AbstractOne of the mechanisms for enhancing innovative processes in the industry is the application of the concept of the “four-link spiral”. In contrast to the 3-link spiral, this model as one of the most important components includes a “society”, acting as one of the actors of innovative transformations. Firstly, it is society that is the main consumer of innovative products being created and, thereby, establishes “requirements”, forming demands for the quality and parameters of future products; secondly, society, in turn, acts as the initiator and generator of innovations, forming the so-called “social capital” necessary for the implementation of directly innovative transformations. In this scientific work, the problems of the formation of a “smart specialization” strategy for the innovative development of the industrial sector of the national economic system based on the application of the four-link spiral concept are investigated. A system of quantitative indicators for assessing the innovative level of industrial development is presented. The experience of introducing the concept of a four-link spiral as a mechanism of innovative development of industry (on the example of the Republic of Belarus and the Russian Federation) is given. The aim of the article is to describe innovation processes in the Russian Federation and the Republic of Belarus and to develop an innovation transfer model.

The study is devoted to assessing the innovative potential of agriculture of the member states of the Eurasian Economic Union. As part of the work, it was revealed that the Member States of the Union were united in order to ensure sustainable development in the current and strategic perspective. The analyzed agricultural indicators led to the conclusion that the Russian Federation is the absolute leader in terms of gross output and distribution of agricultural products, the Republic of Kazakhstan occupies the second place, and the Republic of Belarus in third place. At the same time, the specific indicator reflecting the collection and production of agricultural products per capita, which indicates the innovative development of agriculture, was analyzed in the work, as a result, it was revealed that the Russian Federation ranks last in terms of certain indicators. In this connection, mechanisms were proposed in the work aimed at increasing the innovative development of agriculture in the member states of the Eurasian Economic Union.

The article summarizes the factors that determine the innovative development of regional economic systems. It was determined that the desire to diversify the sectoral structure should be based on an understanding of the role of construction as a sector of the economy, outstripping the development of the general economic situation. The hypothesis about the existence of a strong relationship between the volume of work in construction and the volume of output of innovative products in regional economic systems has been put forward and confirmed. In 2010–2018, there is a close relationship between the number of commercialized innovations and the volume of work in the construction industry in Russia. At the same time, the correlation between these parameters in various federal districts and subjects of the Russian Federation is not unambiguous. Russian regions are classified according to the strength of the relationship between these parameters. It is concluded that, mainly, in the border regions, construction is not associated with the development of innovative industries and innovative infrastructure.

The research was carried out in September-November 2020 within the framework of the project «Ethno-demographic processes in the Asian Russia: the current situation, forecasts and risks» (scientific supervisor, Doctor of History T. Smirnova) in order to identify the consequences of internal and international migration in the FEB. The Republic of Sakha (Yakutia) is one of the largest subjects of the Far-Eastern federal district, but sparsely populated. Migration exchange in the region has occurred and continues to occur due to the arrival of flows of migrants from different regions of the Russian Federation, the CIS countries and the PRC. If representatives of the Central Asia began arriving en masse in the post-Soviet period, then migrants from Armenia, Azerbaijan, Belarus, Ukraine, as well as other regions of the Russian Federation began to arrive from the beginning of industrial development of the territory of the Republic. Obviously, such a long-term interaction with migrants forms a tolerant attitude towards them among representatives of the local community, as evidenced by the empirical data obtained. It should also be noted that the current trend of internationalization of higher education through academic mobility of the students, the implementation of joint educational programs with double diploma, etc. contributes to the expansion of interethnic and international contacts of students. Of course, this cannot but influence the expansion of student contacts. The respondents assessed the consequences of migration in the region, indicated in which case the outflow of young people in the region could stop. The article analyzes the primary material that was collected by the method of quota questionnaire survey of university students in Yakutsk, the sample size was 200 respondents.

The article deals with several relevant socio-demographic issues in the largest by territory constituent entity of the Russian Federation – the Republic of Sakha (Yakutia), based on Rosstat data and information arrays obtained in the course of sociological study conducted in 2019 and 2020 by the staff of the Department of Geo-Urban Studies and Spatial Demography of the Institute for Demographic Research (IDR FCTAS RAS).The introduction notes the relevance of the study and methodological approaches to the analysis of the problems under review. The frst part of the article describes the general economic and socio-demographic situation in the region. It demonstrates how the industry specialization of Yakutia determines the socio-economic policy in the region. It is noted that the developing mining industry, along with the construction of large infrastructure facilities, requires an influx of labor resources. In the second part of the article, after formulating the concept of sampling within the framework of a sociological survey (a model using key characteristics of the general population, based on the principles of quota-proportional and territorial methods), the social status of the population, its migration moods, attitudes towards labor migrants from abroad are analyzed, as well as the economic situation in general and the dynamics of the development of key enterprises in the region. It is argued that, despite the active industrial development of the Republic of Sakha (Yakutia), the existing socio-economic problems in the future may influence the pace of spatial development of the region. First and foremost, it is a problem of migration outflows. Although the demographic indicators at the republic level are high, there is a division of the region's territory into a decreasing periphery and a growing centre. As in most other constituent entities of the Russian Federation, in Yakutia, there are processes of population concentration in the most prospective areas. The authors drew up conclusions and proposals which, in their view, offer a targeted approach to developing programmes on improving the quality of life of the local population, establishing compensatory mechanisms in various spheres, taking into account the huge territory of the republic and its severe climatic conditions

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.
