scholarly journals Problems of Evaluation of Temporary Employment’s Influence on Injuries and Occupational Diseases

In the article special attention is paid to the problems of estimating the effect of temporary employment on injuries and occupational diseases. The purpose of the research is to form theoretical and methodological basis for assessing the impact of temporary and informal employment in its broad sense on the level of occupational safety to study the connection between the nature of employment and high risk of injury in the workplace. Various definitions of temporary employment and concepts related to this term are analyzed, which are often used in scientific research. The main characteristics of concepts such as temporary employment, informal economy, informal sector, informal employment, conditional employment are considered. It is substantiated that statistical observation of informal employment is important not only for the improvement of employment policy and statistics of national accounts, but also for the formulation and implementation of labor protection programs, poverty reduction, promotion of small and medium enterprises, productivity growth and socio-economic development of territorial units, creating new jobs. The analysis of the organization of labor and the state of labor markets by countries of the world based on indicators of under-utilization of labor force is carried out. The tendencies of changes in the share of workers with temporary employment by the countries of the world and the changes in the organization of labor influence the labor protection are analyzed. Risk factors that distinguish the work of temporary workers from other types of employment are identified and analyzed, as well as factors that explain the causes of lower levels of occupational safety among temporary employees. The peculiarities of the research of temporary agency workers are determined. It is proved that the lack of mechanisms for monitoring the necessary aspects of the functioning of the labor market impedes the work of regulators, law enforcement agencies and politicians who, in the case of availability of relevant information, can act to strengthen national labor safety standards.

The main task of a labor protection specialist is to prevent occupational diseases and accidents at enterprises. To do this, it is necessary to reduce the impact on workers of harmful factors. The All-Russian Labor Protection Olympiad, which is held annually by Aktion Labor Protection with the support of the Ministry of Labor of the Russian Federation and Rostrud, is dedicated to the prevention of hazards and health protection. Igor Ivannikov, a leading expert on labor law at Aktion Okhrana Truda, a representative of the organizers of the All-Russian Olympiad for Occupational Safety Professionals, talks about how the Olympiad was held, the success of the winners and the future of the Olympiad.

A tourism satellite account (TSA) is a synthetic statistical operation closely linked to the central core of a country's national accounts, placing an emphasis on tourism activity. It isolates the various items making up economic tourism activity from the universe of national accounts in order to: specify the impact and describe the direct and indirect effects of tourism on the economy; quantify the overall impact of tourism; analyse the relationships between tourism and the rest of the economy; and make it possible to use major qualitative parameters in analysing tourism activity – place of residence, sex, income, duration of stay, etc. This report outlines the efforts of the World Tourism Organization (WTO) to develop a flexible and sustainable framework for the national and international implementation of TSAs.

The chapter discusses the reasons whycKeynesian policies and development macroeconomics in low-income countries received any attention relatively late, as well as the factors that led to a gradual acceptance of demand-side measures. It also discusses the data, conceptual, and accounting problems encountered when measuring economic performance in low-income countries, including the importance of self-consumption, barter, unilateral transactions, and unrecorded monetary transactions in the informal economy. All this reduces the impact of monetary and fiscal policies and underline the importance of structural policies. The chapter also discusses the accounting conventions and practices used to overcome such problems, and the impact all this has on the estimates of the main macroeconomic aggregates and the evaluation of the impact of public policies.

The methodology, technique and model of complex assessment of ecological danger and labor protection in agricultural production, which were the basis for creation of a package of programs of digital technology of this process for use by farms in practical activity, are developed on the basis of long-term researches. The program package includes the following blocks: assessment of soil and product contamination by pesticides; assessment of soil and product contamination by heavy metals; assessment of hazard class of waste and by-products; assessment of working conditions in the workplace; assessment of ecological culture and culture of labor protection of workers and the population; assessment of the level of investment in labor protection, environment and environmentally safe products; assessment of the impact of mineral fertilizers on the environment; assessment of the load of cattle on pastures and the ratio of stabilizing and destabilizing factors. The software product developed in accordance with the model of integrated assessment of the environmental and occupational safety, held a pilot production testing in JSC «Malinischi» in Pronsky district of the Ryazan region, in which deviations from the risk indicators from criterion values were determined. On the basis of the obtained data, measures to reduce the impact of negative factors on the environment are developed.

COVID-19 has a profound impact on the world of work globally. It has altered the social fabric of the workplace and significantly accounts for the loss of normalcy in the world of work. As this threat continues, this paper sought to critically review the impact of COVID-19 on specific areas of the world of work. The study established the link between nCov and global loss of jobs. It critically examined how COVID-19 impacts on teleworking, occupational safety and health, workers mental health, discrimination, physical and social distancing at the workplace. Overwhelmingly, the paper concluded that COVID-19 exacerbates existing cracks in the world of work and its sustainability affects workers’ mental health, social relations, escalate discrimination and unemployment globally. The study suggested policy reforms as global remediation to the negative impacts of COVID-19 on the world of work.

The purpose of this paper is to examine the impact of Indonesia’s tax reforms of 2000 and 2008/2009 on taxpayers’ noncompliance. Noncompliance is defined as the difference between the Value Added Tax (VAT) liability and the actual revenue. Data are mainly collected from the World Input-Output Database and Indonesia’s Central Board of Statistics. The methodology uses one of the ‘top-down’ approaches, in which national accounts figures are employed to arrive at an estimation of the VAT liability. It is found that compliance deteriorated when reform efforts were incomplete – that is when the reforms suffered from decelerations, setbacks or reversals. This paper contributes to the literature by providing a framework for analyzing the impact of tax reform on taxpayer’s compliance behavior.

The article reveals the theoretical aspects of the influence of the educational environment on the formation of pedagogical consciousness in future professionals (labor protection). The author analyzes the concept of «pedagogical consciousness», identifies the impact of the educational process on the acquisition of the necessary knowledge, skills and abilities that affect the formation of pedagogical consciousness of future professionals. It was found that the problem of forming the pedagogical consciousness of future professionals at the present stage is one of the most pressing problems in the system of higher pedagogical education. The author notes that the educational and pedagogical environment is the place where the formation of pedagogical values and universal relations of future professionals, which positively affect the formation of pedagogical consciousness. The article substantiates the statement of the positive influence of the family, high school, mass media on the formation, formation and development of pedagogical consciousness of future specialists (labor protection). The author notes that the purposeful formation, formation and development of pedagogical consciousness should begin at the university stage of professionalization of future professionals. The main starting points of the system of training future health and safety professionals should be the understanding of the educational process as a specific form of transfer and assimilation of socio-historical experience, which provides unity of teacher and students, the purpose of which is not only students specialists as individuals, but also the formation of professional consciousness on the basis of creating the inner position of the student as a successful, positive-minded professional with real professional plans for the realization of their knowledge and desires. The formation, formation and development of pedagogical consciousness of future specialists (labor protection) can be achieved by combining the efforts of family, high school, media, etc. An important component of the readiness of masters in occupational safety for professional and pedagogical activities is that they have experience of emotional attitude to the future profession.

The advances in information and information technology provide companies with both speed and optimal benefit by using the internet intensively for every stage of their commercial activities and for all kinds of transactions. In order to reduce tax losses, it is necessary to utilize information technologies to develop new audit methods and techniques and to follow new practices in the world. It has become compulsory for public institutions to keep pace with the evolving information technology and to form the necessary information infrastructure. E-applications prevent tax evasion and ensure tax incomes of countries not only to increase the quality of public service but also increase the taxpayer's transaction speed. With the transfer of taxpayers to electronic book and electronic document in order to conduct an effective tax audit and to obtain tax revenue studies on the establishment of a structure that is effective, fast working and using computer technologies well in the struggle with the informal economy are carried out by the tax administration. In our work, electronic tax applications and tax audit in Turkey are explained under general headings and the process of transition to electronic tax audit is taken as basis on the basis of applications in the world. As a result, the contribution of computer and internet technology to the effectiveness of tax audit is an unquestionable reality.

Coming on top of long-term employment challenges, the COVID-19 crisis has severely impacted economies around the world. Due to the nature of their labour markets, middle-income countries (MICs), including India, have experienced greater employment declines than advanced economies. Some sectors have been hit harder than others, while certain groups—including women, youth, migrants and those in the informal economy—have felt the brunt of the crisis even more strongly. The crisis has raised unemployment and, even more, has also pushed many out of the labour force, raising inactivity. Overall, the crisis has exacerbated existing inequalities in countries and across countries. The major challenge for MICs is to finance the continuing efforts to battle the crisis while shifting to a job-rich and inclusive recovery. Key lessons have already emerged, which are relevant for India and other developing countries, including the importance of building a more resilient and inclusive labour market through strong institutions and policies. The article provides a comparative analysis of the ILO Convention No. 190 and Ukrainian legislation concerning the issues of combating violence and harassment in the world of work. ILO standards have traditionally been one of the key sources of national labour law. Conventions and recommendations of this organization represent a balance of interests of workers, employers and governments, which have also been properly tested both in time and in practice. ILO Convention No. 190 is not an exception in this case. Ratification of this Convention will not only strengthen the international status of Ukraine, but also improve national mechanisms to combat violence and harassment in labour relations. Among the key features of the ILO Convention No. 190 the following should be highlighted: providing a definition of "violence and harassment" in the world of work, specification of the powers of the labour inspectorate in terms of detecting cases of violence and harassment, adoption in consultation with employees a workplace policy on violence and harassment, ensuring easy access to appropriate and effective remedies and dispute resolution mechanisms, etc. It has been established that Ukraine currently has a proper basis for ratification of ILO Convention No. 190. This is primarily due to the adoption in 2017 of the Law on Prevention and Counteraction to Domestic Violence, which introduced a number of important amendments to existing legislation in terms of enshrining at the regulatory level the concepts of "sexual harassment" and "gender-based violence", as well as mechanisms to combat them. The recognition of this Convention as legally binding for Ukraine would further eliminate a number of existing gaps in legal regulation relating to combating violence and harassment in the world of work. Such gaps include: the lack of a clear mandate from the State Labour Service to exercise state control over employers' compliance with anti-violence and harassment legislation, not taking into account violence and harassment and associated psychosocial risks in the management of occupational safety and health, lack of norms that would mitigate the impact of do- mestic violence in the world of work, etc.
