As part of a research program on worker militancy, this note presents an overview of the data on work stoppages from Human Resources and Skills Development Canada [HRSDC] (previously Human Resources Development Canada [HRDC]) with reference to the 21261 strikes from 1966-2001. It unpacks the definitions embedded in 'work stoppage', considers how to group strikes by number of workers and duration, comments on the contract status and result variables, and discusses how strike issues are coded.Several themes emerge. The state's major interest in strikes relates to their economic impact, which is operationalized through 'person days lost'. A shift from 'person days lost', to worker militancy allows for revealing re-interpretations of the data which will help make visible the relevance of such stoppages to workers, unions and communities. Examining the HRSDC data in this new light also underscores the political nature of data collection (what is seen to be germane and not), and data presentation (what is made visible and what is concealed).

Using the micro-data from Human Resources and Social Development Canada (HRSDC) on the 23,944 stoppages in Canada between 1960 and 2004, this article introduces a labour militancy perspective on work stoppages, that is, from the point of view of workers. It explores patterns of militancy with a focus on strike duration, strike size and strikes for first contracts, and supports re-interpretations which help make visible the significance of such stoppages for workers, unions and communities. A labour militancy frame presents an alternative to the employer perspective on time lost, the government concern to measure the economic impact of stoppages, and the scholarly emphasis on strike determinants. As part of re-examining the HRSDC work stoppage data from a labour militancy perspective, the paper considers the source of these data. It juxtaposes the statistical data with interviews with the provincial correspondents who collect the information for HRSDC. Examining the data in this light underscores the political nature of data collection (what is seen to be germane and not), data presentation (what is made visible and what is not), and data sources (whose voices are heard).

The purpose of this study was to determine the description of organizational culture and work motivation, and to determine the effect of organizational culture on employee work motivation at the Human Resources Development Agency (BPSDM) of Jambi Province. This research uses descriptive quantitative method with data collection methods using questionnaires to 75 respondents. The result is that organizational culture has a positive and significant effect on employee motivation at 20.16. The conclusion is that organizational culture influences work motivation in BPSDM Jambi Province by 20.16%.

Abstract: This study aims to determine the readiness of facilities and infrastructure in improving the quality of education to face the industrial revolution 4.0. The research used a qualitative descriptive approach at SMP Pangudi Luhur Salatiga. In this study, the analysis unit was used, namely facilities and infrastructure, while the observation unit was the principal, deputy head of the facilities and infrastructure sector, and educators. Data collection techniques using observation, interviews, questionnaires, and documentation using triangulation techniques. Meanwhile, data analysis was carried out interactively with data collection, data reduction, data presentation, and drawing conclusions. Conclusions from the study: (1) the planning of facilities and infrastructure has been carried out well; (2) the procurement of facilities and infrastructure has not been carried out properly, the priority scale is determined by the foundation not the school; (3) the maintenance of facilities and infrastructure has not been carried out optimally; (4) the elimination of facilities and infrastructure has never been carried out by schools, items that are no longer used are put into school warehouses; and (5) there are developments in facilities and infrastructure in the field of technology, while the human resources that are owned are still not professionally trained. Abstrak: Penelitian ini bertujuan untuk mengetahui kesiapan sarana dan prasarana dalam meningkatkan mutu pendidikan untuk menghadapi revolusi industri 4.0. Penelitian menggunakan pendekatan deskriptif kualitatif di SMP Pangudi Luhur Salatiga. Pada penelitian ini menggunakan unit analisis yaitu sarana prasarana, sedangkan yang menjadi unit pengamatan yaitu kepala sekolah, wakil kepala bidang sarana dan prasarana, dan pendidik. Teknik pengumpulan data menggunakan pengamatan, wawancara, angket, dan dokumentasi dengan menggunakan teknik triangulasi. Sedangkan analisis data dilakukan secara interaktif dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Simpulan dari penelitian: (1) perencanaan sarana dan prasarana sudah dilakukan dengan baik; (2) pengadaan sarana dan prasarana belum dilakukan dengan baik skala prioritas ditentukan oleh yayasan bukan pada sekolah; (3) pemeliharaan sarana dan prasarana belum dilakukan secara optimal; (4) penghapusan sarana dan prasarana belum pernah dilakukan oleh sekolah barang yang sudah tidak digunakan dimasukkan kedalam gudang sekolah; dan (5) adanya perkembangan sarana dan prasarana dalam bidang teknologi, sedangkan sumber daya manusia yang dimiliki masih belum yang terlatih secara profesional.

Abstract: This study aims to determine whether there is influence of human resource development on performance in the Government of Murung Raya Regency either partially or simultaneously. The method used in this study is quantitative research is a research model that requires the existence of the calculation of the numbers, while the approach used is a survey approach that is research that takes a sample of the population and use the questionnaire as a basic data collection tool. The results of this study indicate that the development of human resources influence significantly and changes in the direction of the performance of employees in the Government of Murung Raya Regency.Keywords: Human Resources development, Performance, Murung Raya RegencyAbstrak: Penelitian ini bertujuan untuk mengetahui ada tidaknya pengaruh pengembangan Sumber Daya Manusia terhadap kinerja di lingkungan Pemerintahan Kabupaten Murung Raya baik secara parsial maupun simultan. Metode yang digunakan dalam penelitian ini adalah penelitian kuantitatif yaitu suatu model penelitian yang mengharuskan akan adanya perhitungan angka-angka, sedangkan pendekatan yang digunakan adalah dengan pendekatan survei yaitu penelitian yang mengambil sampel dari populasi dan menggunakan kuesioner sebagai alat pengumpulan data yang pokok. This study aims to describe the form of language expression and the political news discourse perspective of Koran Kaltim using Roger Fowler's model. In using Roger Fowler's analysis, clarification can be seen how the same event is translated into different languages. These different words are not seen as technical but are seen as an ideological practice. This type of research is a qualitative descriptive study. Sources of data used in this research are journalistic products of printed mass media, namely Koran Kaltim. Data collection techniques are reading, listening, and note-taking techniques. The data presentation technique in this study contains an explanation of the forms of language expression and perspective. Overall the results of the study show the following two conclusions. First, the forms of language expression based on political news discourse modalities include necessity modality, desire modality, truth modality as well as various types of metaphors. This form of language expression represents the views, values, ideas and beliefs of journalists in the Kaltim newspaper. Second, the pro-government perspective dominates the political news in the Kaltim newspaper.

This study aims to determine (1) employee placement in accordance with the evaluation criteria at the Merauke Regency Personnel and Human Resources Development Agency, (2) the principles of assigning employees to the Merauke Regency Personnel and Human Resources Development Agency, (3) challenges in placement employees at the Merauke Regency Civil Service and Human Resources Development Agency. This research is a qualitative descriptive study. The research informants were the Head of the Personnel and Human Resources Development Agency of Merauke Regency, the Secretary of the Agency, the Head of the Personnel Administration, the Head of the Program and Evaluation Subdivision. The data collection techniques used were observation, interview and documentation. Data analysis uses the steps of data collection, data reduction, data presentation, and drawing conclusions. The results showed that the implementation of the evaluation of the placement of employees according to the evaluation criteria and placement principles was optimal and also not fully optimal, because there were still some obstacles, however, there were strategic steps taken so that the problem could be resolved. There are challenges in implementing employee placement, however these challenges are handled wisely and can be resolved immediately. In principle, the Merauke Regency Personnel and Human Resources Development Agency has taken strategic steps in dealing with existing problems and constraints so that the achievement of organizational goals can be achieved, in accordance with the programs that have been set.

Since the 1980s, the project has become an essential management approach for contemporary companies that require profound organizational transformations, hence the need for more in-depth studies on human resources development in this new environment. The present work aimed to recognize the different challenges of the training policy in the project environment. To this end, we conducted 31 semi-structured interviews with Tunisian project managers. The results showed that the training policy is a conducive context for skills development in the project environment. Project-based organizations are called upon to promote their employees’ skills through training programs encompassing mainly two kinds of skills: interpersonal and technical. The results also revealed that the temporary and unstable nature of the projects leaves little room for training due to time pressure, lack of budget, and work overload.

Work rotation is an employment activity related to the process of transferring functions, responsibilities, and employee status, to obtain work satisfaction and increase maximum work performance. Work rotation functions for the development of human resources which are believed to provide many benefits to the organization. This study aims to determine organizational considerations in implementing employee work rotation activities so that a model will be created that will be used as the basis for employee rotation. This study uses descriptive qualitative methods, data analysis was carried out, using four stages, namely data collection, data reduction, data presentation, and drawing conclusions or verification. Testing the validity of the data using source triangulation techniques. The results of the study conclude that the work rotation model at the YPDR Nursing Academy Jakarta refers to tenure, appraisal work performance results, educational qualifications, skills, and experience and has considered aspects of planning, implementation, and evaluation, with the ultimate goal of optimizing performance institution.

Purpose of this study to find out the Analysis of Management Archives Coaching by Tangerang District Library and Archives Services. This type of research uses a descriptive qualitative research approach. Data collection techniques, namely interviews with 5 (five) informants, observation, and documentation. While data analysis techniques include data reduction, data presentation, and drawing conclusions. The results of the study can be concluded that the activities of archiving guidance carried out by the Tangerang District Disperpusip begins with the stages of planning, coordination, preparation of materials for archiving development, and the implementation of archiving guidance activities which are divided into two types, namely technical guidance conducted classically to OPD (Regional Apparatus Organization) ) and direct assistance to the archives manager in the village. The technical guidance activity began with gathering archive managers from each OPD namely the Office and Agency after that the activity continued with the delivery of material classically with the theme "Dynamic Archive Management, That is Depreciation With the Focus of Moving Archives". In addition, the assistance was carried out by selecting archive managers from two to three villages and continued by providing direct training on how to organize files properly with the theme "Active Dynamic Archive Management". The obstacles faced in the activities of fostering archives are Human Resources and Archive management.

One study that is interesting to discuss is the political kinship established by the Agus Ambo Djiwa clan. Agus Ambo Djiwa has played an important role in Pasangkayu politics in building politics since 2005 to become deputy regent and then to regent two for the 2010-2020 period. Now he has successfully led his brother and wife to become regents and deputy regents of Pasangkayu in the 2021-2024 period. The purpose of this study was to determine the modalities of Agus Ambo Djwa's kinship politics in winning the political event in Pasangkayu. This study uses a qualitative method. Data collection techniques using observation, interviews, and documentation studies. Data analysis used the Miles and Huberman model, namely data collection, data reduction, data presentation and verification. The results showed that there was an inheritance of leadership politics in Pasangkayu which was after the expansion of the Mamuju district. The Agus Agus Djiwa clan won the 2020 elections because it has four basic material modalities, namely the Ambo Djiwa Family social capital, which is one of the figures in the formation of the division of North Mamuju Regency which is currently known as Pasangkayu and Agus Ambo Djiwa still in control of the regional bureaucracy, cultural capital relying on family names and politics ethnic identity, political capital supported by political parties and economic capital originate from personal wealth and donations from donors.
