This article examines the main aspects of the IR experts' professional education and training, aimed at improving the efficiency of the foreign office staff. A new approach has been taken to the problem of updating and rationalization of the current academic programs (especially, MA training programs) in order to boost the competitiveness of national educational system at the global education market. The main focus is shifted from marketing to quality and "content" characteristics of the professional training in IR studies' area within the organization of higher education. The author draws on the empirical data, collected by means of analysis, processing and generalization of expert assessments and evaluations of Russian and foreign participants of international faculty and university forums in International Studies in 2015. As a result, the article proposes an ideal model of the master's program, developed by the author, based on "benchmark"International Relations/World Politics programs, which are highly valuated by the respondents. Moreover, it examines the most relevant issues, concerning the framework of students' teaching process (including preparation of master's theses), further employment of graduates and, finally, the development/modernisation of teaching staff. In conclusion, the article highlights recommendations on probable reforms of higher education in IR studies' area. The author does not criticize the national education system destructively. On the contrary, the inevitable question is how to converge the best qualities of domestic and foreign institutions of higher education system in a harmonious way. The article is designed and might be of interest for higher education and training experts, as well as for a wide range of readers interested in the education and training of the foreign office staff.

One of the main social transformations is that the formation of the global world is taking place and this world is reflected in science and education, and these last begin to form it. It is shown that to a large extent a global direction of research has already been formed, which includes globalistics, global scientific disciplines, globalization research, global evolutionism and a number of other areas of scientific research. Although this global cluster of scientific knowledge is most intensively developed only in the second half of the last century, its origins are found in the works of V. I. Vernadsky at the beginning of the same century. The global cluster of scientific knowledge is associated with the globalization of education and the formation of global education. The main integrative characteristics and features in the forms and content of these global evolutionary processes in education are revealed. It is shown that integrative tendencies connected with global-evolutionary changes of civilization and its interaction with nature are developed in education. It is noted that the globalization of education is focused mainly on the formal and organizational methods of integration of different systems and forms of education; the most important directions of this process are highlighted. And global education is characterized by qualitative and meaningful transformations of the educational process, the subject field of which is "filled" with universal-integrative knowledge obtained in the course of global studies. It is assumed that with the globalization of science and education begins a new global revolution in the scientific and educational space.

The development of global education space, the current processes of globalization and internationalization in market conditions introduce their amendments to the process of restructuring the system of Russian education. That is why the article raises such acute problems as optimization of the education process in university, the quality of the faculty work, investigation of qualitative and quantitative parameters of university lecturers, restructuring the education system, the crisis connected with difficult adaptation of the faculty to conditions and requirements of education reforms, as well as issues of professionalization, autonomy and responsibility of the faculty. The authors try to identify the most acute external and internal problems of the education system; causes of the staff crisis and ways of overcoming negative consequences of the current ‘westernization’ of higher school; introduction of digital information environment in all spheres of activity and using the strategy of passing-over to digital university; independent assessment of the results of each faculty member and his/her contribution to the development of the education institution.

The nativist hypothesis suggests universal features of human behaviour can be explained by biologically determined cognitive substrates. This nativist account has been challenged recently by evolutionary models showing that the cultural transmission of knowledge can produce behavioural universals. Sensorimotor invariance is a canonical example of a behavioural universal, raising the issue of whether culture can influence not only which skills people acquire but also the development of the sensorimotor system. We tested this hypothesis by exploring whether culture influences the developing sensorimotor system in children. We took kinematic measures of motor control asymmetries in adults and children from differing cultures where writing follows opposite directions. British and Kuwaiti adults ( n  = 69) and first grade (5–6 year old) children ( n  = 140) completed novel rightward and leftward tracing tasks. The Kuwaitis were better when moving their arm leftward while the British showed the opposite bias. Bayesian analysis techniques showed that while children were worse than adults, they also showed asymmetries—with the asymmetry magnitude related to accuracy levels. Our findings support the idea that culture influences the sensorimotor system.

The object of this study is to determine views of teachers serving at first grade classes on problems they experienced related to the 4+4+4 intermittent compulsory education system and their solution proposals developed for these problems. In the research, phenomenology design as one of the qualitative research designs was used. The research was conducted on 23 first grade teachers serving in Karakocan County of Elazig City. In the scope of the research, the data were collected by using questionnaires for written opinions. Content analysis was used in the data analysis. As a result of the research, most of the teachers stated that they maintain negative thoughts on the 4+4+4 intermittent compulsory education system, they do not approve that the students in the age group of 60-66-months start school, they mostly experienced problems regarding the new education system as related to students, and they developed proposals addressing problems that they encountered with students. Proposals were developed based on the findings derived from the research.
