Bayt al-mal is one of the important architectural innovations that characterized the Islamic civilization. It represents the treasury of the Islamic State, which preserves the various financial resources of the State. The Bayt al-mal appeared in the era of the Prophet Mohammed (peace be upon him), and its layout was simple reflects the simplicity of Islam. Its location was inside the mosque or adjacent to it. Bayt al-mal developed with the expansion of the Islamic State and the Islamic conquests, and it has a special called Diwan Bayt al-mal. Domes were built in mosques as one of the branches and sections of the Bayt al-mal. These domes were dedicated to preserving the different funds of the endowments and places. The location of these domes was in the great mosques' courtyard. They rise from the courtyard's surface and based on eight columns. These domes appeared especially in Umayyad mosques in Syria and Palestine. Then they spread in most countries in the east and west of the Islamic world. This research deals with the concept of the Bayt al-mal; its names, origin, architectural development, and the reasons to build them. This research also studies the dimension of jurisprudence in the building of these domes. It used an analytical study of the architectural shape of these domes and studies the impact of functional dimension on the form and plan of these domes. This study shows the remaining examples of these domes in Islamic mosques and mentions some examples of the extinct ones.

In this article we focus on identifying the specificity of digital transformation within the public sector. The aim of the article is to present the main mechanisms resulting from the introduction of digital innovations that have changed the functioning of the public sector. Starting from a discussion on the technological requirements of digital transformation, we briefly characterise the use of computers and the Internet in public administration, resulting in the development of e-services and administration. The main part of the article is devoted to discussing the specificity of the implementation of the new digital technologies in public administration, focusing mainly on artificial intelligence and blockchain technologies. Our thesis is that the impact of innovative digital technologies on the operation standards and structure of public administration should be analysed through the prism of interrelated mechanisms of datafication and platformisation, characteristic for the digital economy. The adopted methodology, which is based on an analysis of the subject literature and an analysis of new technology implementations in public administration in EU countries, indicates the pilot, random and non-transformational nature of these implementations, partly due to the lack of well-established methodologies to study and assess the maturity of digital transformation within the public sector.

The article covers the state of the digitalization process in Ukraine, the advantages of its implementation in the information and telecommunications spheres. The experience of foreign countries in digitalization is briefly analyzed. Some features of the functioning of the best Internet banks of the state are revealed: PrivatBank, UkrSibbank, FUIB. There is a clear trend of banks moving from branches to the Internet, when users are gradually, but persistently, accustomed to all currency transactions through special applications in smartphones. It is noted that the minimum set of any successful digital bank should be the following functions: card limit management, control of current account balances, deposit, payment of utilities, transfer of funds to accounts in other banks. It is indicated that already at this stage of digital transformation the Ministry of Finance has created a "Catalog of the best Internet banking in Ukraine", in which any Internet user in Ukraine has the opportunity to compare and choose Internet banking according to their requirements and preferences. The main advantages, threats and key problems of digitalization of the banking sector in Ukraine are listed.

Lately, much has been made about the state of disrepair of American democracy. Oddly enough, race and racism are almost always absent from these accounts. If campaigns, elections, and representation remain central to American democracy, and some researchers think they do, the impact of racial difference must be considered. This chapter undertakes to examine work in this vein, hoping to shed light on the continuing significance or race and racism. In the end, it shows that appeals to race and racism continues to play a key role in the American democratic experiment.

The digital transformation of the structural components of the state system forms new socio-organizational forms and practices of political interaction. The transformation process is based on the dialectical overcoming of existing elements of the old order, the development of new goals and the formation of new specific ways to achieve them. As a result of the digital transformation of the structural components of the state system, new socio-organizational forms and practices of political interaction are being formed. Before our eyes, the transition of initially networked social formations into political offline processes is unfolding, new power resources and mechanisms of influence on the political organization as a whole are emerging in society. These processes relate to social self-organization and are characteristic of the adaptive algorithm of social changes. At the same time, changes in system parameters do not violate the contours of the existing state system. However, in the conditions of deliberate stimulation by the authorities of the digital transformation of all spheres of society’s life, the limited ability of the political system and the state to ensure the manageability of social and political processes is more clearly manifested. The article considers the process of deformation of the state system caused by the digitalization of public relations, analyses changes in theoretical models of explaining social reality and related changes in the organization of the political system and political practices. The multi-component nature of the impact of the global ICT paradigm on the sphere of public administration of a particular state is noted. In the era of the diversity of broadcast information, the dominance of the mass media and social networks, the public becomes a mass / crowd and an object of manipulation. The impact of information and communication technologies on the functioning of society is manifested in maintaining the gap between formal and informal institutions, intensive introduction of innovations, launching new mechanisms of social inequality, and the like, as a result, the integrity of the social system is violated. The risk of loss of manageability of social processes increases due to the fact that the recommendations for authorities on digital transformation, as well as most scientific publications on the topic of digitalization of public administration do not contain a critical assessment of the ICT paradigm itself and the concepts, concepts and practices formed on its basis.
