Abstract The ability of Indonesian schools related to the character education of students is still far from the expectations and mandate of the law. Based on the qualitative research conducted in the three schools in Indonesia, the current study shows that the educational process only introduce students to the standardized concepts with no involvement in social process and practices, which will give them experience and opportunities to adopt the character values. The school curriculum only forms the ideal type of character, does not stimulate the active involvement of students in the community. Students only learn the character, based on dominant values constrained by the state, i.e.: having loyalty, defending the country, and loving homeland. In addition to narrowing the character space values to the interests of the state, the character education also does not accommodate the wealth of ethnic and religious cultures in Indonesia. This paper proposes the need for changes in school autonomy from an extension of the government, leading to provision of a conducive climate for the emergence of various approaches to improve character education. Character education stems from differences in school ideology and Indonesian cultural diversity. The education system should release itself from the text orientation to better fit in with the dynamic cultural context as a source of character learning.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

<p><em>The formation of character is a discourse that continues propagated by the government of Indonesia today. This is done because the condition of the nation's degraded in many areas of life. Various types of crimes such as rape, violence, theft, fights between students, corruption, and others allegedly happened as a result of the moral degradation of the Nation. Character education is the only hope which is able to restore the values of goodness and glory of the nation. So therefore, children as the future generation should be provided with character education from the beginning.</em></p><p><em>Format of character education which is given to children, therefore, must be clear and precise objectives. Ancient Hindu educational system places great emphasis on character formation in the curriculum, so that when they are finished, besides exellence in science also grew into a wise person. Gurukula system applied that has lasted for thousands of years and is considered capable of being the foundation of both the State and society to educate and transform knowledge to the younger generation as well as capable of being a great place to shape their character.</em></p>

The times are increasingly rapid, marked by advances in science and technology, whether they realize it or not have a sharp enough impact on society, including adolescents and school-age children. The positive impact arising from the development of science and technology is a great hope for all levels of society. On the other hand, the emergence of negative impacts is something that cannot be denied and has recently occurred in society, including in the world of education. Bullying cases, student fights, skipping school, actions against teachers are becoming more frequent. This makes parents, practitioners, administrators and observers of education quite concerned and stimulated to create and emphasize education that is able to produce students who have strong character, have akhlaqul karimah. Realizing that this condition is also the government's responsibility, the government determines the importance of character education in educational institutions as stipulated in Presidential Regulation No. 78 of 2017 concerning Strengthening Character Education. One of the efforts taken by education providers is to provide education with boarding services, namely educational services by requiring students to live in school dormitories, with the aim that the education process can run twenty-four hours, with full attention and monitoring and guidance from the boarding supervisor. With this boarding system, schools will find it easier to condition students to participate in activities organized by schools including religious education as the core of character education in theory and practice directly with the guidance of teachers in dormitories. The boarding system education also isolates students from socializing in a wide environment that has recently been exposed to many negative influences from the internet, social media and so on. In boarding schools students are taught to have a strong character through a maximum educational process. Abstrak Perkembangan zaman yang semakin pesat yang ditandai dengan kemajuan ilmu pengetahuan dan teknologi disadari atau tidak memberikan dampak yang cukup tajam di masyarakat termasuk kalangan remaja dan anak-anak usia sekolah. Dampak positif yang muncul dari perkembangan iptek menjadi harapan besar seluruh lapisan masyarakat. Di sisi lain munculnya dampak negatif merupakan hal yang tidak dapat dipungkiri lagi dan akhir-akhir ini terjadi di masyarakat termasuk pada dunia pendidikan. Kasus bullying, perkelahian pelajar, membolos sekolah, tindakan melawan guru, semakin sering terjadi.  Hal ini membuat kalangan orang tua, praktisi, penyelenggara dan pemerhati pendidikan cukup prihatin dan terstimulasi untuk menciptakan dan menekankan kepada pendidikan yang mampu menghasilkan peserta didik yang mempunyai karakter kuat, mempunyai akhlaqul karimah. Menyadari kondisi ini juga merupakan tangggung jawab pemerintah, maka pemerintah menetapkan tentang pentingnya pendidikan karakter pada lembaga pendidikan yang tertuang pada Peraturan Presiden no 78 Tahun 2017 Tentang Penguatan Pendidikan Karakter. Salah satu upaya yang ditempuh oleh penyelenggara pendidikan adalah dengan menyelenggarakan pendidikan dengan layanan boarding yaitu layanan pendidikan dengan mewajibkan peserta didik untuk tinggal di asrama sekolah, dengan tujuan proses pendidikan bisa berjalan dua puluh empat jam, dengan perhatian dan pemantauan serta bimbingan penuh dari pembimbing asrama. Dengan sistem boarding ini sekolah akan lebih mudah untuk mengkondisikan peserta didik untuk mengikuti kegiatan-kegiatan yang diselenggarakan oleh sekolah termasuk dalam pendidikan keagamaan sebagai inti dari pendidikan karakter secara teori maupun praktik langsung dengan bimbingan guru di asrama. Pendidikan sistem boarding  juga mengisolasi peserta didik dari pergaulan di lingkungan luas yang akhir-akhir ini banyak terpapar pengaruh negatif dari internet, media sosial dan sebagainya. Di sekolah boarding  peserta didik diajari untuk memiliki karakter kuat melalui proses pendidikan yang maksimal.

<p>Official Bond is a common form of engagements in an education institution funded by an agency. The engagements result that the granted parties must work for a certain period. The violation against this official bond will cause disadvantages for the agency that has funded the educational process that is subject to claims for compensation against the offending party. One of the government agencies that implement the official bond is the Ministry of Finance. Based on the data from 2010-2014, the state losses due to the violations against the Official Bond in the Ministry of Finance showed less optimal performance. One of important obstacles in the completion of the bond violations is the difficulty in determining the value of the state losses. This paper aims to develop the possibilities of the Official Bond recorded as an Intangible Asset and its implications toward the restitution of the state losses due to the violations against the official bond at the Ministry of Finance.</p>

The article discovers the philosophical, socio-political views of the famous American enlightener, philosopher, and participant of the war for independence of northern American colonies of Great Britain – Thomas Paine (1737-1809). The article aims to demonstrate that the equality of people in accordance with their nature has been the main motive of Thomas Paine’s social philosophy. “Natural rights” have been determined by him as those pertaining to a human according to the right of its existence. Thomas Paine, being one of the first American enlighteners, has proved that the terms of “state” and “society” had appeared independently. The humans’ need of the social process, saving of their natural rights had forced them to unite into a society. This statement of the enlightener has been extremely important and accurate: “The society is produced by our desires, and government is produces by our wickedness… The society in every state is a blessing, but the government…is nothing but a necessary evil, and otherwise – an intolerable one”. It is proved that all philosophic works of T. Paine have been pierced by the thought about the inevitability of the state creation. The origin and the existence of state power becomes possible only under the social agreement, as exactly according thereto the humanity is able to realize its natural rights, and only under the social agreement the supreme power in the state shall belong to the nation. The article analyzes T. Paine’s conception about the leadership of the nation, republican principles and representative system of government in the republic form. The contemporaries called Thomas Paine “the British Voltaire” for his fight against willfulness of the church and clergy. He believed in the power of greatness of Mind and Virtue, which had to destroy the wickedness of civilizational society.

В статье отмечается, что при осуществлении новой государственной политики в области воспитания подрастающего поколения целесообразно учитывать исторический опыт организации воспитательной деятельности в учебных заведениях системы Государственных трудовых резервов СССР в 1940–1950-е годы. В работе выявлены и структурированы фундаментальные принципы организации идейного, военно-патриотического и физического воспитания молодежи: наличие стержневой воспитательной идеи; непрерывность воспитательных усилий на протяжении всего срока обучения; комплексный характер воспитательной деятельности; выделение ограниченного круга приоритетных задач; активное вовлечение в воспитательную работу в системе Государственных трудовых резервов комсомола. Проведенный анализ позволил сделать вывод о том, что некоторые принципы и отдельные содержательные элементы модели воспитания учащихся системы Государственных трудовых резервов можно использовать сегодня при разработке современной концепции воспитания российской молодежи. The article notes that when implementing a new state policy in the field of education of the younger generation, it is advisable to take into account the historical experience of organizing educational activities in educational institutions of the State Labour Reserves of the USSR in the 1940s and 1950s. The paper identifies and structures the fundamental principles of the organization of ideological, military-patriotic and physical education of young people: the presence of a core educational idea; the continuity of educational efforts throughout the entire period of training; the complex nature of educational activities; allocation of a limited range of priority tasks; active involvement in educational work in the system of State Labour Reserves of the Komsomol. The analysis made it possible to conclude that some principles and some content elements of the model of education of students in the system of State Labour Reserves can be used today in the development of a modern concept of education of Russian youth.

This study aims to determine Full Day School Management in SMA As Syafi’iyah Medan, Jl. Karya Wisata Ii No.1,Medan Johor, Medan, North Sumatra Province. This research is a qualitative popoulasi study of the Full Day School teacher and management and students of SMA As Syafi’iyah Medan. In an effort to improve student character education in MAN 2, the terrain model includes stages, namely: planning Full Day School learning, implementing Full Day School learning and evaluating Full Day School learning. Learning planning is adapted to the curriculum adopted by SMA As Syafi’iyah Medan, namely the government curriculum, local curriculum and school curriculum and the formulation of syllabus and plan for implementing learning. The implementation of Full Day School learning consists of habituation activities, exemplary activities, nationalism and patriotism activities and student creativity activities. Evaluation Full Day School learning in general in Medan Model 2 MAN 2 in determining minimal completeness provides an assessment of three domains, namely cognitive, affective and domain psychomotor.

Ukraine is a multinational and multicultural country. Though Ukrainian scientists have studied the issue of multicultural education from different aspects, nevertheless, there is no special or ideal model of multicultural education. That is why we decided to monitor the students’ multicultural education state at secondary schools of Ukraine. In order to identify the state of multicultural education in Ukrainian schools we conducted an empirical study in schools of Cherkasy region among primary, secondary and senior level students. The main method was determined as questionnaire, which is provided for clarification of issues of national-patriotic and multicultural orientation. Accordingly, questionnaires that combined quantitative and qualitative data collection were offered to the 4th, 6th and 11th grade students in some schools in Uman and Uman district, covering 296 respondents. Thus, the monitoring of the state of multicultural education in Ukrainian school education has shown that the problem of multicultural upbringing of children and young people is addressed at the government level, relevant research is conducted, some aspects of multiculturalism are observed in educational programs of some subjects, but the level of multicultural education of students should be higher.
