 Introduction. The problem of leadership in scientific research is given a lot of attention. However, this problem remains relevant for a large number of scientific areas. The formation of leadership qualities of a person is interested in the pedagogical composition of power higher educational institutions.Materials and methods. The main methods of research were: analysis of literature on the problem of research, systematization of the data obtained, conducting an empirical study of the influence of various factors on the formation and development of leadership qualities of future officers of the Russian Guard.Results. The article presents the experience of studying the leadership qualities of university cadets of the National Guard troops receiving the specialty of a military psychologist. There is a positive dynamics of leadership qualities throughout the entire period of study at a military university, as one of the most important conditions for readiness for professional activity, and a conclusion was made about the stability of the main management style in the fifth year.Discussion and Conclusions. During the study, it was established that in order to develop the leadership qualities of the future officer of the National Guard troops, it is now necessary to solve the following tasks in the educational process of a military university: development of awareness of his/her purpose as an officer, perseverance in realization of assigned tasks, steady desire to be a leader, self-confidence, readiness to make decisions and take responsibility, consistency, perseverance in realization and fulfillment of assigned tasks, awareness of own strength, faith in achievement of the goal. The article deals with the topical issue of digitalization of education as a component of the digital transformation of contemporary society and the economy in general. The purpose of the research is to identify the readiness status of teaching staff for professional activity in the context of the digitalization of education. The main research methods were the questionnaire (implemented in the form of an online survey among students of the extramural form of study of the Moscow City Pedagogical University working at educational institutions of Moscow), and statistical analysis of the data obtained. The results of an online survey of teachers allowed concluding that today teachers have acquired a positive experience in the use of recommended tested digital educational resources, the ability to develop innovative digital educational and methodological support for the educational process, as well as recognized the need to build a personal trajectory of professional development in the framework of digital education.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

We raise the problem of preventing deviant behavior of students in secondary professional educational organizations. The relevance of the research topic is due to the need to resolve the contradiction between the society’s need for training healthy specialists in physical, mental and moral aspects and the high level of deviant prevalence among adolescents and students, as well as insufficient study of the potential of physical and recreational activities as a way to prevent students’ deviant behavior. The purpose of the study is the justification of the prevention system of deviant behavior of students in secondary professional educational institutions using means of physical recreation. We use theoretical and empirical research methods, the leading place among which is occupied by the analysis of the state of the problem in pedagogical theory and practice, as well as a pedagogical experiment. It is established that the proposed system should include tar-geted, substantive, operational, criteria and evaluative, resultative components and be implemented with the inclusion of the main participants in the educational process. All forms of motor activity of students in the educational process, contributing to the constructive development of their personality, were classified as means of physical recreation. A significant place in the developed system is reserved for training complexes, differentially used depending on the level of manifestation of students’ deviation. It is proved that the effectiveness of the prevention system of deviant behavior of students in secondary vocational educational institutions using means of physical recreation is achieved by implementing a set of pedagogical conditions: organizational, stimulating, methodic and the conditions of the theoretical, psychological and technological preparedness of teachers for this kind of activity.

The article contents the problems of the organization of present methodical service: the different interpretations of the activities, objectives, tasks, various forms of institutions offering information and methodological support of the educational process, regarding aspects of finance - state-owned, independent, low cost, as well as on the main activity - educational institutions of additional professional education or not. The article presents the results of the analysis of the structures and functioning of municipal methodical service of Russia. The difference in the interpretation of municipal methodical service determines the organization of the Methodist work blurring. The article offers solution to according problem by standardizing the professional activity of municipal methodical service, process of methodological support of educational activities, professional paths of Methodists based on standardization of Methodists competences. The article proposed a system of professional competence of the present Methodist of municipal methodical service.

The article is devoted to the analysis of the possibilities of operative (audial and visual) memory among cadets of military educational organizations. As a result of an empirical study of the mnemonic abilities of 56 cadets of the Military University of the Ministry of Defense of the Russian Federation, it was found that the perception of information in a visual form has a greater impact on the volume and quality of the stored material than the presentation of information in an auditory form. A technique was used to present 10 words in various forms and memorize. The revealed originality of the representative mnemonic systems of operative memory of servicemen (military cadets) serves as a basis for improving the educational process, combat training and personnel management.

The specific features and content of boxing coach-to-be professional training at Ukrainian higher educational institutions are substantiated in the article. It is established that boxing coach-to-be professional training is an integrated multicomponent system that is aimed at harmoniously developed specialist formation. The content of boxing coach-to-be professional training determines the list and volume of normative and elective disciplines, the sequence of their learning, specific forms of study, etc. It is established that the practice-oriented approach is aimed at getting not only knowledge but skills and practical experience. The analysis of the complex of literary sources made it possible to establish the fact that practice-oriented approach is fairly often considered by the researchers to be the method of teaching and learning in combination with practical activity, the orientation of educational process to the final education product that is the formation and development of professional competences. In this research, a practice-oriented approach is considered to be one of the most effective means of professionalization of boxing coach-to-be training since it brings the students as much as possible to future professional activity. It is aimed at the organization of the educational process in the context of the future profession by reflection in forms and methods of students’ educational activity of real psychological and social cases which accompanies the professional activity of a coach. It focuses our attention on the composite design principle as one of the factors of increasing specialists-to-be training quality. It is proved that a complex of practical works is to be the heart of professional training of a coach. The classification of educational practices is carried out; their volume and content are investigated. We see prospects for further research in the direction of a set of educational practices for the sports specialization of the boxing coach-to-be and in the development of an integrated network of disciplines.

The article contains the results of the research aimed at studying the problems of teaching Physical Training by means of distance learning technologies in educational organizations of the Ministry of Internal Affairs of Russia during the period of additional health and hygiene measures taken in order to protect public health in conditions of COVID-19 spreading. The research attempts at finding the ways to resolve the contradiction between the necessity to use distance learning technologies for teaching Physical Training in educational organizations of the Ministry of Internal Affairs of Russia, dictated by the current socio-economic situation, and the objective limitations of these methods in terms of the practice-oriented character of the discipline. Using theoretical analysis of the conclusions of the previously held studies of the topic and  their own observations and their comparison with the current practice of Physical Training teaching, the researchers detect the main obstacles of distance learning technologies and offer the ways to overcome them. The research results can be used for planning and organizing the educational process for Physical Training discipline in educational institutions of the Ministry of Internal Affairs of Russia.

Improving the professional skills of penitentiary personnel is a multifaceted process of obtaining additional knowledge to perform tasks and responsibilities within their professional activities. The article analyzes the main forms of personnel advanced training. The first is carried out in educational institutions of central executive bodies, local executive bodies (external form), and the second – in educational institutions of the State Penitentiary Service of Ukraine (internal form). When clarifying the content of the external form, attention is paid to the model of its implementation. The first model is a holistic system of advanced training, which ensures the unity of the educational process and adequate educational technologies. The second is a variational model, which means working on a certain side of the profession that needs to be improved. The third model – involves using special diagnostics with subsequent monitoring of acquired knowledge. The article details the advantages and disadvantages of the external form of advanced training. The internal form of advanced training provides the participation of educational institutions of the State Penitentiary Service in this process. The structure of bodies that provide advanced training within the State Penitentiary Service is revealed. Among its advantages is the possibility of involving experienced specialists of the penitentiary service in the training process, introduction of effective innovative technologies and motivation of service activity. The disadvantages of this form of education are also analyzed. The article states the combination of external and internal forms helps to increase the level of professional knowledge and skills based on best practices used in various spheres of professional activity of society and allows to maximize the professions in bodies and penitentiary institutions. The paper presents the rationale for solving the problem of teaching the basics of applied swimming cadets of educational institutions of the Ministry of internal Affairs. The need for training these skills of cadets is high. Many students in the educational organizations of the Ministry of internal Affairs do not know how to assist and counteract the criminal in the water environment. Despite this, the future police during execution of official duties, the duty to assist, where appropriate, and within the framework of crime prevention, respectively, to the persecution, to oppose and delay in the aquatic environment of the offender. These circumstances determined the need to develop methods of teaching the basics of applied swimming cadets of educational institutions of the Ministry of internal Affairs. It was supposed to carry out the analysis of level of readiness of cadets in questions of knowledge of bases of applied swimming. To develop a program of training students in the basics of applied swimming and test its effectiveness. In the course of the study, pedagogical, practical, mathematical and statistical methods were used. In the course of the study it was found that the proposed program of practical training and methodology for teaching the basics of applied swimming is effective. This is indicated by the experimental data obtained as a result of testing of cadets. This fact allows us to recommend an experimental technique for use in the educational process of students.
