Policy and development are associated concepts. To improve the quality of life, policy must be made within the context of development. Policy so made becomes the manual for implementing development goals into various programs and projects. Nowadays, the failure of development which has been aimed at the growth of the economy, and which has the characteristics of being centralized and top-down, has increased the awareness of the need for development agents to include the dimension of empowerment in the national development strategy. Empowerment development strategy has already been implemented in Jayapura regency. This basic strategy is aimed at inspiring the people in the districts and villages to take initiative in independent development. The popular participation of the society has made the implementation of common goals in the district achieved so effectively that the development of Pobaim village, Nimboran district, and Jayapura regency can be done maximally and the society can achieve independence in the implementation of development. The limitation of this research is that it is only done in one location. Research done in different locations may produce different result.

Infrastructure development is an integral part of national development and the driving wheel of economic growth. Infrastructure also has an important role in strengthening national unity and unity (Bappenas: 2009). The banjarwaru, banjarwangi, and telukpinang highways are the access roads traversed by 8 villages including alternative routes for the cicurug-sukabumi area. This road is always passed by the people who headed to the city. Therefore, the benefits of this road is very important because it is often passed from the cicurug-sukabumi area due to the diversion of traffic flow so that the intensity of high road users.In this study the author uses the theory of Ridwan and Sudrajat. Quality of service is the level of incompatibility between expectations with customer desires and also the perceptions of these customers. Quality of service here can be assessed by looking at the dimensions. These dimensions include the quality of service, the ability of officials, and service convenience. During the observation to the community through the survey to direct approach with the community, most people complained that the development service to build the kecamatan should be further improved and the results of this study showed that the Quality Assessment of Service in Road Infrastructure Development in Ciawi Sub-district Bogor Regency is categorized Fair Good this is because the assessment of the quality of development services by the Subdistrict Apparatus itself and from the community assess the ability of District Officers still have to be improved in conducting the service and its implementation.Keywords: Service Quality, Infrastructure Development.

For six decades, China's central authorities have promoted development in ethnic regions through special fiscal allocations with the idea that economic development is the key to national integration and inter-ethnic harmony. Yet, inter-ethnic tensions and violence persist in China. Focusing on historical changes to fiscal allocations as the principal policy instrument used by Beijing to promote development in ethnic areas, this analysis finds these changes mirror broad shifts in the country's national development strategy. As the study argues, this pattern reflects an approach to development policy in ethnic regions whereby policies serve central objectives consistent with a policy process for determining the fiscal allocations to ethnic regions that has been both centrally concentrated and non-participatory. With evidence that this “non-engaging” approach may be exacerbating ethnic tensions, Beijing has made efforts to introduce more “inclusive” approaches to determining policies for ethnic regions; however, whether these approaches will be institutionalized remains unclear.

Maternal and infant mortality is very influential on the integrity and resilience of family and society, the quality of human resources, which in turn will hinder efforts to achieve national development goals. The causal factors that cause indirect or direct causes are because most pregnant women do not understand the physiological changes that occur during pregnancy so that the mother cannot adapt to physiological changes during pregnancy. The physiology of pregnancy and childbirth in general is the same, but because certain things related to the process of forming a fetus in the womb until the birth of a baby varies, the physiology of the baby's birth becomes different from one another. One of them is circulation function in pregnancy. Blood circulation from the mother for fetus will increase according to gestational age and according to the increase in weight and size of the fetus. The aim of this community service program is that expectant mothers can understand the basic needs during pregnancy both for the needs of the mother and the fetus. One effort that can be done so that the mother can understand the basic needs during pregnancy, both the needs for the mother and the basic needs for the fetus, namely by giving counseling explanations about what needs are needed by the mother and fetus.

The aim of this research is to know the charismatic figure of kyai (Dr. KH Ahmad Musthofa Kamal) and his development strategy of visionary pesantren Bidayatul Hidayah Pasuruan East Java that has competitive value, both in national and international level. Therefore, this research is a qualitative research in the form of field research by using interview, observation and documentation in data collection, and using interactive analysis model of Miles and Huberman in analyzing the findings which consist of data reduction, display data and conclusion. The results of this research concluded: Dr. KH Ahmad Musthofa Kamal is a kyai who since his youth has had a high charisma value around the people in pesantren Bidayatul Hidayah Pasuruan which is characterized by the adherence and high commitment of them on him, including in the implementation of his pesantren education policy; And the strategy of developing visionary pesantren which undertaken by Dr.KH. Ahmad Musthofa Kamal at Pesantren Bidayatul Hidayah includes several things: (a). Improving the quality of education process at Pesantren Bidayatul Hidayah through developing the competence of educator with the scholarship inside and outside country, the provision of competence enrichment such as training of Islamic astronomy and pesantren curriculum, developing education facilities of special boarding’s (language, qiroah al-kutub, huffadz lil Qur'an, al-kutub at-turast), and developing visiting teacher program from Middle East-Europe. (b) Improving the quality of pesantren education outcomes in a number of programs, including: strengthening the competence of graduates through entrepreneurship training, and community service, strengthening the network of pesantren graduates as well as strengthening cooperation network among pesantren and world Islamic organization.

Maternal Mortality Rate (MMR) is a sensitive indicator that shows the health quality of a country and gets special attention from the United Nations (UN) so that it is placed as one of the targets in the Millennium Development Goals (MDGs). This study tries to look at the effectiveness of efforts to reduce MMR in Indonesia with a focus on research on the analysis of AKI targeting in Indonesia, the effectiveness of the RAN PPAKI program, and the adequacy of budget allocations for efforts to reduce MMR. Furthermore, by using a qualitative analysis approach that adopts the Miles and Huberman (1984) model, results are obtained that the target targets for decreasing the MMR have been quite realistic even though in the determination there are differences in the calculation methods between national targets and the MDGs. In terms of the program plan and its implementation, it was found that the implementation of the RAN PPAKI program was not optimal and effective due to several factors, including: 1) determining the output and efforts to reduce MMR in the form of top down from the Ministry of Health, which paid little attention to needs and characteristics each region; 2) the synchronization and coordination between the activities of reducing MMR financed from the APBN and APBD are not optimal; 3) cross-sectoral coordination that is still very weak and not optimal; and 4) there has been no in-depth evaluation of the impact or relevance of RAN PPAKI's output / activity and budget on the achievement of the reduction in MMR. In addition, the analysis results related to the variable budget allocation for the reduction of MMR, namely the budget to support the implementation of the 2013-2015 RAN PPAKI has been sufficient but the problem is the lack of flexibility in its use, given the allocation of the budget by the center and regions less able to adjust to the needs based on the characteristics in the area. Keywords: Effectiveness, Maternal Mortality Rate, Reduction JEL Classification: H51, I18   Abstrak Angka Kematian Ibu (AKI) merupakan indikator sensitif yang menunjukan kualitas kesehatan suatu Negara dan mendapat perhatian khusus dari Perserikatan Bangsa Bangsa (PBB) sehingga ditempatkan sebagai salah satu target dalam Tujuan Pembangunan Millennium atau Millenium Development Goals (MDGs). Kajian ini mencoba melihat efektivitas upaya penurunan AKI di Indonesia dengan fokus penelitian pada analisis penetapan target AKI di Indonesia, efektivitas program RAN PPAKI, dan kecukupan alokasi anggaran untuk upaya penurunan AKI. Selanjutnya, dengan menggunakan pendekatan analisis kualitatif yang mengadopsi model Miles dan Huberman (1984), diperoleh hasil bahwa target sasaran penurunan AKI yang ditetapkan sudah cukup realistis meskipun dalam penetapannya terdapat perbedaan metode perhitungan antara target nasional dan MDGs. Dari sisi rencana program dan pelaksanaannya diperoleh hasil telitian bahwa pelaksanaan program RAN PPAKI belum optimal dan efektif yang disebabkan oleh beberapa faktor, antara lain: 1) penentuan output dan aktifitas upaya penurunan AKI lebih bersifat top down dari Kemenkes, di mana kurang memperhatikan kebutuhan dan karakteristik masing-masing daerah; 2) sinkronisasi dan koordinasi antara kegiatan penurunan AKI yang dibiayai dari APBN dan APBD belum optimal; 3) koordinasi lintas sektor yang masih sangat lemah dan belum optimal; dan 4) belum adanya evaluasi mendalam terhadap dampak atau relevansi output/aktivitas dan anggaran RAN PPAKI terhadap capaian penurunan AKI. Di samping itu, juga diperoleh hasil analisis terkait dengan variabel alokasi anggaran untuk penurunan AKI, yaitu anggaran untuk mendukung pelaksanaan RAN PPAKI 2013-2015 telah cukup memadai namun yang menjadi masalah adalah kurang adanya fleksibilitas dalam penggunaannya, mengingat peruntukkan anggaran telah ditetapkan oleh pusat dan daerah kurang dapat menyesuaikan dengan kebutuhan berdasarkan karakteristik yang ada di daerah.

Development strategy of the world's largest cities in recent years "turned green" substantially and include as priority the maintenance of the quality of the environment and reduce the risks posed by global climate change. The article analyzes the Sustainable Development Goals of the United Nations (2016-2030) from the standpoint of sustainability and quality of life of communities, primarily in the big cities. Proceeding from these positions the authors consider the relationship and interaction between different Goals, targets and indicators for their implementation. Particular attention is paid to international indices of city prosperity and cities outlook, the global cities index. Constructive methodological and instrumental basis for solving urban problems is the concept of ecosystem services and payments for these services. The largest cities and megalopolises should be prioritized and pioneer objects in the system of payments for ecosystem services or compensation for the loss of the quality of these services, which eventually should become nationwide and provide a sustainable long-run development of the country.

Waqaf can be one solution to improve national development instruments. where endowments have a strategic role in improving the welfare of the people. Waqaf can help improve the quality of education, poverty alleviation, public health and help improve the economy of the community. In Indonesia, the practice of waqaf is still fairly unrealized. This is based on a lack of understanding of the meaning, purpose, form of endowments by the community. Especially in rural areas that basically their understanding is still mixed with classical understanding. Where if you want to carry out waqf, then you must have vacant land as an item to be represented. By cultivating waqaf like saving will make some people begin to be interested in doing it. At present there are many social activities that can improve the welfare of the community with waqaf.

The article analyzes the correspondence between the national development goals of the Russian Federation and the UN sustainable development goals in the field of ensuring the quality and accessibility of education. It has been substantiated that the implementation of sustainable development goals in Russia is of great importance for activities to achieve the country’s national goals and development priorities. A comparative analysis of the education system in Russia as a source and factor of socio-economic development and improving the population’s quality of life is carried out. An analysis of the comparison between SDG 4 and the national project “Education” led to the following conclusion: the consistency of national policy measures with plans to achieve SDG 4 depends, first of all, on political priorities and national interests of the country and requires intersectoral coordination in planning and monitoring the implementation of targeted activities. Analysis of the compliance of the development goals of Russia within the framework of the implementation of the national projects “Labor productivity and employment support” and “Small and medium-sized entrepreneurship and support of individual entrepreneurial initiative” and SDG 8 showed the importance of institutional and financial instruments, the active use of which in the Russian economy is facilitated by the significant changes in legislation. The problem of mismatch of indicators of the studied documents is determined. For these are no statistical data in the framework of the implementation of sustainable development goals. It is concluded that the national development goals of the Russian Federation in the field of ensuring the quality and accessibility of education are generally consistent with the UN sustainable development goals.

CSR has been a neglected area and was considered as an exercise which the corporates with multinational calibre can afford as a brand building mechanism. But corporate with high illusion has been doing CSR and were contributing to the society and serving the people with an ambition to bridge the gap between the ‘have’ and ‘have not’ and ensure them a minimum benchmark level of living conditions. But today, the outlook of CSR has been changed drastically and has become the major management tool which decide the organizations growth, profitability and even its existence. On the other side, Government is giving high priority to CSR and made it mandatory in India.India is at a tipping point, both in terms of economic growth and in the human development of its more than one billion citizens.In order to ensure national development and growth in the economy, the major job will be to  find solution for the major economic issues in India, like poor per capita income, massive dependence of population on agriculture, heavy population pressure, the existence of unemployment and underemployment, slow enhancement in rate of capital formation, disparity in wealth distribution, deprived quality of human capital & low level of technology.
