The subject of the study is major repairs of an apartment building. The authors analyse the concepts of “capital repairs of an apartment building” and “energy efficient repair”, explore the normative and methodical base. Based on the presented statistical data on the state of the apartment buildings, the paper proposes an original system of indicators for evaluating energy-efficient capital repairs. The assessment of the population by the degree of satisfaction with housing conditions is characterized by the data of a sample survey. The article uses data on the results of the implementation of regional programs of energy-efficient capital repairs in pilot regions, compares approaches to energy-efficient repairs, identifies similar parameters and regional features.

The article discusses the energy-efficient repair and construction of apartment buildings, as well as the dynamics of changes in the energy efficiency class of apartment buildings in the Republic of Tatarstan. The object of the study is directly the energy efficiency of apartment buildings, as well as its increase in the course of major repairs and construction of apartment buildings. The article also discusses measures to improve the energy efficiency of apartment blocks. The purpose of the study is to analyze the state of management of energy efficient construction and repair of apartment building, mainly using the example of the Republic of Tatarstan.

The current state of the housing stock of the Russian Federation necessitates overhaul of the common property of apartment buildings. The basis of the state program (concept) for overhaul of apartment buildings is formed by regional programs and short-term plans for overhaul of the common property of apartment buildings. Therefore, the purpose of this article was to study the implementation of the regional program for the overhaul of apartment buildings and develop directions for its improvement. The subject of the research is the regional program for the overhaul of the common property of apartment buildings in the Volgograd region, which is a document that guarantees the overhaul within the time frame established in it. The analysis of the implementation of the program according to the data of the Fund For Overhaul of the Volgograd region is presented. The problems of the implementation of the regional program are identified and directions for their elimination are outlined, which will allow achieving the target indicators of the regional overhaul program.

The reconstruction of balconies and loggias is a key element of the renovation of apartment buildings. Artificial light will never replace natural light. Every day, one must make full use of the potential of daylight and enjoy an advantage—free-of-charge natural light entering the interior. When renovating balconies, people often change the character of this protruding structure from a façade to a loggia. This is also the subject of this paper. For the evaluation of the daylighting conditions prevailing in residential building, the Daylight Factor (DF) was considered as the parameter for indicating the quantity of admitted daylight. The DF values and illuminance—CIE overcast sky were calculated using DIALux 9.1 software. The aim of the paper is to compare two variants of the level of daylight in the rooms of the residential building. One option to bring in even more natural light than a window is a variant with balconies. Loggias are satisfactory in terms of static and thermal technology, but daylight conditions are deteriorating. The article provides an insight into the solution of the renovation of balconies and loggias in a specific apartment building. The result shows their influence on changes in the conditions of natural daylight in the interior of two selected rooms.

In the middle of the twentieth century there was a need for a significant amount of housing in Russia as soon as possible caused by the necessity to restore buildings destroyed during the war years, as well as rapid urbanization. Panel apartment houses have become an excellent solution to this problem, due to the simplicity and short construction time. However, recently such buildings do not meet the requirements of comfort, safety and economy. Not only Russia, but also the countries of Eastern Europe, Germany and Japan faced this problem at the turn of the century. In this article, analogues of the panel houses renovation with increasing energy efficiency of their thermal envelope in different countries are considered. It is conducted a comprehensive analysis of the existing legislation of the Russian Federation in the field of reconstruction. Technical opportunities to improve the comfort and energy efficiency of panel buildings and their economic advisability were considered by the example of panel apartment building in Ekaterinburg.

The subject of the article is the situation of housing and communal services of Ukraine – an apartment building management services. There legislative base on the given question, its dynamics and prospects of development are analyzed. These are the main problems that have been going on since the beginning of the housing and communal reform. The main characteristics of the entities that can manage apartment buildings in Ukraine are given. Also studied their influence on the development of competition in this market. The number and dynamics of apartment buildings that have chosen certain forms of management are determined. The statistical data which show indicators of management of apartment houses in Ukraine in the context of regions of Ukraine are resulted. In general, the share of apartment buildings in Ukraine, the co-owners of which have not chosen any of the forms of management, is decreasing, but the share of such buildings in the overall structure is too large. The current trends in the industry in the coming years are indicated. Peculiarities of the manager's appointment based on the results of competitive selection are considered. The main indicators of payment discipline for apartment building management services in Ukraine are analyzed. The payment discipline is also a negative factor on the management of apartment buildings in Ukraine. In particular, it is worth noting the increase in 2020 in the amount of indebtedness of the population for all types of utility payments, except for payments for the management of apartment buildings. It should be noted that previously the problem of registration of ownership and maintenance of adjacent territories was significant - many condominiums, having a significant adjacent territory, could not register the ownership of it, because it was owned by local governments. Therefore, the maintenance of these territories and their development, despite the needs of co-owners, were carried out on a final basis. However, a significant problem with the implementation of housing and communal reform in Ukraine is that the vast majority of apartment buildings have not chosen any form of management, so in the face of changes in legislation on a competitive basis, local self-government will appoint managers.

The problems of planning the organization of territories and objects of ethnographic tourism, taking into account the landscape features of the regions of the Russian Federation, in particular the Belgorod region, are relevant. The study developed regional principles for planning ethno-tourist spaces on the example of the Belgorod region. The object of research is the territories favorable for the development of ethnographic tourism objects within the Belgorod region, the subject of research is the influence of regional historical and cultural features on the formation of ethnographic tourism territories. As a result of the study, based on the analysis of world and national experience in the design of ethnographic tourism objects, their typological and historical-cultural analysis, the principles of organizing ethnographic tourism objects were developed. These principles take into account such regional features of the cultural landscapes of the Belgorod region, as the principle of preservation of the cultural landscape, the principle of authenticity of the recreated environment, the principle of symbolic exposure, the principle of stylistic unity and the multi-level principle. The use of the developed principles will allow us to preserve the identity and originality of the environment, reduce anthropogenic pressures on valuable landscape areas, increase information content and determine the gradual immersion in the concept of a tourist site.

The article considers a generalizing characteristic of the citizen's wellbeing in the territory of residence, assesses indicators based on statistical data, and makes adjustments due to safety indicators. The author's diagnostic technique was used, which includes corrective indicators. For this purpose, the method of express diagnostics was applied, which made it possible to select the 8 most significant from 12 modules and 43 indicators of economic security. The rate of change of each of the 8 indicators was taken into account, which made it possible to determine the changes in these indicators and the predisposition to one degree or another of the socio-economic crisis. A change in the trend of an indicator can lead to the opposite effect at the expense of other main influencing indexes. This takes into account the borderline state of the indicator, namely, its rate of growth or decline and predisposition to a particular crisis zone. The turning zones of the trend of changes in indicators have been determined. The object of the research is the well-being of the individual in the territory of residence for each subject of the Ural Federal District. The authors made an attempt to consider in the analysis not just the population of the subject (the number of people), but also to assess the personality from the standpoint of moral development, the level of education, the available opportunities for spiritual development, the provision of benefits necessary to maintain life and the degree of satisfaction of the needs of the population. This will allow to carry out the current analysis of the state, but also to consider the forecast dynamics of change for the next 2 to 3 years. The results obtained can be used in the current assessment of the socio-economic situation in the regions of Russia, as well as in planning and forecasting individual indicators of individual citizen wellbeing in the territory of residence

Increase in population increases the demand for dwelling with a greater comfortness with all amenities. Nowadays people require residential building with fitness center, balconies, laundry room, swimming pool, childcare center, playground, and community room. The demand of people initiated to construct a apartment buildings in major cities. The process of planning and schedule of the activities in the construction of apartment building should be in a logical and systematic manner which is done using Autocad and Primavera P6 software. Finally the web integration is done for scheduling the major resources in the construction work which in hand manage the time period effectively.

During the period of liberal reforms of Emperor Alexander II in Russia in 1864, the zemstvo reform began, which was a continuation of the peasant reform of 1861. Zemstvo institutions were introduced in the country, in the Tauride province they appear two years later - in 1866, zemstvo institutions were in charge of local social and economic issues. One of the important issues that fell on the shoulders of the zemstvos was the issue of the development of medicine. Taking care of the people's health was not one of the mandatory zemstvo duties, but the growth of infectious diseases and the high mortality rate largely prompted the zemstvo authorities to promote the development of medical affairs. The work of the zemstvo bodies was especially difficult at the very beginning of the formation of zemstvo medicine, when the zemstvos had to raise to a new level everything that they had inherited in 1866. The first decade of zemstvo activity for the development of medical science is the subject of this study. The article deals with the regional features of the districts of the Tauride province and their importance in the development of public health in the region. The relevance and novelty of the study is added by the reflection of the influence of the social composition of the county zemstvo vowels on the modernization of the social sphere of the province. In conclusion, information is provided on the results achieved by local self-government bodies by the end of the third zemstvo triennial in relation to 1866. The results of the research provide information on the state of medical affairs of the Tauride province in 1875 in relation to the rest of the zemstvo provinces of the Russian Empire.

The article is concerned with the subject of energy consumption in construction; it also discusses problems related to creation of sustainable built environment and its links to the natural environment, with special emphasis placed on its links to climate. Selected contemporary European development directions and trends in solutions using solar energy in buildings have been discussed in the paper, as well as various projects, concepts and realisations, mostly related to residential development. The collected examples present the experiences of previous eras as well as their continuation contemporary realisations based on the possibilities of using innovative technologies in architecture within the framework of actions undertaken in European countries. They are to be found in various scales referring to whole districts, housing estates and housing complexes as well as individual buildings. They refer both to new development and to transformations of the existing infrastructure in the process of its restoration.
