Ojhung culture is one of the local culture in Madura. Existence is motivated by people's desire for rain on drought in some parts of Madura. The Existence of “Ojhung” madura is currently imposing, where the attention of the younger generation and the government was minimal. It is feared will lead to the sinking of this culture in Madura. This research was conducted with the aim to formulate the right strategy for cultural preservation efforts Ojhung Madura, it is expected this will be a recommendation for the parties concerned for the preservation of the culture. To answer the problems that occur, we used qualitative method with phenomenological approach. The use of this method is carried out to reveal the cultural phenomenon Ojhung and preservation strategies. The strategy formulation process we involve stakeholders as informants such as Actors Ojhung match, chairman Ojhung community, local government, as well as cultural Madura. The results of the study resulted in recommendations for the strategy of cultural preservation efforts Ojhung Madura. The formulation of the strategy through a SWOT analysis shows that cultural preservation Ojhung Madura require their attention from the local government, the younger generation, as well as the local community. Improvements to the management (match) Ojhung culture also required include increased promotion, event format, as well as efforts to Ojhung performances scheduled on the agenda of local travel (Sumenep).

This study is focused on the adaptation strategy of the local community who has the problem of land rights. In Indonesia, all natural resources are subject to control and to manage by the state. As a ruler of the resources, the Government published any policy which provided revenue for the state, such as giving the right to industrial extraction of logging companies in the forest area. Whereas, many communities' lives depend on the forest. Forest resources are important for the Indonesian economy, as well as for the livelihood of communities who depend on the forest. It finds themselves in situations of conflict. The aim of the study is to analyse adaptation strategy of local community which is in the forest resource conflicts. The study used mix methods. A qualitative method with a focus on ecological adaptation and livelihood strategy, while the quantitative approach stresses defining the meaning of findings or facts that are deconstructed based on the subjective perspective of the researcher. The research held in two site, namely Sungai Utik Forest which Dayak Iban Community and Halimun Salak Mountain National Park which Kasepuhan community live. The result of the research showed that conflict of the forest resources have improved the adaptation strategy of the local community. Although various problems is already attacking them, local community still have loyalty to their tradition. They have own regulation to manage and utilize land, especially for managing forest and rice planting. Faithfulness in carrying this cultural tradition out are their ecological adaptation strategy. This article was aimed to formulate the construction of tourism village development model towards smart eco-tourism in Paksebali village, Kungkung regency, Bali. The methods of collecting data included observation, interview, documentation, and Focused Group Discussion. The data were analysed using qualitative method and SWOT analysis. The findings showed that the political will of the government in Klungkung regency and Paksebali village, as well as the participation of the local community had a great contribution to the development of the tourism village. The analysis of internal and external factors were used to formulate alternative development strategies that included conservation and revitalization of arts and culture, nature and environment conservation. Village tourism product development was conducted in a gradual and sustainable manner. Improvement of facilities and infrastructure, included HR Quality Improvement, Strengthening tourism village institutions, marketing systems, and increasing community participation.

 ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. Regional autonomy can provide flexibility for regions to innovate and create local community creativity as material for local government policies. Negara Indonesia dalam menjalankan pemerintahan, hubungan pemerintah pusat dan pemerintah daerah harus terjalin dengan baik dan harmonis. Tujuan yang terjalin tersebut untuk kemakmuran rakyat. Otonomi daerah dapat memberikan keleluasaan bagi daerah untuk melakukan innovasi dan kreativitas masyarakat setempat sebagai bahan kebijakan local government. Tourism is an important determinant for a region’s economic growth—the higher income from tourism, the higher its gross regional domestic product. To be successful in exposing potential tourism sites, a region does not only depend on the beauty of the nature but also how to access the sites, on-site accommodation and the mutual relationship between local government and local community.The fact is many regions have difficulties in developing mutual relationship between local government and local community. It means what most important is how the tourism industry is being managed. One most important aspect of managing the tourism industry is the cooperation and communication between the local community and the government. This article aims to discuss how public relations and the local community work to stimulate tourism growth in a synergy. Using descriptive qualitative method, this article recommends a model of communication strategy—in which the local community serves mainly as the tourism’s public relation agents, and also serves as a reference method in evaluating a local government’s communication strategies in regional tourism industry.

A fixed aset is one of the elements that must be managed well in order to produce reliable information in the financial statements of the local government office. The purpose of this study is to analyze the suitability between the implementation of the management of local property in the Central Aceh District with the regulation of Ministry of Home Affairs (Permendagri), No. 17 of 2008 and identify the constraints encountered in the management of local property in the district of Central Aceh. Using the qualitative method, the study finds that the management of  local property in the district of Central Aceh in 2015 has been in line with the Permendagri, No. 17 of 2008, but in its implementation there have been many shortcomings due to non-supportive of human resources, facilities and infrastructure, and the leaderships. Thus, this study suggest the government apparatus, especially those who are in charges of management of local property enhance their ability by attending education, training, and technical workshops in the field of financial management of local government, aiming towards professional human resources. Keywords: Aset Management, Regional Property  Abstrak Aset tetap merupakan salah satu unsur yang harus dikelola dengan baik agar menghasilkan informasi yang andal dalam laporan keuangan daerah. Tujuan penelitian ini yaitu untuk menganalisis kesesuaian antara implementasi pengelolaan barang milik daerah di Kabupaten Aceh Tengah dengan Peraturan Menteri dalam Negeri Nomor 17 Tahun 2007 dan mengidentifikasi kendala-kendala yang ditemui dalam pengelolaan barang milik daerah di Kabupaten Aceh Tengah. Desain penelitian ini menggunakan metode kualitatif -deskriptif. Hasil penelitian menunjukkan bahwa pengelolaan barang milik daerah Kabupaten Aceh Tengah pada tahun 2015 masih mengacu pada permendagri nomor 17 tahun 2008, namun pada pelaksanaannya masih banyak kekurangan karena tidak didukung dengan sumber daya manusia, sarana dan prasarana dan dukungan dari atasan. Penelitian ini merekomendasikan kepadaSumber Daya Manusia, khususnya aparatur kerja di di bidang pengelolaan barang milik daerah untuk mengikuti pendidikan, pelatihan dan bimbingan teknis di bidang pengelolaan keuangan daerah agar terwujud SDM yang professional.

This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.

Penelitian ini bertujuan untuk menggambarkan pengalaman berliterasi penulis di Kota Bandung dalam menjalani perannya sebagai penulis Sunda.Pokok bahasan yang digali meliputi aspek pendorong menjadi penulis Sunda, pilihan jenis dan tema tulisan untuk menyampaikan perasaan dan pikiran penulis, serta aspek harapan dalam menjalani peran sebagai penulis Sunda.Metode kualitatif dengan pendekatan fenomenologi digunakan untuk menguraikan pengalaman pada penulis Sunda dalam berliterasi. Wawancara mendalam dan penelusuran literatur digunakan untuk memperoleh data dari 8 penulis yang menjadi informan penelitian ini. Hasil studi menunjukkan, lingkungan dan kebiasaan membaca menjadi faktor utama yang mendorong penulis untuk menulis dalam bahasa Sunda. Tulisan fiksi dan nonfiksi menjadi pilihan penulis untuk menyampaikan pikiran dan perasannya melalui tulisan. Masalah sosial, sejarah klasik Sunda, kearifan lokal, humor, dan peristiwa aktual menjadi pilihan tema dalam tulisan para informan. Adapun yang menjadi aspek harapan sebagai penulis Sunda adalah memelihara keberlangsungan bahasa Sunda, serta berharap dapat membawa budaya Sunda ke peradaban global. Kata kunci: Literasi, Budaya Sunda, Penulis Sunda, Pelestarian Budaya ABSTRACTThis research aims to describe the author's experience in doing literacy as a Sundanese writer in Bandung City. The subject explored includes the driving aspects of being a Sundanese writer, choice of types and themes of writing, as well as aspects of hope in carrying out the role as a Sundanese writer. The qualitative method with a phenomenological approach is used to describe the experience of Sundanese writers in literacy. In-depth interviews and literature were used to obtain data from 8 writers who became informants of this study. The result shows that environment and reading habits are the main factors that encourage writers to write in the Sundanese language. Fiction and nonfiction literature contents are used to convey a writer’s thoughts and feelings through writing. Social problems, Sundanese classical history, local wisdom, humor, and actual events are the themes in the informants' writings. The aspect of hope as a Sundanese writer is to maintain the continuity of Sundanese language, and hope to bring Sundanese culture to global civilization.Keywords: Literacy, Sundanese Culture, Sundanese Writers, Cultural Preservation

This research aimed to explore the motives that encouraged Muslim entrepreneurs to make business decisions in running businesses, and also to examined the effects of their religions as well as the business logics they used toward their trading behaviors. The subjects of this research were the Muslim entrepreneurs running the business of apparel convection in Botoran, Tulungagung. This research used qualitative method with phenomenological approach. The data extracting technique was conducted by documentation, observation, and interviews. The results showed that Muslim traders based their business behaviors on the consideration of rational choices. Such behaviors were manifested in the forms of: choosing to partition their houses as the place of production (home factory); choosing to procure capital through the Chinese; choosing temporary sewing workers; choosing to replace the procurement of computer embroidery machines; dun-dunan rego (decreasing the costs); nembak (lighting); and reluctant to establish a cooperative to accommodate them. Meanwhile, religion, morals, and other values are not considered by them in running their business. The implication of the findings is that religious and economic motives always appeared in a person's business processes. The dominance of one of them was determined by the environment and experience. Sharia financial institutions in the vicinity, such as Sharia Banks and BMT (Baitul Mal wa Tamwil, a sharia-based microfinance institution or cooperative), as well as Islamic organizations, with the right kinship approach, were required to be present to pay attention to business development and community empowerment.

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

At the end of 1971 the Government designated the extention of the Community Development Project to the planned total of twelve areas. The project was then described as ‘a national action-research experiment’ carried out in selected urban localities in order to discover ‘how far the social problems experienced by people in a local community can be better understood and resolved through closer co-ordination of all agencies in the social welfare field – central and local government and the voluntary organizations – together with the local people themselves’. There was a special emphasis placed on the importance of ‘citizen involvement and community self-help’, together with the expectation that ‘the lessons learned can be fed back into social policy, planning and administration, both at central and local government level’.
