This article discusses the problem of choosing the correct and effective organizational structure of enterprise management for its correct functioning. The existing types of organizational structures of enterprise management, which are used in practice today, are analyzed, and their positive, negative sides and the type of enterprises for which they can be used are revealed. Along with this, this article discusses and describes methods for choosing an organizational structure for an enterprise. Also, during the study, internal and external factors were identified that affect the choice of an organizational structure. Based on the analysis, a methodology for choosing the most effective type of organizational structure for enterprises was drawn up. The question of choosing an organizational structure is acute for every manager at the very beginning of the operation of an enterprise, because the quality of performance of functions, both of individual divisions and of the entire enterprise as a whole, directly depends on this. Among many types of organizational structures in this study, the types of organizational structures that are most adaptable to changes in external and internal factors are identified. This study provides methods and tools for selecting the appropriate organizational structure for any enterprise. At the moment, some methods, be it goal structuring or computer modeling, are not widely used, which in turn makes it difficult to choose an effective organizational structure for enterprise management. The choice of an effective organizational structure is an extremely urgent problem today for every entrepreneur, who is interested in the stable economic activity of his or her enterprise.

Some aspects of the economic and legal status of a consulting engineer are analyzed, taking into account the specifics of national legislation. Some problems of the legal status of the consulting engineer and the forms of his economic activity are revealed. The introduction of such an entity as a consulting engineer in the modern conditions of construction development is of particular importance due to the need to improve the quality of construction work, the development of competition in this area and the need to change approaches to economic activity in this area. It is established that the concept of consulting engineer is defined in some special regulations, in particular, regulating activities in the field of road construction, but the economic and legal aspects of his business remain unresolved. This significantly affects the effectiveness of the introduction of the institute of consulting engineers in the field of management. The problem of lack of clear definition of the form of conducting economic activity by the specified participant of economic relations is revealed. The necessity of adopting a special normative legal act, namely the Law of Ukraine "On the activities of consulting engineers", in which to regulate general issues of their legal status, features of the organization of its activities, responsibilities, etc is proved. The author's definition of the concept of consulting engineer is proposed, taking into account the need to establish the organizational and legal form of his business, which will ensure proper regulation of relations between him and other participants in construction relations, including contractors and customers. The solution of some problems of the economic and legal status of the consulting engineer under the legislation of Ukraine is offered. The expediency of conducting the activity of a consulting engineer as a self-employed person, or carrying out its activity by creating a legal entity (association of consulting engineers) is substantiated. In addition, in our opinion, an entity that carries out engineering activities and has concluded employment contracts with duly accredited consulting engineers has the right to provide the services of a consulting engineer.

ResumenEl objeto de este texto es la exposición y análisis de los procedimientos de intervención pública en el paisaje urbano de la ciudad de Madrid. El objetivo último de ese análisis es identificar el modelo público para el paisaje urbano en Madrid.  Este texto se centra en la exposición analítica de documentos oficiales antes que en sus conclusiones definitivas, por lo que le corresponde la denominación de Informe.  Este informe se organiza en dos partes: una exposición teórica que enmarca el posterior análisis de instrumentos administrativos de intervención en el paisaje.  Se concibe como parte de la investigación de Tesis Doctoral titulada “Transformación Reciente del Paisaje Comercial en el Centro Histórico”, acotada en un marco temporal de apenas diez años, marcado por la crisis y la desregulación económica, y en un marco territorial limitado al centro histórico de Madrid. Esa investigación se enmarca en una reflexión general sobre la relación entre actividad económica y paisaje urbano. El interés de este informe para la investigación es sobre la utilidad de ese modelo público para el paisaje urbano en Madrid como parámetro para valorar la rentabilidad de los esfuerzos públicos y privados en la mejora de la calidad del paisaje urbano.AbstractThe purpose of this text is the exhibition and analysis of public intervention procedures in the urban landscape of the city of Madrid. The ultimate goal of this analysis is to identify the public model for the urban landscape in Madrid. This text focuses on the analytical exposition of official documents rather than on their final conclusions, for which reason the denomination of Report corresponds. This report is organized in two parts: a theoretical exposition that frames the subsequent analysis of administrative instruments of intervention in the landscape. It is conceived as part of the Doctoral Thesis research titled "Recent Transformation of the Commercial Landscape in the Historic Center", bounded within a period of just ten years, marked by the crisis and economic deregulation, and in a territorial framework limited to the historic center of Madrid. This research is part of a general reflexion on the relationship between economic activity and urban landscape. The interest of this report for the investigation is about the utility of that public model for the urban landscape in Madrid as a parameter to assess the profitability of public and private efforts in improving the quality of the urban landscape.

Abstract. The article highlights the relevance of the modernization of production and economic activity of enterprises and farms of the agricultural sector in the context of institutional transformations. The analysis of modernization studies by fundamental and applied economic science is carried out, the problem statement is made.The results of researches of agrarian economic science on the main directions of modernization of production and economic activity of agricultural enterprises and farms are given. The generalization about belonging of modernization to economic categories has been made, which reflects the general properties of real reality and serves as a natural mechanism of its upward development due to the improvement of the man of production and economic activity, provides economic progress and improvement of the level and quality of life of the population. Institutional changes have been identified, as evidenced by an overall increase in the number of agricultural enterprises, a decrease in farms and annual fluctuations in the number of agricultural entities. It is established that in agriculture, agricultural enterprises and farms are focused on the production of grain and legumes, sunflower and sugar beet, while households are mainly engaged in growing potatoes, vegetables, fruits and berries. In animal husbandry, agricultural enterprises have a certain advantage in the production of meat (in slaughter weight) and eggs, and households dominate dairy cattle, sheep and beekeeping.The importance of each category of farms in the agrarian sector of the economy in the production of basic agricultural products is determined. The arguments about the need for modernization of production and economic activity of agricultural enterprises and farms are presented.The complex of measures of modernization of production and economic activity of the studied subjects is substantiated, economic individualization of which is combined with processes of cooperation and agro-industrial integration in clusters of integrated territorial communities of rural areas. The regulation of the restructuring employment processes that occurs in the course of the development of the economy and the evolution of its structure should be based on the selection of sectoral priorities and be accompanied by an assessment of this process in terms of its compliance with the needs of the development of progressive types of economic activity. In this regard, the problem of elaborating methodological approaches that ensure the orderliness and controllability of the process of restructuring employment, including objectifying the choice of progressive industries and assessing the quality of shifts in the sectoral structure of employment, is highly relevant. The article substantiates approaches to identifying sectoral priorities for restructuring employment based on the criteria of economic efficiency and involvement in the implementation of government programs and also proposes a sequential process for evaluating the quality of shifts in employment based on their compliance with the selected sectoral priorities. Within the framework of the proposed approaches, using the example of the labor market in Kazakhstan, the results obtained are presented, such as a sequence of analytical actions to determine the range of priority sectors, a matrix for identifying sectoral priorities for employment, a scheme for implementing a methodological approach to assessing the quality of shifts in the sectoral structure of employment. On the basis of the proposed approaches, an assessment of the quality of shifts in the sectoral structure of employment in Kazakhstan was carried out and conclusions were drawn about the insufficient correspondence of these shifts to the priorities of the country's economic development.

The article analyzes the flaws of the classical measures of economic growth. It is based on the assumption that, while not questioning the quality of the GDP indicator as a tool for measuring economic activity, it points out that the way this indicator is constructed influences the actions of governments, citizens and other actors, affecting also non-productive areas. What we measure affects what we do - if production is measured, then the criterion determining the success of the state and society will be the growth of production, and not the level of education, health or state of the environment. Gross domestic product in many cases includes production that, from the point of view of the community, indicates unfavorable processes. These are the so-called anti-goods, i.e., phenomena that increase GDP, although they worsen well-being and are socially undesirable).

In affluent societies, evidence suggests that public concern and activism about “the consumption problem” is growing in many corners of everyday life—even in the paragon of the consumer society, the United States. These emerging concerns have an environmental dimension, but also embrace issues of community, work, meaning, freedom, and the overall quality of life. Yet the efforts of individuals, groups, and communities to confront consumption find little guidance or sympathy in policy-making, environmental, or academic circles—arenas dominated, perhaps as never before, by a deeply seated economistic reasoning and a politics of the sanctity of growth. Given our dissatisfaction with fragmentary approaches to consumption and its externalities, we highlight the elements of a provisional framework for confronting consumption in a more integrated fashion. We stress in particular the social embeddedness of consumption, the material and power-based linkages along commodity chains of resource use, and the hidden forms of consumption embedded in all stages of economic activity.

In the former USSR, the Radionavigation Service was based on national radio systems without any real employment of foreign navigation aids. Separation of the independent sovereign States from the USSR caused problems in operating separate radionavigation systems (RNS) and resulted in failure to support the economic activity of the States with radionavigation data. Solving the problem for each new State individually seems unrealistic. Its solution can, however, be found through cooperation amongst the Commonwealth of Independent States, and the Internavigation Committee therefore suggested an initiative to coordinate these efforts via a new Radionavigation Intergovernmental Advisory Council. This suggestion was approved by the Independent States and the Council has been formed. Also, since operating the RNS in limited national interests seems inefficient, the Internavigation Committee is broadening international cooperation for the integration and joint exploitation of radionavigation systems in the interests of the world radionavigation community.
