The integration processes, taking place in modern society, impact the system of higher education. The united world educational environment is being formed, demonstrating the coordination of educational standards, programmes, approaches to the training of future specialists in higher educational institutions of various countries. The integration of the system of Ukrainian higher education into the world educational environment determines the growth of academic mobility of students, for which the USA higher education is famous about. The aim of the article is to study the organizational and aontent aspects of academic mobility of students in the USA higher education. Research methods applied: analysis and synthesis of psychological and pedagogical literature; study of experience of particular American universities in the context of academic mobility, systematization, and generalization. Internationalization has been defined as one of the most important principles of academic mobility organization in the USA. Internationalization is a process in which the goals, functions and organization of educational services acquire an international dimension. This process involves the integration of national education systems, defining and development of general and universal concepts and components of their functioning, i.e. those principles that form the basis of diversity of national cultures, contribute to their mutual enrichment and provide systemic changes in higher education. Academic mobility is a form of organization of the educational process (in particular, by distance learning means), which provides the opportunity to study, teach, train or carry out research in another educational institution, even abroad, resulting in self-realization in learning and professional activities. The temporary study in other institutions of higher education is a characteristic feature of academic mobility of students. The main goals of academic mobility of students in the USA are the acquisition of professional and intercultural competencies, cultural experience of the host country through training in academic mobility programmes, in summer and evening language schools, project implementation, and research.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The competitiveness of education is due to global trends in modern society. The preferences of students are changing, professional standards are being developed, and employers are making new demands on graduates. These trends are characteristic of vocational secondary, higher and additional education. At any level of education, its own specifics, however, modern innovative technologies, distance forms and online formats are becoming more and more familiar in the construction of the educational process. This article discusses the principles of forming a digital educational environment and its elements. Some foreign experience in the implementation of distance learning and personalization of training in the context of the global challenges of COVID-19 is summarized.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

Introduction. The modern system of domestic higher education is designed to flexibly respond to the challenges of the modern world, one of which is the possibility of obtaining knowledge through distance learning. The use of electronic services in this process, acting as an online and offline learning tool, actualizes the urgent need to develop in a digital environment a high-quality content of academic disciplines that meets the requirements of educational standards in various areas of training of future subject teachers, primary school teachers, preschool educational institution teachers, psychologists, speech therapists, defectologists. At the same time, it is important to assess all the risks that can devalue the physical, moral and material costs of organizing the educational process in the e-learning system from both teachers and support service specialists and the university as a whole.Materials and Methods. The paper uses a descriptive method based on the study and systematization of survey data of pedagogical university students of different directions and training profiles for several years. The respondents were full-time and part-time students. The data collection tool was the e-learning service of Minin University.Results. The analysis of respondents' answers to questions about the pros and cons of distance learning in the system of electronic information educational environment of the pedagogical university allowed us to draw some conclusions about the existence of both positive and negative consequences of the implementation of distance learning, which threaten the psychological safety of participants in the educational process.Discussion and Conclusions. Taking into account the fact that the creation of an e-learning system at Minin University is a large-scale project of modernization of the higher education system, during the implementation of which, since 2012, some experience has already been accumulated that requires reflection, today we can talk about the possibility of considering this electronic information educational environment as minimizing the risks of distance learning through electronic services. Further work in the direction of optimizing the work of the e-learning system of the pedagogical university, including working out the strategy of the "individual educational route" of each student, including assistance to students with special educational needs, should certainly be carried out from the position of involving students in assessing the opportunities and difficulties of working in an electronic educational environment.

Introduction.Modernisation of the Russian higher education system, change of conceptual paradigm and transition to competency-based approach to specialist training, which meets the urgent needs of informational technological society, make it necessary to study and develop methodological, content and procedural aspects of the implementation of this approach in practice.Theaimof the research was to study psychological and pedagogical features of the design of a practice-oriented environment, contributing to the formation of personal competency of cadets of educational institutions of the Ministry of Internal Affairs of Russia.Methodology and research methods.The methodological framework of the research was based on comparative analysis, synthesis and generalisation of the content of the Russian and foreign publications, which describe the theory and practice of environmental and competency-based approaches in higher education.Results and scientific novelty.The peculiarities of the implementation of the environmental approach to the training of future specialists were shown. The con tent and conceptual meaning of such categorical-conceptual units concerning “environment” and “educational environment” was defined. The category of practice and its varieties in educational institution was analysed. The specificity of practice-oriented environment of educational organisations of the Ministry of Internal Affairs of Russia was described. The importance of practical orientation of educational environment as a prerequisite for cadets’ education was shown. The criteria of efficiency of the practice-oriented environment were distinguished. The final purposes of education were formulated, including personal competency of future specialists as the main purpose of education. The author emphasises the significance of a complex programme realisation for cadets’ psychological support as an integral component of practice-oriented educational environment of ministerial higher education institutions. The following main blocks of the program were highlighted and characterised: target, deterministic, content, medium, technological, analytically monitored, organisational and procedural. On the basis of the allocated blocks and their substantial description the attention is focused on advantages of implementation of this program promoting continuous personal improvement and realization of potential of participants of educational process.Practical significance.The author is convinced that the implementation of a comprehensive programme of psychological support in educational establishments of the Ministry of Internal Affairs of Russia will contribute to the continuous personal development and realisation of students’ potential and, ultimately, will improve the efficiency of vocational education of graduates.

A Educação Ambiental é um componente essencial e permanente da educação nacional, em todos os níveis e modalidades do processo educativo, ou seja, não cabe somente a educação básica ou a educação superior proporcionar espaços de formação ambiental. Diante deste direcionamento, este artigo procurou analisar a inserção da Educação Ambiental nos documentos que norteiam o ambiente educacional das escolas e das universidades, através da análise de sete Projetos Político Pedagógico (PPP) de escolas públicas estaduais e de dezesseis Projetos Pedagógicos de Curso (PPC), das licenciaturas da Universidade Federal do Pampa. Como resultados, pode-se inferir que não há uma discussão aprofundada sobre o tema, sendo que estes resultados reforçam a tese de que necessitamos rediscutir a questão ambiental, como tema formador, em todos os níveis educacionais. Environmental education is an essential and permanent component of national education, at all levels and modalities of the educational process, ie it is not only basic education or higher education to provide spaces for environmental education. In this direction, this article sought to analyze the insertion of Environmental Education in the documents that guide the educational environment of schools and universities, through the analysis of seven Political Projects Pedagogical (PPP) of state public schools and sixteen Pedagogical Projects of Course (PPC ), of the degrees of the Federal University of Pampa. As results, it can be inferred that there is no in-depth discussion on the topic, and these results reinforce the thesis that we need to rediscute the environmental issue, as a training theme, at all levels of education. La Educación Ambiental es un componente esencial y permanente de la educación nacional, en todos los niveles y modalidades del proceso educativo, o sea, no cabe solamente la educación básica o la educación superior proporcionar espacios de formación ambiental. En este sentido, este artículo buscó analizar la inserción de la Educación Ambiental en los documentos que orientan el ambiente educativo de las escuelas y de las universidades, a través del análisis de siete Proyectos Político Pedagógico (PPP) de escuelas públicas estatales y de dieciséis Proyectos Pedagógicos de Curso (PPC) de las licenciaturas de la Universidad Federal de Pampa. Como resultados, se puede inferir que no hay una discusión en profundidad sobre el tema, siendo que estos resultados refuerzan la tesis de que necesitamos rediscutir la cuestión ambiental, como tema formador, en todos los niveles educativos.

             Fake diploma which is a criminal act which is regulated in article 263 of the Criminal Code, and specifically regulated in article 68 of Law No. 20 of 2003 concerning the National Education System and article 93 of Law No. 12 of 2012 concerning Higher Education, for that person to obtain the diploma must go through the educational process in accordance with the applicable rules so that the diploma used can be used properly and it is recognized that someone has passed a certain education, in the case of using fake diplomas there are several legal rules governing the use of diplomas and degrees, generally article 263 of the Criminal Code and specifically regulated in article 68 of Law No. 20 of 2003 concerning the National Education System and article 93 of Law No.12 of 2012 concerning Higher Education, in this case the judge decides to use article 68 Paragraph 2 against the perpetrator using a diploma and a fake Doctorate degree on case No.355 / PID.SUS / 2015 / PN.KPG. where in the concept of criminal law we recognize the principle of the Lex superior derogate legi afriori principle of legal interpretation which states that higher law excludes lower law.               This study uses a method of normative legal research or literature study where the type of approach taken is the type of legislative approach (the statuta aproach) approach to legal argumentation (legal reasoning) and the approach of analyzing legal concepts and court decisions, with argumentation and systematization techniques, to knowing ; whether the legal sanctions that can be used by judges in making decisions against perpetrators of fake diploma users and how is the criminal responsibility against the use of fake diplomas, whether the verdicts of the Kupang District Court judges are appropriate to give a redundant effect on the perpetrators.              It is hoped that in the case of the crime of forgery of the diploma the author expects law enforcement from the police to be more careful of the process of assigning suspects based on evidence and prosecutors in making indictments to be more careful in applying the articles before delegation to the Panel of Judges so that judges in receiving, examining and adjudicate cases more thoroughly against the facts revealed in the trial and pay more attention to the legal basis that will be applied to the perpetrator, in deciding the case so that it does not become a norm conflict in its application. Introduction. This paper seeks to address specific features of teaching humanities in a creative university. The novelty of the research lies in the analysis of features of the educational process, students enrolled and the conditions for conducting classes in creative universities. The presented results can be used in teaching a cycle of humanities in universities that train specialists in creative disciplines. Materials and methods. The study identifies the features of methods and forms of control that need to be adapted to improve their effectiveness. Examples of intermediate and final control forms and ways to maintain and enhance motivation in students of different forms of education are given. The material relies on the author’s teaching experience in the Federal State Budgetary Educational Institution of Higher Education “Russian Institute of Theater Arts.” Research results. The rationale behind the choice of teaching methods is supplemented with examples of practical tasks and ways to increase and maintain a high level of student motivation. The need to use imitation games and non-game teaching methods and to individualize the forms of control is emphasized. Conclusions. The paper reflects the features of teaching humanities in creative universities, which are conditioned by the educational environment, students enrolled, specific features of the educational process, and curricula.
