The activity was carried out in Teluk Pambang Village, Bantan District, Bengkalis Regency. This activity is due to the local community's lack of awareness of the importance of managing and utilizing mangrove ecosystems that have ecological, social, and economic functions. The purpose of this activity is to provide a comprehensive understanding to the community about the importance of mangrove forest management and utilization to maintain environmental balance in coastal areas, the prospect of economically valuable mangrove ecotourism, providing knowledge of the importance of local wisdom values as a support for the attractiveness of mangrove ecotourism development, and the importance of forming a tourism awareness group as a form of active community contribution in utilizing the potential of sustainable community-based ecotourism. This activity's target is the community living in Teluk Pambang Village, especially the Mangrove Management Group and the Local Government. The implementation method starts with the survey and implementation in the field. This activity involved 12 Riau University students from various disciplines. The results obtained from this activity are the active participation of the community to participate in identifying potentials and ideas for developing Mangrove ecotourism and establishing partnerships with the Village Government and mangrove management groups in the context of community empowerment through the management and utilization of mangrove ecosystems as ecotourism based on local wisdom and creative economy in Teluk Pambang Village.

ABSTRAKPKM Inovasi pemberdayaan masyarakat desa Pasir Putih, Kabupaten Halmahera Selatan dilaksanakan dalam bentuk pelatihan dan pendampingan pemberdayaan masyarakat. Hasil observasi awal menemukan permasalahan yaitu pengembangan pembangunan desa Pasir Putih masih dilakukan dengan cara yang sangat tradisional baik dalam melakukan aktivitas pertanian, penangkapan ikan, maupun cara pengembangan ekonomi kreatif.  Oleh karena itu, sangat diperlukan adanya inovasi pembangunan pemberdayaan masyarakat yang berbasis pada kolaborasi masyarakat dan pemerintah desa sehingga dapat meningkatkan kreaktivitas dan dapat mengelola kekayaan alam di desa dengan maksimal. Manfaat PKM pemberdayaan ini adalah untuk menambah pengetahuan masyarakat dan pemerintah desa tentang inovasi pemberdayaan masyarakat, khususnya pada pembangunan pemerintah desa pesisir. Secara praktis pengabdian ini bisa menghasilkan bahan kajian untuk berbagai pihak yang berkepentingan yang  memerlukan analisis tata kelola pemberdayaan di desa pesisir seperti di desa Pasir Putih, Kabupaten Halmahera Selatan. Di samping itu, pengabdian ini dilakukan juga untuk melihat keterlibatan dari pemerintah desa dan masyarakat, khususnya para pemuda dalam mengimplementasikan inovasi pemberdayaan masyarakat yang mampu mendorong adanya peningkatan dalam pembangunan moral masyarakat dan pembangunan fisik desa yang sesuai dengan yang direncanakan. Kata kunci: pemberdayaan; pembangunan desa; pemerintah desa. ABSTRACTPKM Innovation for community empowerment in Pasir Putih village, South Halmahera Regency was carried out in the form of training and community empowerment assistance. The results of preliminary observations found that the development of the Pasir Putih village was still carried out in a very traditional way such as carrying out agricultural activities, fishing, and development of creative economy. Therefore, innovation in community empowerment development based on community collaboration and village government is needed to improve creativity and manage natural resources in the village to the fullest. The benefit of this empowerment PKM is to increase community and village government knowledge about community empowerment innovation, especially in the development of coastal village government. Practically this activity can produce study material for various stakeholders who need an analysis of governance empowerment in coastal villages such as in Pasir Putih village, South Halmahera Regency. In addition, this activity is also carried out to see the involvement of the village government and the community, especially young people in implementing innovative community empowerment that is able to encourage an increase in community moral development and physical development of the village as planned. Keywords: empowerment; village development; village government.

Community empowerment is how to make people have the ability and independence in utilizing the existing potentials. In Banding Agung Village, Pesawaran Lampung, the abundant water resources available can be used for freshwater aquaculture activity as a strategy for empowering the community. The study aims to  explore the strategies of community empowerment based on freshwater aquaculture activity, and  to find out  the  factors inhibiting  the community empowerment. This is a kind of descriptive qualitative research using case study framework. The data were collected through in-depth interviews, observation, and documentation and analyzed qualitatively employing data reduction, data display, and data verification. The findings indicated that some strategies have been implemented in empowering the community based on the freshwater aquaculture activity, consisting of building the community awareness on the importance of  fish farming group (pokdakan), building institutional capacity through education, training and workshop of fish farming management, and putting group members’ knowledge and skill into practice.  In the implementation of the strategies, some obstacles were found as the factors inhibiting the community empowerment, namely lack of community participation, lack of  knowledge and capital, minimum assistance and counseling, and less involvement of the village government. The study recommends several alternative actions for a better implementation of the community empowerment.

The purpose of this study is to determine the readiness of the village government in forming BUMDes as well as the factors forming these readiness as an effort to empower rural communities based on creative economy. This study uses qualitative methods with a case study approach. The case study was conducted at BUMDes “Barokah” owned by Putukrejo Village, Gondanglegi District, Malang Regency. The results of the study confirms that the Putukrejo Village Government has a fairly good readiness in forming BUMDes. It is proven by the development of business units that are very helpful in empowering local rural communities. In addition, BUMDes “Barokah” also seeks to empower the community based on creative economy by establishing the tourist attraction, Sumber Sira Market, which is used to manage the products of the community creativity.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. Penelitian ini bertujuan untuk mendeskripsikan 1) Dampak ekonomi dan sosial wisata alam berbasis masyarakat dalam konteks pemberdayaan masyarakat, 2) Pola pengembangan jejaring dalam penyelenggaraan wisata alam berbasis masyarakat dalam meningkatkan pelayanan wisata. Penelitian kualitatif dengan model studi kasus, dilakukan di kawasan wisata alam berbasis masyarakat yang ada di desa Bejiharjo, Karangmojo, Gunung Kidul. Pengumpulan data, dilakukan melalui observasi, dokumentasi dan wawancara terhadap pengelola pokdawis Dewobejo, Wirawisata, Pancawisata dan perangkat desa serta tokoh masyarakat. Teknis analisis data menggunakan teknik analisis kualitatif model interaktif dari Milles dan Hubberman, Keabsahan data didukung dengan teknik triangulasi metode dan sumber, perpanjangan pengamatan dan diskusi terfokus. Hasil penelitian menunjukkan, pertama, keberadaan objek wisata Goa Pindul menyebabkan perubahan dalam a) perekonomian masyarakat, ditandai dengan adanya perubahan jenis pekerjaan yang dimiliki pelaku wisata dan masyarakat sekitar objek wisata, dan adanya peningkatan penghasilan walaupun belum pada semua level masyarakat; b) terjadi perubahan perilaku individu, namun nilai, tradisi dan adat kebiasaan serta peningkatan kebutuhan pendidikan relatif tidak berubah. Kedua, pola jejaring yang terbangun di antara para pelaku wisata Goa Pindul tidak mengindikasikan adanya perbedaan keragaman hubungan dengan pihak lain. Pencarian sumber daya lebih banyak dilakukan dengan pihak yang memiliki kesamaan kepentingan atau perhatian dalam pengembangan kepariwisataan di Kabupaten Gunungkidul.This study aims to describe 1) The economic and social impact of community-based tourism in the context of community empowerment, 2) Pattern of network development in the implementation of community-based nature tourism in improving tourism services. Qualitative research with case study model, conducted in nature-based nature tourism area in the village of Bejiharjo, Karangmojo, Gunung Kidul. Data collection, conducted through observation, documentation and interviews of Dewobejo pokdawis, Wirawisata, Pancawisata and village officials as well as community leaders. Technical data analysis using qualitative analysis techniques of interactive models from Milles and Hubberman, The validity of data supported by triangulation techniques methods and sources, extension of observation and focused discussion. The result of the research shows, firstly, the existence of Goa Pindul tourist attraction caused a change in a) the society economy, marked by the change of work type owned by the tourism actors and the society around the tourism object, and the increase of income although not yet at all level of society; b) there is a change in individual behavior, but the values, traditions and customs and the increase in educational needs are relatively unchanged. Secondly, the networking pattern that was built among the actors of Goa Pindul tourism did not indicate any differences in the diversity of relationships with other parties. The search for more resources is carried out with parties with similar interests or concerns in tourism development in Gunungkidul Regency.

Abstrak Desa adalah suatu lembaga Negara yang merupakan kesatuan masyarakat yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Salah satu wujud kewenangan desa untuk mengatur kepentingan masyarakatn melalui pembentukkan produk hukum desa dalam bentuk peraturan desa (Perdes). Salah satu tujuan dari pembentukkan produk hukum desa untuk menertibkan penyelenggaraan pemerintahan desa serta mengatur pelaksanaan pembangunan dan pelayanan umum. Peraturan desa yang ada di Desa Buluh Cina hanya mencakup pada perdes tentang Anggaran Belanja Desa dan Bumdes. Melihat dari potensi wisata yang dimiliki Desa Buluh Cina terdapat Danau, Hutan lindung serta keramba ikan. Jika tidak ada aturan yang mengikat maka lambat laun  akan memicu konflik di masyarakat terkait pengelolaan potensi wisata. Oleh karena itu, pemahaman yang benar terhadap fungsi, kedudukan, dan tata cara pembuatan produk hukum desa menjadi hal penting yang harus diketahui oleh aparat pemerintah desa, agar produk hukum yang dibuat benar-benar dapat berfungsi sebagaimana mestinya dan tidak bertentangan dengan peraturan perundangan yang berlaku. Kata Kunci: Desa, Pendampingan, Peraturan   Abstract The village is a state institution which is a community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on local origins and customs that are recognized and respected in the system of Government of the Unitary State of the Republic of Indonesia. One form of village authority to regulate community interests through the formation of village legal products in the form of village regulations (Perdes). One of the goals of the formation of village legal products is to bring order in the administration of village government and to regulate the implementation of development and public services. The village regulations in Desa Buluh Cina only cover village regulations on Village Expenditures and Bumdes. Seeing from the tourism potential that is owned by the Village of China there are lakes, protected forests and fish cages. If there are no binding rules, it will gradually trigger conflicts in the community related to the management of tourism potential. Therefore, a correct understanding of the functions, position and procedures for making village legal products is an important thing that must be known by village government officials, so that legal products that are made can function properly and are not in conflict with applicable laws and regulations.   Keywords: Village, Assistance, Regulation

Abstract The Village Library has full responsibility in terms of empowering knowledge for the community. This is because the village library has a strategic position in rural communities. The empowerment of this knowledge is very closely related to the achievement of prosperity both materially and nonmaterial. In the empowerment of knowledge refers to the existing conditions of the village library, potential maps, and problems that exist in the Paseban Village community. This research uses a case study with a qualitative approach. Data collection techniques used are observation, interviews, documentation, audio-visual material (Creswell). Analysis of the data used is Creswell data analysis. The researcher chooses to use qualitative validity and reliability to demonstrate the validity of the data as well as the accuracy of the research results. The results of this study are that the Paseban Village Government has carried out empowerment related to tourism development, BumDes, and through the provision of the internet. However, it is not under the auspices of the village library. The empowerment carried out is partial, not centered on the village library. Paseban Village Government has not fulfilled the three aspects of empowerment, namely a) enabling, b) empowering, and c) protecting. So that there is a need to develop a model of knowledge empowerment in the Paseban Village Library, including: a) enabling (village library as a center of knowledge, village library creates an atmosphere that allows the potential of the community to develop by maximizing the function of the library; b) empowering (strengthening the village library as a center of knowledge , strengthening the village library in creating an atmosphere that enables the potential of the community to develop by maximizing the function of the library with concrete steps, the concept that is in enabling is practiced with concrete steps and the availability of infrastructure that can support the creation of community empowerment; c) protecting ( the village library as a knowledge center establishes an information center that can protect and defend the community in terms of knowledge and information related to the distribution of the results of community innovation, the village library covers everything needed community in developing welfare literacy. Keywords: village library, knowledge empowerment, welfare literacy. Abstrak Perpustakaan Desa mempunyai tanggung jawab penuh dalam hal pemberdayaan pengetahuan bagi masyarakat. Hal ini dikarenakan perpustakaan desa mempunyai posisi yang strategis dalam masyarakat pedesaan. Pemberdayaan pengetahuan ini sangat erat kaitannya dengan pencapaian kesejahteraan baik secara materi maupun nonmateri. Dalam pemberdayaan pengetahuan mengacu pada kondisi eksisting perpustakaan desa, peta potensi, dan permasalahan yang ada pada masyarakat Desa Paseban. Penelitian ini menggunakan studi kasus dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dokumentasi, materi audio-visual (Creswell). Analisis data yang digunakan adalah analisis data Creswell. Peneliti memilih menggunakan validitas dan realibilitas kualitatif untuk menunjukkan keabsahan data sekaligus keakuratan hasil penelitian. Adapun hasil dari penelitian ini adalah Pemerintah Desa Paseban sudah pernah melaksanakan pemberdayaan terkait pembangunan wisata, BumDes, dan melalui penyediaan internet. Akan tetapi, tidak di bawah naungan perpustakaan desa. Pemberdayaan yang dilakukan bersifat parsial, tidak terpusat pada perpustakaan desa. Pemerintah Desa Paseban belum memenuhi tiga aspek pemberdayaan, yakni a) enabling, b) empowering, dan c) protecting. Sehinggan perlu adanya pengembangan model pemberdayaan pengetahuan pada Perpustakaan Desa Paseban, antara lain: a) enabling (perpustakaan desa sebagai pusat pengetahuan, perpustakaan desa menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan; b) empowering (memperkuat perpustakaan desa sebagai pusat pengetahuan, memperkuat perpustakaan desa dalam menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan dengan langkah-langkah nyata, konsep yang ada pada enabling dipraktikkan dengan langkah-langkah nyata dan tersedianya sarana prasarana yang dapat mendukung terciptanya pemberdayaan pada masyarakat; c) protecting (perpustakaan desa sebagai pusat pengetahuan mendirikan juga pusat informasi yang dapat melindungi dan membela masyarakat dalam hal pengetahuan dan informasi terkait pendistribusian hasil inovasi masyarakat, perpustakaan desa meng-cover segala hal yang dibutuhkan masyarakat dalam mengembangkan literasi kesejahteraan. Kata kunci: perpustakaan desa, pemberdayaan pengetahuan, literasi kesejahteraan.

Realizing prosperity in the community needs to be supported by a good development management. In the governance system, it is necessary to have governance behaviour that is honest, open, responsible and democratic. In the community structure, a mechanism providing opportunities for the community in the decision-making process for public interests needs to be developed. This study discusses the role of the village head in empowering village communities. This study used a community-based approach so that the community knows in detail concerning the role of the village head in the Framework for the Implementation of Village Autonomy based on Law No. 6 of 2014 concerning Village. The results showed that village head must have a fair and wise attitude in carrying out his duties and obligations. Besides, the village head must give an easy access to the community in providing assistances. Yet, the most important thing is that, as a leader, the village head must be able to provide a good example for their subordinates so as to create maximum results and good community environment.�Mewujudkan kesejahteraan di masyarakat, perlu didukung oleh manajemen pembangunan yang baik. Dalam tatanan tata pemerintahan, perlu untuk memiliki perilaku tata kelola yang jujur, terbuka, bertanggung jawab dan demokratis, sementara dalam tatanan masyarakat suatu mekanisme perlu dikembangkan yang memberikan peluang bagi masyarakat dalam proses pengambilan keputusan untuk kepentingan bersama. studi ini membahas bagaimana peran kepala desa dalam memberdayakan masyarakat pedesaan. Penelitian ini menggunakan metode pendekatan kepada masyarakat sehingga masyarakat tahu lebih detail tentang Peran Kepala Desa dalam Kerangka Pelaksanaan Otonomi Desa Menurut Undang-Undang Nomor 6 tahun 2014 tentang Desa. Hasil penelitian ini yaitu dalam melaksanakan tugas dan kewajiban Kepala Desa mereka harus mempunyai tingkah laku yang adil, bijaksana dan tidak mempersulit dalam memberikan layanan kepada semua masyarakat. Namun yang lebih penting lagi bahwa sebagai seorang pemimpin harus bisa memberikan contoh untuk bawahan sehingga mendapatkan hasil yang maksimal dan terciptanya persatuan komunitas yang baik.

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government.
