The geographical condition of the Banyuwangi district 5,782.50 km2 is partly a forest area. One element of the agricultural sector that has not been explored optimally is agro-tourism. The physical potential of the Banjar and Segobang Villages has volcanic and Alluvial types which are very fertile because they are located on the slopes of Mount Ijen. The purpose of this research is to encourage the people of Segobang Village and Banjar Village, Licin District to optimize their agricultural land so that they have added value by realizing agro-tourism through community empowerment. The method in this study uses qualitative methods. The results of this study are that farmers need guidance to manage agricultural businesses into tourism businesses, so it is not only limited to how to meet food needs. Village parties need to promote through social / web media, print media and festivals. The potential of each village needs to be combined with branding, Segobang Village with "MINA UMBAR" branding and Banjar Village with "JEMALI" Licin Sweet Orange Branding. Building a network between farmers and several resorts and homestays around the villages of Banjar and Segobang also needs to be done with the aim of good fish, organic rice, palm sugar and slippery oranges can be used as souvenirs and food and beverage menu items.

Prasung village located in Sidoarjo Regency is flanked by two rivers, Porong and Kali Mas, so it has fertile agricultural land that is can be a mainstay as a center for food security. So that a breakthrough in the management of development in the agricultural sector is needed through the establishment of the Village Owned Enterprises (BUMDes) of Agriculture that will manage agricultural products in order to provide great benefits to the people of Prasung Village in improving the economy, welfare and can improve food security. The need for community empowerment in managing the results of their fields through the BUMDes Agriculture that can also open jobs for the surrounding community. BUMDes Agriculture which will be developed in addition to being intended to increase the village's original income also has a social function. This community service activity is carried out with the method of socialization by providing understanding to the community in an effort to increase the potential in the village to support the welfare of the local community through the development of the Agricultural BUMDes in the Village of Prasung. The embodiment of the establishment of the BUMDes Agriculture is expected to minimize the role of middlemen, which often leads to increasing transaction costs between the price of products from producers to consumers. So that this BUMDes Agriculture can later help the community in the production of food for the consumption of local village community food. BUMDes in later can become a distributor that fosters economic activities in the local village so that of course requires a strong foundation in its development.

The food industry is one of the industries that is growing very rapidly throughout the world, including in Indonesia. Various types of food and beverages with an attractive appearance continue to be produced to increase the aesthetic value and attractiveness of consumers. Food and beverage production processes include the selection of raw materials, food and beverage processing, food and beverage quality testing, packaging to the food and beverage distribution process. Every process that takes place must be controlled so that the final product produced is safe and suitable for consumption by consumers. Zalacca production in Karangasem Regency is very good to be developed into the useful food industry. The development of the zalacca-based food industry can increase added value for the people and zalacca commodities. The results of the study using the Process Hierarchy Analysis methodology show that Chips, Syrups, and Extracts occupy high yields to be developed.

Community empowerment activities are carried out in Alor Regency - East Nusa Tenggara through the application of fish-based food processing technology in 2018 & 2019, aimed at improving the community’s economy in the coastal area of Alor Island and building the concept of sustainable empowerment. The intervention stage is approached by the Community Capacity Building method. Community empowerment carried out through the transfer of knowledge and technology with continuous assistance has implications for improving coastal communities’ skills and the use of technology to increase added value to get better income. In order for community empowerment to be sustainable, LIPI and the local government of Alor Regency have developed a community empowerment concept that local governments can implement to develop their areas and communities in a better and more competitive direction. By collaborating between R & D institutions, local governments, and business actors (triple helix) and the market, it is hoped that the economy of the people in the coastal area of Alor Island will run well and can be a lever in the development of areas based on the use of technology in the community.

This research was conducted to examine the impact of empowering and fostering innovation of peasants as an activity that summarizes the values to build a new paradigm in agricultural development. The role of the agricultural sector is very strategic, not only in order to achieve food self-sufficiency but also in order to expand non-oil and gas foreign exchange sources. The purpose of this study is to see the impact of the strategy and pattern of relations between the Aceh Community Empowerment Institution (LPMA) in implementing the empowerment program and fostering farmer innovation in Nisam District, North Aceh Regency. The method used in this study is a qualitative method with data collection techniques through interviews, observation and documentation. The phenomenon of poverty for the people in Nisam District, North Aceh generally comes from the agricultural sector due to the lack of support for knowledge and business capital. This empowerment activity is carried out by the Aceh Community Empowerment Institute (LPMA), a non-governmental organization. Research shows that the optimization of empowerment and innovation carried out by LPMA has contributed to increasing community empowerment and also contributed to business partnerships for poor farmers to increase community empowerment.

The role of the agricultural sector as a provider of food and non-food sources is directly related to the 2030 SDGs target of eradicating poverty and hunger. In Kubu Raya, one of the developing areas in the agricultural sector is Rasau Jaya District, with main crops being food crops and vegetables for food security. Agricultural land in Rasau Jaya District is dominated by peatlands with 14,371,392 hectares area. This study aims to determine the form of peatland use into potential land, the role of agriculture as a provider of food and non-food sources, and the form of its use. The method used is remote sensing method and survey method. The results showed that land use in the Rasau Jaya District included rice fields, gardens, fields, moor, yards, settlements, forests, shrubs, water bodies, and vacant land. Food crop agricultural products are used to meet food needs as well as non-food needs such as education and health. Most people use the harvest for personal consumption and for sale. There are still not many people in Rasau Jaya District who process agricultural products into a product. Farmers sell their crops in several ways, among others: directly sold to consumers, sold directly to the market by opening their own kiosks, deposited with middlemen and agents, and taken by investors who invest in farmers. NTB is one of the provinces that experienced significant economic growth. In 2017 the economic growth of NTB Province reached 7.1% from 5.6% of national economic growth. Of course this comes from various fields, one of which is the agricultural sector, namely processed products of water sap (palm sugar). The NTB sugar production center is a national superior product commodity with good production quality (NTB in Figures, 2018). One of the villages which is a commodity of palm sugar is Kekait Daye Hamlet. However, this condition is not supported by the earthquake during August-September 2018 which caused the economic paralysis in NTB. The purchasing power of the people has decreased dramatically, the production process of processed products for the people must be stopped and even out of business. So that it causes the production process to weaken because people have to lose production sites and equipment in the manufacture. Plus the products produced are still in the form of general products such as ant sugar and briquette sugar which if sold have prices that are not too high while on the one hand there needs to be innovation to improve the economy of the community. So the researchers made an innovation in the diversification of processed water sap products that have high economic value. This research aims to create processed products of water diversified sap which have high economic value, good packaging and good quality. The method of this research starts from the preparation of tools and materials, making products and socializing to the public. The results of the study were the creation of a diversified process of palm water products in the form of palm sugar, palm coffee , and sugar palm chocolate. Keywords: diversification, economic, kekait, palm

The needs for added value of agricultural products is increasing, both in the form of health benefits and of reducing pollution waste. The sorting-out fruits that are just wasted can still be used as materials that have added value. In general, fruits contain glucose which is the basic ingredient in processing of bioethanol. Even though the quality has decreased, it still contains glucose which can then be fermented into bioethanol or organic fertilizer. Recently, the pharmaceutical and food and beverage industries require a large supply of bioethanol for further processing according to the industrial needs. Meanwhile, agricultural land is increasingly promoting organic farming. The objective of this activity is to produce new products from fruit waste into bioethanol and organic fertilizers that are useful for both the community and the government so that they can be used as the right solution to reduce environmental pollution and create new business opportunities. Bioethanol processing method uses Saccharomyces cerevisiae as a biocatalyst and uses an EM4 activator to produce organic fertilizers. This activity produces an output product in the form of bioethanol 46.78 % and organic fertilizer which contain 1% N.

To support economic growth and stability, the development of the agricultural sector is directed at increasing agricultural production and added value, expanding employment opportunities and increasing the income of most members of the community, ie women farmers. By using the above ideas, this paper takes the form of descriptive analysis to find the direction of explanation of the events experienced by the people of Indonesia. Subsequent events are organized into governance frameworks to address the problems occurring in Indonesia. Governments should continue to provide mutual support and engage women's cooperatives for collective decision-making to address unemployment and the poverty line. In addition we can not deny again that with the characteristics of Indonesia is very unique it is necessary role of Food SOEs to exist in the national food management. It takes the scope of cooperation through the MoU in order to benefit both parties in order to meet the regulations in their respective countries as well as to facilitate communication and exchange of information from the governments of both countries.Keywords: village, village administration, Decentralization

The purpose of this study was to determine the role of the leading sectors and their strengths, weaknesses, opportunities and threats to economic development in disadvantaged areas using the LQ, Shift-share, Klasen Typology, SWOT analysis methods. The results of this study conclude: 1) the economic structure of each region (Sampang, Bangkalan, Situbondo, and Bondowoso) is dominated by the agricultural sector, this is supported by abundant natural resource potential, such as the extent of agricultural land; 3) from the demographic aspect, the people in each disadvantaged area, most of whom work in the agricultural sector, either as farmers or as farm laborers; and 4) based on the discussion above, the resulting strategy is based on the development of the agricultural sector, including: a) optimizing management, utilization of natural resources potential, and investor interest in increasing employment; b) improving the quality of human resources for farmers and fishermen, PPL personnel and information networks by utilizing technology in order to increase production capacity; c) improving facilities and infrastructure, as well as improving technology to increase investment, especially in leading sectors; and d) strengthening regional institutions, trade institutions and management of leading sectors in facing competition between regions.

ABSTRACTProtection of sustainable food agriculture land is an efforts in order to control the high rate of conversion of agricultural land to non-agricultural land, as well as food security and sovereignty. In addition, agricultural land has a very strategic role and function for the people of Bogor District who are agrarian because there are a large number of residents of Bogor District who depend on the agricultural sector. This study aims to formulate the strategy of the Bogor District Government through a strategy to control the transformation of sustainable food agricultural land to meet the level of food sufficiency and protect from the rate of land conversion. Penelitian ini bertujuan untuk merumuskan strategi Pemerintah Kabupaten Bogor melalui strategi pengendalian alihfungsi lahan pertanian pangan berkelanjutan guna memenuhi tingkat kecukupan pangan dan melindungi dari laju konversi lahan.
