents were supported by Mathematics subjects from the Elementary School (SD) level, Junior High School (SMP) level, to the Senior High School (SMA) level. This research focused on the textbooks used in the learning process. The data were collected by analyzing the contents of the mathematics curriculum document (following the Curriculum 2013 Revision Edition of 2016) as well as mathematics textbooks referring to the Curriculum 2013 Revision Edition of 2016 especially books published by the Ministry of Education and Culture of the Republic of Indonesia. Based on this research, it is known that the majority of statistical literacy competencies have been supported by the Curriculum 2013 mathematics textbook at SD, SMP, and SMA level. Some improvements could still be made to increase the breadth and depth of statistical literacy.

Guidance and counseling services play an important role in helping students in academics and behavior as well as in planning their future. Realizing this, the Ministry of Education has issued a circular letter DG / 5209/35 / (40), which requires each school to appoint a teacher of guidance and counseling. This study was carried out to identify teachers' perception towards the needs of guidance and counseling in rural primary schools, especially in Bakong, Miri, Sarawak. This study is a descriptive study involving 35 teachers in rural primary schools in Bakong district. The instrument used was a questionnaire adapted from Haidhir Md Yusof Mohd study (2015) that includes four parts, A, B, C and D. Part A consists of eight items including demographic data, while likert scale was used in Part B, C and D. Part B includes the perception of guidance and counseling data, part C the needs and teachers of guidance and counseling in rural area, and section D identified the issues and roles that require the needs of guidance and counseling services. Data were analyzed using descriptive analysis including frequency, percentage and mean. The findings could provide inputs not only to guidance and counseling area but also to the school, higher authorities and Ministry of education in upgrading the guidance and counseling services as well as ensuring the optimum use of the services in improving the quality of education.

Abstrak: Lembaga Penjamin Mutu Pendidikan Provinsi Bali atau disingkat LPMP adalah unit pelaksana teknis kementerian Pendidikan dan kebudayaan. LPMP mempunyai fungsi sebagai pengendali penyelenggaraan Pendidikan oleh satuan Pendidikan untuk mewujudkan Pendidikan yang bermutu. Tugas LPMP adalah melakukan penjaminan mutu Pendidikan dasar dan menengah berdasarkan kebijakan Menteri Pendidikan dan Kebudayaan. Guna mewujudkan visi dan misi dari LPMP Bali, salah satu kegiatan yang secara berkala diadakan adalah kegiatan seminar/workshop kepada para guru. Kegiatan seminar/workshop kepada para guru ini bertujuan untuk meningkatan mutu Pendidikan dasar dan Pendidikan menengah dalam pencapaian standar nasional. Sebagai bentuk bukti partisipasi bagi para guru maka setiap guru yang mengikuti kegiatan seminar/workshop akan mendapatkan sertifikat. Proses pengelolaan dan penerbitan sertifikat kegiatan di lingkungan LPMP Provinsi Bali saat ini masih dilakukan secara sederhana menggunakan aplikasi Microsoft office sehingga diperlukan suatu sistem yang dapat mengelola data sertifikat. e-Sertifikat LPMP Bali merupakan sistem manajemen sertifikat elektronik yang diperuntukkan di lingkungan LPMP Provinsi Bali guna memudahkan penyelenggara kegiatan di LPMP Provinsi Bali dalam memanajemen sertifikat yang akan diberikan kepada peserta dan narasumber dan pengarsipan dapat berjalan dengan baik. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memberikan sosialisasi cara penggunaan e-Sertifikat kepada seluruh pengguna sistem di lingkungan LPMP Provinsi Bali. Hasil dari kegiatan ini, mitra dapat melakukan pengelolaan, input peserta, penerbitan dan distirbusi sertifikat menggunakan sistem e-Sertifikat.Abstract: LPMP is the technical implementation unit of the Ministry of Education and culture. LPMP has the function of controlling the implementation of education by the education unit to create quality education. The task of LPMP is to guarantee the quality of primary and secondary education based on the policies of the Minister of Education and Culture. To realize the vision and mission of LPMP Bali, one of the regularly held activities is seminar/workshop activities for teachers. This activity aims to improve the quality of primary and secondary education in achieving national standards. As proof of teacher participation, every teacher who participates in the seminar/workshop will get a certificate. Managing and issuing activity certificates in the LPMP Bali is still used only using the Microsoft office application. A system that can manage certificate data is needed. The e-Certificate of LPMP Bali is an electronic certificate management system intended for the LPMP Bali to make it easier for activity organizers in the LPMP Bali to manage certificates given to participants and resource persons, and archiving can run well. This community service activity aims to provide socialization on e-Certificates to all system users in the LPMP Bali. As a result of this activity, partners can manage, input participants, issue, and distribute certificates using the e-Certificate system.

The article is devoted to the problem of modernization of the school education system in Kazakhstan, in which one of the main sections is the development and implementation of state compulsory standards of general secondary education in all educational organizations, taking into account the various types of educational organizations, and the systematic revision of the education content. All transformations in the country were carried out through the adoption of the Law of the Republic of Kazakhstan “On Education” and state programs of the education system development. At present, State Compulsory Educational Standard -2012 is in effect in the republic, the essence of which is creation of the basis for updating the education content, transition to the 12-year education and the education digitalization. At the same time, the Ministry of Education and Science of Kazakhstan takes part in international studies jointly with the Organization for Economic Co-operation and Development (OECD), as well as TIMSS, PISA, PIAAC, TALIS.

Self concept is one’s self identity. It’s a representation of a person’s own perceived beliefs, attitudes, competencies and characteristics. The researcher was motivated to make a study on the effectiveness of guidance and counseling services on adolescent self concept in schools within Khwisero district, in Kakamega County. The study adopted a descriptive survey research design. The district has a total of 24 public and 3 private secondary schools. The study used a target population sample of 240 students, 6 principals, 6 teacher counselors, and 3 education officials from 8 schools. Stratified random sampling and purposive and stratified techniques were used to sample the required schools according to their categories, select students, teachers and principals. The principals, teachers and student s’ questionnaires were administered. An interview schedule for education officials was also given. To establish the reliability of the research instruments of the study, Pearson’s Product Correlation Coefficient was computed; yielding a correlation coefficient of 0.87.The study findings revealed that there was positive correlation between effective guidance and counseling services and promotion of positive adolescent self concept. This study significantly assists education stake holders to develop and improve the self esteem of their learners. It’s hoped that the Ministry of Education should provide guidelines on the implementation of effective guidance and counseling strategies and their relevance.

This research is a research action (action Research) where students are given the form of guidance and counseling services which is a combination of group guidance services, information services and PKO services in order to increase the student self-reliance in decision making in the career assignment plan after graduating high school. Data analysis is quantitative and qualitative to describe the students ' state to analyze the effectiveness of students ' guidance and counseling services. The results of the study gained that students desperately needed information about continued education and employment after graduating high school, 84.46% of students expressed a very concur and 14.90% expressed concur. The effectiveness of group tutoring was described that effective service activities for students of 81.03% expressed very concur, 17.82% agreed and 1.15% were less agreed.
Students are also self-reliant and confident in the application of a career renceration decision after graduating high school which is 83.49% of students expressed a very concur, 16.83% expressed consent, 2.89% of students disagree, 0.98% disagree. From the results of observations to students during the Research counseling action implemented 83.65% of students ' interest in good category, 89.42% of students ' attention is good, 94.23% of student enthusiasm is good category, confident students both reach 85.58%, and the social relationship of students is also good i.e. reaching 83.65%. Action Research (Action Research) is effective and suitable to students ' needs and make students more steady in planning a career to be selected after graduating from high school that is based on the observation recap of 87.31% activity in the category good, this proves that the service is implemented according to the needs of students especially class XII students to increase self-reliance in deciding the future plan (career) after graduating.
