Organization is a forum cooperation of a group  individuals to achieve a goal it has set the vision and mission of the organization. To achieve the desired results required a commitment and a good organizational culture so that it can have a positive impact for the members of the organization and also for the institution in question. Organizational culture is the glue between members, therefore, an organization must have a strong culture, and commitment in line with the collective confidence to improve its ability to compete globally. The purpose of this study was to determine and describe the organizational culture of the local government in regional autonomy. This study uses qualitative descriptive method using data analysis techniques model of Miles and Huberman. Data was obtained through interviews with five respondents who are employees in the public relations department of the Regional Secretariat Wonogiri. The results showed that organizational culture is a type of culture of the local government hierarchy which can not be separated from regulation, policy, law, and control of government agencies. Organizational culture in the public relations department is dynamic and the culture that appears is a work culture that requires employees to work in a professional manner.

This study aims to determine the public relations strategy of Makassar State University in increasing the positive image of Makassar State University in the community. To find out these objectives, the researchers used a type of qualitative descriptive research. The informants in this study were as many as five people using data collection techniques carried out through observation, interviews and documentation. Data obtained from research results are processed using data analysis techniques consisting of data reduction, data presentation and conclusion drawing. The results showed that Public Relations devised a strategy so that the function could run in accordance with the objectives of Makassar State University, among others, trying to create a conducive climate between institutions and the public in order to do persuasive and educative approaches to the public, trying to create two-way communication by disseminating information from institutions to public parties. educate and provide information, in order to create mutual understanding, respect, understanding and also strive to foster harmonious relations between organizations and various groups, both in and out relations to enhance cooperation. Public Relations seeks to socialize the Makassar State University mission to be accepted or received support from the public / public.

The aims of study were to obtain in-depth information about public relations (PR) strategies from the Ministry of Tourism and Creative Economy in implementing media relations. Media relations is the main key in public relations to convey and control information to the public. Public relations require the media in achieving its goals. The research method was qualitative descriptive. Data is taken from the Ministry of Tourism and Creative Economy document. Data analysis consists of data reduction, data presentation, and drawing conclusions. The results of the study concluded that the Ministry of Tourism and Creative Economy has two media strategies namely the first POP (pre event, on event, post event). This strategy is carried out through a variety of interesting activities. Second is POSE (paid media, owned media, social media, endorsers). This strategy is quite effective in conveying information to the public about Indonesian tourism. From the implementation of the media, the Ministry of Tourism and Creative Economy received various awards. This also has an impact on increasing the interest of tourists to Indonesia both from domestic and abroad.

The article is devoted to the study of organizational culture in public service. The essence of the concept of organizational culture is considered. It has been determined that organizational culture is an interdisciplinary phenomenon which concern several fields. Therefore, there is no single approach to understanding of this concept. It is indicated that organizational culture is a distinguishing feature of every organization and is a decisive factor in the success / the failure of the whole group. In the article, the author conducted a sociological survey among public servants. The purpose of the survey was to find out what major changes have occurred in the organizational culture of public service in recent years. Based on empirical data, it has been found that changes in organizational culture are very slow. Respondents noted that the majority of elements of organizational culture remained constant, such as: the culture of appearance; the individual independence and the responsibility; the interaction of members of the organization with each other; the physical and psychological comfort; the motivation to work. It is proved that a favorable socio-psychological climate in public authorities is very important. So, the high performance indicators of the authorities, the low staff turnover, the high level of labor discipline, and the absence of tension and conflicts in the group depend on it. The important elements of organizational culture, such as the motivation to work, the culture of appearance, the communication links both within the organization (between public servants) and outside (public relations) are analyzed. It is indicated that the leader plays a key role in communication. He must directly participate in the formation of a favorable moral and psychological climate in the group. It has been established that the process of changing organizational culture is quite complicated, requires time and effort, and high level of professionalism of leader. Changes very often cause discontent of the group, they are often perceived painfully. A strong organizational culture generates a positive image of the public service, which in is turn an important factor in raising confidence in public authorities. Therefore, it is necessary to continue to studied organizational culture, to monitor its formation, to improve and to regulate its changes.

AbstrakMasyarakat  cyber merupakan  salah satu bentuk penciptaan  budaya baru yang disebabkan  oleh perkembangan  teknologi informasi dan komunikasi. Teknologi saat ini memiliki banyak manfaat untuk membantu masyarakat dalam menyelesaikan  aktivitas  rutinnya,  dimana  digitalisasi  telah  terjadi  di  berbagai bidang dan menjadi kebiasaan baru masyarakat. Searching, salah satu film yang diproduksi tahun 2018 ini mengisahkan fenomena teknologi. Film tersebut menggambarkan bahwa menemukan orang hilang dengan rekam jejak digital adalah mungkin dan bisa menjadi jalan keluarnya. Lebih jauh, film ini tidak hanya menampilkan dampak positif dari teknologi tetapi juga menyuguhkan sisi negatifnya.  Penelitian  ini bertujuan  untuk mengetahui representasi  masyarakat cyber dalam film Searching. Peneliti menggunakan  metode penelitian deskriptif kualitatif dengan model analisis semiotika Roland Barthes. Teori dalam penelitian ini menggunakan  Teori Representasi  Stuart  Hall. Hasil penelitian  menunjukkan bahwa terdapat lima representasi  dari masyarakat cyber. Pertama,  komunikasi yang menggunakan  media aplikasi. Kedua, menciptakan  identitas baru di dunia maya.   Ketiga,   menggunakan  website   untuk   mencari   informasi.   Keempat, kebebasan berpendapat di dunia maya, dan yang terakhir adalah kecanduan internet. Masyarakat  perlu meningkatkan  kesadaran  akan dampak penggunaan teknologi agar bisa hidup bijak di era digital.  Kata kunci: Film searching, Masyarakat cyber, Representasi, Semiotika, Teknologi AbstractThe cyber society is a form of creating a new culture caused by the development of information and communication technology. Nowadays, technology bring the advantages to help people accomplished  their routine activities, where digitalization  has  occurred  in  various  fields  and  has  become a new  habit  for society. Searching, one of the movies that produce in 2018 is portray the phenomenon  of technology.  The film described  that finding the missing people with a digital track record is possible and could be the way out. Furthermore, this film not only show the positive impact of technology but also state the negative side. This study aims to determine the representations of cyber society in film title Searching. The researcher uses qualitative descriptive method research with semiotics of Roland  Barthes  analysis  model.  The theory  in  this  study uses the theory  representation  of  Stuart  Hall.  The  results  showed  that  there  are  five representations of cyber society. First, communication  using media applications. Second,  creating  a new  identity  in cyberspace.  Third,  use  the  website  to  find information.  Fourth,  freedom  of speech  in cyberspace,  and the last is internet addiction.   The  public  needs  to  increase  the  awareness  for  the  impacts  of technology uses in order to live wisely in the digital era.Keywords: Cyber society, Representation, Searching movie, Semiotic, Technology

Following a review of the major theoretical approaches of the organizational culture literature, the paper presents an ethnographic analysis of a specialist department within a state bureaucracy. Specifically, the study explores how ideology and myth serve to define, defend and mediate the interests of members of the public relations department in relation to the host organization. Their use, we suggest, has self-defeating consequences for the specialists' access to valued symbolic and material resources.

Public Relations of Headquarters of the Indonesian Armed Forces (TNI Headquarters) must work with the Government Public Relations strategy to maintain a reputation by maintaining credibility, trustworthiness, reliability, and responsibility in delivering positive news to the internal and external public. This study aims to see how the government public relations strategy of the Indonesian National Armed Forces Information Center (Puspen TNI) maintained the reputation of the TNI institution. The method used in this study is a qualitative descriptive method by interviewing the Head of Puspen TNI, non-participant observation, and documentation. The results showed that Puspen TNI in maintaining the reputation of the TNI, first, maintained credibility by measuring the objectivity and quality of the news. Second, it proclaimed information about TNI and the contribution of the TNI to the nation-state to the public through mass media and social media. Third, it disseminated the news according to the facts. Forth, it reported the performance of the TNI to the external and internal public regarding responsibility to the state and nation professionally and proportionally by providing information delivered directly through the TNI website, Facebook, Twitter, Instagram, YouTube and TV public relations TNI Streaming produced by Puspen TNI. It also maintained good relations between external media and editor in chief and journalists of print, electronic and online media.

Organizational culture plays a vital role in attaining organization?s economic objectives, with particular impact on the process of initiating and implementing organizational changes. Handy?s typology, that classifies culture into the power culture, the role culture, the task culture, and the person or support culture, was deployed to assess the type of organizational culture in a public and a private organization, mapping both the current culture and one desired by employees. The data were collected based on a questionnaire completed by 100 respondents employed in the private sector and another 100 respondents employed in the state administration. The results reveal statistically significant differences in the organizational culture between the public and the private organization, and that both need to make a positive impact on the state in achieving a more efficient responce to the challenges and difficulties of the transition process. The goal is to move away from the existing role culture dominated by strict rules, procedures and bureaucratization, and reinforce the task culture which values results, initiative and creativity. Considering that employees in the state administration strive to implement a model of organizational culture from the private sector, the public administration sector needs a change in the organizational culture to increase its administrative capacity and become more professional.

<p>Using data collected over three years and mimicking the methodology of Arnold et al. (2012) in Los Angeles, a study in Texas was conducted in which 66 families opened their homes and allowed video, survey data, and pictorial evidence to be collected. These data are used to determine if McDonaldization has spread from the public sphere into the private sphere by determining if the four factors of McDonaldization: predictability, calculability, efficiency, and control are present, and if so, in what ways they are represented. Ultimately, every single household studied showed instances of all four factors of McDonaldization, thus heavily supporting the hypothesis that McDonaldization has encroached into the private sphere. This phenomenon will be explained by using McDonaldization either as a rational means to pursue individualistic self-actualization as described through Maslow’s Hierarchy of Needs or as a means by corporations to extend their own factor of control into the private sphere and thus influence consumers. Finally, the fifth factor of McDonaldization, irrationality emerging from rationality, was examined with examples provided. </p>

Abstract: This research uses a qualitative approach with a case study design. The purpose of this study was to determine how the planning, implementation, and supervision in carrying out community relations cooperation in SD Negeri 6 Tunggal Tunggal with the Palangka Raya environmental agency. The aspects studied refer to: (1) Planning for Public Relations Cooperation between the State Elementary School 6 Bukit Tunggal with the Environmental Office of Palangka Raya City, (2) Implementation of the Public Relations Cooperation of the State Primary School 6 Bukit Tunggal with the Environmental Service Office of Palangka Raya City, dan (3) Supervision of Cooperation Public Relations of the 6 Bukit Tunggal Public Elementary School and the Environmental Office of Palangka Raya City. Data collection procedures used are observation, interviews, and documentation. Then the data are analyzed using data reduction, data presentation, and drawing conclusions. As for checking the validity of the data using credibility and confirmation. The stages of the research include pre-field, field work, and data analysis. The results showed that community relations cooperation which includes: planning, implementation, and supervision, has been well managed by SD Negeri 6 Bukit Tunggal, so as to increase school productivity, which will have a positive effect on school progress. Prosedur pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Kemudian data dianalisis menggunakan reduksi data, penyajian data, dan menarik kesimpulan. Sedangkan untuk pengecekan keabsahan data menggunakan kredibilitas dan konfirmabilitas. Tahap-tahap penelitian yaitu meliputi pralapangan, pekerjaan lapangan, dan analisis data. Public relations practitioners can assume many different roles in public institutions. The common goal of these different roles is to try to influence the attitudes, beliefs and behaviors of the target groups through effective communication strategies. Thus, support from the public is considered. In this study, it is aimed to find out the effective strategies to improve the quality of the relations with the target groups of public institutions. For this purpose, the relationship between the communicative process established by public institutions with their target groups and relational results were examined. The research conducted on 251 people revealed that perceived communicative skills of local public institutions had positive effects on public relations perceptions (trust, commitment, satisfaction). The most important dimension is satisfaction. On the other hand, a weak relationship was found between the communicative process and control mutuality. This finding indicates that public relations department is not effective in the decision making process in public institutions. The results of the research are proposed to improve the relational results between public institutions and target groups.
