Financial globalisation is a general trend of contemporary world economic development that multinational corporations largely drive. Many of them come from English-speaking countries. Many of them are of the U.S. origin, which is why globalisation is often misunderstood and misinterpreted as Americanisation. English is the leading language of globalisation. Even European leaders of supranational level have to speak, communicate and pass E.U. legislation in English. That is why teaching and studying world finance in English is given a high priority in many countries. Russia is no exception to the rule and the Financial University under the Government of the Russian Federation (the University of Finance). This book attempts to outlay the theoretical and practical foundation for the world finance. It contains basic world finance terminology. The textbook can be recommended for teaching world finance and related subjects.

The article is devoted to the analysis tools for assessing human capital based on world rankings in the context of sustainable development. The most famous world rankings of human capital, studied by such international organizations as the World Bank, the United Nations, the World Economic Forum, the University of Groningen in collaboration with the University of California at Davis and others, are considered. Quantifying human capital as the economic and social value of a skill set is measured through an index. Each organization makes measurements according to its own method. The application of different criteria and indicators for assessing human capital at the macroeconomic level is analyzed. The considered assessment methodologies are overwhelmingly based on statistical approaches. Analyzed the position of Ukraine in the world rankings in recent years in dynamics. It has been confirmed that these international ratings can be considered as a reflection of the state of human capital in Ukraine. Revealed quite high rating positions of Ukraine in comparison with other countries. The results allow us to conclude that there is insufficient government funding for the development of human capital. It is concluded that Ukraine needs to improve the quality of human capital as a leading factor in increasing the efficiency of the country's economy in the context of sustainable development. The study showed that the use of high-quality, highly qualified human capital leads to an improvement in the country's position in the world rankings.

In modern conditions, issues related to the effectiveness of the regulation of the oil industry by the state are becoming increasingly important. In January 2018, the World Economic Forum was held in Davos, which, in particular, noted the impact of the growth of protectionist trends in the global trade in hydrocarbons, and the impact of climate change on the planet on the export of hydrocarbons. As a result of the forum, the key ways of adjusting the policy of states in the relevant area were identified. At the same time, a significant number of states are already seeing the process of changing state regulation of the industry. In this article, the authors analyzed the systems of state regulation of the oil industry in different countries, and also gave assessments of the possibility of integrating new mechanisms into the system of sectoral management in Russia in the conditions of post-covid reality

The world economic crisis of 2009, subsequent events of economic stagnation and overcoming the crisis of European countries, America and Russia showed that even stably carrying out scientific, technical and economic progressive development of the country fall into a wave crisis process. This process is primarily associated with production and consumption. In Russia, it was aggravated by a deep severance of economic ties, for example, due to a power crisis in Ukraine, as well as the adoption of US and EU sanctions. The result of the economic crisis is an increase in poverty in Russia. The article describes the current problems and tools for the implementation of documents adopted by the president and the government of the program-project strategic development of the state for the period up to 2024, which should ensure the socio-economic development of the population and the country, and are also included in the top 5 economies of the world.

The purpose of this research was to do a measuring of the catering services quality through the opinion of local, national and foreign visitors, in the Magic Town of Tequisquiapan, Qro., in order to determine some actions that helped improve their services and the touristic impact in the zone. The methodology used was mixed, using the quantitative method based on literature about the topic, where there were shown several analysis as in the World Economic Forum, published on the Tourism notebooks in the University of Murcia. Likewise, a qualitative analysis was done when it was applied a survey where it is asked about the quality in the catering services visited by consumers and it was also done a revision of the certifications given by the Mexican official government. After that, the results obtained let us know the high level of acceptance that the caterers have. Nevertheless, the certificates of quality are not common among the businessmen. It was considered to give the proposals that could help to the Bureau of Restaurants, the County City, the Local Ministry of Tourism and to private companies who want to know about them to continue solving and fulfill with quality in the touristic caterers.

Nowadays foreign trade is the most developed form of economic relations in the world. It develops dynamically and serves as one of the main factors in the development of globalization of the world economic space. The main trends in the development of foreign economic activity of the Russian Federation are associated with many different factors, the most important of which is the transition to the digital economy.Today information technologies play an extremely important role in the life of society and determine the level of its development. Such technologies are used in many areas of human activity and are indispensable for the facilitation of doing different tasks and operations. Customs authorities as a continuously developing institute of customs administration control foreign economic activity and ensure the national security of the state, timely collection of customs payments, lawful customs control and the acceleration of foreign trade. That is why the development of information-technical support of customs authorities is one of the priorities of customs policy.The article is devoted to the institute of electronic customs in the broadest sense of this term; it also includes the main problems connected with the development of electronic customs and involves the ways to solve these problems.

The article analyzes the third generation universities and their main features according to the methodology developed by Johan Wissema. The world experience in building third generation universities can be based, according to the authors, on the three main models described in the present study, namely, the models used by Harvard, Cambridge, and the University of Ruse. The main purpose of the present study is to analyze the main advantages of third generation universities on the example of international and Russian practices. The universities, selected as research objects, not only show high results in international rankings and the scientific community but also have strategic importance for the development of their regions. However, the most important criterion remains the commercialization of know-how and the active involvement of the educational organization in the regional economy, which is demonstrated by all three universities selected for the analysis of global practices. Each of the presented models has its peculiar characteristics and can be adapted for forming the Financial University under the Government of the Russian Federation (Financial University) into a new third generation university that can be created taking into account the capabilities and available facilities and resources, as well as the scientific and educational-methodological base.

Japan is a developing country but is getting diffi cult to hold in leadership 21st century. The domestic lack of raw materials fosters the government to count on competitive power of science and the higher education system. Japanese system of higher education must become demanded in the world. The history of Hokkaido University, the oldest institution in the country and is being modernized at present, is reviewed. It is noted that various mid-term and long-term measures have been developed and implemented. The university partakes in diff erent activities to raise the university international rating.
