Subject. The article discusses main practical approaches to assessing the risks of digital transformation and proposes an integrated model of risk-based approach to digital transformation that rests on key performance indicators for digital transformation risk assessment. Objectives. The aim is to perform a critical analysis of the practice of assessing the risks of digital transformation of economic entities in the Russian Federation. Methods. To perform the comparative analysis of practices of assessing the risks of digital transformation, we apply methods of analysis, comparison, and systematization of the obtained information. Results. We analyzed the practice of assessing the risks of digital transformation of business entities, developed recommendations to improve models for assessing the digital transformation risks, and offered an integrated risk assessment model. Conclusions. Given the specifics of the approach of Russian business entities to assessing the risks of digital transformation and a clear trend towards boosting the digitalization, it is advisable to apply a combined model, which includes both the assessment of the impact of digitalization measures on the economic performance of a company and qualitative risk assessment models based on the introduction of a risk-based Agile approach, embedded in the corporate culture of the company, as well as Due Diligence methods; to implement a mechanism of State support for companies, which are in the process of digital transformation.

Abstract This article describes the impact of the global digital economy on the technological development of the mineral sector in the world. Due to the different specifics of the legislative bases of the investigated regions, such as the USA, China, EU, and Africa, the development of digital transformation is presented on the example of the Russian Federation in the context of world trends. The article presents an analysis of the possibilities of using straight-through digital technology in prospecting, design, development, and use of mineral resources. It describes a structure promoting the development of applied digital technology through research–education centers and international competence centers. This structure would allow forming the new competencies for personnel working in the digital economy. The underfunding of the information and computing infrastructure could be a significant challenge to the digital transformation of the economy. Creating the conditions for a reliable and secure process of generating, storing, and using data is the basis for protection from the cybersecurity hazard that could act as a brake on technology advancement. This article discusses the organizational and technological priorities of the development of the mineral resource sector on the example of the Russian Federation. The challenges for the mineral resource complex resulting from global changes can be taken on through technological changes of the industry. The article gives a thorough description of issues related to technological developments in the raw materials sector, oil refining industry, development of integrated and advanced mineral processing systems, and the use of household and industrial wastes. The research presents basic technology contributing to sustainable development, starting from exploration and production forecasting and up to sustainable planning and distribution of material and energy resources based on real-time data. It also pays special attention to the possibilities of creating digital platforms for the mineral sector. Digital integration, combining research areas, personnel, processes, users, and data will create conditions for scientific and technological achievements and breakthroughs, providing scientific and economic developments in related industries and, above all, in the global mineral and raw materials market.

The basis of this study is the use of elements of an innovative methodology of post-institutional analysis based on the interdisciplinary synthesis, which involves overcoming the monodimensionality, dichotomization and dogmatism of many concepts of orthodox neo-institutionalism. The main idea of this study is to apply an interdisciplinary approach to study the impact of technological modernization on economic entities and identify priority trends taking into account digital transformation of public relations. The assessment of the current problems under study and the conceptual framework of the study were carried out on the basis of studying and rethinking the results of numerous works by European and Russian scientists, as well as the legislation of the Russian Federation. The regulatory framework covers current domestic legislation in the field of civil, business and tax law, which regulates innovative activities. As a result of the conducted research, it is established that innovative activity is managed by a large number of regulations of various industry affiliation, which do not have any systemic connection with each other. The existing terminological intricacy is revealed in innovation legislation. The current legislation, including at the level of the constituent entities of the Russian Federation, does not set the criteria and the indicators of an innovative organization. This serves as a factor that both complicates obtaining state support and hinders the wider introduction of innovations. The mechanisms of stimulating innovative activity provided by the tax legislation are investigated, and their effectiveness is also evaluated. The article proves the need for adoption of a special Federal Law aimed at regulating innovative legal relations. The need to improve the tax legislation is justified in terms of creating a special tax regime for subjects of innovative activity. It is proposed to expand the measures of state support for innovation activity within the subjects in the Russian Federation by introducing the institute of innovation voucher. The role of responsible innovations for sustainable business development in the period of digital transformation of society is defined.

Subject. We consider the status, problems, trends and prospects for the development of the national payment system of the Russian Federation. Objectives. We focus on disclosing the content and problems of the modern stage of operation of the national payment system of the Russian Federation, and the analysis of its possible prospects for development. Methods. The study employs the institutional and systems approach to scientific knowledge. On its basis, we apply the situational, factor, statistical and other methods of analysis. Results. The existing national payment system is a complex and not quite independent entity. It is demonstrated by the practice of numerous legislative and regulatory supporting mechanisms that need not only the perception and assimilation of international experience, but also the establishment of proper in-house practice. Regions of the country have significant differences in the quality of payment services provided. Conclusions. To solve the problems of prospective development of the national payment system of the Russian Federation, it is necessary to increase its centralization, create a mobile universal and internally consistent and receptive to innovation legal mechanism of functioning. The revival and growth of the country's economy, stimulating the demand and supply of payment services, will facilitate the solutions. Further development of the system depends on the increase in the scale of operation, alignment of regional and corporate levels of service for individuals and business entities, qualitative improvement, taking into account the international standards and the best foreign practices.

The monograph discusses theoretical, methodological and practical approaches to the assessment of the properties of tax systems. The theories and concepts of taxes, as well as empirical approaches to modeling the relationship between the parameters of the tax and economic system of the country are studied. On the example of the tax system of the Russian Federation in 2006-2017 such properties of tax systems as profitability, uniformity of taxation and risk are investigated in dynamics. The method of assessment of uneven taxation is proposed, on the basis of which the contribution of individual taxes and industries to interregional differences in the level of tax return in the Russian Federation is determined. The method of risk assessment and decomposition of the tax system using the portfolio approach of G. Markowitz and U. Sharpe is proposed. The application of this technique allowed to determine the contribution of different taxes, industries and regions to the risk of the tax system of the country and its regions, as well as to conduct a comparative risk assessment of tax systems of the Russian Federation in the distribution of tax revenues between the three levels of the budget system. The paper also proposes and tested a method of factor analysis of tax revenues in the Russian Federation, which allowed to assess the impact of inflation, economic growth, the overall level of tax return and its relative level in the regions on the growth of tax revenues in the Russian Federation and its subjects in 2006-2016. The monograph is of interest to the scientific and academic community, government and business.

The development of social entrepreneurship as a relatively new form of solving social problems depends on many factors, particularly on the institutional environment and its digitalization. Information processing systems and various activities associated with digital technologies affect almost all aspects of economic activity. This study aims to analyze and substantiate the impact of digital transformation processes on social enterprises in the regions of the Russian Federation. Regression and correlation analysis was used as a research method. In the course of testing the hypothesis about the influence of the digital component on the development of social entrepreneurship, the importance of investment in informatization and communications and the share of the population using the Internet in a particular region are shown.

The objective is to identify potential risks in the aircraft development and to quantify the risks in the process, ultimately to find mitigating strategies. Monte-Carlo simulation for quantitative risk assessment and RAND DAPCA IV to calculate the cost are employed. These results are comprehended and collectively assessed with few assumptions. The assumptions are in due consideration to the local conditions, and thus they reflect in the approximations. These assumptions indicate the impact of the industrial and academic environment of the Russian Federation on the developmental cycle of the aircraft. The estimated financial risk for the development of an air medical ambulance for the Russian Federation is 29%, and the cost for unit production of the medical aircraft is nearly 19 million USD. The suggested strategies can reduce the financial risk to 22% and the cost for unit production of the medical aircraft to nearly 13 million USD.

The problems of inadequacy in the assessment of the activities of economic entities in the Russian economy are exaggerated in scientific thoughts and public consciousness for quite a long time and, in fact, have acquired a constant and increasingly deepening process. The unresolved nature of these problems have the adversely affects on the economic and social growth of the state, hinders its development. The identified issues were raised in 2004 in the monograph "Actual problems of assessing the activity and investment of business entities in modern Russia," the main provisions of which served as material for writing and defending a doctoral dissertation at the Academy of National Economy under the Government of the Russian Federation (Moscow, 2008). And, now, after a long period of time (about 10 years), one can say that the problems and shortcomings in the Russian economy raised in the monographs and the thesis are not only not solved, but they are even more deepened. Authors in the article from critical positions assess the current situation with the objectivity and adequacy of assessing the activities of economic entities, tax administration by the state of small business functioning, the impact of these problems on investment flows in the Russian Federation.

The article deals with the practice of observing the pre-emptive rights of shareholders of non-public joint-stock companies and business company participants when alienating shares (stocks) of business companies, including third parties. We are talking about protecting the interests of participants (shareholders) and the company as well as persons alienating the shares. The material is of interest in the formation of a civilized and effective corporate culture. The law provides not only for the right to alienate shares in business companies and non-public joint-stock companies, but also for the forms (methods) of exercising such a right (power). These forms (methods) have an approximate list. Based on the concept of civil law dispositivity, the rightholder can use any method of shares (stocks) alienation that is not prohibited by law. The Civil Code of the Russian Federation1 mentions the ways of transferring shares only in relation to a limited liability company (Article 93). The norms of this Code do not contain any specifics in this regard, thus leaving the issue to special (corporate) legislation. However, corporate legislation does not fully regulate the entire mechanism for transferring a share in the authorized capital or shares to another person. The most common method of share alienation is a share purchase and sale agreement; other methods that are not prohibited by law are considered auxiliary methods. The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

Subject. This article deals with the issues related to the national economic security of the State in today's conditions. Objectives. The article aims to develop a set of special measures for additional business support to reduce the impact of restrictions imposed against the background of quarantine and the pandemic spread, and which would help prevent collapse of business entities. Methods. For the study, I used the methods of theoretical, systems, logical, and comparative analyses, and tabular and graphical visualization techniques. Results. The article proposes possible measures to support business aimed at reducing the costs of business entities due to the restrictions caused by the pandemic, that complement and explain the activities proposed by the President and Government of the Russian Federation, taking into account the regional and municipal levels. Conclusions. The uncertain current situation requires constant adjustment and adaptation of public policy in accordance with specific circumstances. Ensuring the country's economic security and sustainability associates with creation of a business organization system that connects public administration tools and business support and development opportunities under the changed environment.
