Subject. The article addresses issues of enterprise economic security, its assessment, and measures to prevent threats, taking into account the scale and nature of the latter. Objectives. The focus is on underpinning a unique approach to devising a new method intended to identify and diagnose external and internal threats that negatively affect the level of economic security and have a potential to jeopardize the development of economic entities. Methods. The study rests on methods of theoretical, systems, logical, and comparative analysis of academic literature, general scientific methods, like analysis, synthesis, induction, deduction, comparison, generalization, the analog approach, and graphics simulation. Results. The paper offers a concept for assessing the enterprise economic security, which is based on the diagnosis of threats and identification of opportunities for development. I explored the modern methodology for monitoring the economic security at the micro level, conducted a comparative analysis of existing methods and approaches, revealed their pros and cons, and presented a new approach to the evaluation of enterprise economic security. Conclusions. The level of enterprise economic security is assessed in conjunction with the current and projected state of enterprise’s potential and risk factors of business environment. If the cumulative effect of risks is significantly higher than the potential, the threats will arise, which may impede the enterprise operation and development.

Purpose: Taking into account the domestic experience, the present study was aimed at carrying out a comparative analysis of the constitutions of foreign countries in order to identify the norms related to the state support in them. Methodology: The present study was carried out based on a dialectical approach to investigate the legal phenomena and processes, using general scientific (system, logical, analysis and synthesis) and private scientific methods. Result: The findings of this study revealed the opportunity for the organization of various recipients of the declared support; and identification of alternative approaches to consolidation of the constitutional laws regarding the state support. Applications: This research can be used for universities and students in politic. Novelty/Originality: In this research, the model of constitutional fixing in foreign countries is presented in a comprehensive and complete manner.

In this article the authors have substantiated the formation of the resource potential of agrarian enterprises on the basis of compliance with the requirements of ecological and economic security. The authors define the concept of "resource potential of an agrarian enterprise" and considered the constituent structure of resource potential. The definition of "ecological and economic security of activity of agrarian enterprises" was given. It is determined that the establishment of ecological and economic security in the activities of agrarian enterprises will promote the production of organic products, will create conditions for increasing the competitiveness of enterprises. The study of the connection and interaction of elements of the resource potential of agrarian enterprises with the constituent elements of ecological and economic security was carried out. As a result of the study, the scheme of formation of resource potential of agrarian enterprises based on the requirements of ecological and economic security was proposed and grounded. The main problems, which hinder the formation of ecologically safe economic development of agrarian enterprises, and, accordingly, have a negative influence on the formation of their resource potential. The methodological basis of the study was the dialectic method of cognition and the systematic approach to the study of the problem of the formation of resource potential. In carrying out the research were applied general scientific methods: abstract-logical, monographic, generalization.

The authors present a methodology for using financial indicators to assess the value of companies. The article is dedicated to a comprehensive research of EBITDA. As a research objective, the authors identified an attempt to solve the problem of companies’comparability with identical proportions of financial results, the possibility of identifying the most financially stable companies. Based on the analysis of various interpretations, applying of this indicator in different directions is considered. As a component of various coefficients that characterize the company’s financial stability, it’s recommended to use the EBITDA indicator. The behooves and opportunities that open up when using it are revealed. The research shows to the need to apply this indicator, because this coefficient is able to more fully reveal the stability of the company, by increasing the amount of real profit, the amount of which is limited due to the presence of a large share of non-cash expenses in companies. In the process of research, such general scientific methods as monitoring, comparison, description, systematic and analytical approach, comparative analysis, scientific abstraction, expert assessment, analysis of reasons and consequences were used.

Subject. The article updates the issue of information security associated with the extremely intense import of goods of information and communication infrastructure (ICT) and low volume of production of similar goods in the Russian Federation. Objectives. The aim is to develop principles of formation of customs tariff tools to regulate the import of ICT goods in the Russian Federation. Methods. The study employs the content analysis of existing approaches to defining the customs service concept, and general scientific methods of research. Results. The paper presents a unique approach to the development of tools for customs tariff regulation of imports, formulates an original definition of customs service, highlights the contradiction between the current model of implementation of the escalation principle, established by the World Trade Organization, underpins the need to differentiate the rates of import customs duties for the said group of goods. Conclusions. Due to the current specifics of the use of customs and tariff instruments, not all of them are applicable as measures to regulate the import of ICT goods. Currently, the most effective tools for regulating the import of information and communication technology goods are the unified customs tariff and the commodity nomenclature of foreign economic activity.

One of the acute problems that have a significant impact on the effectiveness of criminal proceedings is the problem of unlawful influence on the witness and the victim. The disclosure and investigation of the aforementioned criminal offenses is increasingly accompanied by active opposition from interested persons who commit unlawful acts against the witness and the victim, accompanied by particular cruelty and cynicism. Bringing these persons to criminal responsibility is often hampered by the pressure exerted on the witness and the victim in the form of bribery and coercion to give false testimony. Revealing bribery and coercion of a witness and a victim to give false testimony for operational-search science and practice is a significant problem, the solution of which mainly involves the involvement of forces and means of operational units of the internal affairs bodies. It is quite logical that the study of crimes, carried out from the standpoint of the operational-search science, presupposes the formation of the operational-search characteristics of the considered category of crimes. The purpose of this study is a comprehensive scientific development of the main elements and the concept of operational-search characteristics of bribery and coercion of a witness and a victim to give false evidence. To achieve the intended goal, the author needs to solve the following tasks: to analyze the concept of the operational-search characteristics of crimes, to determine its main elements; to summarize and analyze the operational-investigative practice of bribery and coercion of a witness and a victim to give false testimony; analyze generalized data on the most typical operatively significant signs of a crime in the category under consideration. The study is based on the use of general scientific techniques and methods (logical-legal, systems approach, analysis, synthesis, etc.) and specific scientific methods (polling, questionnaires, content analysis of documents, interviewing, comparative analysis, etc.). The theoretical significance of the study lies in the fact that by studying the features of the operationalsearch characteristics of bribery and coercion of a witness and a victim to give false testimony, the author can make a certain contribution to the development of the theory of operational-search activity.

Subject. The article considers a methodology for assessing the level of financial and economic security as an integral indicator of particular types of security, which include budget and tax security, investment security, banking and credit security, and price security. Objectives. The purpose is to test the methodology for assessing the level of financial and economic security of the subjects of the Russian Federation, which makes it possible to rank the regions and distribute them into appropriate groups that characterize different levels of security. Methods. The study draws on general scientific methods of cognition and statistical methods of research. Results. The results of calculations enabled to rank the regions according to the level of financial and economic security. The analysis shows that there have been no drastic qualitative changes in the level of security over the past decade. The regions demonstrate a relatively stable state of security. Conclusions. The study reveals significant differentiation of regions in terms of financial and economic security, reflecting the uneven socio-economic development of the subjects of the Russian Federation and significant territorial disparities. It is crucial to develop a new management approach that takes into account the new environmental conditions characterized by ongoing transformational processes in the society and the State. A methodology enabling to assess the subjects of the Russian Federation by the level of financial and economic security will determine the place of each region in the overall security system and facilitate informed management decisions.

The subject of this research is the works of Kazimir Malevich of the period 1913–1914. Despite numerous scientific works and articles dedicated to the works of K. Malevich, the period of his becoming requires clarification. The object of this research is the Russian avant-garde art of 1913 – 1914. The author dwells on the compositional principles in the painter’s works of this period. Special attention is given to the colorful shapes and geometric elements underlying the compositions of his paintings. Analysis is conducted on the the path of Kazimir Severinovich, the transition from Futurism and Cubo-Futurism through Fevralism to the original style – suprematism. The philosophical and art history analysis in combination with the general scientific methods of research allowed developing a representation on the transformation the artistic pursuits of Kazimir Malevich towards the dominant of the black geometric colorful shape, which subsequently led to the creation of the “Black Square” and the formation of suprematism. The article examines and compares the paintings of the period 1913–1914, when Malevich had moved from being a mentee to creating his own artistic language. The study of the paintings by Kazimir Malevich and determination of large group of works similar in the techniques and colors used allows broadening and complementing the knowledge on the period prior to suprematism.

The article investigates the reasons for the emergence, formation and development of economic analysis as a type of practical activity. The main idea of the article is to establish causal links between the emergence and development of methodology and methods of economic analysis and stages of development of socio-economic formations. The historical necessity and expediency of the evolution of the tools of economic analysis as a response to the information needs of owners and managers of farms and enterprises are substantiated. The use of a systematic approach, comparative analysis, the principle of historicism, general scientific methods of dialectics, induction, deduction, synthesis led to the formation and justification of the research hypothesis. The main characteristics and trends of evolution of economic analysis, which are improving in the conditions of neo-institutionalism in the XXI century, are identified. The main characteristic features of the methodology and methodological methods of analysis, which were formed in the period of pre - monopoly capitalism, are determined and the trend of their use in modern economic conditions is traced. Also on the basis of systematization of the practice of analytical work the methodical approaches of the economic analysis in an epoch of monopolistic capitalism which are actual for business in the conditions of neoinstitutionalism are formulated

Modern consulting processes at any level are quite complex and require constant monitoring and improvement to maintain their effectiveness. That is why the interest in studying the consulting market as a separate object of management activity is constantly growing. The purpose of the study is to identify the problems of the development of the consulting market that are characteristic of Russian practice and to find optimal ways to eliminate them. The research methodology includes general scientific methods such as comparative analysis of sources, system analysis and synthesis of facts, induction and analogy. The result of the research is a list of problematic areas of the consulting market development and current ways to improve it.
