This article will discuss about ulos as a symbol of sacred objects. According to the ancestors' beliefs, all lives of Batak people can be read on a piece of ulos cloth. The ulos woven decoration is an expression of prayer and hope for the Creator. Giving ulos correctly is determined by one's position and social status in society. This research was conducted in the Lumban Village of Suhi-Suhi, Samosir Regency. The method used is qualitative with interview, observation, and literature study techniques. The results of the study found that the ulos weavings became the identity of the Batak Toba people who described the cultural messages of the community that were not contained in written texts. In the life rituals of the Toba Batak people. From birth, marriage, until death, Toba Batak people cannot be released from ulos. The ulos symbol can show one of the concept of a sacred appearance. This paper provides advice to traditional leaders, community leaders in order to maintain the sacredness of ulos as a symbol of cosmology that must be preserved.

Tortor Martumba in Pesisir Sibolga is an entertainment dance in Toba Batak society in Independence Day event, welcoming important guests, to the entertainment and performing arts.This study examines the existence Tortor Martumba on ethnic Batak Toba in Pesisir Sibolga aim is to discuss about the existence, usability, functionality and form of presentation used .Teori theories related to the topic of research is the understanding of the existence, terms of usability, function theory and the theory of forms of presentation. The study was conducted in December 2015 through February 2016 in a village of the District Tukka Tukka Onan, and sample, including traditional leaders, artists in the District Middle Tapanuli. Data collection techniques including observation, interviews, literature study and documentation. Based on the results of research in the Coastal Sibolga Tortor Martumba that Tortor Martumba is Tortor of Batak Toba and danced by the Batak Toba ethnic communities in the Coastal Sibolga. This dance is there because people were resettled to the Batak Toba Coastal region Sibolga to continue to implement the customs they do in the place of origin is doing Tortor Martumba. Presence can be seen from the usability and functionality as entertainment welcoming distinguished guests, as an extracurricular learning materials in schools, as entertainment for the community as well as race. Tortor Martumba form of presentation can be seen from the simple movements and traditions that sombah movement, movement clapping, holding hands, jumping, lifting the legs, which is used Ulos clothing, makeup wearing natural makeup, singing music contained internal rhyme blared. In the presentation Tortor Martumba not use the theme, just do for entertainment.

This study aims to determine the Gondang Sabangunan performance in accompanying Sigale-gale at the Huta Bolon Museum for packaging tourism performances, impact and government support. The method in this study uses a qualitative descriptive method. The speakers in this study were employees of the Huta Bolon Simanindo Museum, 5 music players, 10 dancers, Simanindo community leaders, and tourists. The data was collected by means of observation, interviews, documentation and literature study. The results showed that the development of cultural tourism through the Gondang Sabangunan performance that accompanied Sigale-gale which is a cultural attraction to attract tourists at the Huta Bolon Simanindo Museum. The tortordi performance of the Huta Bolon Simanindo Museum was held on an open stage in the old village of Huta Bolon. Performances are not sacred but still follow the customary rules of the nigondang such as the number of types of gondang, the rules for requesting the type of gondang, the rules for movement in tortor, clothes and equipment. Another packaging of the show form is the short and dense duration, full of variations, an imitation of the original form. Tourists can enjoy the potential of Batak Toba culture, such as music, dances, historical objects, and the nuances of the Toba Batak village.

The aims of this study are to know the Nyeburin Marriage Inheritance System in Banjar Kutuh, Sayan Village, Ubud District, Gianyar Regency women as Purusa or nyentana men as Pradana if their inheritance is in the form of land assets and to know the position of social social status of men as Pradana in Nyeburin Marriage in indigenous communities in the Village of Sayan Banjar Kutuh, Ubud District, Gianyar Regency. This method uses Empirical legal research. Using the statutory approach, case approach, and conceptual approach. Sources of data are sourced from primary data (field research) and secondary data (library research). Data collection techniques consisted of interview techniques, document study techniques, and literature study techniques. The data collected was analyzed descriptive qualitatively. The author uses the theory of justice, the theory of legal certainty, the theory of reception in complex u. Based on the results of the study it was found that the inheritance of nyeburin marriage in Banjar village is still strong in women because of their status as Purusa and their social social status is different if the work of a person who becomes a pradana, for example, a doctor may look higher. The conclusion is that a woman still has the right to inherit because as a purusa and if the inheritance in the form of land remains the right of the woman and in social status remains the head of the household in the community remains the same except for work that makes their social status different.

This study discusses the relationships between women, dowry and social stratification that are reflected in a manuscript on marriage regulations in Bengkulu entitled Peraturan Bimbang dalam Negeri Bangkahulu held in the National Library of Indonesia, with shelfmark Ml.144. This article considers the position of women in the determination of marriage dowry in the Peraturan Bimbang dalam Negeri Bangkahulu manuscript, and aims to describe the relations between women, dowry and social stratification that prevailed in 1882 and to describe the views of Bengkulu society regarding marital regulations. This research was conducted using descriptive analytical methods and literature study techniques and sociological approaches to examine the interrelation of these three elements. The results show that there are binding rules between women, the dowry and social stratification in the Bengkulu Malay community as reflected in the text. The regulation determines the amount of dowry used as a sign or symbol of women's social status in society, and this concept is still valid in the Malay-Bangkahulu community to this day. However, the regulation experienced a shift in the dowry determination. Specifically, the determination of the amount of dowry in the past was based on the lineage owned by women, whereas at present the education and profession of women are the determining factors that are capable of causing changes in social stratification that develops in society.

This research aims to describe the romantic elements that create the nuances of beauty found in the novel Kau, Aku, dan Sepucuk Angpau Merah. The problem of this research is how the romantic elements form create the nuances of beauty found in the novel Kau, Aku, dan Sepucuk Angpau Merah. The research method used is a qualitative descriptive method with literature study techniques. The results of the research prove that the romantic elements in the novel are in two aspects, namely the love aspect and the love expression aspect. The aspects contained in the novel are the romance that occurred between Borno and May. The aspects of expression contained in the novel in the form of rich social status of poor, joy and sorrow, true love, loyalty, and dreams are achieved.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

The reviving of modern economic theory is usually stated starting from the publication of Adam Smith's The Wealth of Natoins, in 1776, although other thinkers who first also gave no small contribution. The main idea put forward by Adam Smith is that competition between various suppliers of goods and buyers will produce the best possibilities in the distribution of goods and services because it will encourage everyoe to do the specialization and increase in capital so that it will produce more value with a permanent workforce. From the Islamic perspective, there are several names that commonly known such, Baqir, Umar Chapra, and Mannan. The purpose of this research is to explore the revival economic though by Abdul Mannan. This research adapts content analysis method, which is a researcher conducts a discussion of the contents of written or edition information in the mass media. The data analysis techniques of this scientific work use literature study techniques, comparative, induction, and deduction. The study began by collecting literature data from Muhammad Abdul Mannan's Concept of Thinking about the Development of Modern Era Islamic economics and Modern Era Islamic Economic concepts in general, (researchers only participated in the discussion). Then proceed with the interpretation that researchers try to understand Muhammad Abdul Mannan's thoughts about the Development of Islamic Economics in the Modern Era. The result of this reseacrh indicates that the revival of Islamic thought by determining basic economic functions that simply cover three functions, namely consumption, production and distribution. Those basics are rooted by Five basic principles rooted in Shariah for basic economic functions in the form of consumption functions are the principles of righteousness, cleanliness, moderation, benefit and morality

Threat language can be found in various local languages in Indonesia, including the Sepa language of the Indigenous peoples of Amahai, Moluccas, where the nationalization of Indonesian is a threat to its extinction. This paper aims to look at the extinction of regional languages from the framework of modernization and contestation of regional languages with national languages. This study is conducted qualitatively, data collection based on interviews, literature study, and observation obtained from Raja Sepa, community leaders, customary stakeholders. Research shows that the language in Maluku is almost extinct in line with the narrowing of regional language spaces; the language has been abandoned by its speakers because of the process of modernization and migration. This study shows the need for revitalization of the Sepa language through facilitating the mapping of the Sepa language comprehensively, making the Sepa language dictionary, and integrating the Sepa language into the local curriculum.

Abstract: Waqf law can be categorized as a living law and potential of waqf can be written. The law of the living does not fully comply with regulations. This problem can lead to law-enforcement-representation issues then formulated into the question: How to advocate community against the Waqf Law? It contains public knowledge, public awareness and public obedience. Assuming sharia is natural law, it is eternal and does not change. In the case, sharia is not in accordance with waqf. The provisions of waqf law are obtained through ushul fiqh with analogical deductive reasoning patterns. The rest, the provisions regarding waqf agreement are obtained from human preferences about the general good. Waqf law is based ruh al-hukm, the spirit of teachings, and maqashid al-shariah. It is more important to be developed to be more responsive to people's priorities and needs. Opportunities for enforcement of waqf law are very large, so that at that time the community complied with waqf law. This research is a descriptive study, which analyzes waqf as a system, as well as a subsystem of a wider system. This analysis, explains the process of society from knowledge to aware and finally to be obedient. The data source used consists of library materials both in the form of documents, books, and scientific writings and other relevant information. Data collection is carried out with literature study techniques, with the approval of the principle of relevance and novelty of the information collected. The analysis is content analysis (classification, interpretation and inference findings). Abstrak: Hukum wakaf dapat dikategorikan sebagai the living law. Sekalipun demikian, terdapat usaha-usaha untuk mengaktualisasikan potensi wakaf. Hal ini mengisyaratkan, bahwa hukum-yang-hidup tidak selalu tegak secara teoritis. Sehubungan dengan itu, masalah ini dapat diidentifikasi sebagai masalah penegakan-hukum-perwakafan. Maka masalah ini dirumuskan ke dalam pertanyaan: Bagaimana kepatuhan hukum masyarakat terhadap Undang-undang Wakaf? Penelitian ini difokus­kan pada unsur-unsur mengenai pengetahuan masyarakat (legal knowledge), kesadaran masyarakat (legal awareness), dan kepatuhan masyarakat (legal obidience) terhadap UU Wakaf. Dengan asumsi syariah merupakan hukum kodrat (natural law), sehingga sifatnya kekal dan tidak berubah.  Sekalipun demikian, dalam kasus wakaf, syariah tidak menentukan secara tegas menge­nai wakaf. Ketentuan hukum wakaf diperoleh melalui ushul fiqh, dengan pola pena­laran deduktif analogis. Selebihnya, ketentuan mengenai mekanisme wakaf diper­oleh berdasar­kan preferensi manusia mengenai kebaikan umum (public good). Hukum wakaf lebih didasarkan pada ruh al-hukm, semangat ajaran, dan maqashid al-syariah. Sehingga wakaf lebih memungkinkan untuk dikembangkan menjadi lebih responsif terhadap tuntu­tan dan kebutuhan masyarakat. Peluang penegakan hukum wakaf sangat besar, sehingga pada gilirannya masyarakat patuh terhadap hukum wakaf. Penelitian ini merupa­kan penelitian deskriptif, yakni menganalisis wakaf sebagai sebuah sistem, seka­ligus subsistem dari sistem yang lebih luas. Analisis tersebut, dideskripsikan proses masya­rakat dari tahu menjadi sadar dan akhirnya menjadi patuh terhadap hukum wakaf. Sum­ber data yang digunakan berupa bahan kepustakaan, baik berupa dokumen, buku, dan tulisan-tulisan ilmiah serta informasi lain yang relevan. Pengumpulan data dilakukan dengan teknik studi kepustakaan, dengan menekankan prinsip relevansi dan kebaruan dari informasi yang dihimpun. Adapun analisisnya adalah analisis isi (content-analysis), dengan langkah: klasifikasi data, interpretasi data, serta inferensi temuan.

This study aims to analyze the cultural meaning of monument building in the life of Toba Batak tribe in Pangururan and Palipi Subdistricts, Samosir Regency. This study uses descriptive qualitative methods that are relevant to the phenomenology methodology. The results of this study indicate that the general meaning of the monument building process contained in the lives of Batak Toba community in Samosir Regency can be categorized into two, namely the meaning of the monument buiding in terms of religion and culture. From the aspect of religion consists of (1) The Meaning of the Sacralization (2 ) The Meaning of the Position of Soul (3) The Meaning of the Blessing (4) The Meaning of Strengthening Alliance Bonds. From the aspect of monument building culture is considered a unifying bond between all descendants of the clan, and the ancestral spirits of clans, namely: (1) The Meaning of the Unifying Clans (2) The Meaning of the Conflict Resolution (3) The Meaning of the Raising Social Status.
