FINANCIAL COMPONENT OF REGIONSʼ ECONOMIC SECURITY

The article highlights the basic concepts of regions’ financial security. Was discussed the regional level, the components of region’s financial security and their characteristics: budget, tax, investment, innovation, monetary, financial security of economic entities, financial security of the population and insurance. Internal and external aspects of financial security are described. The states of financial security by the intensity of the negative factors’ influence are distinguished. The main generalizing factors that have a negative impact on the level of financial security of the Ukrainian regions are revealed: external factors, these include world-class and national factors; internal factors, these include economic, social, environmental, scientific and technological, informational, material, legal factors. External indicators are substantiated, which indicate the degree of indirect impact on the financial security of a particular region and are determined by the level of financial security of the state by indicators that characterize the state of debt, budget, monetary and currency, investment and foreign trade security. The use of these indicators in calculating the level of financial security of the region is due to a significant impact on this level of financial security of the state, because if national needs are not provided with sufficient financial resources, the financial security of any region cannot be discussed. Internal indicators characterize the immediate state of financial security of the needs of the economic, social and environmental spheres of the region compared to the threshold values. The main risks to the financial security of the region in terms of its structural elements have been assessed. The tasks of the financial security policy of the region are analyzed, such as: diagnostics and forecasting of external and internal threats to ensuring the realization of the financial interests of the region; identification of the most acute financial problems of the region, ranking them according to the degree of danger; development of a system of financial measures aimed at solving financial problems, creating financial mechanisms to protect regional interests; prevention and neutralization of real and potential threats to the financial interests of the region; diversification of financial sources and optimization of financial flows to ensure the balance of sustainable development in accordance with established security criteria; improving the efficiency of the use of available financial resources of the region, control of their volumes.

Introduction. The financial security of the state is one of the most important components of economic security in general and in terms of its individual functional elements. The financial security of the country determines the level of attractiveness, competitive position in world markets and creates conditions for economic development of certain entities in prospective periods. The purpose of the paper is to determine the place of financial security in the economic security of the country, the main theoretical approaches to the interpretation of the concept of “financial security” and display its main components. The article is isolating the main factors in the formation of financial security in Ukraine, studies of trends and characteristics impact on the economy. Results. The study highlighted the threat of financial security, such as threats to publicsector debt policy threat, the threat of the insurance market, the threat of monetary economy, the threat of the currency market, the stock market threats and other threats. Based on statistical and other information, the analysis of safety parameters for each of the proposed components. This analysis allowed to conclude that for any of the indicators Ukraine's economy has not reached the threshold of financial security. Conclusion. Research essence of the concept of financial security allowed the state to distinguish two main approaches to its treatment: 1) emphasis on the protection of the financial interests of businesses due to the influence of internal and external factors; 2) highlights the availability of sufficient funds to meet the needs of the state, region and individual entities. The primary measures that can be used to enhance the financial security of Ukraine's economy as a whole, should be aimed at: reducing the budget deficit, lower inflation, increase in lending business structures, reducing the proportion of cash sales, increased foreign investment in the economy stabilizing the national currency, increasing the volume of financial resources for sustainable development of the economy in the long run.

The purpose of this paper is to identify the problems and ways of providing Ukraine financial security in a hybrid war. The subject of the study is the system of financial security of Ukraine. Research methods. The paper uses a set of scientific methods, including systematic, structural, comparative, factorial, and others which allowed to realize the conceptual unity of the research. Research results. The article deals with systemic problems and ways of ensuring the financial security of Ukraine in the conditions of hybrid warfare, clarifies the concept of "financial security", an analysis of the peculiarities of the factors of providing and assessing the financial security of Ukraine at the present stage of development of the state. It has been determined that financial security is one of the key elements of economic security, the state of finance in the state depends on the state of the economy of the country, and simultaneously, the economic well-being of the country depends to a large extent on the level of ensuring the financial security of each individual citizen, as well as of the society state in the whole. Conclusions. Financial security is the protection of financial interests of business entities at all levels of financial relations, financial coverage of households, enterprises, organizations and institutions, regions, industries, sectors of the economy, government, sufficient to meet their needs and to fulfill obligations. In public administration practice there are often problems in assessing and analyzing individual components of national security or making decisions on one of the areas of ensuring financial security, when data on changes in other components of security are not available. Ensuring the financial security of the country requires the cessation of capital flight practice being one of the most powerful internal threats to the financial security of the country as a whole. The rise of external public debt and the excessive openness of the economy are the factors contributing to financial security risks.

Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

Implementation of the decisions made in the course of management of economic and socio-political development of the state causes the adequate financial flows forming the budgetary sphere of the state. The trouble in this sphere does not allow to provide the necessary level of economic growth, hampers reforming of the economy, makes negative impact on commercial and foreign economic activity, interferes with improvement of monetary and credit, tax, insurance and other spheres of the financial system of the Russian Federation. The offenses connected with corruption and theft of budget funds committed by officials at various levels significantly undermine the authority of the government, cause a growth of discontent of society and impact the social and economic situation in the country. The practice of identifying the offenses connected with theft of public funds and property shows that practically all spheres of the public sector of economy are, to a greater or lesser extent, subject to the risks of such crimes commitment. In this regard, a research of methods and ways of assessment of corruption theft amount in the public sector of the economy is an important and hot topic. The main types of public funds theft have been analyzed, including theft of budget funds allocated in the form of grants for targeted measures; theft by overcharging the prices of goods and services used for the state needs; the acquisition of inventory for personal use of the heads of public companies at the expense of the company, etc. The dynamics of the amount of budget crimes in the Ryazan region has been analyzed. It was inferred that corruption crimes in the public sector of the Ryazan region include fraud, abuse of power, abuse of authority, illegal participation in business, as well as taking bribes. A set of measures for preventing the above crimes has been proposed.

The process of implementing socio-economic change at the local level is closely linked to administrative reform and financial decentralization as important tools for regulating and allocating budget funds. Problems of reforming the administrative-territorial system, the formation of budgetary policy of the regions with the expansion of powers should be based on the development of regional strategies and a comprehensive analysis of financial resources. Approaches to the economic analysis of the efficiency of the allocation of financial resources in the context of decentralization reform are becoming increasingly important. The analysis of individual indicators somewhat narrows the perception of economic processes and does not allow to assess the level of provision of funds of administrative-territorial units by areas and in general. The issues of improving the methods and tools for assessing the financial resources of local budgets in the context of decentralization are becoming important. The article proposes improved approaches to the analysis of the level of financial decentralization of local budgets on the basis of aggregate indicators by areas. The technique allows analyzing the state of resource-functional components over time. The application of integrated assessment contributes to the objective characterization of the level of financial security of the regions, the revision and development of economic opportunities in the context of limited resources of local budgets. The proposed approach contributes to the formation of an objective description of the level of financial security of the region, and hence the financial opportunities for self-development. The methodology reveals the state of resource-functional components, the dynamics of deviations of integral values, allows monitoring of quantitative benchmarks to achieve the desired level of financial stability of regions and allows focusing on objective reasons for real financial decentralization in Ukraine. The results of the analysis focus on the assessment of regional development trends in the context of financial decentralization and form the need for further research in this direction.

The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

Теневая экономика проникает практически во все экономические сферы жизнедеятельности общества. Она включает в себя различные экономические отношения, которые находятся за рамками закона в областях производства, потребления, обмена и распределения. Воспрепятствование теневой экономике, предстающей одной из базовых угроз экономической безопасности страны, есть необычайно актуальное явление в настоящее время. Современное состояние сектора теневой экономики в России весьма динамично развивается, что влечет за собой негативное воздействие на социально-экономическое положение государства. В основном, это относится к представителям малого и среднего бизнеса, который занимается предоставлением услуг и производством разнообразных товаров. Актуальность избранной тематики заключается в том, что сейчас в России большой процент теневых доходов, тогда, как эти деньги могли быть направлены на становление и развитие МСП, особенно во времена обостренной пандемии, что позволило бы минимизировать экономическую напряженность и нарастить результативность государственных финансов. The shadow economy penetrates almost all economic spheres of society. It includes various economic relations that are outside the scope of the law in the areas of production, consumption, exchange and distribution. The obstruction of the shadow economy, which appears to be one of the basic threats to the economic security of the country, is an extremely relevant phenomenon at the present time. The current state of the shadow economy sector in Russia is developing very dynamically, which entails a negative impact on the socio-economic situation of the state. This mainly applies to representatives of small and medium-sized businesses that provide services and produce a variety of goods. The relevance of the chosen topic lies in the fact that now there is a large percentage of shadow income in Russia, while this money could be used for the formation and development of SMEs, especially during times of an acute pandemic, which would minimize economic tension and increase the effectiveness of public finances.

Introduction. The banking system and banks, in particular, play an important role in strengthening of national security, ensuring its sovereignty, strengthening the position of the country and its competitiveness in the international market, regulating the monetary system and the movement of financial resources in the market, etc. In their activity they experience significant influence of various types of threats, therefore, strengthening their financial and economic security does not lose its relevance, and the development of a unified approach to understanding the essence of "financial and economic security of the bank" is necessary for the development of a system for its effective support and regulation. Purpose. The article aims to explore the essence of the concept of "financial and economic security of the bank" through a detailed study and synthesis of scientists’ and practitioners’ definitions of such concepts as "security", "danger", "uncertainty", "challenge", "risk", "threat", " bank security", "economic security of the bank" and "financial security of the bank ". Method. Methods of economic analysis and synthesis are used for a detailed investigation of such concepts under study as "comparison", "generalization" and "systematization", for conduction of conclusions of research and development of author’s point of view on the essence of "financial and economic security of the bank". Results. On the basis of a detailed study of the concepts "bank security", "economic security of the bank", "financial security of the bank" and "financial and economic security of the bank" the author has provided her own definition.

The article considers the approaches to the interpretation of the category "shadow economy", which causes a variety of approaches to assessing the impact of the shadow economy on the socio-economic development of Ukraine. The spread of the pandemic and the complication of economic conditions, formed as a result of the introduction of forced restrictive measures, have led to the growth of the shadow economy in Ukraine. The index of shadowing of the economic sphere in relation to the inflation index and the level of the state budget deficit has been studied. The factors that led to the shadowing of the economy and caused the growth of the share of the shadow sector in the economy of Ukraine are highlighted. The main components of shadow employment are identified. Business entities operating in the shadow sector have significantly more competitive advantages and much higher efficiency than legally operating businesses. As a result, such enterprises are an obstacle to the flow of funds to the budgets of all levels of the country, and as a consequence, have a negative impact on socio-economic development in general. In recent years, state budget expenditures have been growing too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation and, consequently, negatively affects the socio-economic security of society. Budget expenditures are closely linked to public policy, which allows the state to curb the level of economic shadowing through measures to reform relevant areas. It is investigated that the State budget expenditures grow too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation. The paper substantiates the reasons for the growth of the shadow economy and identifies the main measures to reduce shadow employment, the manifestations of which are the deformation of social and economic institutions of the state. The de-shadowing of the economy provides citizens with the right to social protection, in the form of social guarantees in case of unemployment, temporary incapacity for work, accidents or occupational diseases during official work, pensions, etc.

In the conditions of rapid changes in the modern market environment, it is extremely important for agricultural enterprises to respond in a timely manner to threats to their financial security. Therefore, economic diagnostics is of significant methodological importance, and makes it possible to learn about economic problems and interpret the results of enterprises activity that have certain deviations from the norm or the state required for the enterprise. The subject of the study is a set of theoretical, methodological and practical aspects of diagnosing the state of financial security of enterprises. The purpose of the article is to diagnose the state of financial security of agricultural enterprises on the basis of the proposed methodological approach and to substantiate proposals for its improvement. The methodological basis of the diagnostics used in the study was: methods of theoretical generalizations, financial analysis, scoring method, analysis of dynamics and structure, linear programming. The article reveals the tasks and areas of management of Ukrainian agricultural enterprises with an emphasis on the protection of their specific financial interests – ensuring liquidity, solvency, financial stability, autonomy and others. For research purposes all Ukrainian agricultural enterprises were classified on the size of the net income. The system of indicators for diagnostics of financial security of the agricultural enterprises was offered. The basic structural elements of the mechanism of financial security management were substantiated. According to the diagnosis results, it was found that the state of financial security of large enterprises in 2018-2019 has deteriorated and it has had a negative impact on their solvency. Instead, the financial security of small and medium-sized enterprises has improved. Based on the experience of developed countries, proposals for public policy instruments to promote financial security of agricultural enterprises were proposed.
