Regional regulations (Perda) have a very strategic role in the implementation of regional governance. Various efforts to improve the quality of the Perda continue, including through Law Number 12 of 2011 concerning the Formation of Laws and Regulations which require the preparation of Academic Texts (NA). This study aims to identify and analyze the urgency and implementation of NA drafting in the formation of regional regulations based on legislation. The research method used is normative juridical research, by examining the prevailing norms in the preparation of a guideline in the form of a text with a statutory and historical approach. The results showed that NA has a very important urgency to create a good and quality regional regulation. NA is very important in the process of forming laws and regulations when faced with statutory problems that are considered unresponsive, egalitarian, futuristic, and unqualified. Through NA, each Raperda that gets a scientific touch can produce a higher quality Regional Regulation and can be categorized as good legislation. Given its very vital urgency, it is hoped that the drafters of Perda (Regional Government and DPRD) formulate NA first before compiling the Regional Regulation Draft and provide legal standing for NA compilers in the formation of Perda which need to be regulated in Legislation.

The Underwriting Rights Law stipulates that the date of the book of land liability is the seventh day after receipt. It raises problems if the Deed of Granting the Right of Entitlement (APHT) has been completed. This study analyzes the legal standing of the deed of giving rights of late registration at the Land Office and legal protection for debtors and creditors on deeds granting mortgage rights that are late in registering at the Land Office which cause losses to the parties. The research method used normative legal research while the problem approach was carried out using a legal approach and conceptual approach. The results of the study indicate that the legal position of the Deed of Granting Rights that is late registered with the Land Office is still valid because it has fulfilled the provisions of Article 13 UUHT. Legal protection for dabitur and creditor over the APHT that is late registered with the Land Office is found in Article 23 paragraph (2) UUHT which stipulates that the existence of administrative sanctions does not remove other sanctions in accordance with prevailing laws and regulations so that the aggrieved party can file compensation

The research objective was to identify and analyze the role of district / city government in the guidance and supervision of village regulations. This research method is a normative-empirical approach, by examining Laws and regulations related to the role of district / city local governments in fostering and supervising village regulations with their implementation. The conclusions from the results of this study indicate that in the formation of a Village Regulation, the role of district / city Regional Government is regulated in Article 115 of Act No. 6 of 2014 concerning Villages, one of which is to provide guidelines for drafting village regulations and village head regulations. The technical guidelines for the preparation of village regulations in Kolaka district are regulated in Perda No. 4 of 2009 in its implementation the technical guidelines are still very difficult to adjust to the current conditions due to the issuance of the Law of Permendagri No. 6 of 2014 concerning the Village.Keywords: Coaching; Supervision; Regional Government; Village Regulations; Regent Regulation.

The main task of the Langsa City Inspectorate is to carry out oversight of the implementation of Government affairs in the region, and the implementation of guidance on the implementation of Regional Government. But in reality there are still problems that occur at the Langsa City Inspectorate. Based on the background of the problem, the formulation of the problem in the study is  What is the performance of the Inspectorate in carrying out the supervisory function at the Inspectorate in carrying out the supervisory function. Factors that influence the performance of the Inspectorate in carrying out the supervisory function.The research objective is to analyze  the performance of the Inspectorate in carrying out the supervisory function. Factors that influence the performance of the Inspectorate in carrying out the supervisory function. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation and observation. The results of the study are The performance of the regional inspectorate in carrying out the supervisory function in Langsa City in terms of productivity, service orientation, responsiveness and accountability in general has not been effective, apparently not yet effective. While the suggestions from the research are  Regulations or laws are needed which regulate internal supervision. There is a need for commitment and hard work and the seriousness of the supervisory apparatus in the Inspectorate in carrying out the supervisory function. As an institution that has a strategic role as supervisor of Government in the region, it is very important to increase effectiveness. Increasing the work ethic of examiners is a determining factor for the success of the organizational mechanism.

As the most beautiful gift as well as the mandate of Allah SWT. as well as considering the child's position in family, community and state life, children must get the best protection in their development process, including through granting children's rights to a living. Several laws and regulations in Indonesia define a living as meeting the material needs of children. Such a definition raises various problems in the pattern of child protection and the formation of the benefit of families in Indonesia. This study aims to describe the redefinition of livelihoods in child protection efforts and the formation of the benefit of families in Indonesia. This research method uses normative legal research with a philosophical and statutory approach and uses a prescriptive analytic method. The results show that in the pattern of child protection and the formation of family welfare in Indonesia, children's livelihoods must be defined as meeting children's material needs so that children can survive and as fulfilling children's immaterial needs so that children can improve their quality of life.

The guarantee agreement (borgtocht) creates legal consequences such as subrogation rights for the guarantor who has borne debtor's debt to creditor. The provisions of Article 1820 of Civil Code and other articles related to borgtocht in other laws and regulations relating to guarantees show that there are no regulations for the protection of subrogation rights that the guarantor obtained in the guarantee agreement, resulting in a vacuum of norm against this matter. Determining the guarantor’s legal standing in guarantee agreement according to the Indonesian guarantee legal system and the binding strength of the authentic deed in protecting the subrogation rights of guarantor in the guarantee agreement are the goals from this research. The normative juridical research method is used in this paper by carrying out legal construction through the argumentum per analogiam method to solve the vacuum of norms, implemented by expanding the meaning of statutory provisions on similar issues and the existence of community interests that demand the same assessment. This research shows that the legal standing of guarantor are implicitly regulated in Articles 1831-1843 Civil Code and based on the argumentum per analogiam method the provisions of the authentic deed formulation in subrogation that occur because the meaning of the agreement is expanded to be applied to this issue, therefore the third parties obtain legal protection for the rights of subrogation that arise, after bearing repayment of debtor's debt. Perjanjian penanggungan (borgtocht) menimbulkan akibat hukum berupa hak subrogasi bagi penanggung yang telah melakukan penanggungan utang debitur terhadap kreditur. Ketentuan Pasal 1820 KUH Perdata dan pasal-pasal lainnya terkait dengan penanggungan serta pasal-pasal dalam peraturan perundang-undangan lainnya terkait dengan jaminan tidak terdapat pengaturan perumusan hak subrogasi yang diperoleh penanggung dalam perjanjian penanggungan, sehingga terjadi suatu kekosongan norma (vacuum of norm) terhadap persoalan ini. Mengetahui kedudukan hukum penanggung dalam perjanjian penanggungan menurut sistem hukum jaminan Indonesia dan kekuatan mengikat akta otentik dalam melindungi hak subrogasi penanggung dalam perjanjian penanggungan menjadi tujuan dalam penelitian ini. Metode penelitian yuridis normatif digunakan dalam penulisan karya tulis ini dengan melakukan konstruksi hukum melalui metode argumentum per analogiam untuk mengatasi kekosongan norma, yaitu perluasan makna ketentuan perundang-undangan terhadap persoalan yang mirip serta adanya kepentingan masyarakat yang menuntut penilaian sama. Hasil penelitian menunjukan kedudukan hukum bagi penanggung diatur secara implisit pada Pasal 1831-1843 KUH Perdara serta berdasarkan metode argumentum per analogiam ketentuan perumusan akta otentik pada peristiwa subrogasi yang terjadi karena persetujuan diperluas maknanya untuk diterapkan pada persoalan ini, sehingga pihak ketiga memperoleh perlindungan hukum atas hak subrogasinya yang timbul setelah dilakukannya penanggungan utang.

The regional government of Pontianak City in West Kalimantan is working to increase and improve the quality of green space to 30% in accordance with the provisions of Law no. 26 of 2007 concerning spatial planning. The purpose of this study is to find out how micro entrepreneurs' perceptions of the existence of green open space (RTH) in Pontianak City, West Kalimantan. The research method used in this study is a descriptive survey method with a qualitative approach to interview techniques. Samples were 50 micro entrepreneurs who were around the open green space. The result is the perception of micro entrepreneurs in managing green open space in general is very positive

Supervision is a part of the overall authority of the government, because at the last level the Central Government must be responsible for the whole administration, justifying the holding of supervision of all regional actions, because the integrity of the Unitary State must be maintained. Regional autonomy as autonomy for regional people and not "regional" autonomy in the sense of a particular region / territorial at the local level, if the implementation of regional autonomy is carried out by the Regional Government, that authority must be managed fairly, honestly and democratically. In administering the government, the central government uses the principles of decentralization, co-administration and deconcentration in accordance with the prevailing laws and regulations, while the regional governments in administering the government use the principles of decentralization and co-administration. The purpose of this paper is to find out, analyze the supervision of regional autonomy. The type of research used is normative juridical research, using a conceptual approach, a legislative approach and a historical approach.

This article aims to answer the urgency of the formation of Law about MPR in the Indonesian constitutional system. This research uses normative juridical research method with statutory and conceptual approach, as well as a qualitative descriptive analysis. This article concludes that 1) the formation of law on MPR has philosophical, juridical, and socio-political urgency; 2) the process of forming the law regarding the MPR must pay attention to the process and the content of the formation of good laws and regulations as regulated in the legislations.

Customer satisfaction is influenced by service quality factors, this study aims to find out and analyze how much influence the quality of service on customer satisfaction is felt by customers who use the service of Poor Rice (Raskin) at the Office of Public Companies Logistics Agency (Perum BULOG) in Sampit City Regency East Kotawaringin. The research method used in this study is the method of observation, questionnaire/questionnaire and documentation using a Likert scale and the method of determining the sample used is the error rate of 5% as many as 213 samples. Testing the hypothesis used is a statistical test with the formula "Product moment person". The results showed that there was a very strong correlation between Service Quality and Customer Satisfaction of the Office of Public Company of the Logistics Affairs Agency (Perum BULOG) in the District of East Kotawaringin. As much as 0.9968514278 based on the calculation of Pearson Product Moment value.

ABSTRAK  Penelitian bertujuan untuk mengetahui pengaruh pemberian bubuk daun Moringa oleifera (MO) terhadap kuantitas dan kualitas semen sapi peranakan ongole (PO). Metode penelitian menggunakan percobaan lapang dengan rancangan acak lengkap dengan tiga perlakuan pemberian MO sebesar 0 kg/ekor/hari (P1); 0,05 kg/ekor/hari (P2) dan 0,1 kg/ekor/hari (P3). Analsis data menggunakan one way analysis of variance. Masing-masing perlakuan terdiri atas empat ekor dengan tiga periode pengamatan sebagai ulangan, yaitu periode pertama dan ketiga tanpa MO, dan periode kedua diberikan MO pada P2 dan P3. Hasil penelitian menunjukan bahwa volume dan pH semen perlakuan P1, P2 dan P3 tidak berbeda semua periode pengamatan. Motilitas massa spermatozoa P2 dan P3 periode kedua dan ketiga menunjukan nilai +++ berbeda nyata (P<0,05) dibandingkan dengan P1 (++); motilitas individu  perlakuan P1 menunjukkan nilai terendah 60,56±2,94 % (P<0,05) dibandingkan P2 dan P3 pada periode kedua dan ketiga (75,50±2,29 dan 72,50±2,34%). Konsentrasi spermatozoa P2 dan P3 periode kedua dan ketiga menunjukkan rata-rata  >1.350 juta/ml berbeda nyata (P<0,05) daripada P1 (876±152juta/ml), sedangkan total spermatozoa motil menunjukkan nilai tertinggi 5.647±829 juta/ml pada P3 periode kedua.Viabilitas spermatozoa P2 dan P3 menunjukkan nilai >88-89 % beda nyata (P<0,05) daripada P1 (<84 %) pada periode kedua dan ketiga, sedangkan nilai abnormalitas spermatozoa yang terbaik adalah P2 sebesar 4,30% pada periode kedua dan P3 sebesar 5,33% pada periode ketiga. Disimpulkan pemberian bubuk daun MO dengan dosis 0,1 kg/ekor/hari dapat memperbaiki kuantitas dan kualitas semen (viabilitas dan total spermatozoa motil) sapi pejantan PO.Kata kunci:  kuantitas dan kualitas semen, Moringa oleifera, sapi pejantan ABSTRACTThe research aimed to determine the effect of Moringa oleifera (MO) leaf powder on the quantity and quality of semen of ongole crossbreed. The research method used was a field experiment with a completely randomized design with three treatments giving MO of 0 kg/head/day (P1); 0.05 kg/head/day (P2) and 0.1 kg/head/day (P3). Each treatment consisted of four heads with three periods of observation as replications, namely the first and third periods without MO, and the second period was given MO on P2 and P3. Data analysis used a one-way analysis of variance. The results showed that the volume and pH of semen treated P1, P2, and P3 didn’t different in all observation periods. The second and third period spermatozoa mass motility of P2 and P3 showed that the value of +++ was significantly different (P<0.05) compared to P1 (++); Individual motility of P1 treatment showed the lowest value 60,56±2,94 % (P<0.05) compared to P2 and P3 in the second and third periods (75,50±2,29 and 72,50±2,34%). The second and third periods of P2 and P3 spermatozoa concentrations showed an average of >1,350 million/cc significantly different (P<0.05) than P1 (876±152 million/cc), while the total motile spermatozoa showed the highest value of 5,647±829 million/cc in the second period P3. The spermatozoa viability of P2 and P3 showed values >88-89% significantly different (P<0.05) than P1 (<84%) in the second and third periods, while the best spermatozoa abnormalities were P2 at 4.30% in the second period and P3 at 5.33% in the third period. It was concluded that the giving of MO leaf powder at a dose of 0,1 kg/head/day could improve the quantity and quality of semen (viability and total motile spermatozoa) of Ongole Crossbreed bulls.
