This article describes the process of forming Wehrkreise III as the East Priangan defense area and the transfer of the administrative center of West Java Province to Lebaksiuh in 1947-1948. The research method used is the historical method. The results of this study indicate that the onslaught of the Dutch military in West Java during the years 1947-1948 was faced by the struggle agencies by forming defense pockets called Wehrkreise III. Each defense bag can do its own guerrilla battle. The Commander of Wehrkreise not only oversees the struggle agencies but also oversees the civil administration in West Java. The Wehrkreise command center and the West Java provincial government center were initially in Tasikmalaya. But the Dutch military offensive made the Governor of West Java and the Wehrkreise commander move their seat to Lebaksiuh. This move was intended so that the republican government in West Java could continue to run because Lebaksiuh was a relatively safe area from Dutch attacks..

The purpose of this study is to explore and analyze the variables that determine the success of implementing dynamic governance in West Java. This research was conducted qualitatively using a literature review research design. The data obtained were then analyzed following the steps of qualitative data analysis by Miles, Huberman & Saldana. The results of this study reveal that there are at least four elements that contribute significantly to the success of dynamic governance in West Java, namely the typical pentahelix collaboration, creative funding, digital government, and the Jabar Open Data program. The implications of this study confirm two things. First, program forms in dynamic governance are based on problems in the local environment, so that each region has a different type of program. It's just that in principle the program must be adaptive and accommodating. Second, the design of dynamic governance is the most reliable design for the needs and conditions of the people of West Java today. It could be that the design of agile governance will be adopted by the West Java Provincial Government when dynamic governance is deemed irrelevant and unsolvable.

 ABSTRAKSI: Tulisan ini membahas simbol dan identitas Kabupaten Ciamis di Jawa Barat, Indonesia, terutama berkenaan dengan situs “Astana Gede” (Makam Besar). Situs itu sangat penting untuk dipelihara agar jatidiri masyarakat Jawa Barat tidak tergerus oleh arus globalisasi yang semakin kuat. Metode penelitian yang digunakan dalam penelitian ini adalah metode sejarah yang terdiri dari empat tahap, yaitu: heuristik, kritik, interpretasi, dan historiografi. Hasil kajian menunjukkan bahwa situs “Astana Gede”, yang pernah menjadi pusat kekuasaan Kerajaan Galuh pada masa Prabu Wastu Kancana (1371-1475), merupakan simbol dan identitas bagi masyarakat Ciamis. Pada masa sekarang, hal yang sangat dikhawatirkan adalah masyarakat Kabupaten Ciamis kurang paham mengenai arti penting eksistensi situs “Astana Gede”. Ada tiga faktor yang harus difahami masyarakat, yaitu faktor bangunan, ruang, dan rasa memiliki. Ketiga faktor itu harus dipelihara dan diimplementasikan oleh generasi penerus agar dapat memiliki pengetahuan tentang situs “Astana Gede” dan para pendahulunya. Hal itu juga, pada akhirnya, agar generasi muda dapat membangun dirinya dalam berbagai aspek di masa sekarang dan di masa yang akan datang. KATA KUNCI: Simbol; Identitas; Situs Astana Gede; Kerajaan Galuh; Masyarakat Ciamis dan Jawa Barat.ABSTRACT: “The Significance of Astana Gede Site in Ciamis Regency for West Java People”. This article discusses the symbols and identity of Ciamis Regency in West Java, Indonesia, especially with regard to the site of “Astana Gede” (Large Tomb). The site is very important to be maintained so that the identity of West Java people could not be eroded by globalization which is getting stronger. The research method used in this study is the historical method that consist of four steps, namely: heuristics, criticism, interpretation, and historiography. The findings show that  “Astana Gede” site, as once a center of  Galuh Kingdom power in the time of King Wastu Kancana (1371-1475), is a symbol and identity of Ciamis people. Nowadays, it is very concerned that the people of Ciamis Regency has short on knowledge significance of “Astana Gede” site existence. There three factors that must be understood by the people, namely buildings factor, space, and  sense of belonging. These three factors must be maintained and implemented by the next generation so that may have knowledge of the “Astana Gede” site and their predecessors. This research was conducted to determine the level of effectiveness of tracing implementation activities in order to verify the accuracy of data on motorized vehicles that did not re-register in an effort to support the regional tax stimulus policy provided by the Regional Revenue Agency of West Java Province in the face of the COVID-19 pandemic in Bekasi City. This study uses a qualitative approach and descriptive research type by conducting library research and data collection using documentation on data obtained from related agencies. The results show that the West Java Provincial Government through the Regional Revenue Agency of West Java Province in an effort to relieve Motor Vehicle Taxpayers affected by the Covid-19 pandemic in 2020 has provided a Motor Vehicle Tax stimulus, including exemption from Motor Vehicle Tax fines and giving discounts in tax payments. Motorized Vehicles and Motor Vehicle Title Fee, provided that all data are validated. So that the public can enjoy the stimulus, the West Java Bapenda collaborates with various parties to conduct verification and validation of Motor Vehicle Taxpayer data with the level of the effectiveness ratio of these activities in 2020 of 77.01%, a decrease compared to the achievement in 2019 of 89.09% and in 2018 amounted to 82.14%.

Penyebaran Kristen di Jawa Barat menurut para tokoh penyebarnya pada masa Hindia Belanda dapat dikatakan terlambat apabila dibandingkan penyebarannya di wilayah lain di Indonesia. Tulisan ini menjelaskan sinkretisme dalam sejarah penyebaran agama Kristen di Jawa Barat. Metode penelitian yang digunakan dalam tulisan ini adalah metode sejarah yang terdiri dari heuristik, kritik, interpretasi dan historiografi. Hasil penelitian memperlihatkan bahwa masyarakat Sunda menjadi tujuan penyebaran agama Kristen sejak pertengahan abad ke-19. Penyebaran agama Kristen tersebut dilakukan ke wilayah-wilayah yang letaknya terpencil dengan membentuk komunitas-komunitas Kristen. Penyebaran agama tersebut salah satunya dilakukan dengan memperkenalkannya sebagai “elmu anyar” (ilmu baru). Penyebaran agama Kristen dilakukan secara perlahan, salah satunya adalah dengan melakukan penyebaran secara tersembunyi. Pada awalnya penyebaran Kristen dilakukan dengan cara melakukan dialog-dialog dalam upaya mencari “elmu” kehidupan yang diwarnai dengan ajaran-ajaran Kristen tanpa menyebutkan bahwa elmu tersebut merupakan ajaran agama Kristen.    The spread of Christianity in West Java during the Dutch East Indies period according to its missionaries can be considered quite late when compared to other regions in Indonesia. This paper examines syncretism in the history of the spread of Christianity in West Java. The research method used in this paper is a historical method consisting of heuristics, criticism, interpretation and historiography. The results of the study show that the Sundanese people became the target of Christian missionaries since the mid-nineteenth century. Missionaries’ activities were sent out to regions that were located in remote areas by forming many Christian communities. One of the methods used for evangelizing was by introducing it as "elmu anyar" (new knowledge). It was carried out slowly and secretly by conducting dialogues as an effort to search secret knowledge of life colored by Christian teachings without mentioning its origin.

In the National Medium-Term Development Plan 2015-2019 especially in West Java Province, namely the construction of Kertajati Airport, located in Majalengka Regency. Therefore, the West Java provincial government has drawn up Regional Regulation No. 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Kertajati Aerocity will carry out its duty to promote and strengthen the creation of an engine of economic growth in the western part of Indonesia that will involve the participation of local governments, the central government, investors and the community. So, the purpose of this article is to analyze the investment scheme in the development of Aerocity Kertajati in Majalengka Regency which is oriented to the principles of good corporate governance. The conclusion of this article is the Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java, namely through cooperation between PT BIJB and investors (land authorities) in terms of land acquisition and development cooperation relationships and development of the Aerocity Kertajati area. Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java Oriented Principles of Good Corporate Governance namely by implementing Good Government Governance, namely the government as one of the parties in its role of building and developing the Aerocity Kertajati area must refer to good values, clean and fair, and Good Corporate Governance must be reflected in the management of PT BIJB's business activities as an extension of the West Java provincial government covering transparency, accountability, responsibility, independence, and justice.

West Java Provincial Government in order to create innovation in order to accelerate the achievement of the vision of the Governor of West Java through the development of a strong regional economic structure. The innovation in question is to produce policies in the form of Regional Regulation Number 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Various efforts have been made by the West Java Provincial government in order to accelerate the development of BIJB. The problem led to problems in land acquisition which was hampered by the rejection of some residents of the implementation of the BIJB and Kertajati Aerocity development. Another problem also arises related to the analysis of the readiness of the BIJB as the manager and support of the government in implementing BIJB and Kertajati Aerocity policies and related to the carrying capacity of water resources which are important for the sustainability of the existence of an area which is taken into consideration for implementing BIJB and Kertajati Aerocity in Majalengka Regency. West Java province. This basically requires qualified strategic steps for the realization of Kertajati aerocity in Majalengka Regency. The collaboration model of academic, business, government and civil society on Kertajati Aerocity policy is ultimately deemed qualified to realize aerocity Kertajati programs and policies. The West Java Provincial Government has set out to develop the West Java International Airport (BIJB) in Kertajati Subdistrict, Majalengka Regency and to become the spatial layout of the surrounding area integrated into an airport city (aeorocity). This study discusses the development of an airport city or aerotropolis based on the literature study research method (meta analysis) which is then associated with the Kertajati spatial concept. In community empowerment (people empowerment) to increase the ability to choose and open opportunities to choose meaningful means is to increase the ability to make decisions and open opportunities to participate in decision making. The community empowerment strategy, in the Majalengka District Medium-Term Development Plan (RPJMD), has made several efforts to develop the regions and communities in the BIJB region by making policies or regulations that are in line with plans and policies related to BIJB development and Kertajati Aerocity, the RTRW and RDTR which is still a legal process.

Indonesia has a diversity of climate influenced by several global phenomena such as El Nino Southern Oscillation (ENSO), Indian Ocean Dipole (IOD), and Asian-Australian Monsoon. Continuously climate changing indirectly causes a hydrometeorological disaster. The purpose of this study was to analyze the relationship between global climate elements (ENSO, IOD, Asian-Australian Monsoon) with rainfall in the West Java regions (Bogor Regency, Bandung Regency, Sukabumi Regency, Garut Regency, and Kuningan Regency) simultaneously. The selection of the five regions was based on the natural disaster reports of Badan Nasional Penanggulangan Bencana (BNPB). The research method used was a quantitative research method through one of multivariate analysis technique called canonical correlation analysis. The results of this study indicate that there was a simultaneous relationship between global climate elements, with rainfall in the West Java regions by 0.819. The global climate element and rainfall in the West Java regions that most influenced the relationship were Asian-Austalian Monsoon and Kuningan Regency rainfall.

This paper aims to examine and understand the form of political mobilization and also the reason of the XTC Indonesia Community Organization in supporting the spouses of candidates Ridwan Kamil and Uu Ruzhanul Ulum in the West Java Governor Election in 2018. This research method uses qualitative approach, data and information obtained through observation method, interview and library method (Library Research). The results of the study concluded that, political mobilization carried out by XTC Indonesia is a gathering of members / cadres who are carried out through a command to be collected, and involved in democratic parties through political participation by mobilizing its members to support the spouse of Ridwan Kamil - Uu Ruzhanul Ulum in the West Java Governor Election Year 2018.

Bandara Internasional Jawa barat (BIJB) merupakan salah satu bandar udara di provinsi Jawa Barat. Bandara ini dibangun dalam rangka mendorong pengembangan wilayah pembangunan Ciayumajakuning (Cirebon-Indramayu-Majalengka-Kuningan). Presiden Republik Indonesia menerbitkan kebijakan pengalihan pembangunan dan pengoperasian BIJB dari Pemerintah Daerah Provinsi Jawa Barat ke Kementerian Perhubungan (pemerintah pusat). Kajian ini bertujuan untuk mengetahui apakah skema Badan Layanan Umum (BLU) dapat diterapkan pada pengelolaan keuangan Bandar Udara Internasional Jawa Barat. Metode yang digunakan dalam pengkajian adalah analisis deskriptif kualitatif. Ditinjau dari persyaratan pengusulan BLU, BIJB telah memenuhi persyaratan substantif namun persyaratan teknis dan administratif belum terpenuhi. Jika persyaratan substantif dan teknis telah terpenuhi maka BIJB dapat diusulkan menjadi satuan kerja yang menerapkan PPK BLU bertahap. Aset BIJB masih terdiri dari 2 kepemilikan dimana lahan dan fasilitas sisi darat (terminal penumpang) merupakan aset milik Pemerintah Daerah Jawa Barat sedangkan fasilitas sisi udara (runway, apron, taxiway) merupakan aset milik Kementerian Perhubungan. Pengalihan kepemilikan aset dari Pemerintah Daerah Jawa Barat ke Kementerian Perhubungan harus diselesaikan sebelum BIJB diusulkan menjadi satuan kerja pemerintah yang menerapkan pengelolaan keuangan Badan Layanan Umum (PPK BLU) [The Application of Badan Layanan Umum Scheme in The Financial Management of Jawa Barat International Airport] Jawa Barat International Airport (JBIA) is one of the airports in the West Java Province. This airport was built to boost the growth of Ciayumajakuning region (Cirebon, Indramayu, Majalengka and Kuningan). The President of Indonesia issued a policy that JBIA construction and operation transferred from the West Java Provincial Government to The Ministry of Transportation (as the Central Government). This research aims to determine whether the scheme of Badan Layanan Umum (BLU) can be applied in the financial management of JBIA. The method which is used in this research is qualitative descriptive analysis. Based on this research, JBIA has met the substantive requirement, but not yet in the technical and administrative requirements. If JBIA can fulfill the substantive and technical requirements, then JBIA can be proposed as government agency that applies BLU financial management gradually. JBIA assets are belong to two owners where the landside facilities (terminal building) are owned by the West Java Provincial Government while the airside facilities (runway, apron and taxiway) are owned by the Ministry Of Transportation. The transfer of the assets from the West Java Provincial Government to The Ministry of Transportation needs to be done before JBIA is proposed as government agency with BLU financial management.
