THE METHODS OF INFORMATION PROTECTION AT AGRICULTURAL ENTERPRISES

Agricultural enterprises are interested in preventing information leakage. Detection and blocking of information leakage channels are possible only when using a set of measures that include technical, organizational, and legal ones. The article deals with issues related to the protection of confidential company information leakage in the enterprises of the agro-industrial complex.

Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. Data is an important property of various organizations and it is intellectual property of organization. Every organization includes sensitive data as customer information, financial data, data of patient, personal credit card data and other information based on the kinds of management, institute or industry. For the areas like this, leakage of information is the crucial problem that the organization has to face, that poses high cost if information leakage is done. All the more definitely, information leakage is characterize as the intentional exposure of individual or any sort of information to unapproved outsiders. When the important information is goes to unapproved hands or moves towards unauthorized destination. This will prompts the direct and indirect loss of particular industry in terms of cost and time. The information leakage is outcomes in vulnerability or its modification. So information can be protected by the outsider leakages. To solve this issue there must be an efficient and effective system to avoid and protect authorized information. From not so long many methods have been implemented to solve same type of problems that are analyzed here in this survey.  This paper analyzes little latest techniques and proposed novel Sampling algorithm based data leakage detection techniques.

Permanent crises in the Ukrainian economy, the devaluation of the hryvnia, decline in household income and purchasing power, increased competition in the global market, as well as the continuous rise in world prices for food and non-food items have created new realities for enterprise functioning in the dairy subcomplex of Ukrainian agro-industrial complex and cause its transformation. World milk production and consumption are increasing. However, there are opposite trends in Ukraine: in 1990, the country produced 24.5 million tons of milk and was the 6th in the world ranking of milk producing countries, in 2020 – 9.3 million tons and the 22nd place, respectively. Therefore, the study of the reasons for the existence of these trends is very relevant. The research was based on the following methods: qualitative analysis and synthesis, economic and statistical analysis, comparisons, analytical and logical generalizations, etc. At the beginning of 2021, the total number of cattle in Ukraine amounted to 2.874 million and over the past 10 years, this number has decreased by 1.952 million, including cows – by 0.958 million. Milk production remains a small-scale branch. In 2020, 9.263 million tons of milk were produced (17.66% less than in 2010). Of these, 29.8% – in agricultural enterprises and 70.2% – in private households. However, the sanitary quality control of milk is carried out only in 14.8% of private households, therefore, in 2020, the main milk supplier for processing were agricultural enterprises, which supplied 77.2% of the total amount of milk delivered for processing, thus ensuring an increase in quality and safety of milk obtained by processing enterprises. A significant reduction in the volume of milk supplies for processing led to a decrease in the number of processing enterprises by 69.14% in 2020 compared to 1990. The main factors of transformation of the dairy subcomplex of Ukraine include declining cow population, insufficient quality of raw milk and its non-compliance with the EU regulations and standards, low technological level of milk production, insufficient quality control of raw materials, lack of modern equipment, high capital and labor intensity of production processes, rising prices for energy and other resources, lower consumption of dairy products due to low purchasing ability, increased competition in global and domestic dairy markets, etc. Possible directions of small-scale milk producers’ integration need further research.

In this article, the main program documents for the development of the Russian agro-industrial complex are considered, the dynamics of the cost of agricultural gross output is revealed, the factor analysis of milk production in the Russian Federation is carried out, the factors of increasing milk production are determined, the risks in the field of food security are considered, the trends of changes in the engineering infrastructure in rural areas are revealed, the decrease in the import of basic food and the excess of the threshold values of indicators of food independence (selfsufficiency) are revealed.) Of the Russian Federation in 2019 for basic food products. Based on the analysis of the state of agriculture in Russia, the trends that led to the need for the introduction of integrated reporting for agricultural enterprises are highlighted.

The methodology of scientific support for the management of the financial activity of agrarian enterprises is revealed. Sectorial features of agriculture determine a number of features of management of agricultural enterprises and the functioning of management subsystems, including financial. The article stipulates that the presence in agricultural enterprises of dependence on a significant number of environmental factors, the seasonal nature of profits, as well as a high propensity to risk implies the need for flexible management of financial activities. The article provides a list of elements that form the methodological basis of scientific research on the problem of managing the development of financial activities. On the basis of the theory of system, the principle of the system approach and the theory of financial management the complex program of research of a problem of management of development of financial activity is formed. This approach contributed to the consistent solution of a number of specific tasks, the definition of the main methodological issues - the object and subject of research. The structural-logical scheme of the research is offered, which includes six successive stages: complex analysis of the normative-legal base and literature sources; formation of the program, the purpose, tasks, substantiation of methods, volume of research and specification of separate terms of the category-conceptual device of the researched problem; monitoring statistical data on the financial performance of agricultural companies and identifying trends in its changes; assessment of financial management in the agro-industrial complex; study of the current state of scientific support for the management of financial development of agricultural enterprises; generalization and analysis of the obtained results and substantiation of recommendations on scientific support of management of development of financial activity of agrarian enterprises. The list of general scientific and economic research methods for its tasks is substantiated. Achieving the reliability and validity of the results of the study is ensured by the use of methods of analysis and synthesis, economic and mathematical modeling, statistical optimization, comparison, regression analysis.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.

Risk research remains one of the most important modern areas of economic research. Risk studies play an important role in predicting economic development and making optimal decisions. Achieving sustainable agricultural production requires research in industry risks. The purpose of the article is to establish the features and types of modern documentary information thathas intellectual value; finding out the principles on which to build a secure document flow; characteristics ofthe main technological stages and procedures for the implementation of confidential documents; identifyingthreats that may arise during this process. The methodology consisted of a set of general scientific, specialscientific and specific methods of studying the problem, the application of which allows to achieve the goal.Scientific intelligence was based on the principles of objectivity and integrity. The use of a set of scientificmethods made it possible to study the specifics of valuable documentary information, to find out the mainchannels of information leakage, to trace the stages of document circulation of such business papers. Scientificnovelty. The latest international practices of working with confidential documents are studied. Featuresand types of documentary information that has intellectual value for the entrepreneur are established. Theprinciples on which it is necessary to build a secure document flow are formulated. The main technologicalstages and procedures of execution of confidential documents are outlined. The main threats that may ariseduring this process have been identified. Conclusions. Confidential information allows any company to operatesuccessfully due to the security of information. The importance of such information determines the risk of itsloss. In order to avoid inconveniences related to the loss or theft of information, the institutions should createappropriate services, whose representatives monitor confidential information, document circulation, createdatabases for computers and files for paper media, destroy drafts of confidential documents, store and destroydocuments that are valuable in the prescribed manner.Keywords: execution of a confidential document, secrecy stamp, information protection, technologicalcomplexity, value of documentary information.
